Crime in the Capital is under control: Minister Tribune News Service New Delhi, July 25 Answering a question in the Lok Sabha, Mr Reghupathy said the law and order situation in the Capital was well under control due to several remedial steps taken. The police, he said, had taken steps to improve the beat system of patrolling, identification of police station with high rate of crime and provision of additional manpower and motorcycle patrols to such stations. A ‘women mobile team’ had been constituted to attend to calls of women in distress and a senior citizens’ security cell and women’s helpline had been started as well, he said. Regarding crime, he said 16,611 persons had been convicted of the total 131,265 arrested so far this year. While 64,535 persons were those against whom trial was pending, 5,556 had been discharged, he added. The minister said while 633 persons had been acquitted, there were 43,030 persons against whom investigations were pending. In reply to another question, Mr Reghupathy said the government had set up two committees, one to study the restructuring of the MCD and the other to study the multiplicity of institutions dealing with urban development issues in Delhi. In the list of cases of crime registered in the Capital from January to July 15, 2006, it was mentioned that of all nine districts, North-West Delhi registered the maximum number of murders, 71, followed by South District with 38 murders. The maximum cases of robbery, 63, had been registered in the South district, while the maximum cases of abduction for ransom, 7, had been reported from North-East district. The highest number of suicides, 140, had been reported from the South-West district followed by 131 cases from North-West Delhi. Meanwhile, the Minister for Law and Justice, Mr H. R. Bhardwaj, informed the Rajya Sabha that 9,605 cases had been disposed by the Lok Adalats at 654 hearings organised last year. He said the government was providing all help to states for setting up of more Lok Adalats so that more cases could be disposed. |

Heavy rainfall fails to alleviate power crisis New Delhi, July 25 With the Naptha-Jhakri Power Plant, which had to be closed down yesterday morning due to high silt level resulting in non-availability of 300 MW power, still not being able to generate power, the discoms could meet only a power demand of 3,162 MW, official sources said. Apart from this, HVDC link between the East and North was disrupted, causing loss of power around 80 MW to Delhi. The link has since been resumed. The sources said the power situation was expected to ease by tomorrow with Naptha-Jhakri expected to generate power from midnight. The power crisis faced by the Capital since yesterday follows a satisfactory power situation in the capital last week, barring rotational load shedding of around 80 to 100 MW in a few localities to maintain the grid discipline. The heavy showers that lashed the Capital today afternoon brought down the mercury by several degrees. The maximum temperature dropped to 32 degrees Celsius. The minimum was recorded at 27. Weathermen said 41.2 mm of rainfall was recorded till 2.30 pm. The rains come following nearly a week of a lull in rainfall activity. The Capital was lashed by heavy showers on Tuesday last and light rains on Wednesday. |

BJP candidate wins in MCD bypoll New Delhi, July 25 The election for the municipal segment was held on July 23. Counting began this morning under tight security. Subhash Nagar is a reserved constituency for the Scheduled Castes. Six candidates were in the fray for the MCD bypoll. However, the main contest was between Ms Meera Kanwaria, former Mayor of Delhi, and Ms Seema Luthra. There were positive indications about the BJP victory in the first round of counting in which Ms Kanwaria led with more than 1,000 votes. There were nine rounds of counting. A total of 27, 878 votes were polled. Of them, Ms Kanwaria polled 16, 271 votes and Ms Luthra 11, 096 votes. Anti-incumbency factor was said to be the cause of the Congress defeat in the municipal byelection. High inflation, power and water crises in the Capital and corruption in the administration were the main issues which the BJP raised during the election campaign. The byelection for the seat was necessitated after the Supreme Court struck down the election of Ms Sunita Bharti of the Congress for submitting a false Scheduled Caste certificate to contest the election in 2001. Expressing elation at the victory of the BJP candidate, Leader of Opposition in the MCD Subhsh Arya described the poll result as a mandate on the poor administration of the Congress. He urged the Centre to supersede the MCD immediately and hold fresh elections to the corporation. “The victory of Ms Kanwaria in the municipal elections by more than 5000 votes is a clear-cut example that the Delhiites have lost their faith in the Congress. The Congress government has proved to be inefficient in carrying out sanitation work during the recent rains and also failed to recover property tax,” Mr Arya said. BJP leader and member of the Standing Committee Vijender Gupta said, “The comprehensive nature of the BJP victory should be viewed as a mandate of the people and the MCD should be superseded immediately so as to conduct fresh elections.” “That the victory came despite the Congress leaving no stone unturned during the campaign to ensure that its candidate won shows that people hold the ultimate power in a democracy. It is the anguish of the people which has been reflected in the recent municipal election,” Mr Gupta added. |

