Shimla Mayor’s resignation sought

Govt to resume appointment of trained graduate teachers

The Chief Minister, Mr Virbhadra Singh, said today that the government would resume the batch-wise appointment of trained graduate teachers (TGT) in the state.

Shimla Mayor’s resignation sought

Demanding the resignation of the Mayor of the local Municipal Corporation, Mr Sohan Lal, BJP councillors today disrupted the House proceedings following allegations of encroachment on government land by the Mayor.

The seven BJP councillors did not allow the proceedings as they demanded that Mr Sohan Lal should step down.

“We will not allow the House to carry on with its proceedings till the Mayor steps down as he is facing serious allegations,” said Mr Pradeep Kashyap.

He alleged that Mr Sohan Lal had misused his position and the government had not taken action against him.

Meanwhile, the Mayor said all allegations against him were false.

“I am living in a rented accommodation in Krishnanagar and have not encroached on government land,” he claimed.

Govt to resume appointment of
trained graduate teachers

The Chief Minister, Mr Virbhadra Singh, said today that the government would resume the batch-wise appointment of trained graduate teachers (TGT) in the state.

Replying to a question by Mr Ramesh Dhawala during the question hour in the Assembly, Mr Virbhadra Singh said the matter had been reviewed and 50 per cent of the TGT appointments would be made.

“Last time the batch-wise appointments were made in 2001 and it was following a ban that this practice had to be stopped,” he informed the House.

He said more than 700 posts of TGT would be filled through the Subordinate Services Selection Board and the policy of making 50 per cent selections from the pass-out batches would be done.

In a written reply to a question by Mr Mohinder Singh, the Chief Minister said the government had taken up the matter regarding investigation by the CBI into the murder of a revenue official and his family members in Una with the Centre.

In reply to another question by Mr Ravinder Ravi, the Civil Supplies Minister, Mr Singhi Ram, said five police cases had been registered against officials of the department during 2004-05 for irregularities in the public distribution system.

“As far as the two case during the current year are concerned, the departmental action is being initiated against the erring officials,” he stated.

The debate on the motion of thanks on the Governor’s Address today turned into a verbal duel between the chief minister, Mr Virbhadra Singh and the Leader of the opposition, Mr P.K. Dhumal, as the two traded charges against each other on the issue of corruption.

It was following Mr Mohinder Singh’s remarks that some persons close to the chief Minister had reportedly recently given a 14-point charge sheet against Mr Virbhadra Singh to the AICC chief, Mrs Sonia Gandhi, that evoked a strong protest by the Chief Minister. “I am not aware of any such charge sheet and even if there is one I am willing to face an inquiry by the CBI or any other agency,” he said.

He said he had already been given a clean chit by the CBI in connection with the 26 allegations against him. Rejecting the insinuations by Mr Dhumal on the issue of corruption, Mr Virbhadra Singh dared him to file an affidavit before the Lokayukta or seek a fresh inquiry by the CBI.

“I have never indulged in witch-hunting and it is only on the basis of evidence which can withstand judicial scrutiny that cases will be filed against the guilty,” he remarked.

Remarks by Mr Dhumal about Mr Virbhadra Singh's assets from the day he became an MP, led to a verbal duel between the two leaders. “In case I decide to pay back in the same coin by filing cases, you will repent for generations,” said the Chief Minister.

“I own a flat in the society of MPs in Delhi and barring this I have not made any property,” said Mr Virbhadra Singh. He added that anyone was free to scrutinise his income tax returns which he had been filing since he joined electoral politics.

Mr Virbhadra Singh said if cases were to be filed against BJP leaders without proper evidence, his government could have done this two years back. Mr Mohinder Singh said that there was rampant corruption in the state and there were scams one after the other.

“Participating in the debate, the Tourism Minister, Mr G.S. Bali, said the BJP was criticising the Himalayan Ski Village project not realising that it would bring a revenue of about Rs 50 crore to the government and create about 4,000 jobs.

CBI probe sought into insurance scam

Mr Gopal Das Verma, chairman of the state Joint Employees Action Committee, has urged the CBI to conduct investigation into the employees accident insurance scheme scam to expose the end beneficiaries of the illegal commission.

He said the apex investigation agency had put up a challan against three officers of the United Insurance Company but no effort had been made to identify the real beneficiaries of the scam. He said he had written to the CBI authorities that if it failed to act against the influential beneficiaries he would take up the matter with the Centre.

Mohali resident arrested

Parminder Singh, a resident of Mohali, was arrested today on charges of harassing a local journalist on the phone. The youth originally belongs to Solan.

On the complaint of the woman journalist on February 24, the police put her office number on observation. The details of phone numbers provided by the BSNL led the police to trace his whereabouts. A case under Sections 294 and 506, IPC, has been registered.

Dental students seek relief

Students from private dental colleges today met the Chief Minister, Mr Virbhadra Singh, and requested him to give them relief in terms of payment of the subsidised fees.

The students gave a representation to Mr Virbhadra Singh at the Vidhan Sabha. They requested they should also be given relief like the 2003-04 batch who would have to pay Rs 20,000 only as fees and not the enhanced Rs 84,000 till they completed the course.

They also met the leader of the opposition, Mr P.K. Dhumal. The Chief Minister during discussion on the issue in the House has already stated that the government will get the matter examined and then bring in an appropriate legislation.

He had said the matter would be examined legally so that the students getting admission on merit did not have to pay the enhanced fee at par with those getting it on the management quota.

Protest against land demarcation

Opposing the land compensation given for setting up a cement plant at Bagha, women protesters today stopped forest officials from demarcating the land.

The SDM, Mr Rohit Jamwal, who visited the site, said no dialogue could be held with the protesters.

The pradhan, Mr Deep Ram Sharma, said they would not allow any demarcation work until they were granted compensation on a par with Kol Dam evacuees.

The SDM said he would try to hold talks with the villagers tomorrow.
