Hand over internal security to police: Mehbooba Mufti
Srinagar, August 19 Addressing a series of public meetings in the Banihal area of Doda district, the PDP president, Ms Mehbooba Mufti, said this could be an appropriate response to the new scenario emerging in the state, as had already been announced by the Prime Minister, Dr Manmohan Singh. She added that the time had come to further bolster the confidence of people in the democratic institutions and sustain their reconciliatory mood, by taking some bold measures in consonance with the commitments made by the country’s top leadership from time to time. The handing over of such duties to the police would serve a twin purpose, Ms Mufti said. She called for raising new battalions of Jammu and Kashmir Police that would take care of the unemployment problem to a great extent. This, she added, would also replace the present lot of VDCs and SPOs with a more accountable force with participation from all communities and regions of the state. The PDP president and MP said since the coalition government took over in October 2002, people throughout the state in general and in the far-flung areas in particular, had not only got the much-needed relief in the security situation but also equal opportunities in development. She said the government’s priority was to provide a sense of security to the people especially in the remote and far flung areas where they were facing a lot of misery due to the security scenario. She held that with the active cooperation of the armed forces, security forces and the police, a fresh relaxed security scenario had emerged throughout the state during the past about four years. She said after delivering on this crucial front, the next task before the government was to launch a massive reconstruction programme for infrastructure development in these areas. Ms Mufti said the two-pronged approach of the coalition government of complimenting relief in the security situation with infrastructure development had paid dividends and the people in these areas today acknowledged the change in situation that had taken place during the past four years. She said the people of these remote areas, whose only concern once was the safety of their lives, were today demanding roads, drinking water and hospitals after their security concerns were taken care of by the coalition government. Responding to the demands of the locals, PDP MP, Mr Trilok Singh Bajwa, released Rs 10 lakh from his MPLAD fund for various development works in Banihal Assembly constituency. |

Withdraw from sex racket case, lawyers told
Srinagar, August 19 “By moving the Supreme Court against high court orders, the CBI has proved that its main aim is to protect the big fish, including several Cabinet ministers in the state and some MPs,” Dukhtaran chief Aasiya Indrabi told reporters here. “We never had any faith in the CBI. Handing over the case to it was a conspiracy by Deputy Chief Minister Muzaffar Hussain Baig to save his Cabinet colleagues, top bureaucrats and police officers involved in the racket,” she alleged. The Bar association, which had filed a public interest litigation in the high court, should withdraw from the case as “nothing is going to come out” of it, she said. — PTI |

Foodgrains scam: minister plays down irregularities
Jammu, August 19 The minister, who reached here from Srinagar following reports of the scam while presiding over a meeting of officers of the Consumer Affairs and Public Distribution (CAPD) Department claimed that only 92 quintals of foodgrains were seized by the police. He came out in the defence of the employees of the department by announcing that they would be protected from harassment. On the other hand, the Assistant Director of the CAPD in the hometown of Chief Minister Ghulam Nabi Azad at Kishtwar, Tarsem Raj Padha and the tehsil supply officer have been suspended. The minister took strong exception to the senior functionaries of the Doda-Udhampur districts highlighting the scam by giving “exaggerated” figures. He asked the Deputy Commissioner, Doda, to submit a detailed report about the functioning of the CAPD Department in the district. Deputy Inspector-General of Police (Udhampur-Doda Range) L. Mohanty and the SSP Doda, Manohar Singh, last week told reporters the police had unearthed a food scam involving about Rs 3.50 crore in the district. The foodgrains, including rice, wheat and sugar, meant for poor people living below the poverty line (BPL) and Antyodaya Ann Yojana (AAY) were being diverted to open market by certain officials of the CAPD. The police, so far, has arrested five persons in this connection and the minister’s statement has come while the stocks reportedly were being checked to ascertain the quantum of scam. Meanwhile, minister has asked Director of CAPD, Vinod Koul to visit remote districts of Doda, Poonch, Rajouri, Udhampur and Kathua and take stock of the stores of foodgrains there. |

Jammu, August 19 This decision was taken last evening at a meeting chaired by Mr Pawan Kotwal, Deputy Development Commissioner of Doda. The service would commence tomorrow and continue till August 26. Jammu and Kashmir’s Chief Minister Ghulam Nabi Azad has assured the Kailash Yatra Trust to make the services available to the devotees. The tourism authority here is also making infrastructural arrangements, including tents and makeshift toilets. Twelve tour operators of international repute have also been invited to make a list of the spots which can held as an attractive tourism destination. — UNI |

Biotechnology block stone laid
Jammu, August 19 During a visit to the university, Sinha went round the campus. He inspected the state-of-the-art auditorium that was being constructed at a cost of Rs 16 crore. He said the centre had been liberal in granting a special package that had helped further growth of the university. The Governor was received by the Vice-Chancellor, Prof Amitabh Mattoo, who apprised him of various developments in the university. He took interest in various galleries that had been established in the auditorium. Later, the Governor released the students’ charter outlining the duties of the students and the responsibilities of the university towards them. This is the first time that the university has released such a document. |

Srinagar, August 19 In a joint operation, the Central Reserve Police Force (CRPF) and the Jammu and Kashmir Police apprehended the LeT worker from Pulwama bus stand last evening. The arrested LeT man, whose identity was not disclosed for security reasons, was being taken for interrogation, he said. — UNI |
