Police recruitment: Most youths fail physical tests

The youths in Doaba region are failing to get into the police department because of poor heath standards. According to the recruiters, out of the 1,000 candidates who were put to physical tests in a Punjab Police recruitment drive yesterday, only 180 made it to the next level. The test included a one-mile race, high jump and long jump.

Punjabi singer, wife sent to police remand

Punjabi singer Sukhwinder Singh, popularly known as “Sukh Dilliwala”, along with his wife, Kamaljit Kaur, arrested from New Delhi in connection with a human trafficking case, were sent to a one-day police remand by the court of a Duty Magistrate here today.

A Rail Coach Factory worker allegedly committed suicide by hanging himself from the ceiling fan of his house here today. The deceased’s wife said her husband was apprehending the loss of job after the conversion of the factory into a PSU, as had been proposed in the Railway Budget.

In view of rampant cases of money laundering and to prevent authorised money changers from being misused, the Reserve Bank of India has issued fresh guidelines for money transactions to be implemented from tomorrow onwards.

Court favours PTU over dispute with Distance Education Council

Issuing an order in favour of the Punjab Technical University over its dispute with the Distance Education Council of the Indira Gandhi National Open University (IGNOU), the High Court of Himachal Pradesh has asked the latter not to interfere in the distance education programme of the former.

Police recruitment: Most youths fail physical tests

The youths in Doaba region are failing to get into the police department because of poor heath standards.

According to the recruiters, out of the 1,000 candidates who were put to physical tests in a Punjab Police recruitment drive yesterday, only 180 made it to the next level. The test included a one-mile race, high jump and long jump. The rounds of written examination and personal interview come later.

Going by the figures, only 18 to 20 per cent of the candidates were able to meet the minimum physical standards, Commandant Jatinder Aulakh said. He heads a sub-board that is conducting the tests.

Other members of the board are the SP (Headquarters), Mr Opinderjit Singh Ghuman, and the DSP, Mr Rajinder Singh.

The dwindling ratio is an indicator of the failure of the state to keep its youths healthy enough.

Sources in the department said that though the youth were fairly tall, most were unable to expand their chests to the required width.

Many, they said, were found to have retained air in the chest to meet the inches demanded on the measuring tape. The selection officers said they knew the technique. They made the candidates to exhale the air to get the exact measurements.

For the recruitment drive going on at the PAP Complex since March 24, the department had reportedly received a phenomenal 21,500 applications from the districts of Jalandhar, Kapurthala, Hoshiarpur and Nawanshahr.

Nearly 3,000 of the applications were rejected at the scrutiny level itself.

Though all the candidates met the minimum height requirement — 5 feet and 7 inches — most reportedly did not possess a 33-inch wide chest. And those with the required chest width could not inhale enough air into their lungs to expand the chest by another one-and-a-half inches.

Recruitments for level one have been completed for Nawanshahr and Kapurthala. Out of the 4,500 candidates, only over 600 were able to clear the physical tests. 

‘No touts please’

Those candidates, who clear the physical tests, are getting no pat from the selection board officers. Instead, they are being given a piece of advice: Don’t fall for touts who, with money, promise you that they can get the written test and the interview cleared. The officers are warning all those selected to stay away from anyone making such claims, especially in the villages. — TNS

Jalandhar, March 31
Punjabi singer Sukhwinder Singh, popularly known as “Sukh Dilliwala”, along with his wife, Kamaljit Kaur, arrested from New Delhi in connection with a human trafficking case, were sent to a one-day police remand by the court of a Duty Magistrate here today.

The Division Number 7 police had registered a case in February 6, 2004, under Sections 406 and 420 of the IPC after the couple was accused of taking money on the pretext of sending two persons abroad, the DSP, Mr Harkamal Preet Singh Khakh, said.

According to the complaint, the singer, who hails from Ajnala, had allegedly taken Rs 4.5 lakh for sending one Sher Amir Singh’s son, Jasbir Singh, and Rs one lakh for sending one Harbhajan Kaur’s son, Kanwaljit Singh, abroad, the DSP added.

Sukha and his wife were declared proclaimed offenders in the case.

The accused were presented before the court of the Duty Magistrate.

Cases has also been registered against Sukha in Patiala and the Mehatpur police station in Jalandhar.

Rana refutes Aggarwal’s charges

Reacting sharply over the charges levelled by Mr Mahinder Kumar Aggarwal, the former Kapurthala Municipal Council President, the Jalandhar MP, Rana Gurjit Singh, today alleged that Mr Aggarwal was involved in the cases of embezzlement and he had lost his credibility among the masses.

Mr Aggarwal, popularly known as “Mindi Shah” after joining the SAD (B) yesterday, in the presence of the party chief Mr Parkash Singh Badal, had alleged that he was implicated in false cases at the behest of the MP.

While talking to the Tribune over phone, Rana Gurjit Singh criticised the move of Mr Aggarwal and his subsequent allegations.

Meanwhile, the Congress leaders from the district assembled at the party office to condemn the defection by Mr Aggarwal and sought his resignation from the seat of the municipal councillor.

Mr Aggarwal is a councillor from ward number 19, while his younger brother, Mr Sudesh Kumar Aggarwal, is the President of the council. Mr Sudesh Kumar Aggarwal alleged in a press note that his elder brother was always desperate to get the presidentship of the council.

