Ex-MLA blames Hooda
for inaction
Chandigarh, December 25 “Officers from this region are susceptible to coming under the influence of Mr Chautala or his friend Mr Parkash Singh Badal, former Chief Minister of Punjab”, Mr Pratap Singh said. He said during the nine months in power, the Hooda-led state government had failed to initiate any action to nail the former Chief Minister on corruption charges. “Hopefully the CBI would accept the case and unearth the wealth amassed by Mr Chautala and his two sons”, the former MLA said while addressing a press conference here. He claimed repeated assertions by the Chief Minister, Mr Bhupinder Singh Hooda, that he would not act against the Chautalas out of vindictiveness, was not going down well with the public. Mr Hooda should dispel the notion that he was not interested in exposing the corruption by the previous regime, he said. Mr Pratap Singh also alleged that his brother may not be the Chief Minister any more, but the officialdom of Haryana is still scared of him. “Common people can breathe in peace now because the terror unleashed by Mr Chautala has come to an end. But the officers are still unable to overcome his fear”, he said. “The officers are not sure whether any action against the former Chief Minister and his two sons would put them on the good books of the present Chief Minister. But they do know that any such action would put them into the hit list of Mr Chautala”, the former MLA said. He added that some of the officers, who worked as Mr Chautala’s henchmen in the previous regime, were enjoying “lucrative” postings in the present government as well. The former legislator said after Mr Hooda had become the Chief Minister, certain positive developments had also taken place in the state. “The operation by unauthorised private vehicles have stopped. Earlier, INLD workers ran these vehicles and it caused loss to the state-owned bus service”. He added the official machinery is also not used any more for mobilising people for the ruling party’s public meetings. “False cases are also not registered any more against people. But genuine cases against those involved in illegal activities in the earlier regime are also not made”, Mr Pratap Singh said. He added that a certain builder, whose assets multiplied manifold under the INLD’s patronage, was flourishing in the Congress regime as well. |

KU strengthens infrastructure
Dharmendra Joshi Tribune News Service
While
Kurukshetra University (KU) prepares to celebrate its Golden Jubilee in January, it grabs an opportunity to introspect and take stock of its growth, its strengths and failings, and plan new initiatives in restructuring itself in line with the ever growing new challenges. The new Vice-Chancellor, Prof R.P. Hooda, has been associated with the university for a long time in the capacity of a student, a teacher and an administrator. He has often reiterated his conviction that all possible efforts have to be articulated, and all latent potential harnessed in order to attain academic excellence and make the university known as a reputed institution of higher learning. As a first step, the university has recently equipped the library with a state-of-the-art computer lab with 200 Internet connectivity notes and
CD-ROM device with a view to lending vigour to both academics and research. A separate computer lab with the Internet connectivity has been functional on Girls Hostels’ premises to meet the research needs of women scholars during odd hours. A plan to expand the reading space and subscribe to on-line journals is already under way. Recently, the university has adopted a
plan to standardise its research programmes. A six-month pre-PhD course, prior to regular registration, has been introduced to initiate the prospective scholars in research methodology and subject-specific works and techniques. As a pre-condition to the submission of the PhD thesis, every PhD candidate shall have to publish at least one research paper in a reputed journal. At the same time, the KU authorities feel that there have been snags that need to be plugged, at least on two fronts. One, the examination operations have tended to go inefficient with the passage of time. Volume of work, too, has increased manifold, while manpower handling various sensitive operations has remained the same. Well aware of the fact that the university is constantly under social gauge more in this area, it is taking steps to streamline the system by computerising all vital examination and evaluation operations. This will surely help it become more efficient in its service deliveries and also put it high on the credibility scale of public estimation. Further, the executive committee of the university not only decided to remove examination controller J.S. Kadian for alleged several irregularities, including issue of fake DMCs and sub-standard printing but it also recommended an
independent inquiry into the matter by a High Court Judge. The committee also decided to close all art and craft diploma centres, opened in different parts two years ago allegedly after accepting bribes. The research work has increasingly been at a discount. As research is the most important function of university life, a time-bound programme has been drawn to strengthen it with required fillip. Accordingly, research laboratories for the various science disciplines are being revamped, reinforced, and modernised by carrying out the necessary repairs, cleansing the old and discarded outfit, and acquiring the needed state-of-the-art equipment. To ensure materialisation of the above, each department is being allocated an additional one-time heavy grant matching its requirements for the purchase of essential teaching and research apparatus. Those departments that have already achieved some level of excellence are being further rejuvenated, besides providing a big push to those that have tremendous potential to grow in future. Further, the university plans to add some very useful new-age programmes of study, particularly in the field of bio-sciences, bio-technology, pharmaceutical sciences, and geophysics in line with the newly emerging needs of industry and market economy. Adequately aware of its increasing social responsibility, the university seeks to adopt a holistic approach to academic growth. Recently, the students welfare department has introduced a programme of skill and personality development of the students, which is being run in collaboration with the Dale Carnegie Institute. Similarly, the youth and cultural affairs department has engaged the students in all kinds of cultural activities for their all-round development. It also proposes to prepare a few short documentaries for educating people in rural areas about the vices of female foeticide, dowry practices and women backwardness. |
