Sood, Professor, Indian Institute of Science (IISc.), Bangalore, have been selected for the coveted Goyal Prizes for their significant contributions in the areas of life sciences, chemistry, applied sciences and physics, respectively.

Police party attacked
Karnal, February 26
Some people attacked a seven-member police party when it reached a dera at Budhanpur village near Karnal today to arrest Sanjiv Kumar, who was wanted in a case of alleged attack on Mr Naresh Kumar, Director of the Doon Valley Institute, a few days back in which Mr Naresh Kumar was injured.

Grocery owner stabbed to death
Panipat, February 26
In yet another incident of murder, Ram Prakash Yadav (42), a grocery owner and migrant from Bihar, was stabbed to death at Shuba Ram Market near the refinery by some unidentified persons in the wee hours today. He received three stabbing injuries on different parts of his body.

Trains to halt at Sonepat, Kurukshetra

The Northern Railway today announced the stoppage of Up and Down Bathinda-New Delhi Intercity Express (4521 Up and 4522 Down) at Sonepat and Kurukshetra railway stations from February 28.

Train guard questioned on dacoity
Ambala, February 26
The guard of the train in which dacoity took place near Doraha in Punjab this morning was questioned by senior railway police officials in Ambala. Train guard Deep Chand was questioned about the events. The guard was the first to report the incident to Railway officers after the train had reached Khanna.

Kidnapped minor girl found
Jhajjar, February 26
A minor girl was reportedly kidnapped and later sexually exploited for about one month by four youths of her village with the involvement of two women at Surnheti village of the district.

Prem Prashant promoted
Chandigarh, February 26
The Haryana Government yesterday promoted Mr Prem Prashant, IAS, Financial Commissioner and Principal Secretary, Labour and Employment Department, in the pay scale of Rs 26,000 (fixed) with immediate effect. He will continue with his present assignment.

INLD leaders perplexed over next CM

With the various surveys and media reports projecting Congress the clear winner in the Assembly elections, various leaders of the INLD appear to be more concerned as to who would be the Chief Minister of the Congress government.

Notwithstanding Chief Minister Om Prakash Chautala’s public assertion that his party will form a government on its own, informal talk with some of his party leaders reveal the opposite mood in the organisation.

The apprehension in a larger section of the INLD is that the Congress will muster more seats than INLD and BJP put together. However, the INLD leaders are more anxious to know who would be the Chief Minister when the Congress forms a government.

The INLD leaders feel that in the normal run of events only the former Chief Minister and president of the state Congress, Mr Bhajan Lal and the senior-most Congress MP from the state, Mr Bhupinder Singh Hooda, are the main contenders for the top post. The INLD camp appears to be comfortable with the name of Mr Bhajan Lal, but sees red at the prospect of Mr Hooda getting the top executive post.

This line of thinking in a wider section of the INLD has a political angle. The INLD’s acclaimed traditional support base has been the rural areas, especially the peasantry class. Also, Mr Bhajan Lal is a non-Jat and his yet again possible ascendence to the top post will make it much easier for the INLD to revive itself as the main Opposition in the state Assembly.

Also, Mr Bhajan Lal becoming Chief Minister will almost spell trouble for leaders like Mr Hooda as it would entail his loss of credibility in the farming community. Rather, the INLD camp can use the opportunity to upstage Mr Hooda among the farming community by pointing that the latter’s politics created confusion and division of rural votes allowing Mr Bhajan Lal to come to the centre-stage.

The INLD seems to be reassured that although Mr Bhajan Lal replaced Mr Hooda as state party president on assurance to the party Central leadership that he would destabilise the INLD government withing 60 days of his assuming power and ensure its fall, the INLD government become stronger and stable after he (Mr Bhajan Lal) actually took over the party reigns.

Regarding Mr Hooda, the INLD leaders see him as a real threat to the party as he is considered to have allegedly made a severe dent in the traditional support base of the party. The farming community considered the Congress with revulsion before Mr Hooda became the president of the state unit of the party. His three successive victories over the INLD patriarch and the former Deputy Prime Minister, late Devi Lal in the Rohtak Parliamentary constituency — the core of Jat heartland — visibly changed the equation of the Congress with the farming community.

Duty Magistrates appointed for counting

Hisar, February 26
The Deputy Commissioner, Mr Arun Kumar Gupta, has appointed Duty Magistrates inside as well as outside all vote-counting centres in the district. The arrangement has been made for the smooth counting of votes for six Assembly constituencies in the district and maintenance of law and order.

The counting of votes is scheduled for tomorrow. According to the Deputy Commissioner, apart from appointing two Duty Magistrates at each counting centre, another officer has been made the overall in charge at each centre.

