Chandigarh, December 14 Soon after the Speaker finished reading out the report of the Business Advisory Committee (BAC) after question hour, Mr Sushil Indora, Deputy Leader of the INLD, stood up and demanded a zero hour discussion on pressing issues. “We would like to talk about pressing issues like the completion of the SYL canal. The world record by Sachin Tendulkar of making the maximum test hundreds is also worth mentioning in the House. Why should not there be a zero hour discussion on such matters?” Mr Indora said. Led by Mr Indora, the eight-member INLD group got up and demanded the extension of the House beyond the three days prescribed by the BAC. The BAC report read out by the Speaker had said the Assembly would meet today, tomorrow and on Monday. “The House session should be longer so that all important issues can be discussed”, Mr Indora said. Mr Randeep S. Surjewala, Parliamentary Affairs Minister, said if the INLD members were so concerned about the SYL canal and other issues, they should have given advance notice to the Assembly. The Speaker, Mr H.S. Chatha, also pleaded with the Opposition legislators to go back to their seats and said their notice on the issue of power shortage in the state had been admitted by him for discussion. Mr Chatha said if the INLD legislators wanted to stage a walkout simply for the sake of getting media coverage, they were welcome to leave. The Opposition legislators carried on with their noisy protest and then briefly walked out of the House only to return to their seats soon after. The leader of the INLD legislators, Mr Om Prakash Chautala, had excused himself from attending the House due to ill-health. Mr Chautala wrote a letter to the Speaker informing him of his inability to take part in the proceedings. |

Chandigarh, December 14 Before the INLD members walked out, they created a mini ruckus in the House by coming to the well, where they raised anti-government slogans. While the Chief Minister, Mr Bhupinder Singh Hooda, remained seated, unfazed and smiling, the Speaker, Mr Harmohinder Singh Chatha, repeatedly requested them to take their seats. After the INLD members went out of the House, the Bill was passed by voice vote. The Bill provides for the appointment of gram sachivs, while abolishing the post of gram vikas sahayak created by the Chautala government. The Assembly also passed the Haryana Industrial Promotion Bill, 2005, after a brief discussion. Mr Shamsher Singh Surjewala (Congress MLA from Kaithal), while welcoming the Bill, sought certain clarifications from the Parliamentary Affairs Minister, Mr Randeep Surjewala, who had moved the Bill. Mr Dharam Pal Malik (Cong) wanted that a provision should be made to ensure that at least on non-technical posts, Haryanavi youth should be appointed in industrial units. Mr Naresh Yadav (Ind) wanted Mahendragarh to be given special treatment in the matter of industrialisation. The Minister said the high-level committee to be formed under the Bill would include technical experts and senior officers and its “steering wheel” would be with the Chief Minister. The Bill aims at providing time-bound clearances and approvals for setting up industrial units so that an investor-friendly environment can be created in the state. |
DRDA official arrested for forgery
Fatehabad, December 14 N. P. Singh, the accused official, has been booked under Sections 420, 467,468, 470 and 120 B of the IPC. The police has also booked a Mansa-based pipe factory owner in this connection. M/s Dashmesh Pipe Factory, situated at Dayalpura village in Mansa district, had supplied pipes worth Rs1.08 lakh to Dhabi Khurd village watershed committee in this district. The pipes were supplied through the DRDA, which controls the watershed scheme. The committee made a payment of Rs 28,000 to the factory through cheque. When the factory owner went to the committee chairman Mr Naurang Ram for the rest of payment, he said that the committee had received pipes worth Rs 2.98 lakh and the accused had already received payment from them in the form of cheques worth Rs 2.70 lakh in the name of M/s Punjab Pipe Factory, Khayal Kalan (Mansa) and for Rs 28,000 in name of M/s Dashmesh Pipe Factory. It was later found by the owners of M/s Dashmesh Pipe Factory that the accused N. P. Singh had delivered the cheques for Rs 2.70 lakh to M/s Punjab Pipe Factory against a supply of pipes worth Rs 1.90 lakh only and had received the balance Rs 80,000 from that factory in cash and had misappropriated that amount. The owners of M/s Dashmesh Pipe Factory tried to convince the accused to pay their money, but he refused to oblige and even misbehaved with them. The factory owners then sent complaints to the Rural Development Ministry of the Union Government, besides the state Chief Minister and others. The complaints were forwarded to the police for verification. The police from Bhattu Kalan police station recorded the statements of the complainant and the chairman of the watershed committee and after interrogation found the allegations sufficient to proceed and arrested the accused today from his office. The police is yet to arrest the owners of M/s Punjab Pipe Factory, Mansa, who had been shown as co-accused in the case. |
