Suspended Haryana IAS official Sanjeev Kumar, who in 2003 petitioned the Supreme Court and called the Haryana Chief Minister Mr Om Prakash Chautala, a corrupt man, was today booked by the Central Bureau of Investigation (CBI) for allegedly having disproportionate assets and also causing loss to the state exchequer.

Suspended Haryana IAS official Sanjeev Kumar, who in 2003 petitioned the Supreme Court and called the Haryana Chief Minister Mr Om Prakash Chautala, a corrupt man, was today booked by the Central Bureau of Investigation (CBI) for allegedly having disproportionate assets and also causing loss to the state exchequer.

The CBI today said he has total assets of Rs 2.42 crore while two bank lockers were yet to be opened. He is also booked by the CBI for having caused a loss of Rs 1.06 crore to the state exchequer.

The 1985 batch Haryana cadre officer was seen as having blown the lid off the Junior Basic Trained (JBT) teachers appointment scam in Haryana in 2000. In December 2003, the Apex court, acting on his petition, had ordered an enquiry by the CBI into appointment of teachers in the state. Also, the CBI was asked to look into the case registered against Sanjeev Kumar in the Sector 17 police station and also for alleged irregularities made in purchases. He was the Director, Primary Education, between 1998 and 2000.

The CBI was also scrutinising the IAS officer for his role. Preliminary enquiry had been going on since January, 2004. A regular case was registered and he has been booked under section 13(2) read with 13 (I) (e) Prevention Of Corruption Act, 1988. This case is for disproportionate assets. Another case has been registered under section 120 (B) , 420 467 of the Indian Penal Code. The second case pertains to financial irregularities to the tune of Rs 1.06 crore he made as Director of Primary Education.

In the disproportionate assets case some of the significant assets acquired by the IAS officer include Rs 9 lakh in cash deposits in various banks, a flat in Vasant Kunj, Delhi worth Rs 14 lakh in his brother’s name, payments of which have made from his wife’s account and by share brokers who invested his illegal wealth, a farm house in village Dhumanpur in Gurgaon worth Rs 30 lakh in the name of his mother, who has no income to explain such expenditure, a flat in Hope Apartments in Gurgaon, a residential plot in DCM Green House, Delhi in the name of his wife, UTI bonds worth Rs 3 lakh and Zen Car.

Besides this, certain investments have revealed shares to the tune of Rs 1.62 crore and unaccounted cash to the tune of Rs 32 lakh which is illegal money. This has been unearthed with one of his agents while the computer records are being scrutinised.

The CBI used a five year check period from April, 1998, to March, 2003 to see the expenditure of the IAS official. During this period he earned Rs 14.20 lakh but the expenses were Rs 60. 41 lakh.

Teams of the CBI today conducted simultaneous raids at his homes, including one in Chandigarh. The CBI spokesman said the agency staff raided 16 places across the country. In Chandigarh the CBI team spent about three hours and sent the details about the same to the Delhi office.

Simultaneous raids have also been conducted in Delhi, Chandigarh, Karnal and Gurgaon, his native village in Jharkhand to unearth incriminating documents. The house of his businessman friend in Vasant Kunj and a chartered accountant at South Extension, who acted as conduits, had also been raided.

It may be recollected that Sanjeev Kumar had filed a writ in the Supreme Court alleging that the Om Prakash Chautala government had resorted to corrupt practices while recruiting 3208 JBT teachers in the state in 2000.

The Apex Court in its order on November 25, 2003, had directed the CBI to take up the investigation of the case.

The Apex Court had also directed the CBI to investigate into two regular cases and three inquiries instituted by the Government of Haryana against Sanjeev Kumar.

The investigation had revealed that there were two sets of list of candidates, one by Sanjeev Kumar and the other released by the Chief Minister’s Office (CMO).

The first list by the Director was released earlier than the one made public by the CMO.

Sanjeev Kumar may move SC

Suspended Haryana IAS officer, Sanjeev Kumar, said he was likely to move a contempt petition in the Supreme Court against the CBI that had booked him on corruption charges.

