Slew of functions mark World AIDS Day
New Delhi, December 1 Delhi Chief Minister Ms Sheila Dikshit launched four mobile games and released three important publications at a function organized by the Delhi State AIDS Control Society in connection with the World AIDS day. Speaking on the occasion, Ms Dikshit said that over 51 lakh people are infected by HIV/AIDS in the country out of which 19 lakh are women. She expressed hope that an injection would be developed soon to curb the menace of HIV/AIDS and stressed the need for spreading awareness among the public. Ms Dikshit added that the epidemic is centered on the six states of Andhra Pradesh, Tamil Nadu,
Maharashtra, Karnataka, Manipur and Nagaland. Launching the four educative mobile games about HIV/AIDS, Ms Dikshit said that with the involvement of Reliance Infocom, the message would be disseminated to millions of people across the world. She also expressed hope that other mobile companies would come forward to cooperate in this cause. The educative games are being launched under the banner of ‘Delhi Bole AIDS Nahin,’ and ‘Freedom from AIDS’. Adolescents from Delhi schools were also present to play these games and learn about HIV/AIDS. Ms Dikshit also released three publications on HIV/AIDS: ‘Syndromic Management of STI/RTI’, ‘Meri Suno’, a catalogue of paintings on HIV AIDS by school children, and ‘HIV/AIDS in Delhi: Meeting the challenge’. Health and social welfare Minister Mr Yoganand Shastri, Chief Secretary Mr S. Reghunathan, Principal Secretary Health and family welfare, Mr Rakesh Mehta, Principal Secretary (AIDS control), Ms B. Prasad and Project Director Mr Arvind Ray were also present on the occasion. Meanwhile, Foreign Students’ Society in Satyawati College organised an AIDS awareness programme, which included talks, slide shows and a video show on the theme of combating HIV/AIDS. On the occasion of World AIDS Day, the YMCA is organising a weeklong programme for creating AIDS awareness. A mass rally to create awareness about the dreaded diseases and its prevention is also being organised. An armed forces medical services motor cycle rally was flagged off by Surg Vice Admiral V K Singh and Sr Col Commandant to commemorate the occasion of the ninth AMC reunion and AIDS awareness event. After covering over 5700 km across the country, the AFMS and TVS Motors AIDS awareness rally culminated in Delhi today. A team of 10 doctors from the IAF has set out on the mission ‘Know AIDS for no AIDS’. The NCC in association with UNESCO also organised a motor cycle rally to spread the message about HIV prevention and discrimination against HIV positive people. On Thursday, a rather unique HIV/AIDS fair was held on the occasion of World AIDS Day at Jamia Millia Islamia University. The fair is a product of the ‘Lessons for Life Campaign’ held in collaboration with UNAIDS, UNESCO and the National Cadets Core (NCC). The ‘Lessons for Life Campaign’ is a public education and social mobilisation event that is being organised in more than 70 countries and involving some 15 million children. The idea behind this is to provide a platform to discuss the prevention and impact of HIV/AIDS and explore avenues for taking necessary action in local communities, thus preventing the spread of HIV and helping support individuals that have already contracted the lethal disease. The real goal of this campaign is to stimulate collective and individual action on HIV/AIDS among children and young people. The key themes of this event were to ‘ensure treatment for all HIV positive children’ and ‘Don’t Turn Your Back on AIDS.’ The programme was inaugurated by Mr Bruno Oudhmayer, Country Director, Plan International, along with Dr Denis Brown, UNAIDS chief in India, and Ms Minja Yang, UNESCO chief in India. Other attractions at this event were the slogan writing competition on HIV/AIDS, distribution of ‘Lessons for Life Campaign’ kit developed by Plan International in India by youth and children, stalls and galleries by different departments of Jamia Millia Islamia, voluntary counselling on HIV AIDS etc. |
Criminals being patronised by UP Govt: BJP
