UN rapporteur pulls up French Govt
Chandigarh, April 4 This was claimed here today by Dr Manjit Singh Randhawa, president of the Sikh Nation Organisation. Mr Randhawa had given a representation to the Commission of Human Rights, United Nations, against violation of religious rights of individuals by the French Government. The report of Ms Jahangir has been put on agenda of the commission for further discussion in June this year. Mr Randhawa in a statement issued here today said Ms Jahangir had submitted her report to the Commissioner of Human Rights of the UN. He said he had a copy of the report submitted to the Commissioner by Ms Jahangir after visiting France. Ms Jahangir has observed in her report that “the French law denies the right to those teenagers who have freely chosen to wear religious symbols in schools as part of their religious belief. In particular, the law denies innocent expression of religious belief even if it is conspicuous as in the case of Sikh children”. Taking serious view of the expulsion of some Muslim and Sikh students from schools for wearing religious attire by the French authorities, Ms Jahangir, who being a Special Rapporteur of UN has international mandate to enquire, advice and report on the subject, has recommended: “In all circumstances, the government should uphold the principle of best interest of the child and guarantee the fundamental right of the access to education, as has been recommended by several United Nations treaty monitoring bodies.” Expressing serious concern, she has stated that “It is my impression that the direct and in particular, the indirect consequences of this law have not been properly considered”. Although many interlocutors feel satisfied with the results of the implementation of law, I have noticed that the figures given are often disputed. “My concern is more serious with regard to indirect consequences of the law in the longer term.” She has advised the French Government that it should take appropriate measures to inform the school authorities, and the general French population about the exact nature and purpose of the law. It should be made clear that wearing, and display of religious symbols was an essential part of right to manifest ones religious belief that could only be limited under restrictive conditions. |
Punjab Police interrogates Bheora
Chandigarh, April 4 The arrests were made on the basis of information forwarded by the Chandigarh Police following recent disclosures of Paramjit Singh Bheora during his sustained interrogation. The various wings of the Punjab Police, including Senior Superintendent of Police (Detective), Sangrur, today made a beeline for the Operation Cell of the Chandigarh Police to interrogate Bheora. The Chandigarh Police has forwarded detailed lists of persons responsible for harbouring and financially assisting Paramjit Singh Bheroa, one of the prime accused of late Chief Minister Beant Singh, during his hiding. The Punjab Police has arrested several persons, including some from Banur and Kapurthala following the recent disclosures. Bheroa had reportedly told the Chandigarh Police during his interrogation that he was holding meeting at a hotel in Rajpura during his run. The Station House Officer (SHO) of Rajpura was also among the visiting Punjab Police teams to interrogate the dreaded militant. Sources in the Operation Cell said various wings of the Punjab Police were coming for questioning and cross-checking of information despatched by the city police about the past activities of Bheroa in various parts of the state. Talking to The Tribune, Punjab Police officials said more arrests were likely on the revelations of Bheora in near future. It may be recalled that Jagtar Singh Hawara, Paramjit Singh Bheora, Jagtar Singh Tara and their associate Devi Singh, had tunnelled their way to freedom during on the night of January 21, 2004. The sources in the Operation Cell said the accused had dug up 94 feet long tunnel and disposed of its sand into other 35 feet long tunnel dug in the same barrack. They added that the accused had dug up 35 feet long tunnel in barrack number 7, which they had to suspend mid-way as the tunnel began to cave in. Later, they covered the tunnel under an improvised oven (chulla). The sources further added that Bheora told the police during sustained interrogation that they had disposed of a major part of the sand of 94 feet long into another 35 feet long tunnel that they had dug up. The remaining part of the sand was flushed down the sewerage. Meanwhile, earlier during the day, a team of experts from the Central Forensic Science Laboratory (CFSL) took samples of the sand from the two tunnels that were discovered following recent disclosures of Bheora. In charge of the Operation Cell, Inspector Vijay Kumar said the police was looking into the role of jail authorities as the accused were transferred to a barrack which was near the boundary wall of the jail. He added that the evidence so far gathered by the police indicated toward the involvement of certain members of jail staff. The matter is being investigated threadbare, added the inspector. |
