Drug awareness campaign planned in schools
Chandigarh, September 30 “Before they become addicted, we have to caution them about the ills of alcohol, tobacco, heroin, correction fluid, petrol, diesel, varnish, cleaning fluids, cough syrups, pain killers, cannabis, ganja, charas, etc. It is only through awareness and not through legislation that we will be able to control drug abuse”, says state Education Minister Phool Chand Mulana. He said the necessity of launching this campaign arose due to the fact that the evil of drug abuse was spreading among persons in the 18-25 age group in general and college / school students in particular. He also disclosed that it had been found that many girls at this stage of adolescence were vulnerable to sexual abuse. Dr Saroj Prashant, chairperson of the Haryana chapter of the sangh, said the younger generation in Haryana today was becoming addicted to
drugs. One of the reasons was the availability of cheap drugs . All types of drugs were on the market today. Young people did not need to steal or ask their parents for large amounts of money to buy these. The harmful effects of drugs gradually became visible after prolonged use. As part of the awareness programme, the Department of School Education in tandem with the sangh and the UNODC was organising a workshop for all heads of government girls senior secondary schools on October 7 at Haryana Raj Bhavan. A.R. Kidwai, Governor of Haryana, would inaugurate the ‘‘ Drug and HIV/AIDS awareness: sensitisation programme’’ on October 7. It is estimated that there are about 73 million drug users in the country out of which about 62.5 million use alcohol, 8.7 million consume cannabis, 2 million opium and about 13 million are dependent (addicted) users ( 10 million on alcohol, 2.3 million on cannabis and 0.5 million on opiates). Additionally, India has an estimated 5.2 million people in the country infected with HIV, which is about 10 per cent of the world’s affected population. Mr Pratik Kumar, Project Coordinator, UNODC, said that apart from the awareness campaign, the programme was aimed at a comprehensive school drug abuse education programme using the curricular and co-curricular approaches. Model guidelines for the management of drug abuse in schools had been drawn
up. The guidelines, among other things, provided the rationale and scope for drug education activities and other supportive services like counselling, confidentiality and sanctions and enabled schools to develop and implement the scheme. As many as 173 principals of girls senior secondary schools will participate in this intensive training workshop. In Haryana, the total enrolment in government schools is 24,89,564 out of which 17 per cent are adolescent children. The entire exercise will focus on this target group, which includes 2,02,889 girls. |

Ambala, September 30 A sum of Rs 17 crore has been earmarked for 34 slum colonies of Ambala City under the Integrated Urban Housing and Slum Development Scheme. He said this after inaugurating some development projects in Ambala City today. A plan has been sent to the Government of India for Rs 315 crore for roads, electricity, public health and other works for Ambala City, said Mr Vinod Sharma. He laid the foundation stone of a hall for the District Bar Association, Ambala, to be constructed at the cost of Rs 15 lakh. He announced a grant of Rs 5 lakh from his discretionary quota for the construction of the hall. Regarding the water logging problem in Ambala, he said the government was making its best efforts to solve the problem. He added that the problem had decreased in magnitude during the past few years. He laid the foundation stone for a water supply project which would supply water to many colonies like Preet Colony, RK Puram, Patel Nagar, Laxmi Vihar, Indira Colony, Sainik Colony, Jandli and Patti Mehar village. For this purpose, four tubewells are being installed and a sum of Rs 80 lakh has been released by the Shivalik Development Agency. He also laid the foundation stone for three rooms of a school at Liharsa village. On this occasion, Deputy Commissioner Mr O.P. Langyan, Mr M.K. Ahuja, SDM, Ambala, President District Bar Association Kanwar Chaman Singh, Congress District President Arun Garg, Congress Spokesman Dalip Chawla Bittu, President Municipal Council, Ambala, Harish Sasan, SE of Public Health V.M. Three killed, 7 injured in accident
Sonepat, September 30 According to the police, the accident occurred at 4 am and the deceased were identified as Mohan Lal, a resident of Faridabad, his wife Neelam Devi and sister Kiran Devi. The car driver, Vikas, however sustained injuries and was immediately hospitalised. They were on their way to Faridabad after attending a marriage party at Karnal. Other injured persons were identified as Surinder Chander, Daleep, Bijender and two boys Amarjit and Sobha, who escaped unhurt. The car in which they were travelling was on its way from Chandigarh to Delhi and the occupants of the car were accompanying Surinder who was going to Germany and was scheduled to fly from Delhi. The car was being driven by Jaspal who also sustained injuries. The police has registered a case and sent the bodies for the post-mortem examination. Further investigations were still in progress.