Noida, December 1 The procession started from Sanatam Dharam Mandir in Sector-19, Noida and marched through the town. Criticising the UP Government for the failure to maintain law and order in the state, the protestors demanded the dismissal of Mulayam Singh Yadav-led government. A memorandum addressed to the UP Governor was handed over to Additional District Magistrate (Finance and Revenue) Rajesh Kumar in Sector-6. The rally was led by local BJP MLA Nawab Singh Nagar and leader of Mahanagar unit, Gajraj Chauhan, Brijinder Nagar and BJP youth leader Moochand Awana. Highlighting the failure of the UP Government, Nawab Singh Nagar questioned, “how could an ordinary citizen hope to be safe in a state where the elected representatives were not safe?” The way criminals and anti-social elements have been “sheltered” and “patronised” by the present government, it has become difficult for the common man to survive, he added. He pointed out that traders, industrialists, and intellectuals were planning to shift from the state in the light of the deteriorating law and order situation in the state. He demanded the immediate dismissal of the UP Government keeping in view the interests of the common man. It may be mentioned that in the rally in front of the City Magistrate’s office in Sector-6, a large number of Congress supporters were seen demanding the ouster of the Samajwadi Party government of Mulayam Singh Yadav in UP. In Greater Noida, Akhil Bharatiya Vidyarthi Parishad and Akhil Bharatiya Yuva BJP expressed shock and grief at the murder of Krishenanand Rai and his associates. The meeting held at Surajpur office demanded an early arrest of the murderers and strict action against them under the law. The lawlessness in the state should be curbed with an iron hand, they said. |
CEE scam: DU cancels admission of 52 students
New Delhi, December 1 Appearing before Justice Vikramjit Sen, University counsel said many of the questions were altered by the students after receiving inputs on mobile phones. As many as 29 students had attempted nine wrong answers and the choice was the same and seven questions were left by them, said the counsel. Some acknowledgement slips sent to the students by the university were recovered from the house of prime accused Pankaj Dahiya. How could 52 students sneak in mobile phones into the examination halls at 43 centres despite strict invigilation, asked the counsel. After receiving the probe report from the CBI, the Delhi University on October 21, 2005 cancelled the admission of 52 candidates and debarred them for five years from appearing in the common entrance examination (CEE) for the admission to the Delhi College of Engineering (DCE) and Netaji Subhash Institute of Technology (NSIT). Counsel Singh appearing for the eight students contended that the order of the University was issued “with total non-application of mind and also has been issued without giving an opportunity to the petitioners. The above action of the University was illegal, arbitrary and violation of their fundamental rights”. As alleged by the CBI, there was no recovery of any mobile phones from the petitioners during the examination. “The allegations against the petitioners are totally baseless as they were not allowed to take mobile phones to the examination halls and there was no connectivity through any mobile phone between the candidates and the accused Pankaj Dahiya during the examination,” said the petition. The CBI Counsel submitted that the students had allegedly received answers on mobile phones through SMS according to the probe conducted by the agency. The probe which was conducted by the agency on the instruction of the High Court, also held that these students had allegedly used phones of a particular service provider between 0930 and 1330 hrs on May 29, 2005, the day of the entrance examination. While cancelling the admissions of the students the University Registrar had said the decision was at the university level and was different from the criminal investigation being conducted by the CBI. In the preliminary inquiry report released by the CBI on July 21, it was found that a former student of DCE had allegedly provided the answers for Rs 4 lakh each. |
CGHS scam: Man seeks to become approver
New Delhi, December 1 In an application filed in the Delhi High Court, Gokul Aggarwal (a resident of Ashoka Apartments, Rohini Sector 9), who claimed to have worked for main kingpins of the scam, sought protection for himself and his family members. As CBI counsel Harish Gulati expressed doubts over the veracity of his “disclosures” made in an affidavit filed in the court, a Division Bench of Justice Vijender Jain and Justice Rekha Sharma asked Aggarwal to join the investigation forthwith and divulge the whole
truth. In his affidavit, Aggarwal has named a Delhi Minister, a former Lt. Governor and a former Chief Minister of Delhi and at least two senior Congress leaders and former Union Ministers as those who supported builders in the scam, sources said. The court asked the CBI to provide him
