CBSE’s directive to schools on subject change

Coming to the rescue of those students who are forced to change their subjects in class XI after the declaration of class X results, the Central Board of Secondary Education (CBSE) has instructed all affiliated schools not to coerce the students to change their subjects.

The board has also directed the schools saying that if there is any change in the subject(s), the request has to come from the student and will be dealt as per clause 26 of chapter 4 of the examination bye laws.

As per the circular issued by the board, many schools follow the practice of starting class XI along with other classes in the month of April in the new academic session to utilise the period before summer vacation for instructional purposes. Academically, the board considers it to be a correct practice so that the children may remain busy with meaningful activities.

Accordingly, the schools admit the students of class XI provisionally before the announcement of the results of class X board examination and allow them the subject choice/stream as per their performance in pre-boards and unit tests.

It has come to the notice of the board that some schools resort to the practice of forcing students to change their subjects/streams after class X results are announced wherein students have to change from science subjects to commerce or humanities. Furthermore, once the students get admission to class XI with a particular combination of subjects, they buy the textbooks and start attending the classes for nearly a month.

The circular states that a forced change of subject later demoralises the students, causing mental and emotional stress and parents are compelled to take on the additional burden of buying a second set of books for the newly allotted subject. Considering it as an unfair and unhealthy practice, the board has instructed the schools to discourage the practice.

SOPU members burn council’s effigy

Members of the Student Organization of Panjab University (SOPU) burnt an effigy of the Panjab University Campus Students Council here today. The council is being run by members of the Panjab University Student Union (PUSU) members headed by the President, Mr Amandeep Singh.

SOPU members criticised the council president for allegedly feigning an attack on him in order to extract media mileage.

In a press note issued by the SOPU President, Mr Dalbir Singh Goldy, it was alleged that PUSU was ruining the peaceful atmosphere in the campus that was disturbing the academic environment.

Meanwhile Amandeep Singh today demanded a re-inquiry into the FIR lodged on his complaint regarding the firing incident. Alleging that both the police and the university authorities were “favouring” SOPU, he pointed out that even the press notes issued by SOPU was released using the Public Relations Office.

Abhishek, another PUSU supporter, alleged that Dalbir Singh had threatened him over the phone and SOPU supporters had slapped a PUSU supporter yesterday.

Pointing towards glaring gaps in the investigations done by the police and the CFSL report, Amandeep Singh alleged that the police had tampered with the scene of crime and took his car first to the police station and then later parked it back. He added that the CFSL report only related to the car not the crime scene.

Examination dates clash

A clash of examination dates has been reported by students of Bachelors in Education (Bed) courses studying in various colleges affiliated to Panjab University. According to the students their final examination dates clash with the dates of various entrance examinations to be conducted by the university.

These dates include May 25 when the university would hold an entrance test for admission to LLB course, May 27 when the university will be conducting the entrance tests for MBA and mass communication courses, May 28 when the MA English, MSc physics and MSc chemistry entrance tests will be held and May 30 when the university will be conducting the entrance test for MSc mathematics. These are also the days when the BEd students are supposed to appear for various final examinations.

When contacted the Controller of Examinations, PU, Mr Sodhi Ram, said he was already been apprised of the problem and efforts were on to find a suitable solution.

“It will take at least two more days before an alternative datesheet for these examinations is drawn up. We did not face this problem last year since the BEd examinations had begun early. This year due to the delay in admissions to BEd the session was delayed and hence the exams,” he said.

Rodrigues honours students

The Punjab Governor and UT Administrator, General S.F. Rodrigues (retd), today honoured 10 students of model and non-model city schools who attained first five positions in each category in the middle standard examination held in March this year. The Governor also honoured the heads of different schools for achieving 100 per cent result in the examination.

Complementing the students and the teachers, General Rodrigues said their outstanding work would encourage others to follow. He added that these schools had set high standards which must be emulated by other educational institutions.

The students who were honoured on the occasion included Abhishek Dhawan, Tanmay Batra, Deepshikha, Navpreet Singh, Vinod Yadav, Harpreet Kaur, Naresh Singh, Ram Millan and Pallavi Dhiman.

The heads who were honoured included Mr Ram Kumar Sharma, GMSSS, Sector 16, Ms Saroj Gupta, GMSSS, Sector 19, Mr Khushinder Sharma, GMSSS, Sector 35, Ms Suman Sharma, GMSSS, Sector 37, Mr Jarnail Singh Basota, GMSSS, Sector 47, Mr Vijay Kaushal, GMHS, Sector 12, Ms Rajwant Kaur, GHS, Raipur Khurd, Ms Satya Devi, GMMS, Khuda Jassu, Dr Sumati Knawar, I.S. Schools celebrate Baisakhi

Mohali, April 12
The students of the junior wing of St Xavier School here went to a gurdwara to seek blessings on the occasion of Baisakhi. Then, the students attired in their colourful best, presented a cultural programme. The religious, social and cultural implications of the festival were also elaborated during the function.