Punjab Nirman Programme amount up by Rs 200 cr
Phillaur, April 4 This was stated by Congress MLA Chaudhary Santokh Singh during an interaction with mediapersons after laying foundation stones of seven different projects at Akalpur, Shahpur, Sefabad, Indra Colony, Ashahoor, Silkiana, and Sodhon villages in the subdivision worth Rs 7 lakh here on Sunday. He claimed that Rs 1 crore had been spent on various development projects in 42 villages of the Phillaur Assembly constituency thus far and Rs 4 crore would be spent in remaining villages during the financial year to provide basic amenities to villagers. Interestingly, Chaudhary Santokh Singh has laid 30 foundation stones of various projects in villages during the past 15 days. He claimed that the state government would set up several new big projects in the state at a cost of Rs 52,000 crore. He added that Rs 8 crore would also be spent on providing facilities of potable water, sewerage, etc. in the town during the year. Congress leader Bikramjit Singh also addressed gatherings at several villages. |
Construction of commercial complex
Chandigarh, April 4 In its reply to the writ filed by Mr RK Malhotra and 17 other residents of the area, who have alleged that the influential respondents were constructing the complex in blatant violation of rules and regulations, the Municipal Corporation said that notices were also sent to the owners, but no response came from them. The Corporation said that it wrote to the Senior Superintendent of Police, Patiala, informing him about the unauthorised construction, but no action was taken. In fact, SSP, Patiala, A.S. Rai, who is the son-in-law of the Ghumans, even told the corporation that since the matter was pending in the High Court, no action should be taken. To this, the Division Bench comprising Mr Justice M.M. Kumar and Mr Justice T.P.S. Mann asked the counsel for the Corporation if it stopped performing its duties every time a court case was initiated. After hearing all the sides, the Bench, while directing the Ghumans not to carry out any further constructions, directed the SSP to provide adequate security to the Corporation officials if they initiated action to demolish the construction. Thereafter, the Bench admitted the matter for further hearing. Meanwhile, one of the petitioners, advocate Rakesh Gupta, who is Vice-Chairman of the Bar Council of Punjab and Haryana, moved an application, alleging that the Ghumans and SSP Rai had been making life difficult for him due to the fact that he was one of the petitioners in the case. He alleged that apart from being threatened with dire consequences, he was also being told that he would be implicated in some false case. After hearing his counsel, the Bench directed that he approach the Patiala Police in case of any threat to life and if no action is taken, he has the liberty to move the court again. It may be recalled that the residents of the New Lal Bagh area, which is a residential colony, have moved the High Court praying that the Ghumans be restrained from going ahead with the construction of the commercial complex. Saying that the residents of the colony, which has been approved by the Punjab Government, had repeatedly raised objections to the construction of the complex, but no action was being taken as the couple, apart from being influential itself, was related to high and mighty. Acting on the petition, the High Court had ordered the respondents to stop any further construction activity on the complex.
Notice issued
A Division Bench of the High Court on Tuesday issued notice of motion for July 25 on the petition filed by some judicial officers of Punjab. The petitioners, Ms Navjot Sohal, Additional Civil Judge (Senior Division) and Ms Priya Sud, Additional Judge (Senior Division), Khanna, have alleged that they have been discriminated against in the matter of conveyance allowance. They have claimed that while their counterparts in Haryana are being paid allowance equivalent to 75 litres of petrol per month, the State of Punjab is paying nothing to them despite Supreme Court orders in this regard. They have also alleged that their spouses are being denied the facility of leave travel allowance (LTA). |

Chandigarh, April 4 As per history, Maharaja Ranjit Singh had hoisted his flag and established an artillery post at the site in 1831 before meeting Lord William Bentick on October 26, 1831 on the other side of the Sutlej. In its petition, the Punjab Heritage and Education Foundation through its president Prof Gurbax Singh Shergill has challenged the move to demolish the historic site. The petition says that place under a peepal tree, where the Maharaja and the Britisher held a meeting, was being maintained as a historical site. The Punjab Heritage and Education Foundation is a registered society trying to maintain and construct the heritage in order to perpetuate the memory of Maharaja Ranjit Singh’s glorious rule. Its petition came up before the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Surya Kant today. It has stated that after the acquisition of the Swaraj Mazda-owned factory, which is located close to the historic site, the local administration has begun to bulldoze the site in order to extend the boundary of the factory which would only result in destruction of the historical hill opposite Ropar on the bank of the river Satluj. Saying that it has been developing the site area as Maharaja Ranjit Singh Memorial National Historical Hill Park for which former union minister Sukhdev Singh Dhindsa and Punjab minister Jagmohan Singh Kang have made donations, the petitioner has stated that this showed the recognition being granted to its efforts in preserving a historic, heritage site. |