protection. However, on the issue of giving protection to his family members, it asked the CBI to assess the threat perception and then local police would take care of the
same. Aggarwal alleged that the CBI was not being assisted by right persons in the probe. He claimed the CBI wrongly gave clean chit to 22 societies and that the actual scam had already taken place wherein about 100 CGHS revived by builders were allotted land in the

High Court seeks report on lack of infrastructure in government schools
New Delhi, December 1 The directive followed complaints that 90 per cent of the Government schools in the city lacked basic infrastructure like classrooms, toilets and drinking water. It was alleged many schools were being run in the open places or dilapidated buildings. A Division Bench of Justice Vijender Jain and Justice Rekha Sharma, which took cognisance of the matter based on news reports and complaints from civil rights lawyer Ashok Agarwal also directed the Director of Education to take immediate steps to ensure the safety of 4000 children studying at the Jhangipuri Senior Secondary School. Agarwal complained that 4,000 children were exposed to serious danger as the school was located in a highly dilapidated structure that also lacked water and toilet facilities. While asking the Director to take immediate remedial steps in this regard, the court warned that it would hold the official “personally responsible” if any untoward thing happened to the children. “It is a matter of regret that even nearly after 60 years of Independence we are unable to provide minimum school buildings and facilities to children in the Capital,” the Bench remarked. |
DTC chief apologises to High Court
New Delhi, December 1 Majumdar appeared before the Division Bench of Justice Vijender Jain and Rekha Sharma which
summoned him on Wednesday after a junior officer failed to convince the court on the reasons that compelled the DTC to curtail a direct bus route service from Bahadurgarh to Central Secretariat. The junior official could not satisfy the court’s queries as to why the The petitioner, Central Government Employees Welfare Association, alleged that the DTC had withdrawn the service with a deliberate intention to favour private operators to run their own direct bus services on the route. It was also alleged that following a public outcry the DTC partially resumed the services but hiked the fare from Rs 3 to Rs 18. On Wednesday, when the matter came up for
hearing, the DTC officials were at loss to explain reasons for their actions, following which the Chairman was summoned for a personal explanation. The Bench, after accepting the apologies, directed the Chairman to file an affidavit as to the reasons that compelled the corporation to curtail the
services and increase the fare. |

New Delhi, December 1 Party sources said that the twin issues have proved to be thorny for the party with several MCD corporators opposing the Delhi Government’s proposed guidelines for allowing weddings to be held at farmhouses. The civic agency has demanded that the proposed Master Plan 2021 be amended to legalise all shops set up in residential areas up to 2005 and the same be implemented at the earliest. Congress MLA Subhash Chopra, in a letter to Dikshit, had urged her to call a meeting of the legislature party to discuss the two issues. While MCD had proposed a policy allowing farmhouses built alongside roads having a minimum width of 30 feet, Delhi Government filed an affidavit in the High Court proposing that the minimum road width should be 60 feet, triggering an uproar among the corporators. |

Students happy over elections in Jamia
New Delhi, December 1 Others are standing in groups discussing the elections that have descended on the university after a break of eight years, university canteens are currently the venue for heated discussions among students attempting to declare themselves as student leaders and seeking nomination in the coming elections. Definitely, excited students on the Jamia campus are all out to go to polls this December and make up for eight years of having no elections. A visibly excited student from Jamia Polytechnic, Mohammad Pervez, feels “this election is the best thing that has happened to Jamia in years. It should happen, all other universities have students unions, leaders and elections why should Jamia lag behind? This is a very good development and student unity will build with this.” As for the administration’s stress on not involving political parties in the election, Pervez tends to take this with a pinch of salt, “Can there be an election without political parties? This strikes at the very roots of what an election means, there can be