Plan to set up 2 nursing colleges

To overcome the shortage of nurses in Himachal Pradesh, the Department of Medical Education has decided to set up two nursing education colleges attached to the Dr Rajendra Prasad Medical College, Tanda, and Indira Gandhi Medical College, Shimla.

CII housing scheme fails to find favour with HP Govt

The housing scheme of the CII, meant to solve housing problems in the Baddi industrial belt, has failed to find favour with the state government. The proposal regarding the scheme had been submitted jointly by the CII’s Himachal Pradesh council and the Baddi-Barotiwala-Nalagarh Industries Association to the state government through the Department of Industries during a high-level meeting at Parwanoo about an year-and-a-half back.

Woman raped in truck,  driver held
Kumarhatti, July 25
A 20-year-old woman was allegedly raped by a truck driver inside the vehicle near Subathu last night. She was not on good terms with her husband and was living with her parents at Chanhole village on the Subathu-Kuthar road. She had some arguments with her parents late in the evening following which she left home.

Nathpa-Jhakri remains shut
Shimla, July 25
The 1500-MW Nathpa-Jhakri power project in Shimla district remained closed for the second day today with the silt level still above the permissible limit, an official spokesman today said.

Directive on motor vehicle cases
Mandi, July 25
The Registrar-General, Himachal Pradesh High Court, Ms Aruna Kapoor, has issued a directive to all district judicial officers in the state to furnish the details of the pending cases under the Motor Vehicle and Excise Acts by July 31 and hold lok adalats on September 9 and 10 to dispose of expeditiously all such cases in each district.

11 vehicles impounded
Shimla, July 25
The forest department today impounded 11 vehicles for dumping debris illegally into the forest area on the by-pass, here today. The vehicles have been impounded for violation of the Forest Conservation Act, as dumping of debris damages forests.

Plan to set up 2 nursing colleges

To overcome the shortage of nurses in Himachal Pradesh, the Department of Medical Education has decided to set up two nursing education colleges attached to the Dr Rajendra Prasad Medical College, Tanda, and Indira Gandhi Medical College, Shimla.

Talking to The Tribune, Dr Ritu Sareen, Director, Medical Education (DME), said expression of interest had been invited from joint ventures, NGOs, trusts, healthcare providers and medical education institutes. Around 10 applications had been received in this regard and they would soon be shortlisted, she said.

Each college will conform to the requirements of the Indian Nursing Council and will offer internationally recognised degree programmes and post-basic programmes, facilitating global employment for the youth of the region.

Even though the Directorate of Health Services had a graduate in nursing and mid-wifery (GNM) course at Dharamsala, only one could pass out in 2003 and the course was scrapped soon after. Dr Sareen said the proposed colleges would now offer a BSc degree in nursing and they would have the option to go in for teaching after completing their post-graduation.

As of now, no nursing college was functional in the state and this had led to a major shortage of qualified staff nurses in both government and private hospitals. The two colleges would help in improving health services in the state, said a senior professor at the Dr Rajendra Prasad Medical College.

The passed candidates will be bonded with the government for five years to serve at any place in the state. Work on the attached hospital of the Dr Rajendra Prasad Medical College is on and presently the medical students are coming to the Zonal Hospital, Dharamsala, for practicals.

Since the patient pressure on the Zonal Hospital would reduce drastically after the attached hospital becomes functional, local students organisations have been demanding that a college of nursing be set up on the premises of the Zonal Hospital.

Members of ZPs, MCs to elect dist planning panels

In a major step to decentralise the planning process the Himachal Cabinet today approved a proposal to conduct the elections to members of the District Planning Committees from amongst the elected members of the Zila Parishad and municipalities falling within the respective districts.

The District Planning Committees will consolidate the plans prepared by the gram panchayats, samitis, zila parishads and municipalities of the district concerned and formulate a draft development plan which will be submitted to the government for further action.

The Cabinet, which met under the chairpersonship of Mr Virbhadra Singh, Chief Minister, here today, also gave its nod for amending the Himachal Pradesh Panchayati Raj (General) Rules, to make provision to debar the entry of migrant labourers, workers and non-Himachalis persons in the Parivar Register of the gram panchayats.

It also approved the Himachal Pradesh Road Safety Activities scheme, making a provision to spend 25 per cent of the total revenue generated through compounding of offences under the Motor Vehicle Act, on road safety measures aimed at reducing of the frequency of road accidents and saving human lives.

It sanctioned allotment of 10,000 square metres land in Apparel Park-cum-Industrial Area, Katha Bhatoli (Baddi) in Solan district to the Health and Family Welfare Department for setting up of 100-bed ESI Hospital.

