Govt may create posts of police commissioner

Govt may create posts of police commissioner

The state government is considering the creation of two posts of Police Commissioners for Jammu and Srinagar cities on the pattern of other metropolitan cities in the country. The move is aimed at enhancing the efficiency of the police department in a more professional way.

This was revealed by the Minister of State for Home, Mr A. R. Veeri, here today at a meeting of police department. Matters relating to the welfare and other problems of the department were also discussed at the meeting with special reference to the problems of Leh and Kargil districts.

Minister for Sports and Youth Services Haji Nissar Ali, MLA Zanskar, Mr Ghulam Raza, the Director General of Police, Mr Gopal Sharma, DIG (Central), Mr H. K. Lohia, and SP Kargil, Mr Danish Rana, were present at the meeting.

The minister urged the DGP to clear promotion cases of DIGs and IGs at the earliest.

Mr Veeri asked the DGP to submit a proposal for the creation of a post of DIG for Kargil and Leh districts. He also issued instructions for the construction of a Police Guest House at some central location convenient for both the districts for the convenience of officers visiting the areas.

He assured the Sports Minister that necessary measures would be taken on the matters suggested by him for these districts on priority basis

Sports Minister Haji Nissar Ali stressed the need for having a DIG level post for Leh and Kargil districts so that law and order situation in these two districts was maintained properly.

He also asked Mr Veeri to formulate a specific transfer policy in the police department so that middle rank personnel in the department could be rotated in different districts and each official got a chance to serve in his home district after a specified period.

Lieut-Gen Deepak Kapoor, GOC-in-C, Northern Command, and Mrs Kirti Kapoor, president, Army Wives Welfare Association (AWWA) paid their maiden three-day visit to the 14 Corps zone, which concluded today, a defence spokesman here said.

He had recently taken over the reins of the Northern Command after Lieut-Gen Hari Prasad retired on August 31. During this familarisation visit, the General interacted with troops deployed in Siachen, Leh, Karu and Khumbathang Garrison.

The Army Commander was briefed by the GOC, 14 Corps, at Leh and the GOC Trishul Division, and the GOC, 8 Mountain Division, at Karu and Khumbathang, respectively.General Kapoor, while addressing the officers of the Leh Garrison, emphasised the need to have a positive outlook. He motivated the officers to remain focused in their profession and boldly face the difficult and rugged terrain and keep their men in a state of high morale.

Mrs Kirti Kapoor, was briefed by Mrs Neeharika Naidu, President AWWA, 14 Corps, on the various activities being covered under the AWWA and Operation Sadhbhavana. She visited various institutes like the Women Empowerment Centre (WEC), Army Goodwill School (AGS), the Computer Training Centre, etc at Leh, Karu and Kumbhathang.

Kashmiris ‘encroaching on land’ in Jammu

The Jammu State Morcha (JSM) has accused the Mufti government of trying to change the demographic character of Jammu by allotting housing plots to residents of Kashmir and also settling Bangladeshis here.

Mr Onkar Seth, JSM leader, today alleged that all this was being done under a well thought-out plan by the Kashmir centric rulers who were allotting housing plots to Kashmiris and encouraging them to purchase private lands in and around Jammu. However, no person from Jammu and elsewhere has been allotted housing plots in the Kashmir valley.

He alleged that thousands of families from Kashmir had encroached upon government land here to construct residential buildings while the authorities were a mute spectator. A forest on the outskirts of the town had been encroached upon and houses constructed by cutting green trees.

The JSM has urged the Governor to order an inquiry as to how the Bangladeshis apprehended by the BSF were being allowed to settle down here.

Protest against killing of youth by troops

Srinagar, September 14
The police fired in the air and burst tear gas shells to disperse demonstrators protesting against the death of a youth, allegedly killed by security forces at Chadoora, in district Badgam today.

The demonstrators raised anti-government and anti-security force slogans.

The dead body of the youth was recovered this morning in the same area from where he was kidnapped, which led to massive demonstrations.

Meanwhile, people at Kralpora also took to the streets to protest against the arrest of a youth by security forces. —UNI

Infiltration bid foiled, 3 dead

Jammu, September 14
Three militants were killed when Army troops foiled an infiltration bid along the Line of Control in the Shahpur area of Poonch district early this morning.

An official spokesman said around 5 am militants entered into Indian territory but were challenged by the troops. In the ensuing gunbattle, three militants were killed.

Three AK rifles, one pistol, 510 rounds, three radio sets, three mobile phones, 16 magazines, seven grenades, five IEDs and a large quantity of other explosive material were seized from them, he said.

In another incident, militants shot dead a woman and injured three of her children in a remote village in Rajouri district.

A group of militants barged into the house of Hashoo Begum in Pateli village and tried to kidnap her son Mohammad Shafiq.

Family members resisted the attempt of the militants, who opened indiscriminate fire on them, resulting in death of Hashoo Begum.

The security forces spotted an improvised explosive device lying on a roadside at Barohi village in Rajouri district. The explosive was safely neutralised by the bomb disposal squad. — PTI