no election without parties in Jamia or elsewhere. So, definitely political parties will get involved in this election as it develops. Their silent support will be there.” Faiz Ali Khan, from the polytechnic first year, supports Pervez’s viewpoint, “It is certain that parties will enter into the fray after a point. Right now the election mania has just begun on the campus, let it hot up then see what happens here. Elections are being held here after eight years and this is a big thing for students at Jamia.” However, Nazia from Chemistry Honors final year thinks differently, “I think this election is going to result in a lot of trouble for this university. Already the trouble has begun,” she points at a group of agitated young men bunched together on one side, “Already, an agitation has begun. Some students have been sitting on a hunger strike from yesterday after their nomination got rejected. This is going to prove very damaging for all of us. Already, the students are getting divided into groups as a result of the approaching election. Right now lots of groups are forming and soon there will be intra-group clashes.” Nazia shakes her head and adds seriously, “we are expecting lots of trouble here, there could be strikes in the future once the students union gets formed and though classes are going on fine now but they could get affected in days to come. I really don’t think that elections should happen at Jamia, if Jamia has to be on top then this election business must stop.” If Nazia’s views are strong, her friend Naila, also from Chemistry Honors final year, fully supports her saying, “Look how things are going already we have this agitation,” she points at the group of agitators, “I expect trouble here and who knows elections may not happen at all if it gets too bad.” “Though,” adds Kashif, a student from Maths Honors final year, “I think the elections are a great thing happening at the campus right now and despite the fact that an agitation is happening I don’t think this will dampen the election fervour.” |

A.P.J. Abdul Kalam, at a function at Vigyan Bhawan in the Capital on December 7. The award has been instituted by the Department of Information Technology, Ministry of Communications for institutions promoting and achieving excellence in the field. According to the principal, Mr. S.S Chaudhary, this was the first time that any school had got such an award. Cold wave hits Capital
New Delhi, December 1 “Cold north-westerly winds and snowfall in Srinagar and Himachal hills caused a drop of three degrees in the temperature as compared to yesterday,” the weather office here said. The minimum was today recorded at 6.7 degree
Celsius while yesterday it was eleven degrees which was one above normal, it said. However, the maximum temperature was two degrees below normal yesterday. The fall in temperature is normal in this month, the Met office said. |

Noida, December 1 The ISO certificates were presented to the Executive Director of North Zone FCI and GMS of all the regions — Punjab, Haryana, Rajasthan, UP, HP, J&K, Delhi and Uttaranchal of the zone, Area Manager (Mayapuri), and Depot Officer (Faridabad) by V.K. Malhotra, CMD, FCI at a function held at Food Corporation of India, Zonal Office (N), Noida today.. The CMD congratulated the staff of North Zone on achieving the certification standard in a record time and said officials will have to be more alert now to maintain the desired level of services expected of any internationally certified organization. He exhorted the FCI officials to constantly endeavour to adopt the innovative ideas for improving the functioning of FCI. Such officials making innovative efforts for improvement would be recognized and awarded suitably, the CMD said. Mr Malhotra added that a lot of hard work, training and management training systems in the corporation’s north zone had brought the corporation to the required standard of coveted ISO 9001 2002 certificate. “We must maintain and sustain this good work,” he said. Rare surgery for hip replacement on 95-yr-old man
Noida, December 1 Dr L. Tomar, Senior Consultant and Head, Department of Orthopaedic and Trauma Surgery at Vinayak Hospital, informed that the right hip replacement surgery has been done in the state-of-the-art operation theatres of Vijayak Hospital. The patient, Mr Jang had undergone similar surgery on left hip joint in this very hospital some three years ago. Dr L. Tomar has so far successfully performed about 6,500 orthopaedic and trauma surgeries out of which about 1,000 surgeries have been at the Vanayak Hospital, Noida, according to Dr V S Chaudhary. Besides Dr L Tomar, other surgeons on the team included Dr Gaurav Govil, Dr Vas Kumar and anesthesiologist Dr Peeyush Chaudhary. Petroleum and Natural Gas Minister Mani Shankar Aiyar informed the Lok Sabha during question hour. He said the oil marketing companies had penalised the erring distributors in accordance with the provisions of the marketing discipline guidelines. In addition, legal action was also taken by the weights and measures department of the state, he informed. |