Four held for lodging fake complaint
Sonepat, December 14 According to the police sources, the arrested persons were identified as Harish, a trader of Delhi, Narinder of Janti Kalan village, Sunil, and a auto rickshaw driver Hanif. Another suspect Naveen, however, managed to escape. The police has launched a hunt to apprehend him. It is stated that Narinder lodged a report with the police alleging loot of T-shirts worth
Rs 2 lakh by some armed persons near the stone stud No. 9 on the Yamuna at gun point when he was taking the same to his village on November 9 last. Acting on this complaint, the police grilled the complainant, who changed his statements repeatedly. Later, he
confessed that he had lodged a fake complaint in a bid to involve Mr Anil, a resident of Khera Kalan village, who owns a factory in Janti Kalan village and was
his business rival. Narinder also told the police that he also owned a factory at Pio Munyari village on
the G.T. Road and he was suffering business losses and he wanted to take revenge
from Mr Anil by involving him in a case of dacoity. |
Forest Dept to set up herbal park in Hisar
Hisar, December 14 Work has already begun on the park, which will come up on a site about 4 km from the city on the Hisar-Dhansu road. However, initially, the park is being developed in 25 acres. This site has been chosen as there is a natural lake and good natural vegetation. The Hisar divisional Commissioner, Mr R.R. Fuliya, stated this at a meeting with Forest Department officials, including Mr Mukul Mohan Joshi, Conservator of Forests, Hisar Range. The main objective behind setting up the park is to create awareness among the people, apart from helping the farmers in getting good profits by growing medicinal herbs. The Commissioner exhorted the officials of the Forest Department, agricultural scientists and staff members of the other departments concerned to inform the farmers about the latest advances in the field of medicinal plants, thereby promoting their cultivation. Saplings of ashvagandha, sarpagandha, gwarpatha, mulethi, shatavari, brahmibooti, chitrak, baansa, roshaghas, akarkara and lehsunbel, etc, would be planted in the herbal garden. The park will also have two sprawling lawns containing swings and other playthings for children. Besides, a rest tower for the tourists has also been erected and a watch tower is proposed to be built. There is the provision for a hall which will contain books on ayurveda, naturopathy and uses of medicinal herbs. Another hall is proposed to be constructed where films on various issues concerning nature and environment will be shown to the visitors. |
Northern Railway to run special train to Goa
Karnal, December 14 According to railway sources, the 0464 Hazrat Nizamuddin-Vasco-da-Gama special train will depart from Hazrat Nizamuddin at 11.50 am on December 23 and 29 to reach Vasco-da-Gama at 6.00 a.m. on the third day from its departure. In the return journey, the 0463 Vasco-da-Gama- Hazrat Nizamuddin special train will depart from Vasco-da-Gama at 7.30 p.m. on December 26 and January 1 to reach Hazrat Nizamuddin at 4.00 p.m. on the third day of its departure from originating station. Besides Palwal, the train will also stop at Mathura, Kota, Ratlam, Vadodara, Surat, Vasai Road, Kalyan, Pune, Miraj, Belgaum, Londa, Madgaon stations en route in both directions, the railway sources added. The sources further said that train number 4721/4722 New
Delhi-Sriganganagar Intercity Express would be provided additional stoppage at Budhlada temporarily from December 19
to 31. The 4721 New Delhi-Sriganganagar Intercity Express will arrive at Budhlada station at 5.20 p.m. whereas on its return journey the train number 4722 Sriganganagar-New Delhi Inter City Express will arrive there at 9.09 a.m. with two minute stoppage in both directions. |
Resolution for a separate high court passed
