Protesters demand judicial probe in attack on Geelani
New Delhi, February 9 As news of the attack spread, colleagues and supporters of Mr Geelani, who teaches at the Zakir Hussain College, protested against the attack and issued statements of denunciation against the heinous act. The students and the staff of Zakir Hussain College have sought security cover for the entire family of
Mr Geelani. They complained that he had been “fearing” such an attack and recounted tales of being “constantly under the watch of the government agencies”. Civil rights activists also staged a sit-in in front of the Delhi Police Headquarters, demanding a judicial inquiry into the attack. Sources in the Zakir Hussain College told The Tribune that Mr Geelani was always “followed and his movements kept under watch”. “Geelani had been threatened and there was a risk to his life, leading him to buy a car. In fact, he was scared that people might beat him to death if provoked. He was always complaining of being stared at in public places, and recently in Goa he claimed he was being followed around,” said
a source. Even as the Delhi Police claims to be on the job to track down the attackers, his colleagues, students and several human rights activists, including the noted writer Ms Arundhati Roy, are pointing the finger of accusation at the police itself. They accused the police of “masterminding” the attack and demanded a judicial probe into the episode. At Mr Geelani’s college, a dharna is being organised tomorrow between 4 p.m. and 6 p.m. “The students wanted to take the protest out of the college, but we have advised them not to take the law into their hands. We have expressed a demand for a judicial inquiry and security cover to him and his family, which is also facing a threat,” said the Principal, Dr S. A. Hamideen. The Delhi University Teachers Association (DUTA), the Democratic Teachers Front and several other teachers’ bodies in Delhi University and the Jawaharlal Nehru University have also condemned the attack on Mr Geelani.

The DUTA has condemned the “assault” on P. R. Chadha, Reader, Commerce Department, Shivaji College, by a student. The DUTA has sided with the teachers of the college seeking the suspension of the student till the end of the academic year. The teachers have demanded that the student should be allowed to take the exams and migrate to another college in the next academic session, which is being vehemently opposed by the students. A dharna will be organised in the Shivaji College by the DUTA on February 14 and in Shaheed Bhagt Singh College on February 15 to protest against the “autocratic behaviour of the college principal”. |

Ghaziabad, February 9 The six criminals had even snatched two rifles of the cops and a licensed revolver from a restaurant owner. When the cops resisted the criminals, they were shot at which resulted in the death of Head Constable while the other policeman received serious wounds. The two criminals Rajiv, alias Bubloo, Anil Bhersi who had escaped from the police custody were shot dead in a police encounter late in the night. They both belonged to Muzzafarnagar’s Bidhu Kail gang and were wanted in Delhi, Hardwar, Saharanpur and Bagpat district in 25 cases of murder, kidnapping, loot, etc. The criminals armed with automatic weapons had the DTC bus stopped at gunpoint near Ganga canal at 5 pm yesterday. Both Rajiv and Anil were lodged in Meerut jail from where they were taken to Tis Hazari Court in Delhi for a court hearing by Hd. Constable Salak Chand and constables Subash and Prakash Chand. A large police force came soon and started the combing operations which resulted in an encounter late night, in which both the escapees were shot dead. In 2000 also, the dreaded criminal, Bunty Gujjar was freed by his companions from the escorting police party near Suman Cinema, Modi Nagar. Even after intensive efforts, Bunty could not be apprehended again. He had got the police vehicle stopped at a roadside restaurant “Sanjha Chulha” for meal. As they sat down, Bunty’s half a dozen armed accomplices reached
in another vehicle and got him freed from the policemen whose rifles were also snatched by the desperados. Inspector Ashutosh Gautam was in charge of Modi Nagar police station and Bunty Gujjar was then considered close to the present Chief Minister, while Ms Mayawati’s BSP government was in power. However, Bunty was killed in an encounter about a month later by the Delhi Police. |

New Delhi, February 9 According to the police, no arrest has been made so far and the railway police are investigating the matter. The injured are identified as Kamla (35), Pooja (15), Jatin (45) and Manjula, all residents of slum clusters lying near the railway track. During investigations, the rail guard told the police that the train was attached to two empty oil-carrying containers. The guard also told the police that the train did not get the clear signal and that is why it was moving slowly. There were empty containers in the middle of the train, which jumped off the rail and