RCF worker commits suicide

A Rail Coach Factory worker allegedly committed suicide by hanging himself from the ceiling fan of his house here today. The deceased’s wife said her husband was apprehending the loss of job after the conversion of the factory into a PSU, as had been proposed in the Railway Budget.

According to information, Budh Singh (40) killed himself at his RCF colony residence when his wife, along with their two children, had gone to her parents’ house at Lohian.

The daughter of the deceased, Kulwinder Kaur, a Class IX student, returned to her home in the evening. When she got no response from her father even after repeatedly knocking the door, she got suspicious and called the neighbours.

When the window of the house was broken, the body of Budh Singh was found hanging from the ceiling fan.

Darshan Kaur, the wife of the deceased, told The Tribune that her husband got a job in the factory after his land was acquired by the government for the use of the RCF.

She added that her husband was fearing that he would lose his job.

The police has registered a case under Section 174 of the CrPC and started the investigation.

RBI issues guidelines to check money laundering

In view of rampant cases of money laundering and to prevent authorised money changers (AMCs) from being misused, the Reserve Bank of India (RBI) has issued fresh guidelines for money transactions to be implemented from tomorrow onwards.

In a missive issued to all money exchangers, the RBI’s Chief General Manager, Mr Vijay Baijal, has pinpointed six basic measures that have to be adopted. These include the customer identification procedure, recognition, handling and disclosure of suspicious transactions, appointment of a money laundering reporting officer, training of the staff, maintenance of records and audit of transactions.

The RBI directive states that the guidelines would also be applicable to all the AMC franchisees and it would be the sole responsibility of the AMC concerned to ensure that their franchisees adhere to the anti-money laundering guidelines. The directive adds that the directions contained in the circular have been issued under Section 10 (4) and Section 11(1) of the Foreign Exchange Management Act, 1999, and non-compliance of the guidelines would attract penal provisions of Section 11 (3) of the Act.

The guidelines mention that the AMCs should retain photocopies of the identification proof after verifying the original documents. It adds that full details of the name, address and the identity documents should be kept on record. It also mentions that in cases where transactions have to be undertaken on behalf of another person, identification evidence of all the persons concerned should be obtained and kept on record.

Regarding the appointment of the money laundering reporting officer, the directive mentions that every AMC should make an appointment in this effect latest by March 31, that is today.

The bank in its directive adds that the officer would be responsible for reporting suspicious transactions to the Financial Intelligence Unit. Any suspicious transactions have to be brought to the notice of the officer.

The guidelines assume importance in Doaba region, as most of the transactions made here are illegal. The region, being a hub of NRIs, has become a booming business centre for unauthorised money exchangers whose core business is garment and jewellery retailing.

Others sit in every nook and corner around the main bus stand like vendors.

To launch an awareness drive in regard to the RBI’s fresh guidelines, Wall Street Finance Ltd, a foreign exchange division, is organising a seminar in the city tomorrow. Mr Ashok Makkar, regional manager, informed that Capt Amarjeet Kumar, Manager, Foreign Exchange, RBI, and Mr Kulwant Singh Bhullar, the bank’s Assistant Manager, would discuss issues concerning anti-money laundering during the seminar.

Court favours PTU over dispute with Distance Education Council

Issuing an order in favour of the Punjab Technical University (PTU) over its dispute with the Distance Education Council (DEC) of the Indira Gandhi National Open University (IGNOU), the High Court of Himachal Pradesh has asked the latter not to interfere in the distance education programme of the former.

A copy of the order, issued by the court on March 27, reached the university campus here last evening. The orders were issued after students from Himachal Pradesh filed a petition seeking the court’s mandate on the issue.

The confusion had begun after Mr Swaraj Basu, Director, DEC, IGNOU, issued a statement over the ineligibility of the PTU degree holders in taking up government jobs. Mr Basu had said that the PTU had not taken a permission from the council for running various courses.

The DEC had earlier sent two written communications in this regard to the PTU.

The order brings relief to over 35,000 students undertaking distance education programme in as many as 400 centres of the PTU.

In its judgment, the court said, “Even though the DEC caters to the subject of distance education programme, neither the Indira Gandhi National Open University Act, 1985, nor any statutory notification issued there under provides that distance education programme is its exclusive domain or exclusive monopoly.”

On the basis of prima facie evidence, the court also decided that the DEC could not call into question the distance education programme of PTU, as it felt that the start and conduct of the programme did not run contrary nor was it repugnant to any provision of the IGNOU Act.

It, therefore, said that the DEC should not have sent the communications in this regard to the PTU on January 5 and November 26, 2005.

The High Court, through the interim arrangement, said the two missives would not operate against the PTU. It added that the respondents could file additional replies within three months and a rejoinder could be sent in six weeks’ time.

The court also specified that the Punjab Technical University had been set up under the Punjab Technical University Act, 1996, of the state legislature and was competent to prescribe and lay down the curriculum for Distance Education Programme, including setting up of centres outside the state of Punjab.

Man falls to death

Phagwara, March 31
A 35-year-old man, identified as one Ram Mahato, fell to death from the roof of his house near Paper Chowk on late Thursday night.

According to family sources, Mahato came drunk last night and fell asleep on the roof of the house. When he woke up to ease himself, he reportedly lost control and fell down, resulting in serious head injuries.

He was rushed to the local Civil Hospital, from where he was referred to a private hospital. Later, he succumbed to his injuries. The police has sent his body to the local Civil Hospital for post mortem.
