Three persons, including a militant and a boy were killed in separate incidents in Jammu and Kashmir, where ultras fired a rifle grenade to target a security picket while two Hizbul Mujahideen militants were arrested and 40 kgs of explosives seized since last night, officials said today.

JE suspended, probe ordered

Jammu and Kashmir government today suspended a junior engineer of the Rural Development Department following complaints of preparing inflated bills in Rajaouri district of the state, official sources said.

APHC leadership feels sidelined

The All-Party Hurriyat Conference (APHC) leadership feels bowled out by Prime Minister, Manmohan Singh, by convening a roundtable conference on Kashmir in Delhi on February 25.

Former APHC chairman, Moulvi Abbas Ansari, said today “yes, we have been clean bowled” by the Prime Minister. In fact we feel sidelined the way Mr Manmohan Singh, without completing his dialogue with us, held a roundtable conference.”

He said “when there has been no response to our demand for another round of talks with the Prime Minister for finding a way to the Kashmir problem the central Government was setting the stage for another roundtable conference in Srinagar somewhere in May.”

Another senior APHC leader, Prof Abdul Gani Bhat, said that “it is unfortunate that the Government of India found time in talking to those political leaders who are not relevant to the Kashmir issue.”

To a question Prof. Bhat said “we are relevant because we represent not only the aspirations of people of Kashmir but the dynamics of change that is taking shape on account of the confidence building measures initiated by India and Pakistan.”

Both Hurriyat leaders said that if the Centre was sincere in finding a solution to the Kashmir issue it should have first carried the dialogue process, it initiated with us, to some logical conclusion because we were keen to act as a bridge between India and Pakistan.

When asked to comment on United Jehad Council Chief, Syed Salahuddin’s recent announcement that militant leaders were prepared to join the dialogue process if the government declared unilateral ceasefire in Kashmir, Moulvi Ansari said “yes, we will follow him if he gets involved in parleys with the Government of India.”

He said “we too have been demanding a ceasefire to precede the dialogue because fruitful and meaningful parleys may not be possible when the guns keep booming.”

Asked whether the APHC leaders will accept the invitation to the second round-table conference proposed to be held in Srinagar, Prof Bhat said “the matter will have to be discussed by the executive committee of the party.” For the time being. he added, “we are not willing to sit with those who are sitting on the Indian benches.”

He explained that talks needed to be held with those who do not treat state’s accession with India irrevocable and if the parleys were held with those who have never questioned the accession nor have treated Kashmir as a dispute the dialogue “will not lead to any solution of the core issue.”

One militant killed, two arrested in valley

Srinagar, April 2
Three persons, including a militant and a boy were killed in separate incidents in Jammu and Kashmir, where ultras fired a rifle grenade to target a security picket while two Hizbul Mujahideen militants were arrested and 40 kgs of explosives seized since last night, officials said today.

A militant affiliated with Al-Badr was killed in an encounter with the security forces during search operations at Sanglot-Gursai in Poonch district last night, a police spokesman said.

He said an AK rifle, four magazines and two grenades were recovered from the deceased.

A 14-year-old boy identified as Dilshad was killed when he fiddled with a grenade which he had found from a field while grazing cattle at Lamadhar-Mahakund in Gool area of Doda district last evening, the spokesman said.

He said militants kidnapped and later shot dead a youth Mumin Rashid, a postgraduate, in Chadoora area of Badgam district in central Kashmir today.

Rashid, a resident of Kuzweer village, was abducted last night and his body was recovered today from the paddy fields at Nowpora-Gowharpora village, the spokesman said.

Militants made an abortive attempt to target paramilitary personnel manning a picket with a grenade in Baramulla district of Jammu and Kashmir today, official sources said.

A rifle grenade was fired by unidentified militants towards the Border Security Force picket at Kunzer, 40 kms from here on Srinagar-Gulmarg road, around 1.45 P m but fell short of the intended target and exploded on a deserted road causing no harm.

A Hizbul Mujahideen militant was arrested by the security forces while he tried to hurl a grenade on a search party at Darsu village in Baraulla district yesterday, a defence spokesman said.

He said the individual identified as Tanveer Sheikh (18), an activist of Hizbul Mujahideen, was overpowered and apprehended by the troops. Another militant of the same outfit was nabbed from Arigam village in Budgam district of Central Kashmir, he said. — PTI

JE suspended, probe ordered

Jammu, April 2
Jammu and Kashmir government today suspended a junior engineer of the Rural Development Department following complaints of preparing inflated bills in Rajaouri district of the state, official sources said.

The District Development Commissioner, Rajouri placed the services of Ali Mohd, junior engineer of Rural Engineering wing of block Budhal under suspension following complaints of his preparing inflated bills, they told PTI.

The engineer allegedly prepared Rs two lakh work bill of a protection bund sanctioned at Panhad village in Budhal block in connivance with sarpanch of the village.

A few days back, it was reported that only a small portion of the work was completed at a cost of Rs 25,000 only. A probe has been ordered.

State unit of Panthers Party dissolved

Jammu, April 2
Jammu and Kashmir National Panthers Party (JKNPP) president Bhim Singh today dissolved the state unit and province bodies of the party on the recommendation of its Central Working Committee (CWC).

According to a press release of the party, the CWC also authorised Prof. Singh to reconstitute state and provincial committees.

Meanwhile, Prof Singh clarified that newly elected district units would not be affected from the decision adding that a five-member parliamentary board comprising Mr Harshdev Singh, Mr B.B. Kotwal, Mr Balwant Singh Mankotia, Mr Faqir Nath and Ghulam Mohammad Shan had been constituted under his chairmanship.

The working committee at a meeting yesterday in Jammu had authorised the chairman to nominate candidates for the three Assembly seats in the valley and approved the resolution to leave Bhaderwah assembly seat for Mr Ghulam Nabi Azad as a gesture of good will, as he is the first ever Chief Minister from the Jammu region. — UNI

Cardiology, MRI centre at MH

Jammu, April 2
A cardiology and an MRI centre would be set up at the military hospital here and other services would be upgraded.

This was announced here yesterday by Vice Admiral V.K. Singh, Director General, Armed Forces Medical Services, while talking to media persons.

He said it was a longstanding demand particularly of ex-servicemen of the area who had to travel to Udhampur to avail of the services of cardiology and MRI.

He said the Army was considering posting councillors in the stress areas.

The Vice Admiral visited the military hospital and also called on the Governor, Lt. Gen. S.K. Sinha. — (Retd).

JKNPP to buy back ‘sold children’

Jammu, April 2
Jammu and Kashmir National Panthers Party (JKNPP) president Bhim Singh today described the alleged “sale of children” in the Talwara (Reasi) migrant camp in the Udhampur district as an unfortunate incident and said the party would buy back all sold children.

Mr Bhim Singh cautioned and served a notice on those who had bought children from hapless migrants. The party would repay the amount received by the parents in lieu of sale of their children.

He said the party would also set up Migrant Children Blossom School in Reasi for the protection, educational and medical care of the minor children of migrants from Rajouri, Poonch, Udhampur and Doda areas.

He also said if the Congress did not tender apology on the incident, the migrant children’s sale would be held in front of the Rashtrapati Bhavan, the Prime Minister’s residence and in Rae Bareli (Sonia Gandhi’s constituency) to expose the Congress government in the state and the UPA at the Centre. — UNI