Speaking to TNS on phone, he said the CBI team seized one computer, four mobile phones and one digital diary from his flat at Vasant Kunj in Delhi. He claimed that the CBI had found Rs 50,000 and personal jewellery of his wife worth Rs 25,000 in his flat. The raiding party did not take away the cash or the jewellery.

Sanjeev Kumar said the houses of his parents and in-laws in Dhanbad were also raided. However, the CBI teams did not seize anything from there.

He said the next date for hearing in the case of teachers jobs scam was February 21 before the Supreme Court.

Election Commission sending observer
for defence personnel

Taking cognizance of a representation that about 62,000 military personnel at Ambala were not registered as voters during the recent assembly polls, the Election Commission of India is sending another observer to investigate into the matter.

The observer is scheduled to visit Ambala on February 22. The Election Commission (EC) had earlier sent an observer to Ambala in this regard on February 2.

Citing a communique received by him, Brig H S Ghuman (retd), president of the All India Veterans Core Group (AIVCG), said that representatives of the group were also scheduled to give evidence before the observer when he arrived at Ambala. The group had earlier sent representations to the EC as well as the Defence Minister

The representations had claimed that 62,000 defence personnel and their family members stationed at Ambala could not exercise their constitutional right to vote because the local administration failed to supply the requisite registration forms to army authorities.

“The fact that the EC is sending another observer indicates that the commission is not satisfied with the earlier report and that there had been some gaps in the findings,” Brigadier Ghuman said. “The EC appears to be viewing the matter seriously as the number involved is quite large,” he added.

Following the first observer’s visit, the AIVCG had also written to the EC, stating that apart from army officers and civil administration officials, its representatives also be allowed to give evidence before observers to ensure that they get a comprehensive and balanced picture of the issues involved.

Station Headquarters, Ambala had written to the Deputy Commissioner (DC) for registration forms in December and then again in January. While the DC, in a statement issued earlier, had contended that he did not receive any letters from the Army, army officers, on the other hand, contended that they had receipts of the letters which were hand delivered.

According to directives issued by the ECI on March 20, 1995, and subsequent Army Order 15 of 1995, defence personnel are entitled to be registered as voters at their respective place of posting.

Even the Ministry of Law, acting on a representation filed on this issue by some ex-servicemen later, had notified that it is the constitutional right of defence personnel to vote at their place of posting and that other means like postal ballot and proxy voting are mere options.

Notice to EC on couple’s transfer

Acting on an application moved by a Haryana-cadre IPS couple over their transfer, the Central Administrative Tribunal (CAT) today issued a notice to the Election Commission of India.

The couple, Mr Des Raj Singh and Mrs Mamta Singh, previously the district police chiefs of Ambala and Panchkula, respectively, were transferred last month for allegedly violating the model code of conduct.

The Election Commission had transferred the two officers on the basis of a report of a two-member inquiry committee which had stated that they recruited constables after the code of conduct came in to force on December 17.

In their plea before the tribunal, the officer couple said in the process of recruitment of constables, they had no role to play. All the district police chiefs in Haryana were communicated the same orders/TPM messages. Since everybody compiled with the same, they had been singled out in an unjustified manner.

In the application they said that directive of the Election Commission to transfer them out of their respective districts has put a stigma on their flawless service.

Though they joined at their transferred place, they have moved the tribunal challenging the directive of the Election Commission.

They further prayed that the model code of conduct barred ad hoc appointments but there was no bar on regular appointments.

Both the applicants have stated that they have done a flawless service and had got conducted several elections to Parliament and the state assembly.

Youth stabs sister-in-law

A 19-year-old youth stabbed his sister-in-law to death after the latter refused to establish physical relationship with him.
As per police sources, Seema, (24), was stabbed several times by her brother-in-law Mukesh last evening. She was taken to the Jagadhri Civil Hospital from where she was referred to the PGI, Chandigarh. She died at the PGI last evening.

Seema got married with Naresh, a labourer working at a brickkiln about eight years ago.

The marriage was against the wishes of Naresh’s family. Two elder brothers of Naresh got separated from him after the marriage.

His younger brother, Mukesh, was, however, staying with Naresh.