Loan of Rs 1.72 cr sanctioned against just
Noida, February 9 The matter came to light at the time of auction of the land. The auction was stopped in the tracks on the orders of the District Magistrate, Gautam Budh Nagar. According to the UPFC sources, the loanee had stopped depositing the installments of the loan after first two installments. The UPFC authorities were then forced to issue recovery challans in the name of the rubber company to save their own skin. The auction of the land went up to Rs 80,000 only. These facts were brought to the notice of the District Magistrate Ajay Kumar Singh by Additional DM Ajay Deep Singh. The DM issued orders to cancel the auction and sent for the UPFC file pertaining to the case. ADM Ajay Deep Singh has informed the state government at Lucknow and UPFC MD, Ms Sunanda Prasad.
Open sale of adulterated mustard oil causes dropsy
Dropsy has once again surfaced in the state after seven years. With the incidence of dropsy reported in the state capital, samples of adulterated mustard oil are being taken for tests in other districts, while the health authorities in Gautam Budh Nagar area seem to be unconcerned about it. As a matter of fact, the office of the food inspector in the town is known to have been closed for the past seven months. It is the common man who suffers due to the negligence of the health authorities. A few months ago, 12 members of a family fell sick in Javer after eating unwholesome sweets. One child had lost his life due to the negligence of the health department officials. It is known that dropsy spreads because of adulterated mustard oil. Such oil is being sold in slum clusters and residential sectors in the city freely. The new CMO, Dr Vinod Kumar, says he will soon get these items which pose a danger to public health, sent for tests in laboratory. Using adulterated mustard oil causes swelling in the body, which sometimes affects human brain also. In extreme cases, it can lead to paralysis also. It is for this reason the doctors advise people to use refined oil. |
Four dacoits arrested
New Delhi, February 9 The accused persons were identified as Shamim, resident of Nangloi, Furkan, resident of Vijay Park, Akbar, resident of Seelampur and Anis, resident of Bhajanpura. The dacoits had entered a shop in Naya Katra, Chandi Chowk, and had committed dacoity on February 8. They also robbed a box containing 250 grams of silver from the shop at weapon point. In another case, the Crime Branch claimed to have arrested four persons, including two pimps, for involvement in a prostitution racket in Yamuna Vihar area. The pimps were identified as Yogesh Kumar (25), resident of Yamuna Vihar and Arif Khan (48), resident of Mustafabad. Last evening, the accused persons came with two girls and demanded Rs 5,000 for each girl from a decoy customer. They also demanded an extra Rs 1,000 in case the decoy customer needed accommodation.
Charges against Union Minister
A city court today ordered the framing of charges against the Union Minister, Ms Renuka Choudhary, for allegedly beating up a police personnel twelve years back, who had stopped her because the Prime Minister’s motorcade was about to pass by. The Metropolitan Magistrate (MM) hearing the case fixed March 15 for framing of charges against accused Renuka Choudhary and asked her to appear before him on that day. “Considering the arguments, a prima facie case under Sections 332 (voluntarily causing hurt to deter public servant from his duty) and 353 (assault or criminal force to deter public servant from discharge of his duty) of IPC is made out against accused Renuka Choudhary,” the Magistrate said. |
Rains play havoc with roads
Faridabad, February 9 There is hardly any colony or sector in the town, where the rainwater is not stagnant and this has led to uprooting of the upper surface and potholes in the roads, said Suresh Kaushik a social activist, residing in Sector-10 here. Claiming that the roads in this sector had already been in a bad shape, awaiting repairs for last one year, he said that the recent rains had worsened the situation. He said driving a two-wheeler or any vehicle is not only risky, but it could also damage the vehicle, and moving here at night is almost a nightmare. Suspecting that the residents may have to suffer for several more days, he said the district administration would take up the repair work after the new government takes over. Citing an example of gross negligence of the civic authorities, he said that the all-important road, which divides the Sector-9 and 10, has been lying
in disrepair for almost two years. He said the road, which needs re-carpeting, has deep craters and has been filled up with construction debris a couple of months ago, leading to severe dust and air pollution in
the area. This arrangement, he said, had been washed out by the rains and
what remained is the severe resentment among the residents. While stagnant water and ‘pond’ like water area could be witnessed in nearly all the sectors, there has been no move on the part of the authorities concerned to desilt the storm water drains and clear the puddles of water. Choking of sewer lines has not only led to unhealthy conditions, but has also made the movement of locals quite difficult. While it is learnt that a sum of Rs 13 crore has been spent on construction of roads in the town in 2002-2003, the loss to the business and the commuters due to damaged roads could be well over Rs 60 crore in a year. The state government took up construction and repair of several roads, worth several crores, in the town a few months back, but it is reported that the work is still not over at various places. “The condition of roads in the NIT, Old Faridabad, Ballabhgarh and all the residential and industrial sectors is deplorable,” claimed an entrepreneur here. He asked the authorities concerned to construct cemented roads in all the important localities and ensure draining of storm water after the rains. |

New Delhi, February 9 Following several days of rains, the city saw a clear sky with bright sunshine. The minimum temperature was 13.7 degrees celsius, five degrees above normal. The weather office said rainfall was nil and the day temperature recorded at 12. 10 p.m. was 22.2 degrees celsius. The day temperature was 24 degrees celsius yesterday, which was one degree above normal. A partly cloudy sky with the possibility of slight rains is forecast for tomorrow. The minimum temperature may come down to 10 degrees celsius tomorrow, the forecast said. |