A proposal for the creation of Irrigation and Public Health Sub-division for the execution of augmentation of water supply scheme to Solan town from Giri river and another for the Sidhatha Medium Irrigation Project at Jawali was mooted.

It sanctioned creation and filling of 1,568 posts of various categories in the Education, Health, Public Works Department, Himachal Institute of Public Administration and State Electricity Board on regular and contract basis. As many as 1183 teaching and non-teaching posts in newly opened nine degree colleges, 82 newly upgraded senior secondary, high and middle schools all over the state in the Education Department entailing an annual expenditure of Rs 15 crore, 305 posts in the state electricity board, including 51 posts of assistant engineer, 254 posts of junior engineer, 34 posts of Assistant Professor in the Indira Gandhi Medical College and Dr Rajendra Prasad Government Medical College, of which 20 posts shall be filled by direct recruitment.

Besides two posts of Chief Engineer in Public Works Department to head the Bharat Nirman Projects and World Bank funded state road projects for speedy and time bound construction of roads and three posts, one each of Assistant Professor, Instructor and Manager Information Technology in Himachal Pradesh Institute of Public Administration were also approved.

Congress shifts office to new building

Shimla, July 25
The Pradesh Congress Committee vacated its office from the North Brook Block on the Mall last night after 50 years.

Office records, furniture and other items were packed in two trucks and dumped at the residence of Mrs Viplove Thakur, PCC chief, at Chhota Shimla.

Mr Kuldeep Rathore, general secretary of the party, said since Congress Bhavan being constructed near the Lift on the Circular Road would take about a year to complete, the party was looking for a suitable place to set up office temporarily.

Mr Narender Bansal, owner of the building, took possession of the premises which was vacated on the orders of the court. The legal battle for the vacation of premises lasted for almost two decades.

Earlier, Mr Bansal had tried to take possession on July 13 but a large number of Congress workers gathered there thwarted the attempt. In fact , the tussle resulted in Mr Rathore and Mr Bansal registering FIRs with the police against each other.

The court warrant for the vacation of the premises was to be executed by July 27 but the party vacated the building two days earlier.

CII housing scheme fails to find favour with HP Govt

Baddi, July 25
The housing scheme of the CII, meant to solve housing problems in the Baddi industrial belt, has failed to find favour with the state government.

The proposal regarding the scheme had been submitted jointly by the CII’s Himachal Pradesh council and the Baddi-Barotiwala-Nalagarh Industries Association (BBNIA) to the state government through the Department of Industries during a high-level meeting at Parwanoo about an year-and-a-half back.

The matter was still pending with the Department of Industries, which had routed the project through its single window clearance agency.

To make the scheme a success, the state government was requested to issue a notification for the automatic conversion of land use for housing apartments under the scheme in revenue records.

The creation of mortgage in favour of bankers for land acquired under the scheme with waiver of stamp duty on mortgage and tripartite lease agreement registration were some other issues requiring a nod from the government.

The stamp duty was worked out at Rs 11 crore after considering 8 per cent of Rs 1.50 lakh as the cost per dwelling unit and 2 per cent of Rs 1,500, the monthly lease-cum-rent amount to be paid in 10 years.

As the 12,000 dwelling units were proposed to give housing to 24,000 workmen at economical rates, the waiving of stamp duty meant a further cut in the actual cost of each dwelling, pointed out Mr Rajinder Guleria, Chairman of the CII’s Himachal Pradesh council.

Agriculturists providing their land for housing apartments would also have to pay registration charges while making rent deed agreements with dwelling units, he asserted.

The removal of these charges would attract agriculturists of the area to provide their land for the construction of housing complexes, he maintained.

In fresh efforts, the CII and the BBNIA had taken up the project with Dr P.C. Kapoor, Secretary, Housing.

He said the scheme was a good endeavour to arrange housing for the blue collar working class of the Baddi belt.

The proposal had been submitted to the higher authorities for consideration, he said.
The stamp duty in the state had been reduced from 14 per cent to 8 per cent, but the possibilities were being discussed to make the scheme stamp duty free, he maintained.

The decision regarding the scheme would be taken shortly, he pointed out.

Ashwini Kumar new DGP

The Himachal Government yesterday promoted Mr Ashwini Kumar, currently Additional Director of the CBI, as Director-General of Himachal police.

He will replace Mr Ajit Narayan who is retiring on July 31. A 1973-batch IPS officer, Mr Kumar is the seniormost officer after Mr Narayan. The decision to elevate Mr Kumar to the top post has come within hours of the order of the special court rejecting the application of the Public Prosecutor seeking the withdrawal of the case against Mr B.S. Thind, Additional Director-General of Police (CID), pertaining to financial irregularities when he was the Managing Director of Agro-Packaging India Limited, a state public undertaking.

