Gurgaon, February 15 Announcing his resignation here, he said the right to secrecy of the mentally challenged had been violated. He said casting of their votes in a proper way should be arranged again. Mr Ahluwalia said he had sent his resignation to the Chief Secretary of Haryana and also approached President A. P. J. Abdul Kalam for an audience with him to apprise him of the role of the EC and the remedial measures required to be taken to ensure the right of the physically challenged in the state. He said he had written to the Supreme Court and the High Court alleging contempt of his court and personally held the Chief Election Commissioner (CEC), Mr T. S. Krishnamurhty, responsible for it. He said the Disabilities Commission in the state was constituted by the Haryana Government under a statute enacted by Parliament. He was appointed by the state government about two years ago. Also he has been bestowed with powers of a civil judge to summon authorities concerned or persons for matter relating to subjects falling within the jurisdiction of the commission. Moreover, he can hold court anywhere in the state, he added. According to him, he had summoned the Chief Election Commissioner at his court held here yesterday. However, as the CEC did not appear he had given him one more day to appear before the court. When the CEC did not turn up, he announced his resignation, he said. Mr Ahluwalia had asked the EC to provide electronic voting machines (EVMs) with sound system. He alleged that the EC provided ballot paper in Braille only in Gurgaon district. As the blind people here do not have requisite qualification to read in Braille, they could not take advantage of it. In any case, they had to take the help of other people to go to the EVMs to cast their votes, leading to violation of the right to secrecy of their votes. He further said he had asked the EC to provide ramps near the EVMs at the polling booths as blind people and other forms of physically challenged persons could not independently use stairs to reach to the EVMs. In letters to various authorities he has mentioned that as he was not able to protect the fundamental rights of the physically challenged he had no moral authority to continue in the chair. According to him, in the letter to the Supreme Court he has drawn its attention that it is for it to take notice of the contempt of his court by the CEC. |

Fatehabad, February 15 Addressing Indian National Lok Dal workers here this morning, Mr Chautala said that he would “deal with those” who tried to undermine the importance of democratic government once the election results were
declared. At the same time he congratulated the party workers for fighting the elections bravely and peacefully. The Chief Minister said he would never tolerate the bureaucracy encroaching upon the rights of a duly elected government systematically. He said that would amount to murder of democracy and any alternative to the democracy was very frightening. Making a dig at the Congress, the Chief Minister said before the start of the Assembly elections there were 14 aspirants for the post of the Chief Minister in the Congress. But after the polling the figure had been reduced to two. He said only Mr Bhajan Lal and Mr Birender Singh were now in the race
as all other aspirants were facing defeat at their respective constituencies. Mr Chautala also charged the Congress with promoting corruption and family rule and said the party which used to accuse him of promoting family rule had given party ticket to many kin of its leaders. He alleged that the Congress was so overconfident after the results of the parliamentary poll that it sold its ticket for a price this time. Patting on the back of his party workers, Mr Chautala said they had been the backbone of his party. He said they had worked relentlessly and selflessly whether in power or out of power. |

Ambala, February 15 He said he would disclose the role of Election Commission to the people of Haryana after February 27. He said the electronic media had been projecting that Congress would form government in thee states, which would turn out to be false. He claimed the INLD would get absolute majority. He said the Schedule Class and Backward Class voters had given their support to the INLD in these elections and as a result its candidates would bag all the 17 seats of reserve constituencies. Criticising the Congress, he said the Congress was over estimating its position in this Assembly elections seeing the result of the recently held Lok Sabha elections. |