Meanwhile, the Deputy Superintendent of Police, Hansi, Mr Ravinder Kumar, has stated that Article 144 had been imposed in a radius of 1 km from both counting centres in the township. He has appealed to the residents to cooperate with the administrative and police officials to ensure a smooth and peaceful counting of votes.

State lags behind in registration of births and deaths

Haryana lags behind several states, including Punjab, Delhi and Himachal Pradesh of the region, in the registration of births and deaths, according to Joint Registrar- General (Birth and Death) and Director of Census, Haryana, Mr Anil Gulati.

Chairing a high-level meeting on the registration of births and deaths held here yesterday, Mr Gulati revealed that the level of registration of births and deaths in Haryana was about 76 and 73 per cent, respectively. The Deputy Commissioner, Civil Surgeon and the Sub-Divisional Magistrates of the district were also present in the meeting.

Mr Gulati disclosed that the states like Kerala, Goa, West Bengal, Himachal Pradesh, Arunachal Pradesh, Delhi and Mizoram have already achieved the target of 100 per cent registration of births and deaths. States like Gujarat, Tamil Nadu, Karnataka and Maharashtra are likely to achieve the 100 per cent target shortly. The level of registration of births and deaths in Punjab was about 89 and 88 per cent, respectively, he added.

He said a campaign had been launched in the state in which more than 37 lakh birth certificates had already been prepared and distributed amongst children.

He said although 76 per cent of births were registered in the state, actual delivery of certificates to the families was only 14 per cent.

He further disclosed that in the rural areas power of civil registration had been transferred from police thanas to the Primary Health Centres (PHCs) of the state with effect from January 1 this year. As per the new arrangement, the notifiers will be ANMs and anganwadi workers, chowkidars and parents and the Registrars will be the Medical Officers of the PHCs instead of the SHOs.

Renovation of historical gurdwara begins

Dhamtan Sahib (Jind), February 26
The Shiromani Gurdwara Parbandak Committee (SGPC) with the help of local sevadars has initiated renovation of existing structures and development of new infrastructure of the historical gurdwara at Dhamtan Sahib situated in the Narwana sub-division of Jind.

This gurdwara is related to ninth and tenth Gurus, Guru Teg Bahadur and Guru Gobind Singh. It is among the seven gurdwaras of the state which are under the direct control of the SGPC.

Interestingly, this gurdwara is the gateway for pilgrims proceeding on religious journey to Hazoor Sahib adopting the route either through Jind, Bhiwani, Narnaul, Jaipur, Kishangarh, Bhilwara, Nimarha, Nimach, Ratlam, Nagda, Dhar, Dhulia, Aurangabad, Jalna, and Manmad or Jind, Rohtak, Delhi, Mathura, Agra, Gwalior, Shivpuri, Indore, Behrampur and Balapur finally ending up at Hazoor Sahib in Nanded.

The ninth Guru Guru Teg Bahadur, stayed at this place in 1666 on his way to Bihar. Later, the then Maharaja of Patiala, Karam Singh, constructed a gurdwara here and also donated 2200 bighas so that the day-to-day expenses could be maintained, besides, an annual royalty of Rs. 3200. The land is still in the name of the gurdwara. During the current year, sevadars of the gurdwara cultivated wheat in more than 500 acres.

The historic gurdwara, possesses the historical sword of Guru Gobind Singh that was handed over to Banda Bahadur when he returned to Punjab on the advice of the Guru to fight the Mughals.

During the British period, the gurdwara went into the control of Mahants but in 1956 it was restored to the SGPC from Bhai Aghar Singh Mahant after Pepsu state came into being.

The gurdwara was not properly maintained despite its huge earnings. Until recently, the SGPC had demolished few old buildings of the gurdwara that were in ruins and began construction of a new langar hall, sarai, prashad ghar, parking area, library and many other buildings.

Mr Raghujit Singh Virk, executive member and spokesman of the SGPC in Haryana who regularly monitors the renovation and construction work in the historic gurdwara, told The Tribune that more than Rs 5 million had already been spent and it was expected that nearly Rs 10 million would be spent in the next financial year.

The old sarai has been renovated. As many as 20 rooms with attached bathrooms besides a few halls are ready to accommodate the pilgrims. There is also a proposal to construct more rooms on the first and second floor of the sarai, he said. A huge space for parking has also been reserved keeping in view of the rush of pilgrims.

“We have also planned to beautify the premises and surroundings of the gurdwara by developing gardens and green belts”, said Mr Virk.

It may be mentioned that when this correspondent visited the gurdwara as many as 100 persons were working on a war footing to complete the work.

Goyal Prize for scientists announced

Sood, Professor, Indian Institute of Science (IISc.), Bangalore, have been selected for the coveted Goyal Prizes for their significant contributions in the areas of life sciences, chemistry, applied sciences and physics, respectively.