71 farmers in jails released
Sangrur, April 4 Talking to The Tribune this evening, Mr G. Nageshwara Rao, SSP, Barnala police district, said 100 agitators had been released so far as they had given in writing that they were poor people and had no link with the agitation. Mr Nageshwara Rao said as many as 24 agitators from the Sangrur jail, 21 from the Bathinda jail, 16 from the Ludhiana jail and 10 from the Barnala jail had been released today and the yesterday. Meanwhile, Mr Joginder Singh Ugrahan and Mr Sukhdev Singh Kokri Kalan, president and general secretary, respectively of the BKU (Ekta-Ugrahan), today refuted the claim of the Barnala SSP that the farmers had been released after a written undertaking by them. They alleged that the jail authorities had got signatures or thumb impressions on blank papers from the jailed farmers saying that the old and sick were to be released from jails. They said this was a “conspiracy” against the farmers hatched by the government to “benefit” an industrialist. In reply to the allegation, the Barnala SSP said the BKU leaders were losing grip over the farmers. So they were levelling such allegations against the jail authorities and the government. |
Chancellor urged to cancel GND varsity
Amritsar, April 4 The team led by Registrar R.S Bawa would leave for the African countries on April 6 with the purpose of on the spot admission and to associate/affiliate foreign educational institutions with the university. He in his letter has stated that since all admissions in professional and technical courses of the university were made on the basis of common entrance test. The university statute did not have any clause for reservation for foreign students whereas a special provision for spreading university education among backward classes had been made. He felt reservation for foreign students would mar chances of Indian students in general and Punjabis in particular. The communiqué stated that the admission of foreign students to any university of India was regulated and covered under the students exchange programme agreed to between the Government of India through the Ministry of External Affairs/Human Resource Development and appropriate authority of foreign governments. He noted that admitting or associating with any institution situated outside five districts, including Amritsar, Jalandhar, Kapurthala, Gurdaspur and Nawanshahr, would not only be against the provisions of Section 5 (2) of the University Act but also violate guidelines of the UGC. He said the team comprising three administrative officers of the university and 12 principals of private colleges would cost Rs. 20 lakh to the varsity exchequer. However, university has no business to arrange such visits of principals of private colleges. Dr S.P Singh, Vice-Chancellor, of the university could not be contacted despite repeated attempts. |
Indians to adopt Jassa Singh’s village near Lahore
Amritsar, April 4 For the first time after Partition, the Sabha would endeavour to send jathas to Ahlu village from India. This was stated by Mr Charnjit Singh Walia, Chairman Khadi Board, and president of the sabha while talking to The Tribune, here yesterday. He said he would meet Dr Manmohan Singh and General Pervez Musharraf, to seek permission for allowing jathas to the village every year. He said a life-size statue would be installed there and ultra modern infrastructure would be created in the village, making it an international tourist spot. The word Ahluwalia is derived from Ahlu village that was raised by Sardar Sadhu Singh (Sado) of Kapurthala and is now in Lahore district of
Pakistan. As Jassa Singh Ahluwalia had no issue, his second cousin, Bhag Singh, was made the ruler. After his death in 1803 his son Fateh Singh became the ruler. He had close friendship with Maharaja Ranjit Singh. Jassa Singh, who was also called Jassa Singh Kalal, came to be known as “Guru Ka Lal” (the beloved son of the Guru). Son of Badar Singh, Jassa Singh was hardly five years old when his father died (1723 AD). It was Sardar Jassa Singh Ahluwalia (1718-1783) who evicted Ibrahim Khan, an usurper after the death of Mughal Governor Adina Beg, from Kapurthala. Jassa Singh selected Kapurthala as his capital. He was successor of Nawab Kapur Singh, who was given the honour of Nawab by the Sikh Confederation in 1754 AD. Mr Walia said the birth anniversary of Sardar Jassa Singh would be celebrated in Patiala on May 3. Capt Amarinder Singh, Chief Minister, would be the chief guest. He said there were more than five crore Ahluwalias. Functions would also be organised in different countries to spread the message of Sardar Jassa Singh. |