HSGPC to meet PM for seeking separate panel
Karnal, February 15 It also demanded a white paper from the SGPC on the funds spent for the propagation of religion and setting up of educational and professional institutes in Haryana ever since the formation of the state in 1966. These decisions were taken at a meeting of the HSGPC held under the leadership of Mr Jagdish Singh Jhinda here today. The other six members of the SGPC- Didar Singh Nalwi, Avtar Singh Chakku, Baldev Singh Khalsa, Jagdev Singh Dabbwali, Surjit Singh Sirsa and Bibi Ravinder Kaur -who were elected under the aegis of the HSGPC were firm that they all were united on the demand for a separate committee and would not be lured by any false promises made by SGPC President Bibi Jagir Kaur and Shiromani Akali Dal (SAD) President Prakash Singh Badal. Mr Nalwi, Secretary- General of the body, while talking to The Tribune after the meeting claimed that the demand for a separate gurdwara managing committee was in accordance with the provisions laid in the Punjab-Haryana Reorganization Act, 1966. He said the announcement of setting up a sub-office of the SGPC at Kurukshetra by the SGPC was misleading as no such agenda was put up before the meeting of the executive body for discussion held at Chandigarh on February 10. “Even if Bibi Jagir Kaur is firm on her announcement, she has no right to take decisions on such policy matters without taking into confidence the executive body”, he alleged. Appreciating the announcement of the two main national parties, the Congress and the BJP to help in bringing legislation in the state Assembly and recommending to the Union Government for the formation of a separate gurdwara committee, he commented: “It is a big shame for the SGPC and the SAD leadership that for decades they neglected the interests of Sikhs residing outside Punjab”. Defending the support extended by the HSGPC to the Congress during the Assembly elections, Mr Nalwi said: “There is a Congress-led government at the Centre and so no other party than the Congress can help us in formation of a separate committee”. Chaudhary Dalip Singh, Patron, and Mr Jagdish Singh Jhinda, President of the HSGPC, said there were 74 gurdwaras under the control of the SGPC in the state and all earnings from these religious places ever since the formation of the new state in 1966 had been going out of the state. “A negligible amount was spending for the welfare of society or for the Sikhs in particular in Haryana during the period 1966 to 2001 even as hundreds of crores of rupees were collected from the pockets of Sikhs residing in the state, he alleged. The HSGPC has, therefore, demanded a white paper from the SGPC on the funds spent for the propagation of religion and the setting up of educational/professional institutes in Haryana, ever since the formation of the state in 1966. |
Public holiday on repoll day
Chandigarh, February 15 While stating this here today, an official spokesman said that February 23 would also be observed as a holiday in these areas within the meaning of Section 25 of the Negotiable Instruments Act, 1881. He said that in all the repoll would be held at six polling stations. These included four polling stations of 18-Dighal, 22-Dighal, 24-Dighal and 96-Birdhana in Beri assembly constituency falling in Jhajjar district, 10-Kot polling station in Mewla Maharajpur and 84-Pengaltu polling station in Hassanpur(SC) constituencies falling in Faridabad district. |
55 ticketless passengers caught
Panipat, February 15 The passengers were travelling without tickets in different trains. They were presented before Railway Magistrate Vijay Kumar. While 48 of them were allowed to go after realising Rs 20,000 from them as fine, the other seven were sent to judicial custody as they could not pay the fine, the railway sources said. |

Ambala, February 15 An earlier website, anchorplus.com, had been launched a few weeks back. The website was a web portal for hosting web pages. Mr Anil Vij said after completion of campaigning and polling, he was keen to put up his experiences on the internet. "I conceptualised a website where people will learn about my campaign, my efforts and my endeavours for the Ambala Cantt residents. I began working on the website in right earnest after February 3," he said. He said he faced a challenge in preparing the website since his right hand was injured. "Following the assault on me by the BJP activists, my right hand had been operated upon. So, I had to carry out typing work and other computer work through my left hand. It was a time-consuming process but I am satisfied that the results are positive," he said. Mr Anil Vij said his latest website also offered photographs and graphics. "I am including information about Ambala Cantt too on the site," he said. "I am looking forward to the feedback from the people so that I can further improve upon the website," he added. A variety of information about Mr Anil Vij was going to be incorporated in the website. Mr Anil Vij had been thrice an MLA . The first time he won a byelection was in 1990, the second time in 1996 as an independent candidate and for the third time in 2000 as an independent candidate only. Mr Vij had contested the 2005 Assembly election as an independent candidate. Mr Anil Vij was the only candidate who was extended support by the INLD. While 89 INLD candidates had contested, the Ambala Cantt seat did not have any INLD candidate. A similar support had been extended to Mr Anil Vij by Haryana Vikas Party in 1996 when HVP candidates had contested all over the state except in Ambala Cantt constituency. |

Ambala, February 15 Mr Saini said the gas agency was charging Rs 293 for each cylinder which was against the rules. He said if a delivery of a cylinder was taken from the gas agency depot or showroom, then Rs 8 was to be charged less. He seized receipts of three cylinders totalling to Rs 879. He said keeping a large number of cylinders in a residential colony was also against the rules. Action would be taken against those LPG depot owners who did not charge Rs 8 less. |
7 shops burgled
Pinjore, February 15 Mr Somnath, owner of a sweetshop, who was sleeping inside the shop, said he noticed some miscreants trying to break open the main gate of his shop around 3 am. The thieves disappeared in the dark when he raised the alarm. Mr Kulwant Rai, president of Isher Nagar Welfare Association, said residents of the area were feeling insecure after the incident. On January 13 also, thieves had broken the locks of six shop and decamped with goods and other valuables. |