Stating this here today, Dr A.K. Chawla, Vice-Chancellor, Kurukshetra University, and Chairman, Organising Committee for Goyal Prizes, said each of the awardees would receive a cash prize of Rs 1 lakh along with a medal and citiation.

Dr Chawla further said three young scientists below the age of 45 years had been selected for the Rajib Goyal Prize for young scientists for their contribution in the fields of chemistry, life sciences and physics. These scientists are Dr Murali Sastry of National Chemical Laboratory (NCL), Pune, Dr Ramesh Panchagnula of National Institute of Pharmaceutical Education and Research (NIPER), Mohali, and Dr L.C. Tribedi of Tata Institute of Fundamental Research (TIFR), Mumbai. These prizes consist of Rs 50,000 in cash, a medal and citation.

Prof D.K. Chaturvedi, convener of the Organising Committee, said all the scientists would be honoured at a function to be organised at Kurukshetra University next month.

Police party attacked

Karnal, February 26
Some people attacked a seven-member police party when it reached a dera at Budhanpur village near Karnal today to arrest Sanjiv Kumar, who was wanted in a case of alleged attack on Mr Naresh Kumar, Director of the Doon Valley Institute, a few days back in which Mr Naresh Kumar was injured.

Mr Sube Singh from the CIA (II) and Mr Prem Singh from the city police station, Karnal, both Assistant Sub-Inspectors, received minor injuries in the attack. They were admitted to the local Civil Hospital. However, they were discharged after the medical check-up.

The police has registered a case under Sections 186, 332, 353, 186, 341 and 506 of the IPC against Sanjiv Kumar, his mother, father Chamel Singh, brothers Rishi Pal and Rajinder.

The police reportedly rounded up Sanjiv Kumar, his brothers and father later in the day but it did not officially announce their arrest.

Mr Vikas Arora, SP, admitted that the police party faced resistance at the hands of some villagers and was forcibly prevented from conducting its official duty.

Grocery owner stabbed to death

In yet another incident of murder, Ram Prakash Yadav (42), a grocery owner and migrant from Bihar, was stabbed to death at Shuba Ram Market near the refinery by some unidentified persons in the wee hours today. He received three stabbing injuries on different parts of his body.

Harender Yadav, the younger brother of the deceased, told The Tribune that he heard cries of his brother at around 3 am. However, when he reached there, the assailants had fled and his brother was badly injured, he said adding that he could not speak anything before succumbing to his injuries within minutes.

At the time of the incident, Ram Prakash and Harender Yadav were sleeping in different parts of the premises of their grocery shop.

Meanwhile, the Matloda police has registered an FIR in this regard.

Trains to halt at Sonepat, Kurukshetra

Sonepat, February 26
The Northern Railway today announced the stoppage of Up and Down Bathinda-New Delhi Intercity Express (4521 Up and 4522 Down) at Sonepat and Kurukshetra railway stations from February 28.

According to an official announcement, the trains will stop at Sonepat and Kurukshetra for two minutes. The train leaves Bathinda at 7.40 a.m. and reaches the New Delhi railway station at 2.16 p.m. On its return journey, the train will leave New Delhi at 3.50 p.m. and reach Sonepat at 4.32 p.m. It will leave at 4.34 p.m. for its onward journey to Bathinda.

Train guard questioned on dacoity

Ambala, February 26
The guard of the train in which dacoity took place near Doraha in Punjab this morning was questioned by senior railway police officials in Ambala.
Train guard Deep Chand was questioned about the events. The guard was the first to report the incident to Railway officers after the train had reached Khanna.

Deep Chand told the police officials that the Jallandhar-Delhi superfast had reached Doraha station at 6.06 am. It had left the station after two minutes stoppage at 6.08 am. Five minutes, thereafter, chain pulling had taken place.

He said that he saw 7-8 persons alighting from the train and running off into nearby fields. He said that in less than a minutes time, he heard passengers shouting ‘Loot Le Gaye’. He said that when the train reached Khanna station, he informed the railway officers about the incident.

Deep Chand said that one of the passengers, who had been grievously injured in the incident, was taken off the train at Khanna.

The train left Khanna at 9.25 am and reached Ambala Cantt railway station at 10.45 am.

Kidnapped minor girl found

A minor girl was reportedly kidnapped and later sexually exploited for about one month by four youths of her village with the involvement of two women at Surnheti village of the district.

The police recovered the girl from Nikari village of Sikandrabad district of Uttar Pradesh today. The girl narrated her tale to the SP, Mr Hanif Quraisi, today though the accused had not be arrested so far.

The girl, Teena (name changed), daughter of Sarjeet Singh, was allegedly kidnapped by Lokesh, Mimtu, Leela, and Krishan, who were helped by Vedo and Guddi, on January 26, after administering her some intoxicant substance, the mother of the girl stated in her written complaint.