A rural Punjabi ambience was created and students of Ashma School danced to the tunes of drums. The students paid homage to the martyrs of the Jallianwala Bagh massacre in 1919.

Students of Lawrence Public School, here, celebrated Baisakhi, Ambedkar Jayanti and Easter today. Students of class IX staged a skit on the Jallianwala Bagh massacre. Students of class IX performed bhangra. As April 13 is also celebrated as International Turban Day, children tied turbans on each other’s heads.

Students of Golden Bells Public School, celebrated the harvest festival and delivered speeches on the importance of the festival. The day was also remembered as the foundation day of the Khalsa Panth. A turban tying competition was organised. The winners were: 1st Deepinder, 2nd Satvir, 3rd Yadvinder.

KV 2 celebrates annual day

Panchkula, April 12
The annual day was celebrated at KV No 2, Chandimandir, at Manekshaw Stadium here today. After the lighting of the lamp, Ms rama sharma, Principal, read out the annual report.

A variety programme was held by students on the cultural heritage of India.

"Manjusha," the school magazine, was released by the Chairman, VMC, Col V.N. Money. The chief guest, Mr S.S. Sehrawat, Assistant Commissioner, KVS, Chandigarh region, gave away the trophies and appreciated the efforts of the Principal and the staff. Allotment of Vivek High School cancelled

The UT Estate Office has cancelled the allotment of Vivek High School, Sector 38, for building violations.

Mr R.K. Rao, Estate Officer-cum-Deputy Commissioner, said the orders were passed under the Rule 20 of the Chandigarh Leasehold of Sites and Building Rules, 1973.

The Estate Office was hearing the case of building violations since 1998 as extension fee to the tune of Rs 1.25 crore was standing against the school. The violations included construction of rooms in the basement, which was meant for parking. As per the rule, the affected party could now appeal before the Finance Secretary.

Mohali dist launch: DC reviews arrangements

Mr Tejveer Singh , Deputy Commissioner , Mohali , today checked the arrangements in connection with the function being organised with the launching of the new district of Punjab formally by the Punjab Chief Minister , Capt Amarinder Singh , here on April 14 .

Mr Tejveer Singh visited the scene where the foundation stone of the District Administrative Complex would be laid by the Punjab Chief Minister in Sector 62. The Deputy Commissioner was accompanied by the Chief Administrator of PUDA , Mr Som Parkash , and the SDM, Mr M.L. Gupta . The Chief Minister would also be laying the foundation stone of 220 kv substation being constructed at a cost of Rs 20 crore in Sector 80.

It is learnt that the SSP, Mohali , Mr Naunihal Singh , also visited the town today and held a meeting with police officials in order to provide better services to the residents of the town.

UT directive on liquor prices

The UT Excise and Taxation Department has directed the liquor manufacturers not to increase the prices of their products till any decision on the issue was taken by the department.

The orders have been passed in light of the allegations by the retail sellers about counter denial by the companies and increasing the landing prices.

Sources in the department said the companies had been asked to submit rates of their brands, including details of the various taxes and duties. It is learnt that the department has also convened a meeting of the companies to sort out the matter.

A senior officer said some vested interest did not want the new system of allotment of liquor shops to be successful.

Meanwhile, residents of Sector 20 D protested the location of the liquor shop in rehri market. The residents’ welfare association has urged the administration to shift the location of the shop.

Be diligent, cops told

In the wake of the alleged inaction of the police in the incident of brawl at the Chandigarh Golf Association (CGA) on Sunday night, the senior officers of the Chandigarh Police today instructed the staff of the Police Control Room (PCR) to react to situations properly and promptly.

A police spokesman said Deputy Superintendent of Police (DSP) PCR P.K. Dhawan briefed the PCR staff at the Sector 29 Traffic Auditorium and instructed them to take action against the miscreants after visiting the spot and inform the emergency officer of the police station under which jurisdiction the crime took place. He also added that in case of emergency, if the situation demanded, the PCR officer can call for services from the police headquarters.

The DSP also warned the staff that departmental action would be taken against those found inefficient on duty. He also directed them to be present at prominent places, visible to the general public and provide necessary assistance to needy citizens, besides being in proper and smart uniform.