Chawla denies Tohra faction boycott
Ludhiana, April 4 In a statement issued here today, Mr Chawla said it was not a political function but a private one. He said he had not invited Mr Mahesh Inder Singh Grewal himself. About the district party president, Mr Hira Singh Gabria, who was also not present, Mr Chawla said he was not feeling well, while Mr Amarjit Singh Bhatia was present at the function. He said other Tohra loyalists like ex-MLA. Bikramjit Singh Khalsa and some SGPC members were very much present at the function and there was no question of the party leaders boycotting it deliberately. |
Pendu Mazdoor Union stages massive rally
Chandigarh, April 4 The state-level leaders of the PMU criticised Amarinder Singh's Congress government and criticised the policies of privatisation of schools, hospitals, and transport and electricity board. Addressing the rally Tarsem Peter stated while huge concessions were being offered to industry and companies, the unconditional free domestic supply to the actual "suppressed" class being denied. The state president Tarsem Peter, Avtar Singh Dhaliwal and Hans Raj Pabbavma, state general secretary, and others addressed the rally. The president of fraternal organisations, Hardev Singh Sandhu, secretary, All-India Kisan Mazdoor Sabha, Gurmit Singh, Punjab unit president of the Indian Federation of Trade Union also supported the rally and condemned the Congress government. The rally which saw more than 5000 people today later proceeded to the Matka Chowk where they staged dharna and raised slogans. |
Police station gheraoed
Abohar, April 4 The protesters assembled near Nav Durga Vaishno Mandir in the morning, marched in procession carrying banners and placards and shouted slogans against the police and drug traffickers on a 2-km route. Their resentment had aggravated as two women, who allegedly sold smack in a street, ransacked the shop of a senior activist of the newly formed Nasha Virodhi Samiti last night against holding the demonstration scheduled for today. Scores of shopkeepers in the Durgiana Market rushed to Ravi Nagpal’s rescue and later held demonstration at the old police station late at night. The police rounded up the women but the case was yet to be registered, sources said. Mr Prem Kalra, president, Durgiana Market Association, addressing the protesters alleged that drug traffickers had threatened him and other activists in the Nai Abadi locality last week. The samiti had given an ultimatum to the civil and police authorities for taking action till April 3, but no action was taken, he lamented. Ms Vijay Luxmi, state BJP Women Wing chief, said some police stations were openly selling poppy husk seized from smugglers from Rajasthan. She blamed the ruling party for patronising drug-mafia in the subdivision and said smuggling of smack had increased during the past four years. Mr Arun Narang, general secretary, Arorvansh Sabha, extended full cooperation to the Nasha Virodhi Samiti in the struggle. Farmers accuse bank’s ex-Chairman of fraud
Bathinda, April 4 In a complaint addressed to the Deputy Commissioner, these farmers, hailing from Malkana, Gatwali, Jogewala and Sangat Khurd, have sought a high-level probe into the entire matter. In their plea, they claimed that had not received a single penny as loan from the bank, but still they were issued recovery notices by it. They said the loan was sanctioned for poultry and dairy farms, but none of them raised either of the two projects. The farmers alleged that the then bank chairman, who is also a moneylender, had once persuaded them to submit applications to the bank for sanction of loan. But, when they enquired about the status of their applications later, he said the loan wasn’t sanctioned. Now, the bank had issued them notices asking them to repay loans worth Rs 25 lakh. They alleged that bank officials had sanctioned loan amount on paper without carrying out any inspection. They claimed that they had not received any cheque of loan and there should be a thorough probe as to who took cheques from the bank officials. They wondered as to how the bank officials showed dairy and poultry projects on documents when neither of them was raised. On the other hand, the Deputy Commissioner, Mr Rahul Bhandari, said he was yet to receive their complaint and the matter would be investigated as and when the aggrieved farmers approach him. |
BSP not to allow RCF’s conversion into PSU
Hoshiarpur, April 4 Mr Karimpuri alleged that by following the policies of the World Bank. The state government was promoting unemployment in Punjab. He further alleged that by converting RCF into a private sector unit, the UPA Government led by the Congress had tried to ruin the SC/ST employees. He supported the agitation of the employees of RCF. He said to get the General Manager of RCF transferred and to eradicate corruption, the party would provide all support to the agitating employees.