Sale of forms for Noida HIG flats on Noida, July 25 A manual draw for 395 HIG flats will be taken out under the scheme. The flats located in Sector-105 are priced at Rs 34.43 lakh (G.F.), Rs 33.81 lakh (F.F.), Rs 32.31 lakh (Second Floor) and Rs 31.18 lakh for Third Floor, respectively. One drawing dining, three bedrooms and one servant quarter have been provided in each flat. A terrace and a lounge are other features of these flats. Flats situated on Expressway are also not very far away from Noida City. The Authority expects that the number of applicants will cross 50,000. But observers feel the high amount of registration fee may work as a deterrent for the aspiring buyers of these flats. This time registration amount has been trebled as compared to last time. HC notice to school for dismissing students New Delhi, July 25 Mr Justice Anil Kumar, hearing the application of the parents of the students who have not been allowed to attend classes subsequent to the school’s reopening after the summer vacation, has sought an explanation from Beni Pershad Jaipuria Senior Secondary Girls School, which is managed by a trust. The court has asked the petitioner trust and the respondent government to file their replies by August 8, 2006. It was brought to the court’s notice that Beni Pershad Jaipuria Girls Senior Secondary School, which is a Delhi Government-aided school, admitted about 82 children in the current academic session, but refused to allow them to attend classes once the school reopened after the summer vacation. The applicants submitted that out of these 82 students only a few students had managed to obtain transfer certificates and get themselves admitted to other schools. The remaining children were forced to stay at home. |

New NCERT textbooks to be more realistic New Delhi, July 25 The preparation of textbooks is on in full swing for classes II, IV, VII, X and XII which will be introduced from April 2007, Prof M. A. Khader, Head of the Curriculum Group of the NCERT, said. “The major thrust of all textbooks will be on establishing a link between school knowledge in different subjects to the life experiences of students,” he said. To ensure this, Mr Khader said, a set of guidelines had been prepared by the Elaborating on the concept, he said novel pedagogical innovations would be introduced where the students would be given certain tasks, helping them to learn things. |

Metro drivers credited with saving 9 lives this year New Delhi, July 25 In the latest incident a driver on the Dwarka-Barakhamba Road line applied emergency brakes to save the life of a 65-year-old passenger who had fallen on the tracks at Rajiv Chowk Station yesterday, DMRC sources statement said. The man, a resident of Uttam Nagar in West Delhi, had poor eye sight. On March 26, a 60-year-old woman fell onto the track at Shastri Park Station, she was saved as the driver applied emergency brakes. On May 15, a driver noticed a woman and a child standing between the tracks at the Welcome Station and applied emergency brakes to save them. On January 21, a passenger who fell on the track and got injured was saved at the Central Secretariat Station. On February 12, an aged man was saved at the Kirti Nagar Station and taken to the Moti Nagar Civil hospital. On February 17, a 52-year-old man fell on the tracks at Rajiv Chowk Station, train driver stopped the train barely 30 metres away. On March 2, a driver applied brakes to save a person, found moving on the tracks at Shadipur Station. He was pulled out and handed over to the police. On May 9, a driver saw a passenger leaning out from the platform at Uttam Nagar East Station and stopped the train before its normal stoppage. He was also handed over to the police. Metro driver’s were recruited through a rigorous selection process and had excellent eyesight. They also had to undergo psychological testing to judge their reaction in different circumstances. The drivers received intensive training for four months at the Metro Training School at Shastri Park which also had a test track. A new simulator was also being acquired by the Training School which would be ready by next year. |

Commuters rail against private buses Greater Noida, July 25 Following this the private buses went off the roads in Greater Noida, Kasna, Surajpur, etc, creating a big problem for the commuters. The bus drivers and conductors used to shoo away local passengers and preferred to take Noida and Ghaziabad passengers who would pay fat fare. One conductor had made half a dozen local passengers to alight from the bus, saying that the bus was not going anywhere. But when the bus packed with the Ghaziabad and Noida passengers was about to move, the local passengers felt slighted and stopped the bus. The commuters started throwing stones. Four buses were damaged and a couple of drivers were also beaten up. Later, the glasspanes of a couple of buses parked at Pari Chowk and Rampur were also damaged in stone pelting. As the police arrived on the scene, the miscreants took to their heels. The angry drivers then blocked the roads parking their buses across the road. A large number of commuters had to face difficulties throughout the day. |

ICICI Bank in the dock on fraud charges New Delhi, Jul 25 “It is stated by the complainant that no loan was availed by him and the accused are debiting monthly instalment from his account through electronic clearing system (ECS). The SHO concerned is directed to register an FIR under the appropriate sections of law as a cognisable offence is made out from the material on record,” Metropolitan Magistrate Ashutosh Kumar said in his order. The complainant, 23-year-old Kapil Jain, a resident of Chandni Chowk here, had moved the court for intervention in the matter after letters to the DCP, Economic Offences Wing (EOW), the DCP, Central district, and the SHO concerned seeking help produced no results. Jain has accused staffers Abhinav Sharma, Manish, Sachin, Anjum and Rajesh Punj, all stationed at the Jhandewalan Extension branch of the bank, of criminal breach of trust, cheating, forgery and criminal conspiracy. The complainant said certain bank officials approached him with an offer to re-finance his car by providing him a loan of Rs 1.5 lakh on a monthly interest of seven per cent. Subsequently, the complainant found that the loan was not “fruitful” and immediately communicated to the bank officials his disinterest in availing the loan facility. In reply, the bank assured him that it would cancel his loan proposal and return all papers/documents to him via courier service, the complaint said. On contacting the ICICI branch office, he was shuttled between one official and another until accused Sharma, who introduced himself as area sales manager, assured the He said the bank had continued to deduct the same amount from his account on September 22 and again in November despite assurances from Sharma and The complaint further stated that the accused had resorted to “unfair trade practices” by electronically deducting the money from his bank account after obtaining his signatures. |

