Jammu migrants to get relief at par with Kashmiris
New Delhi, July 13 The order came from a Bench of Justice K.G. Balakrishnan, Justice Tarun Chatterjee and Justice D.K. Jain on an appeal filed by the state government against challenging an order of the Jammu and Kashmir High Court in this regard. The Bench directed the state’s Relief Commissioner to provide relief to Jammu migrants after properly verifying their migrant status. On a petition filed by J&K National Panthers Party, the High Court had in September, 2003 asked the state to adopt a non-discriminatory approach in this regard. The state challenged the order in the apex court which accepted the plea of the Panthers Party counsel Bhim Singh that Jammu migrants deserved to be treated on a par with Kashmiri migrants. Singh complained that despite the order of the High Court Jammu migrants were being discriminated against and they were not getting their due from the Centre and the state government. He said some of the migrants from Poonch, Rajouri, Doda and Udhampur were even forced to sell their children for their survival. According to the petitioner, there were 2,201 families and 11,904 individuals registered as migrants who were camping at Talwara, Pauni, Belicharana, Udhampur, Kalakot and certain other places in the Jammu region who were not getting proper relief. — PTI |

Valley pays tribute to martyrs
Srinagar, July 13 The Governor, Lt Gen S.K. Sinha; Chief Minister, Ghulam Nabi Azad; and former Chief Minister, Mufti Mohammad Sayeed; paid tribute to the martyrs on the occasion. The APHC chairman, Mirwaiz Umar Farooq, paying a tribute to the martyrs offered prayer at the martyrs' graveyard here yesterday, ahead of the observance by mainstream political parties. Chief Minister Ghulam Nabi Azad laid floral wreaths on the Mazar-e-Shohda (martyrs' graveyard) near the shrine of Hazrat Naqshband Sahib at Khwaja Bazar here this morning. A contingent of police presented guard of honour and reversed the arms while buglers sounded the last post in honour of the martyrs. In his message, the Governor urged the people to rededicate themselves to the ideals of the great martyrs and strive for fulfilling their dreams of a democratic, secular, peaceful and prosperous Jammu and Kashmir. He said they sacrificed their lives for the just cause of the people. They envisioned a peaceful Jammu and Kashmir where everyone had an opportunity to flourish and prosper. The Chief minister, in his message on the eve of Martyrs' Day, said the day reminded the sacrifices made by the people to uproot autocratic rule and lay the edifice of people's government. Mr Azad said many landmark decisions were taken by the Central government to strengthen peace process and better relations with Pakistan. These included opening up of the Uri-Muzaffarabad and Poonch-Rawalakot roads and putting in place many other CBMs. "However, some elements who are enemies of people are bent upon put ting hurdles in the path of progress." Former Chief Minister and PDP patron Mufti Mohammad Sayeed paid floral tributes to the martyrs at Shaheed Mazar this morning. He appealed to the people to extend full cooperation in achieving long lasting and dignified peace in the state. |

Al-Qaida comes to J&K
Srinagar, July 13 The group's spokesperson, who identified himself as Abu Al-Hadeed, also phoned the Current News Service, saying: “Jammu and Kashmir Al-Qaida group has been formed with Abu Abdul Rahman Ansari as its chief.” “Those who carried out the blasts needed to be encouraged, as the bombings targeted those who had oppressed Muslims in India,” he said. The statement appreciated recent serial bombings in Mumbai and expressed pleasure at the serial blasts. It also called upon “Indian Muslims to rise in Jehad in favour of Islam and freedom” and said the “objectives of the group would be made public soon as the foundation of the group had been laid today in Jammu and Kashmir”. When asked to comment on the authenticity of the statement and whether the group announced here had any affiliation with Osama bin Laden's organisation, a senior police official said: “We have no comments to offer at the moment.”

Probe
into ‘floating’ of Al-Qaida unit Srinagar, July 13 Official sources said one person was arrested from the place the call was made after the call was traced. The police was looking into the reasons why the call was made, a senior official said here this evening. The action was taken after a local news agency reportedly received a call from an anonymous caller here this afternoon claiming to be a spokesperson for the Al-Qaida. The caller identifying himself as Abul Hadeed and claimed that his chief, Abu Abdul Rahman
Al-Ansari, had announced the constitution of “Al-Qaida Jammu and Kashmir”. He conveyed to the local news agency that the aim and objectives of the organisation would be disclosed shortly. |

3 Amarnath pilgrims die
Srinagar, July 13 Vinod kumar (24) of Shaktigunj in Mumbai died of heart failure at the 3,880-metre high cave shrine this afternoon, official sources said. O.P. Sashrat Bhai (42) of Godhra (Gujarat) died at Sheshnag this morning, the sources said, adding another Gujrati pilgrim, Patil Bhai (60) of Gandhinagar, died at the SMHS Hospital last night. With their death, the number of pilgrims who died during the two-month yatra, which commenced on June 11, has risen to 32. In addition, two Muslim youths who were providing their services to the pilgrims, have died in separate accidents. A heavy snowfall and rain forced the authorities to suspend the yatra yesterday. As there was no improvement in the weather, the pilgrimage to the holy cave remained suspended for the second day today, the sources said.

Landslides block Jammu highway
Srinagar, July 13 They said a heavy rain triggered landslides at Ramban, about 151 km from here, and shooting stones between Ramban, and Ramsu forcing the authorities to close the highway. The Border Road Organisation (BRO) has pressed into service men and sophisticated machines to clear the highway. — UNI |