Chandigarh, April 4 The Additional Deputy Commissioner, Development, Mr Parkash Singh, said the wheat flour was supplied through Punsup. He said regular meetings with officials from Punsup, District Education Officer, and District Food and Supplies Department were held to review the quality of food being supplied under the scheme. Probe ordered into felling of trees

Hoshiarpur, April 4 While talking to The Tribune, Mr Tiwari said a team of three officers, including Rahul Chaba, Assistant Commissioner (Grievances), the SDM, Hoshiarpur, and a local tehsildar, had been formed to probe the matter. The team would submit its report within a fortnight. Meanwhile, the inquiry team has started gathering evidence in the matter. Former wild-life wardens Sukhdeep Bajwa and Gunraj Singh provided the video CD of the illegal felling to the inquiry officers. They also provided a copy of the register maintained by contractor for felling the trees. As per the register, a copy of which is available with The Tribune, over 1000 trees had been felled illegally in the village. As reported earlier, a large number of Khair trees had been felled illegally in the village falling in the Dholbaha range. As per rules, no tree in the forest area can be uprooted. Only a stem of the tree can be cut leaving a probability that it will sprout again. However, contractors also uprooted the trees to get hold of roots of Khair trees. The root is rich in katha the valuable extract. Interestingly, despite the fact that the information regarding illegal felling was provided to the forest department by the former warden, no forest official had visited the area to book the persons involved in illegal felling. |
Central team visits war memorials
Ferozepore, April 4 Other members of the team were Mr K.K. Sharma, Conservationist, Mr K.P.S. Bhadoria, Superintending Archaeologist, Chandigarh circle, ASI. The team visited Anglo-Sikh War Memorial, Ferozshah; War Pillar, Mudki; War Pillar, Mishriwala; besides Saragarhi Memorial Gurdwara and National Martyrs Memorial, Hussainiwala. The team was accompanied by officials of district administration including Mr K.S. Sidhu, Commissioner, Mr B.C. Thakur, DC, and Mr Rahul Tiwari, ADC. The Anglo-Sikh War Memorial was raised in memory of Sikh warriors who went down fighting during the first Sikh War against the British in 1845. The Chief Minister, Capt Amarinder Singh, had, during his visit here on March 23, directed the Commissioner, Ferozepore division, Mr K.S. Sidhu, to take up the matter of maintenance of war monuments with the Union Government on behalf of the state government. He had also announced to set up Punjab Memorial to perpetuate the memory of thousands of freedom fighters, soldiers and patriots who sacrificed their lives for the country. |
Spreading awareness about TB through magic show
Sangrur, April 4 Dr K.P. Singh, who was guest of honour at the programme, also said TB awareness through magic shows and street plays would have great and everlasting impact on common people. Inaugurating the programme, Dr Surinder Singla, in charge, District TB Centre, here people of Sangrur district, especially those living in slums and rural areas would be made aware about the importance of early diagnosis and complete treatment of TB through cultural programmes, including puppet shows, magic shows and one-act plays. Dr Singla added most of the deaths due to TB could be prevented development of multi-drug resistant (MDR) TB avoided by generating awareness of TB among masses. Due to lack of awareness most of the TB patients delay diagnosis and treatment for TB. Besides this, some of the diagnosed patients also discontinued treatment of TB on their own, which was harmful for them and healthy members of society also, he added. Mr Ved Parkash, a magician from Chandigarh, disseminated information on TB with magic tricks. He urged the gathering to rule out TB in every person, who had persistent cough of more than three-week duration. Patients, who did not complete treatment of TB, also spread the disease among healthy persons. |
Exhibition of Rajasthani paintings
Patiala, April 4 The exhibition, which was inaugurated by the noted art historian and critic Prof B.N Goswamy, saw senior artists from Rajasthan also contributing with their works. Renowned artists like Kripal Singh Shekhawat, Dawarka Prasad Sharma, Dr Nathu Lal Verma, P.N. Choyal, Virendra Narayan Saxena, Dr M.K. Sharma and Kailash Tiwari took part in the exhibition. The artists presented works based on the traditional Rajasthani style of miniature painting. The participating artists portrayed the Rajasthan culture in their paintings while the students of the Fine Arts Department exhibited some of their latest works. Dr M.K. Sharma, who is working as a subject expert in the Department of Fine Arts, Punjabi University, took keen interest in organising the exhibition. Prof Goswamy in his brief address congratulated the artists and the students for working methodically while presenting their works. Dr Saroj Rani, Head of Department of Fine Arts, proposed the vote of thanks and encouraged the students to work with zest. The exhibition will remain open till April 11. |