Mr Thind was among the frontrunners for the post though Mr G.S. Gill, Additional Director-General of Police (Enforcement), who is senior to him, was in line. Both Mr Thind and Mr Gill are from the 1974 batch.

With the top brass of the police involved in a no-holds-barred battle there were reports that the government may bring in a Himachali officer from outside the state cadre. The name of Mr O.P. Rathore of the Chhattisgarh cadre was being mentioned in this regard.

Magician rapes girl in shrine complex

A 23-year-old girl was allegedly raped by a person, Bhupender Pal Singh, a resident of Dubri village, in Ludhiana district (Punjab), in the Paonta Sahib Gurdwara complex last evening.

As per police sources, 44-year-old Bhupender Pal was a magician by profession and had been staging magic shows in schools for the past few years. The girl was working as show assistant with Bhupender Pal Singh for the past two months. She is a resident of Burj Hari Singh, Raikot in Punjab.

Mr D.K. Yadav, SP, Sirmaur, told mediapersons here today that last evening Bhupender Pal managed to stay in a room in the Paonta Sahib gurdwara complex. He told the gurdwara authorities that the girl was his niece and both were allowed to stay in a room. At 6.45 pm the girl was allegedly raped by Bhupender Pal. The scared girl bolted herself in the bathroom of the complex to save herself from another rape during the night. The door of the bathroom had to be broke open by sevadars of the gurdwara today.

The frightened girl revealed everything to the gurdwara manager who immediately called the police and handed over Bhupender Pal Singh to it.

Woman raped in truck,  driver held

A 20-year-old woman was allegedly raped by a truck driver inside the vehicle near Subathu last night. She was not on good terms with her husband and was living with her parents at Chanhole village on the Subathu-Kuthar road. She had some arguments with her parents late in the evening following which she left home.

On the way she sought lift from a truck driver. The truck driver, Rajesh from Mamleeg village, allegedly raped her and dropped her in semi-nude condition near Chandi.

The woman started crying and some people gathered at the spot. She narrated the incident to them. A few of them, who were known to truck driver, chased the vehicle and nabbed the driver.

Nathpa-Jhakri remains shut

Shimla, July 25
The 1500-MW Nathpa-Jhakri power project in Shimla district remained closed for the second day today with the silt level still above the permissible limit, an official spokesman today said.

“All the six units of 250 MW each remained closed for the second day today as the silt level in the reservoir was close to 7,000 ppm (parts per million),’’ he said over the phone.

The plant was shut early yesterday after the silt level rose to 12,000 ppm as against a permissible limit of 4,000 ppm, hours after it restarted power generation following its closure for flushing out silt in the reservoir on Saturday night.

The spokesman said the increase in the silt level was because of widespread heavy rains in its catchment areas. — UNI

Directive on motor vehicle cases

The Registrar-General, Himachal Pradesh High Court, Ms Aruna Kapoor, has issued a directive to all district judicial officers in the state to furnish the details of the pending cases under the Motor Vehicle and Excise Acts by July 31 and hold lok adalats on September 9 and 10 to dispose of expeditiously all such cases in each district.

According to sources, the directive stated that the district courts should dispose of the cases under Section 468 of the Cr PC and the Motor Vehicle Act, pending in the courts for the past six months.

“The cases under Section 206 of the Cr PC which incurred a fine of Rs 100 can be disposed of at home itself by litigants by simply paying fine at the time, when the summons are delivered,” the directive revealed.

The pending cases not covered under the above sections should be disposed of by holding lok adalats on September 9-10 at each district court, disclosed the directive.

If the volume of the cases is large, the judicial officers will constitute the Legal Services Committee to expedite the summary cases.

11 vehicles impounded

Shimla, July 25
The forest department today impounded 11 vehicles for dumping debris illegally into the forest area on the by-pass, here today.

The vehicles have been impounded for violation of the Forest Conservation Act, as dumping of debris damages forests. The vehicles were impounded by Divisional Forest Officer, R.K. Raj, all along the by-pass between Khalini and Tutikandi.

Mr Raj said anybody found dumping debris in the forest area can be challaned. There is fine of Rs 11, 000 for trucks and Rs 6,000 for trailers and Mazda. A compensation of Rs 1,000 for bigger trucks and Rs 600 for smaller vehicles is charged besides penalty at the rate of Rs 300 per cubic metre debris.

The Municipal Corporation is still identifying five dumping sites on the by-pass.