It is being alleged that on several occasions in the past, Mukesh tried to outrage the modesty of Seema. Seema had reported the matter to her husband and the latter had asked Mukesh to desist from his activities.

On Tuesday, while Naresh was out, Mukesh tried to outrage the modesty of Seema. The incident was again reported to Naresh. Mukesh again tried to molest Seema yesterday. When Seema objected to it, Mukesh allegedly stabbed her several times.

Neibhbourers came to the rescue of Seema and took her to the General Hospital in a serious condition.

Arrested thrice on same charge

The district police launched a special drive to arrest anti–social elements on Tuesday. A resident of Old Hamida, Mohammed Raeis, was arrested thrice by cops from different police stations on the charge of gambling.

Another person was arrested by the Sadar police on a similar charge.

On the other hand, a resident of Shastri Colony here is making efforts since August to lodge an FIR regarding theft of his motorcycle.

A person arrested on the charge of gambling gets bail at the respective police station the same day.

Lakshmi Naryan of Lajpat Nagar was arrested by police teams from Sadar and Sadhaoura. Lakshmi Naryan’s name figures in police records and when the police reportedly does not get hold of any other criminal, it arrests Lakshmi Naryan.

Mr Yogesh of Shastri Colony, whose motorcycle (HR 02G 8863) was stolen from Fountain Chowk in August last year, is running from pillar to post to get an FIR registered. But till today the police has taken no action. Interestingly, the FIR was not registered even after being marked by the DSP.

JE robbed of Rs 10,000

Mr Azad Singh, a junior engineer of the Irrigation Department, was robbed of Rs 10,000 by three unidentified motor cycle-borne youths on a canal embankment near Nahra-Nahri village, about 25 km from here, today.

According to police sources, Mr Azad Singh was going on a bicycle to his village when he was waylaid by the youths and robbed of Rs 10,000. Mr Azad Singh has lodged a complaint with the Kundli police in this connection. The police investigations were in progress and the culprits are still at large.

According to another report, two gur traders were also robbed of their cash near Sector 12 here today. They were coming on a horse-cart loaded with gur towards Sonepat for selling the commodity. When they reached near Sector 12 a man came to them and talked about the sale of gur. He offered them “ladoos”. When they ate the ladoos they became unconscious. Thereupon, the man took the entire cash and fled

A case was registered against him by the Haryana State Vigilance Bureau for taking illegal gratification of Rs2000 from Mr Ram Dia Verma in lieu of cancellation of auction of his house. The first information report was registered against the accused under Section 7/13 of the Prevention of Corruption Act, 1988, at the police station of the bureau in Ambala, last year. — TNS

The camp was organised by the career guidance and placement cell of the college, in collaboration with HARDICON.

Mr Ashutosh Gaur of HARDICON asked the students to fix targets in life and to be determined to realise their goal.

He spoke about the qualities of a good businessman and successful entrepreneurs. He gave details about different financing schemes of the government and especially available for women entrepreneurs.

Mr Vishnu Dutt Sharma from the Department of Social Work laid stress on positive attitude and how it can be developed. Capt Rohit Bharti spoke on communication skills and shared his experiences with the students.

10 injured in bus-tanker collision

Hisar, February 17
At least 10 persons, including six women, were injured as a Haryana Roadways bus in which they were travelling collided with an oil tanker near Barwala Chowk on the Hisar bypass here today.

The bus was going to Pabra while the tanker was coming from the Agroha side. All the injured have been admitted to the local Civil Hospital. The police has registered a case in this regard.

Dr Malik said the GMN College team comprised Manjulata Gupta and Itula Darshan Manjulata spoke on the “recent trends in Indian English literature” and Itula Darshan spoke on “The Wasteland: A modern epic of hope or despair”.

Student caught  cheating

A student was caught cheating in Class VIII examination of the Haryana board being held today.
The Deputy Commissioner, Ambala, Mr R.P. Gupta, said the flying squad caught a student who was cheating at the Bharedi Kalan examination centre in Naraingarh. He said this was the first case of cheating reported in the district. A case of cheating has been registered under the Haryana board rules.

Mr Gupta said there were 82 examination centres in the district and 16 teams had been formed to ensure that no unfair means were adopted by the examinees.
