Plastic buntings dot the city

Even as the two political parties held their important functions here today, their flags in the form of plastic buntings dotted the entire city, defacing the public property to a large extent.

Teachers demand probe into promotions

Demanding an inquiry into the alleged unfair promotions done by the Education Directorate of postgraduate science masters as chemistry lecturers, the faculty from local schools here has said that they would be forced to go to the court if they did not get justice. Since the list of the newly-promoted staff does not include even one science master from Jalandhar, they are more upset.

BJP ready for party elections

The Punjab BJP’s Senior Vice-President, and the party’s Returning Officer in the state, Ch Swarna Ram, set in motion the process of elections at the district level in the state and appointed 33 district returning officers.

Dr Kapoor now regular principal

Dr Satish K. Kapoor has taken over as the regular principal of the Lyallpur Khalsa College here. He was earlier the officiating principal.

Bahujan Samaj Party President Mayawati, at a meeting here today, directed senior party leaders to pull their socks up in the wake of the forthcoming Punjab Assembly elections. The orders seem rather tall with an apparent deadline of two months to prepare for the polls.

Interestingly, Ms Mayawati did not utter a single word against the BJP or the SAD, though she blamed the Congress for burdening the common people with repeated price hikes in her closed-door meeting with senior party functionaries.

She claimed that the Congress would fall under the weight of its misdeeds. The price hike, she alleged, had made lives of the common people miserable and the Congress and the UPA government had not done anything about it so far.

Sharing some of her time-tested formulae for winning the Assembly polls with senior BSP functionaries, Ms Mayawati told them that there was hardly any time left for the polls.

Party sources said that Ms Mayawati had asked them and the organisation to be ready for the polls within the next two months. She said that up to 30 to 40 per cent of the party set up was ready and that they (party leaders) would have to work hard to strengthen the rest of the 60 per cent set up, the sources revealed.

Though the BSP leaders declined to reveal much of what was said in the closed-door meet, party sources claimed that Ms Mayawati had also indicated that some changes could be in the offing in the state unit of the party as a part of her ongoing drive to strengthen the organisation and to give it a brand new look. “Some heads are likely to roll,” one source claimed.

The BSP chief had already stated that the party would contest the Punjab Vidhan Sabha alone.

Continuing her tirade against the UPA government and the Samajwadi Party government in UP, Ms Mayawati predicted that the Left parties were likely to withdraw their support if the ‘Office of Profit’ bill got passed in the next monsoon session of Parliament.

Ms Mayawati is said to have claimed that the BSP were able to contain the mafia in UP. But she alleged that the mafia was being patronised by the present UP government.

Plastic buntings dot the city

Even as the two political parties held their important functions here today, their flags in the form of plastic buntings dotted the entire city, defacing the public property to a large extent.

The blue-colour plastic buntings of the Bahujan Samaj Party (BSP) outnumbered those of the Congress party and were seen all across the roadsides, dividers, roundabouts, park boundaries and even electricity poles for the last two days since the visit of the party president, Ms Mayawati, in the city.

The entire stretch of the GT Road from Phagwara to interior parts of the city was covered with long strings of the buntings that remained hanging from pole to pole. A large number of these plastic strings and flags were also seen around the circumference of Rama Mandi Chowk, BSF Chowk and Namdev Chowk.

All lanes connecting to the Congress office in the city situated in Rajindra Nagar were also decked up with party flags in the form of plastic buntings on the occasion of appointing of Mr Raj Kumar Gupta, MLA, Jalandhar Central, as the president of the District Congress Committee (Urban) this morning. Even the road right in front of the district administrative complex had strings of buntings crisscrossing here and there.

Several residents of the district have opposed the use of plastic buntings, as they said that these could pose a serious environmental hazard. They have demanded that the administration in the district be strict with the parties responsible for such an act, as such activities would gain momentum with elections in the state just seven months ahead.

A shopkeeper, who wished not to be quoted, said such buntings were responsible for choking of sewerage pipes on several occasions. He said that after the previous elections, the sewerage outside his shop had been choked. When he tried to get it cleared, it was found that the sewer passage had been blocked due to long strings of bunting that had fallen inside the drains and manholes.

Mr A. Venu Prasad, Deputy Commissioner, could not be contacted as he was busy in meetings.

Teachers demand probe into promotions

Demanding an inquiry into the alleged unfair promotions done by the Education Directorate of postgraduate science masters as chemistry lecturers, the faculty from local schools here has said that they would be forced to go to the court if they did not get justice.

Since the list of the newly-promoted staff does not include even one science master from Jalandhar, they are more upset. Since the local science masters, who had been awaiting promotions, are all male staff members, they also have a grudge that 21 of the 23 names in the list were those of female faculty, making them believe that preference had been given to women teachers.

The science masters said they are more upset because of the fact that their seniority had been overlooked and the list of promoted staff had not been prepared as per the rules. A science master said, “I had been appointed for a regular government post on April 6, 1994. I applied through proper channel and was anticipating a promotion which was long due. But to my surprise, my name is not in the list, while those who joined the post in 1997 have been promoted”.

He said that he was feeling being cheated. He added that he had approached the officials in the directorate, but to no avail.

Another science master said that he, too, had joined the post on April 16, 1994, but he, too, had not been promoted. “I also really wonder why no one from Jalandhar has been taken, even as nine science masters from Patiala, five from Ludhiana, four from Ropar, one each from Mansa, Hoshiarpur and Faridkot are there in the list”.

Resentment also prevails among the senior education officers in the district.

Two such officials who had been awaiting a chance to get promotion for quite a long time said that while their juniors had been appointed on posts higher than their designations, they were finding it very difficult to work in such an environment.

The two 1996 batch PES-II officials said that their seniority had been ignored, while the authorities had appointed the officials from 1997 and 1999 batch for the higher posts, including that of District Education Officer.

BJP ready for party elections

The Punjab BJP’s Senior Vice-President, and the party’s Returning Officer in the state, Ch Swarna Ram, set in motion the process of elections at the district level in the state and appointed 33 district returning officers.

This move is contrary to claims made by the BJP National Secretary, Mr Harjit Singh Grewal, that the party organisational elections would be postponed and the present state party President, Mr Avinash Rai Khanna, would continue to head Punjab till the Assembly elections.

The BJP’s district returning officers from the region are Om Parkash Kalia for Hoshiarpur, Vinod Sharma for Jalandhar (south), Jiwan Lal for Jalandhar (north), Sukhminderpal Singh Grewal for Jalandhar (urban), Subhash Sood for Kapurthala and Trishna Minhas for Nawanshahr. — TNS

Dr Kapoor now regular principal

Jalandhar, July 2
Dr Satish K. Kapoor has taken over as the regular principal of the Lyallpur Khalsa College here. He was earlier the officiating principal.

A renowned academician and an eminent historian, Dr Kapoor is the 12th principal of the college. In 1970, he joined the college as a faculty in the history department.

He has been a British Council scholar in the School of Oriental & African Studies in the University of London. He has also represented India in the Assembly of World Religions. — TNS
