Chandigarh, January 19
Teaching in more than 150 non-government colleges of Punjab and Chandigarh was disrupted as teachers went on two-period lightening strike in response to a call given by the Punjab and Chandigarh College Teachers’ Union (PCCTU) today. At many places non-teaching employees also joined them.

In a statement Mr R.S. Brar and Dr Jagwant Singh, President and General Secretary, respectively, of the PCCTU, blamed the Punjab Government for the present agitation. The PCCTU is demanding merger of 50 per cent of DA with pay, regular payment of salary through a new salary mode and the implementation of the pension-gratuity scheme of 1996.

Dr Jagwant Singh pointed out that the implementation of the pension-cum gratuity scheme was part of the election manifesto of the Congress before it came to power.

“We have entered the last year of the government’s term and election promises have still not been kept,” he said, adding that Punjab was probably the only state that was not paying pension and gratuity to college teachers.

He further pointed out that since 1998-1999 the Punjab Government has not met its full liability under 95 per cent salary deficient grant-in-aid scheme. An amount of Rs 130 crore was pending with the government to be paid. The teachers are also demanding the absorption of staff affected by shifting of +2 classes from colleges to schools.

The teachers have demanded relaxation of refresher courses as per UGC recommendations, payment of arrears of pay revisions and clearance of back log of salaries.

Dr Jagwant said the two-period strike protest would continue for a week till January 24. Mr R.S. Brar appealed to Captain Amarinder Singh, Chief Minister, Punjab, to intervene immediately to give relief to the teachers. He said this was the right time for the CM to intervene and convert his poll promises into something concrete for teachers and colleges.
