Bishnoi in trouble, may get Congress notice
Anita Katyal
Tribune News Service

New Delhi, June 12
The Congress high command has not taken kindly to party MP Kuldeep Bishnoi’s public criticism of the Haryana Government and is planning to issue a show-cause notice to him for breach of discipline.

The party also denied that the signing of a joint venture agreement between the Haryana Government and the Reliance group for a mega special economic zone (SEZ) was put off following Congress president Sonia Gandhi’s intervention. The project was very much on and an MoU would be signed on June 19, it was stated.

Mr Bishnoi, who is Haryana Congress president Bhajan Lal’s son and a known bete noire of Haryana Chief Minister Bhupinder Singh Hooda, had recently accused the Chief Minister of transferring prime agricultural land to a corporate house for which farmers were paid a much lower price than the prevailing market rate. While going public with his criticism, the Haryana MP also shot off a letter to Ms Gandhi, detailing all “irregularities” in this project.

The agreement on this joint venture was to be formally sealed today but the signing of the MoU was abruptly postponed, giving rise to speculation that it was delayed because Ms Gandhi had sought queries about this project following Mr Bishnoi’s letter. While denying that New Delhi had intervened in the matter, Mr Janardan Dwivedi, AICC general secretary in charge of Haryana, also said reports suggesting that Ms Gandhi had sought an explanation from Mr Hooda were incorrect.

On the other hand, Mr Bishnoi appears to have landed himself in deep trouble for conducting a sustained campaign against the Chief Minister. AICC sources said this was not the first time that Mr Bishnoi had publicly attacked Mr Hooda for which he had been issued several warnings. “He was told in no uncertain terms that he was breaching party discipline by going public with his criticism,” stated a senior AICC functionary, adding that Mr Bhajan Lal had also been asked to discipline his son but to no avail. The rivalry between Mr Hooda and Mr Bhajan Lal is legendary and the latter has not come to terms with his arch foe taking over as Chief Minister.

Order to close down 392 wood-based units
Nishikant Dwivedi
Tribune News Service

Yamunanagar, June 12
The Forest Department has issued closure orders to 392 wood-based units (mainly plywood units) in the district that came up after October 30, 2002.
The order says that these units must be closed down by tomorrow or else contempt of court proceedings will be initiated against their owners, besides sealing the units.

The Forest Department also gave the last chance to owners of these units to file their objections. More than 1,000 factory owners gathered at the Jagadhri grain market here and about 75 of them filed objections.

They have been given time till tomorrow to submit relevant documents like registration certificates with the Industry Department, power bills, first production sale bill, sales tax returns and machinery purchase bills to prove that their units came up before the cut-off date (October 30, 2002).

Those who have been issued closure notices include 150 factory owners who had extended their units after the cut-off date. The district has emerged as a plywood manufacturing and the closure of these units is likely to affect prices significantly.

Sources in the Forest Department said owners of most of the factories had no other option but to shut down their units. There was a heavy rush of factory owners at the district courts complex today. They had lined up at stamp vendors’ as they had to submit a compliance report to the department.

Mr M.P. Sharma, District Forest Officer, said if the owners did not close down their units, the department would seal these. In case a factory owner did not submit the compliance report (of closing down the unit), he or she would attract contempt of court proceedings.

In its order dated October 30, 2002, the Supreme Court had said, “No state or union territory will permit any unlicensed saw mill, veneer, plywood industry to operate and they are directed to close all such unlicensed units forthwith. No state government or union territory will permit the opening of any saw mill, veneer or plywood industry without the prior permission of the Centrally Empowered Committee and close all such unlicensed units forthwith.”

The DFO said earlier also notices were issued to factory owners and they were asked to submit necessary documents. After the verification of documents submitted by them, these 392 units were found to be set up or extended after the cut-off date.

Meanwhile, Mr Davinder Chawla, president of the Haryana Plywood Manufacturers Association, claimed that more than 50 per cent of the 392 units that had been ordered to close down were set up before the due date and the owners would be submitting the relevant documents in that regard by tomorrow.

Meham panchayat’s call to boycott pro-quota MPs, MLAs
Raman Mohan
Tribune News Service

Rohtak, June 12
The Meham Chaubisi Panchayat has jumped onto the anti-quota bandwagon threatening pro-quota MPs and legislators with social and political boycott.
The Chaubisi panchayat passed a resolution to this effect at a meeting held at the historic chabutra in Meham, 30 km from here, on Sunday. It was presided over by Mr Surat Singh, who claims to be the panchayat head for the past several years although, historically, the panchayat cannot have a permanent chief. Traditionally, Meham Chaubisi has been electing a chief every time it met on a specific issue.

The meeting was addressed by representatives of medicos, various Khap panchayats and youth leaders. For the first time in its history the Chaubisi set up a youth wing of the panchayat to spearhead the anti-quota stir. The command of the youth wing was handed over to Mr Amit Kumar alias Pehalwan a wrestler, who has participated in international wrestling meets.

The panchayat through another resolution, directed representatives of Khaps and the Bharatiya Kisan Union leaders to set up anti-quota committees in every village to organise support for the stir at the village level.

It also decided to hold a mahapanchayat on the issue at Chhotu Ram park here on July 17 and set deadline for establishing village-level panels by July 16. Simultaneously it was decided to cancel the mahapanchayat on this issue which was to be held here on June 17.

The newly appointed chief of the youth wing Amit Kumar announced that five youths from the Chaubisi area would court arrest everyday. However, he did not say when the arrests would begin.

It remains to be seen how effectively the Chaubisi organises its stir. If the past history is any indication, it could create a lot of trouble for pro-quota elements. The historic Meham Chaubisi panchayat had been instrumental in elevating the late Devi Lal first to the post of Haryana Chief Minister and later Deputy Prime Minister when it backed him.

However, the same Chaubisi was instrumental in almost ending the political career of former Chief Minister Om Parkash Chautala in the early nineties following the infamous Meham mayhem during the abortive byelections from the Meham constituency at that time.

But, since then the panchayat’s credibility has been eroded substantially because of its indulgence in politics. Also there are two different factions of the Chaubisi now. The other one is headed by Ram Sarup who claims to be the real chief .

Buta Singh backs state on separate SGPC
Our Correspondent

Sonepat, June 12
Former Governor of Bihar Buta Singh has supported the demand of the Sikhs of Haryana for a separate Shiromani Gurdwara Prabandhak Committee (SGPC) in Haryana. “If they want a separate committee, no one should have any objection to this demand,” he remarked.

Talking to media persons here yesterday, Mr Buta Singh said that keeping in view the sentiments of the Sikh community, a separate committee should be constituted with the consensus of all parties. “Though the Centre and the state government have the right in this matter, yet it will be better if the Sikh community itself takes a decision to constitute it without any interference from government side,” he opined.

Answering a question over his “controversial role” as Governor of Bihar, Mr Buta Singh said when he went to Bihar as Governor, it was election time and the state was passing through a period of serious crisis. “I did whatever could have been better for improving the situation in the state at that time,” he remarked.

“Musclemen run parallel government in the state and they dominate the government and the administration,” he said and added that the regional parties were responsible for mal-administration in the state.