Schoolkids hospitalised after acid attack New Delhi, July 25 Soon after the incident at 2 pm on Desh Bandhu Gupta Road in Sarai Rohilla, the injured children were rushed to Jeewan Mala Hospital, according to sources. However, the children were discharged after initial medical treatment and a few hours of observation. Doctors at the hospital said they discharged all eight children after giving them a wash and getting them checked up by eye and skin specialists. “It was nothing very serious,” they added. A senior police official said something akin to a pepper spray had been sprayed on the children. “It was nothing serious, but we are looking into the matter,” he said. The students, belonging to Agrasen Public School in Pitampura, were on their way home. |

Suicide pact leaves three of family dead New Delhi, July 25 The family made the suicide bid last night by taking sweets laced with poison, said the police. While Pankaj Sharma (45), a vendor who sold clothes at weekly markets in the area, and his daughters, Shilpi (17) and Shefali (13), died at his ‘E’ Block residence in Khajuri Khas, his wife Mamta (43) and another daughter, Shalini (15), survived the suicide bid. Mamta runs a small grocery shop to supplement the household income. A suicide note explaining economic hardship as the reason for the extreme step was found at their place, said the police. The family had been living in the area for the past 20 years. The police got the information after the doctors from the hospital informed them that two teenaged girls were brought there dead and suspected to be poisoned while two other persons were in a critical condition. During investigations, the police got the suicide note. Pankaj reportedly wrote he was committing suicide along with his family because of financial hardship and his illness. The police said Sharma was in the hospital for his heart transplant and was short of money for the operation. The police are further investigating into the case. |

Student commits suicide New Delhi, July 25 Sumiksha was reportedly depressed ever since she failed in Maths and Science in her class X boards, said a police official. “She was to appear for her compartment exams tomorrow. It seems she took this step as she wasn’t confident about the exam,” he said. Incidentally, the deceased was the niece of the defeated Congress candidate for the Subhash Nagar municipal elections Ms Seema Luthra. Police officials however ruled out any connection with the poll results. The girl was found hanging this morning in her room by the family members and rushed to Deen Dayal Upadhayay Hospital where she was declared brought dead. |

Two members of Dinesh Gujjar gang held New Delhi, July 25 Sandeep Kumar and Ravinder Gujjar were arrested yesterday from Dwarka. The police seized two countrymade pistols along with five live cartridges from them. Both were involved in cases of murder, the police said. Further investigations are in progress. |

12-year-old hoax caller arrested New Delhi, July 25 The police said Rashid (name changed) was arrested yesterday for making a hoax call on July 23 at about 2 pm that an explosive would go off in the Seelampur market. The police said he had admitted to making the call after watching a news item on television about hoax calls. Further investigations are in progress. |

33 cases of cholera reported last week New Delhi, July 25 Delhi Health Minister Yoganand Shastri, who chaired a meeting on water and vector-borne diseases, said out of this figure, 183 cases were reported from unauthorised colonies, 101 from urbanised villages, 104 from JJ clusters and slums and 100 from regularised colonies. He said in the current week up to July 22, 19 cases of malaria were reported in the Capital. “In the week, 17,938 blood slides were collected, 22,283 houses were sprayed, 3,97,273 houses were visited for checking of domestic breeding out of which 2,645 houses were found positive,” he said. “During anti-malaria operations 2,054 legal notices were issued and 874 cases were launched for prosecution,” he added. Dr Shastri said as a preventive measure during this week, a total of 1,975 water samples were tested by MCD staff out of which 53 were found unfit and under joint water testing with He said during this week 15,81,316 chlorine tablets and 1,4081 ORS packets were distributed in the Capital. “As a health education measure, 42,768 handbills, 1,659 posters and 5,305 stickers were distributed among the masses in Delhi,” he added. He said under food hygiene raids (in the week up to July 21), total 101 raids were conducted in which 29,308 kg The Health Minister said 1,092 water trolleys were checked. Action was taken against 170 water trolleys, 14 sugarcane crushers, 302 rehris and 1,151 other items were seized and 414 were prosecuted. |

Guidelines on preventing crime Faridabad, July 25 According to the SSP, the purpose behind it was to create awareness among the residents and ask them to take certain precautions. The guidelines would not only be useful for the residents but also help the police nail suspects. He said the booklet had various guidelines, which included the dos and don’ts for women and children. It also dealt with the security issues which should be observed by the people in various situations, especially the women who were alone in the house, he added. The residents have been asked to verify the identify of tenants and domestic helps and report to the police about any suspicious elements residing or moving in any locality. It is stated that the observance of some rules could ensure the security of the residents and help the police track down the criminals. |
