Medical officers seek Rs 25,000 monthly pay
Palampur, August 6
The Himachal Pradesh Medical Officer Association has urged the state government to reconsider the increase in the monthly contract allowance to Rs 16,000 of medical officers working on contract basis in the state. The monthly contract allowance of the medical officers should not be less than Rs 25,000 per month, it added.

Dhumal seeks probe against HPU VC

Mr P.K. Dhumal, a former Chief Minister, has urged Mr V.S. Kokje, Governor, to ask Dr L.R. Verma, Vice-Chancellor, Himachal Pradesh University, Shimla, to proceed on leave and order a probe into irregularities committed since he took over.

In a detailed letter to Mr Kokje, who is also the Chancellor of the university, Mr Dhumal pointed out that the executive council at its meeting on March 12, 2004, sanctioned 10 years of extra ordinary leave in the favour of Dr Verma for which there was no provision in the university statues and ordinances. Interestingly, Dr Verma himself presided over the meeting which was a clear violation of established practice that the person concerned abstained from when his personal case was taken up. Moreover, this item had already been rejected at the meeting of the executive council on October 10, 2003. As per rules of business, a rejected item could not be re-considered before expiry of six months, but this rule had also been violated.

The university made some “illegal” appointments in teaching departments. The candidates selected did not possess the minimum requisite qualification and experience. It was alleged that a person who had low academic career had been appointed as Professor in the department of political science against a direct post. He was not having even a single research publication whereas under the Career Advancement Scheme one should have five research publications. The selected person was presently heading the Congress teachers cell in the university. Similarly, Dr Kamal Manohar Sharma, an ad hoc lecturer in political science in the evening college, had been appointed as Reader in the university.

It was alleged that he had not faced statutory selection committee for lecturers’ post even. Further, Mr Yashwant Harta and Ms Pratibha Narta had been appointed as Research Investigators in Population Research Centre in violation of the directives of the Union Ministry of Health and Family Welfare.

The Vice-Chancellor appointed Dr T.D.S. Alok as honorary press adviser of the university even though no such post was available in the university. An institution seeking affiliation from the university was required to apply for affiliation up to June 30 of the year preceding the year in which the affiliation was sought. However, the Lala Lilu Ram Institute of Legal Studies, Solan, was issued no-objection certificate by the state government on April 7, 2004, for starting LLB five-year course.

The Vice-Chancellor has granted provisional affiliation to B. Pharmacy course at the Government College of Pharmacy, Rohru, for the academic session 2005-06 without completing the following formalities like permission from the Pharmacy Council of India, review by the inspection committee and approval of the syllabi by the academic council.

Mr Dhumal requested the Chancellor to order a probe into these irregularities.

Sutlej Jal Vidyut Nigam promotes tainted officer

The decision of Sutlej Jal Vidyut Nigam to promote a senior officer against whom the Central Vigilance Commission (CVC) had recommended a major penalty has put the management of the Nigam in the dock.

The CVC had about a year ago recommended action against seven officers, including Mr S.C. Aggrawal, deputy general manager (contracts), who was promoted two days ago, for extending advances and non-recovery of advances amounting to over Rs 400 crore. The advances were extended to various construction companies. It subsequently rejected the plea of Mr Y.N. Apparao, the then Chairman-cum-Managing Director (CMD), for a review of the recommendation for action and asked that the erring officers be charge-sheeted for major penalty.

Mr Apparao, however, sat over the file for six months and instead of taking action, convened a meeting of the departmental promotion committee (DPC) just before his superannuation. How keen he was to ensure that the tainted officer was promoted during his tenure could be judged from the fact that the DPC was held on a Sunday (May 22).

However, the process could not be completed by the end of May and Mr Apparao retired on May 31. As promotions were to be effected from July 1,2005, the acting CMD, Mr Tarun Kapoor, decided that vigilance clearance be obtained before declaring the results of the DPC. The Vigilance Department of the Nigam said that the officer had not been charge-sheeted, though the CVC’s advice for imposing a major penalty on him had been received.

It had also been suggested that officers against whom action had been recommended by the CVC be shifted from sensitive posts. It also asserted that chargesheet could not be served on the erring offices only due to the superannuation of the CMD and as such vigilance clearance could not be granted for promotion. However, despite all this, Mr Aggrawal has been promoted as additional general manager. Mr H.K. Sharma, Chairman -cum-Managing Director, maintained that the promotion had been effected as per the existing rules of the Nigam. When asked about the delay in taking action on the recommendation of the CVC, he said he took over only last month and as such he could not say anything about what happened during the tenure of his predecessor.