Corruption cases against 8 MTNL officials
New Delhi, December 1 The searches which started early today were carried out at the offices of Executive Engineers, Rohini; Assistant Engineer, Rohini; Assistant Engineers Shakti Nagar and Idgah; Executive Engineer, Karkardooma Division and residential premises of the proprietor of private builder and a Junior Engineer MTNL. These officers had allegedly entered into criminal conspiracy with each other and prepared bogus bills for certain civil works to be carried out at Telephone Exchange buildings at Tis Hazari, Idgah, Rohini Divisions. They also passed bills amounting to Rs 53.39 lakh, Rs 50.81 lakh and Rs 80.12 lakh whereas no work was carried out by the contractor, resulting in loss to the MTNL. |
Resentment among farmers due to irregular power supply
Noida, December 1 The farmers, who are busy irrigating their wheat crops, have been compelled to buy diesel to ensure regular irrigation. The farmers of village Subra and Inayatpur said the government had promised to supply power for 14 hours a day. They pointed out that they were receiving power supply for just two hours a day. “The officials and technicians are normally found missing from power sub-stations. We have given an ultimatum to the authorities that we shall be forced to put a padlock on power stations in case power supply is not restored to farmers,” they warned. However, the SDO, M.P Saxena, pointed out his helplessness as “power was not being supplied from generating stations”. |
‘Sarpanch misusing land’
Faridabad, December 1 The complainant, Baljit Numberdar, of nearby Tajpur village, alleged that the sarpanch of the village had not only illegally occupied the vast area of the land, but had also leased it out to the farmers on rent. He said while the revenue received from such means should go the panchayat kitty, the funds were being diverted into private hands, thus leading to gross financial irregularities. He demanded an enquiry and action against the sarpanch immediately. |

New Delhi, December 1 The accused has been identified as Ashwini Singh Shishodia. The accused met a girl at a PCO near Azad Pur and introduced himself as a constable in Delhi Police. He claimed that he could arrange a job for her in Delhi Police. Reacting to the offer, she gave a mobile number of one of her relatives who was in the need of a job. The accused contacted the person and asked him to come to Mangol Puri area in Northwest district. However, when the complainant checked with the Mangol Puri police station, he got to know that there was no police constable by the name of Ashwini Singh Shishodia. Subsequently, a case was registered and the accused was nabbed. –

Three held for drug trafficking
New Delhi, December 1 In the first case, the police arrested Mohammed Mahfooz from the Anand Vihar Bus Terminal. He was allegedly carrying 5 kg heroin in a polythene bag, the police said. The accused reached the spot at 2.55 pm. In another case, the police nabbed another accused, Girdhari Lal, who was allegedly carrying 400 gm fine quality heroin. The police arrested the accused while he came near the ESI Hospital, Rohini. The accused belongs to a family whose 16 members are into the drug trafficking business, said the police, adding that they had been booked under the NDPS Act at various times. Criminal escapes from police custody
Greater Noida, December 1 A criminal being taken to Javer police station in GB Nagar district escaped from police custody on Monday night. The Javer police was bringing the criminal, identified as Tarique, on a transit remand from Ferozpur Jhirkha.
A report against a Sub Inspector and two constables has been registered in Chand Hat police station. Two cops Sukhbir Singh and Dharampal were with Dalchand Subodh while Tarique in handcuffs was being brought to Javer in a Marshal jeep. When the party stopped at a wayside dhaba for food, Tarique made his escape. A case under Sections 223, 224 and 34 has been lodged at Chand Hat police station. The CO and other senior officers were reportedly apprised of the incident. Last week, villagers had freed a criminal Gaurav, who was arrested by Kasna police. |