Consumer court to widow’s rescue
Bhiwani, September 30 Holding Life Insurance Corporation guilty of adopting indifferent attitude in repaying insurance claim, the District Consumer Disputes Redressal Forum held that the corporation would pay Rs 50,000 along with 10 per cent interest and Rs 2,000 with 12 per cent interest as litigation charges within two months to the complainant. The complainant, Ms Shanti Devi, wife of Mr Tara Chand of Dhani Bhagsara of this district said her husband had booked an insurance of Rs 50,000 on his life under policy number 171471635 on September 24, 1998. Mr Tara Chand died on December 3, 1999. She informed the insurance company for claim but on October 7, 2002 she received a letter from the company which said that Tara Chand died due to paralysis and she could not be awarded the claim amount. She, however, replied to the corporation that her husband had been admitted to hospital on November 24, 1999. The forum president, Mr Pradeep Mehta, and members Azad Singh Ghanghas and Sushil Rathi, after hearing the parties, directed the corporation to pay the claim amount along with interest. |

Contaminated water claims life
Panipat, September 30 Mr Ramesh Godara, secretary, Market Committee, said he had informed the Public Health officials about the problem four days ago, while Public Health SDO said that he was informed today. The water from the public health taps was fit for drinking. The water from a tubewell started by market committee 20 days ago could be the reason behind the problem, apprehended Mr Ram Chand SDO, Public Health, Panipat. The labourers working as ‘palledar’ at the grain market alleged they had to consume contaminated water from the taps in the market for the last 10 days. Vikas, a labourer hailing from Baghpat (UP), informed they were living in the accommodation provided by the commission agents in the market and the water was being supplied through the taps installed by Public Health Department. The condition of Gohal (30), a migrant from Khagria district of Bihar, deteriorated and he died today in the evening,

Ambala, September 30 While the students said the college authorities were imposing excessive rules and regulations, the college authorities maintained that academic pursuit was the top priority and certain codes of conduct had to be followed in the college in the larger interest of academia. The students were demonstrating against the excessive strictness at the college. They raised slogans against the college director. The students said co-educational activity was not being allowed. Also, the college canteen was closed early. They stated that the college management was charging excess fines from them, even over trivial matters. The students claimed that they were upset with the high-handedness of the college authorities. They boycotted their classes. The students burnt the effigy of the college director. Dr Anil Joshi, Director of the college, said the canteen time had been regulated since it was noticed that students used to sit in the college canteen instead of heading straight for the classrooms. “Also, the faculty as well as the students have to be in the classroom at sharp 9 am. We will not allow rowdyism in the college campus,” he said. |
Shops in residential areas to be sealed
Sonepat, September 30 According to a survey by seven teams of the MC, about 1,400 shops have been identified for sealing and owners of the shops have been issued notices in this regard. They have also been asked to submit affidavits by next Tuesday in the MC office. The HUDA and Housing Board authorities have also issued notices with a warning that if the commercial activities were not stopped, the authorities will disconnect water, sewerage and power connections. The move has created panic among people. Most families running their shops in residential areas sustain their living with income from such small shops, says BJP leader Lalit Batra. Mr Rajiv Jain, former general secretary of the HVP, has urged the CM to convene an all-party meeting on the issue. The court has asked the state government to submit a compliance report by October 4. |
8 get life term for murder
Bhiwani, September 30 Ishwar Singh of Sanjarwas village had lodged a complaint with the police on September 26, 2005, that Ramesh, Suresh, Ram Bilas, Mahavir, Daya Kisharn, Jai Prakash, Rajesh, Jagram, Satyaanti, Manju and Roshni entered his house forcibly and attacked him and other members with lathis. The injured were admitted to a hospital. One of the injured, Din Dayal, had succumbed to his injuries. The police had registered a case against them. The court convicted Satyawanti, Manju and Roshni under Section 452 of the IPC and sentenced them to three years’ imprisonment while others to life imprisonment. |
Package: INLD accuses Centre of bias
Chandigarh, September 30 Mr Chautala said by approving a package of about Rs 17,000 crore for Andhra Pradesh, Karnataka, Kerala and Maharashtra, the UPA government had demonstrated its prejudice and inability to come to grips with agriculture-related issues. He accused the Chief Minister, Mr Bhupinder Singh Hooda, of failing to plead the case of Haryana farmers effectively with the central government. |
Blast leaves 2 dead
Rohtak, September 30 The deceased have been identified as Rakesh and Ajay. While Ajay died on the spot, Rakesh was badly injured and succumbed to his injuries in the Post- graduate Institute of Medical Sciences an hour after he was admitted there. The cause of the blast is not yet known. A team of forensic experts arrived here this evening to investigate the matter. No arrests have been made so far. |