WB-funded road to Chuhar valley

For residents of the backward Chuhar valley, the remotest area in the Drang constituency of the district, the 7.5 km-long Barot-Mayot road will be built under the Prime Minister Sarak Yojna (PMSY) within a targeted period of one and a half year.

Talking to reporters on the sidelines of the two-day interactive session of World Bank officials with the PWD engineers, that concluded here today, the Superintending Engineer, PWD, Mandi circle, Mr N.K. Jindal, said the 7.5 km-long Barot-Mayot road would be constructed under the PMSY and it would give a motorable link to the Chuhar valley.

“The 40 meters bridge to be constructed at a cost of worth Rs 50 lakh across the Uhl river will enable the local residents and the tourists to ply big vehicles to Barot. The bridge would be completed in one and a half years’ time “, he added.

Mr Jindal said the 9.5 km-long Samran-Mandi road would be another rural road being funded by the World Bank under the PMSY, giving a link to the remotest villages in Mandi Sadar. The World Bank had awarded 11 road packages worth Rs 10. 40 crore in the district for the current year, while other six were in the process of being cleared”, he added.

Medical officers seek Rs 25,000 monthly pay

Palampur, August 6
The Himachal Pradesh Medical Officer Association has urged the state government to reconsider the increase in the monthly contract allowance to Rs 16,000 of medical officers working on contract basis in the state. The monthly contract allowance of the medical officers should not be less than Rs 25,000 per month, it added.

In a press statement issued here today, Dr Ajay Dutta said in the present set up the medical officers posted on contract basis in rural as well as urban areas were leading a hard life and the government was not giving them adequate salaries. The monthly allowance of Rs 16,000 was grossly inadequate. — OC

Arrangements in place for transportation of apple crop

Elaborate arrangements have been made for the transportation and marketing of apple crop this season. The apple crop is expected to be over 5.06 lakh tonnes.

Presiding over a meeting held to review the arrangements here today, Mr Singhi Ram, Horticulture Minister said 4.55 lakh tonnes of apples would be exported from the state for which 50,444 trucks would be required. He said in Shimla district alone 3.6 lakh tonnes apples were likely to be produced. He said from August 1 as many as 100 “apple collection centres” had been opened and 90 additional centres would be set up soon. He said the government had exempted trucks from the neighbouring states from paying the road tax during the season.

Mr Singhi Ram said control room at Fagu had been established from July 15 and a sub control room had been set up at Narkanda from July 25 to monitor the movement of trucks.

He said Rs 13 crore had been released by the government for the repair of roads in the apple-growing areas. He said all link roads had been opened for vehicular traffic.

Kaul Singh plants saplings

The World Bank has agreed in principle to implement the Rs 540-crore Integrated Watershed Development Project for mid-Himalayan areas of the state.

This was stated by Mr Kaul Singh Thakur, Irrigation and Public Health Minister, while presiding over a vanamahotsava function organised by the National Students Union of India in collaboration with the Forest Department here today. He said Rs 365 crore would be spent under the first phase of the project.

He said keeping in view the importance of forests, the state government had adopted the participatory forest management approach to associate the local community in forest conservation and increasing the tree cover.

He also planted saplings of deodar on the occasion. About 150 saplings of different species were planted by students, college staff and forest officers.

Exemption for goods carriers

Shimla, August 6
The state government has decided to exempt all goods carriers coming from neighbouring states for the transportation of only apples and potatoes from the requirement of obtaining a permit for plying in the state.

An official spokesperson said here today that the exemption would be operative till October 31. It would be available only to vehicles coming from the states of Punjab, Haryana, Uttar Pradesh, Uttranchal, Jammu and Kashmir, New Delhi and Chandigarh for transportation of apples and potatoes from the state.

Shopkeepers fined for using polythene

Shimla, August 6
A special campaign was conducted throughout the district to check the use of banned polythene bags in which officers of various government departments participated today.

Mr Sushil Negi, Deputy Commissioner, said 1,005 inspections were carried out and 42 shopkeepers were found using polythene bags.

He said seven shopkeepers were challaned and 35 shopkeepers were fined Rs 38,500. He said in Shimla, 644 shops were inspected and action was taken against 18 shopkeepers.

Facility for freedom fighters

The Himachal Government has decided to extend the facility of stay at Himachal Bhavan and Himachal Sadan in New Delhi and Himachal Bhavan in Chandigarh to the freedom fighters of the state on the analogy of retired government servants and former legislators.

A notification issued by the General Administration Department said they would be charged at the same rates as retired government servants.