25 engineers charge-sheeted
Chandigarh, April 4 The state government had sanctioned a remodelling project worth Rs 178 crore for the canal. Of it, this, Rs 110 crore were released. However, in the process of remodelling, the major structure of the canal was tempered with. Some concrete works, which were not required, were also executed to mint money. Engineers used all tricks to cover up the scam. The first preliminary inquiry report regarding the scam was prepared by retired Chief Engineer Bhagat Singh. Later, a detailed

10 posts of DIG may be revived
Chandigarh, April 4 The move comes after a section of the IPS officers of the Punjab cadre pointed out that there could be no fresh promotions from SSP to DIG till the year 2009 if the present structure of posts continued. This means it may take up to 17 years of service for the 1992 batch of the IPS to be promoted as DIG as no vacancies will be created by then. Normally, it takes about 14 years of service for an IPS officer to be promoted as DIG. A formal request from the Police Department is pending with the Home Department. The advice of the Finance Department has been sought on the matter. IPS officers get fresh pay scales, called the selection grade, after 14 years of service and even if they are given the rank of DIG there will be no financial consequence to the state. Last week a Departmental Promotion Committee meeting was held at which the entire 1991 batch of 14 IPS officers was promoted to the rank of DIG. This means there will be no vacancies arising for the next three years for DIG and the promotion of officers of the 1992 and 1993 batches will be delayed. |
Bus passenger drugged, looted
Abohar, April 4 According to information Shyam, a newly wed, offered potato chips to a passenger seated next to him in the New Delhi -bound bus. The latter reciprocated by offering a cream-biscuit. shyam fell unconscious after eating the biscuit. As he did not entertain calls made by his family members on the mobile phone, they got worried. The bus had left Abohar by then. They asked a relative to check the bus at Dabwali. He found Shyam lying unconscious in the bus and the gold ornaments he was wearing and his mobile phone were missing. |
Mystery surrounds death of youth
Kharar, April 4 According to information available, Charanjit Singh, who had developed some complication late at night was referred to the PGI, Chandigarh, where he was declared brought dead. Sources said the deceased had got his leg fractured in an accident and was admitted to the hospital. He was operated upon yesterday. But what led to the death of Charanjit Singh remains a mystery. His body was handed over to members of his family who later cremated it. It is reported that the members of the family were not interested in getting the postmortem done but the question whether the body could be handed over without a postmortem in the case of an unnatural death remains unanswered. Dr Maninderjit Singh, SMO in charge of the hospital, said the patient started suffering from breathlessness and as such had to be referred to the PGI. He said he would be able to give more information only after going through the office record tomorrow. |
PU test for BA LL.B (Hons)
Chandigarh, April 4 The last date for the submission of forms is April 19 up to 5.00 pm. The centre for examination will be Chandigarh only. According to Dr R.S. Grewal, Director, University Institute of Legal Studies, Panjab University, the PU Syndicate at its meeting on March 22 had increased the general seats for the BA LL.B (Hons) five-year integrated course from 100 to 110 from the 2006-2007 session while the number of NRI seats was left untouched (10 seats). |

BSNL launches broadband in Rajpura
Rajpura, April 4 Speaking on the occasion, Mr Aggarwal stressed the need for speedy grievance redressal system by the BSNL.With the launch of the service, BSNL subscribers will have access to high-speed Internet connectivity at Rajpura, Zirakpur and Dera Bassi, a department press note said. Mr Rajiv Kumar, General Manager, Patiala, informed that there were over 1,800 broadband subscribers in the district and efforts were being made to expand the network to the smaller towns. |