Chandigarh, December 14 At an emergency meeting of around 250 lawyers, held in the High Court Bar room, the speakers hailed the decision of the Haryana Government to move a resolution in the Vidhan Sabha tomorrow for a separate high court for the state. The lawyers, all of them hailing from Haryana, pointed out that Jharkhand, Uttaranchal and Chhattisgarh, all of which have been formed in recent times, got their High Courts immediately thereafter. "Why this step-motherly treatment with the people of Haryana?" wondered a speaker. The meeting also decided to convene a meeting of presidents of the district bar associations of Haryana and lawyers in January next year to discuss the issue and decide the next course of action. The lawyers also urged the government to take the demand for separate high court to its logical conclusion and, if need be, even amend the laws. Among those who spoke on the occasion were Advocate- General, Haryana, Hawa Singh Hooda, Additional Solicitor General, Government of India, Ms Daya Chaudhary, Mr Babu Ram Gupta, president, Committee for Establishment of Separate High Court for Haryana State and Mr Satya Pal Khatri, convener of the committee. |

Work in courts paralysed
Kaithal, December 14 According to reports, a meeting of the District Bar was held under the chairmanship of president Nafe Singh Berwal where it was decided to extend the strike for two more days if the government did not change its decision. The advocates have expressed resentment over the transfer of such cases to the commissioner on the ground that it will be time consuming and cause a lot of inconvenience to the litigants who will have to travel long distance to pursue such cases. |

Meeting called to set up human rights panel
Chandigarh, December 14 During resumed hearing of the PIL filed by the Peoples Union for Civil Liberties (PUCL), Panchkula, in this regard, the Bench was informed that the government has written to the Advocate-General, Haryana, seeking his views on the issue. The petition has been filed through PUCL president Ujjal Singh Sahni. It may be recalled that on the last hearing, the Bhupinder Singh Hooda government had come under fire for dilly-dallying on the issue. The Division Bench of Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta adjourned the hearing to January 18. |
Sub-tehsil buildings soon
Karnal, December 14 Mr Gupta said a financial approval of Rs 5.35 crore for undertaking four development projects in the district had been received from the state government. The projects included construction of a community health centre with a residential complex and sub-tehsil building at Nissing. |
Govt offices to pay lakhs as tax
Ambala, December 14 The amount of the outstanding house tax of government offices runs into several lakh rupees. The house tax has to be paid by a number of government establishments, including Haryana Vidyut Prasaran Nigam, Education Office, GPO, Cooperative Consumer Store, RMS and the Haryana Roadways. Municipal Council Ambala Sadar Executive Officer Mr K.K. Jain said they are going to take up the matter with the Deputy Commissioner. “We had sent the government offices notice about a month back. They are yet to respond to our notice even though the notice period has elapsed,” he said. Mr Jain said in a previous meeting, the Deputy Commissioner, Ambala, had advised the officials concerned of different government offices to deposit the outstanding house tax. He said that the DC also suggested that necessary budgetary provision should be made by the departments concerned so that the house tax could be deposited in time. |
Powerloom workers seek minimum wages

Sheokand, Additional Principal Secretary to the Chief Minister, received the memorandum on behalf of the Chief Minister. The memorandum said workers were waging struggle for last six months demanding minimum wages. It said hostility of the factory owners had failed to frighten the workers and they would continue their struggle until their demands were met. |
Minor raped by relative
Karnal, December 14 In her complaint lodged with the police, the victim alleged that the accused had come to her house after attending a marriage ceremony at Karnal on Sunday and raped her on finding her alone in the house. The victim further alleged that the accused had threatened her to eliminate her if she told about it to anyone. But she narrated the incident to her parents on their return. Following which, the police has registered an FIR under Sections 376 and 506 of the IPC against the accused who was at large. |
Narayanan’s death mourned
Chandigarh, December 14 The Assembly mourned the death of former Haryana Ministers, Mr Shiv Ram Verma and Mr Joginder Singh, and the Victoria Cross winner, Hony Capt Umrao Singh. The death of freedom fighters and martyrs of Haryana and people who died in the earthquake on October 8 and the bomb blast in Delhi on October 29 were also mourned. The House also mourned the death of kin of legislators. The Assembly observed two-minute silence in their memory. |