DMRC for new taxes to fund Metro extension
New Delhi, February 9 The DMRC has accordingly proposed the creation of a railway fund for financing the Rs 870-crore project to bring Noida on Delhi metro rail’s map. The DMRC is understood to have written to the Uttar Pradesh Government about the proposal. According to estimates, the Uttar Pradesh Government would have to spend about Rs 870 crore for extension of the metro from New Ashok Nagar in East Delhi to Sector 32, Noida, a distance of about eight kilometres. The last terminal at New Ashok Nagar in East Delhi will be completed by DMRC by 2008. The DMRC had given similar suggestions to the UP Government for raising funds for extension of the metro rail to Ghaziabad. It had projected a cost of Rs 70 lakh for preparation of a Detailed Project Report (DPR) for the Shahdara-Ghaziabad section. |
CM stresses use of mapping technologies for civic works
New Delhi, February 9 Inaugurating a three-day international conference on GIS and GPS ‘Map India’ 2005 recently, the Delhi Chief Minister, Mrs Sheila Dikshit, said that major cities in the world are using this new field of Information Technology for welfare of the people and improve civic amenities. The conference held recently, was jointly organised by the Survey of India and Centre for Spatial Database Management and Solutions (CSDMS). The Chief Minister said that use of Information Technology would also help in saving the urban centres from facing collapse. Unplanned urbanisation, industrialisation and development of infrastructure is already taking its toll on the health of the city, she warned. The Chief Minister said that as a pilot project, the Delhi Transport Corporation (DTC) buses and Municipal Corporation of Delhi (MCD) trucks have been fitted with GPS system to improve their services and better management of existing routes. Similarly, GIS will be used for improving healthcare, controlling pollution and checking unauthorised construction. Speaking on the occasion, the Surveyor General of India, Mr Prithvish Nag, said that GIS has wide applications in various fields, including defence, telecom, transport, health, police, education, sales and marketing. In his welcome address, Dr M. P. Naryanan, Chairman, CSDMS, pointed out that more than 1200 global and national experts, academicians, Information Technology and management experts and scientists from various parts of the country are attending the four-day geographic Information Technology conference, ‘Map India’ 2005. Canada is the partner country. Geographic Information Systems (GIS) is a computer system capable of assembling, storing, manipulating and displaying geographically referenced information. The GIS is presently being used by government and private sector in various fields, including urban development, transport, telecom, defence, disaster management, railways, highways and power distribution. He said that he stressed upon the need to address several issues such as availability of maps to users without compromising the security concerns, quality of maps, development of metadata standards, etc. He also said that maps of India are being developed, which would be available to the users. He highlighted the benefits of National Spatial Data Infrastructure (NSDI) initiative, where data generating agencies will make their data available to the user segment. |
CM rules out privatisation in water sector
New Delhi, February 9 “We need private partnership in making water treatment plants, in preparing studies and in supplying good quality meters,” she said. “Even if we are providing an average of 230 liters of water per capita per day, still we are wrong somewhere as there are enormous differences in equitable distribution of water,” she added.

Device to cut transmission losses
New Delhi, February 9 The concept is on display at the ‘16th International Engineering and Technology Fair -IETF 2005’, an international exhibition focusing on infrastructure sectors, being held here from February 9 to 12. BHEL has established the technology, developed in-house, with the successful execution of the second phase (variable compensation) of the project for PowerGrid’s Kanpur-Ballabhgarh 400 kV Line. Significantly, this is the sixth such project in the world, enabling India to join a select group of countries possessing ‘FACTS’ technology. Phase-I of this prestigious project was completed earlier by BHEL at PowerGrid’s Ballabhgarh substation, a release said. BHEL has also developed a device, which operates automatically, depending on system requirement in less than 10 millisecond, to help reduce system losses and improve power system stability in high voltage transmission lines. The device, called Controlled Shunt Reactor (CSR) is the first of its kind in the world and has been developed through BHEL’s in-house Rand D efforts. The first 50 MVAr CSR has been installed at PowerGrid’s 400 kV Itarsi substation on the Itarsi-Jabalpur transmission line. These innovative developments are evincing keen interest among visitors at the exhibition. BHEL has appropriately exhibited its capabilities in the areas of distributed as well as captive power generation, renewable energy systems and industrial equipment, besides transmission and distribution and utility power stations, in line with the theme of its pavilion, ‘Single Source–Multiple Solutions’. Some of BHEL’s innovative products/systems highlighted at the exposition through animated models or actual/pictorial displays, include gas insulated substation, dry type transformer, insulators, SCADA system, thermal and hydro power stations, eco-friendly CFBC boiler, combined cycle power plants and gas turbines, besides photovoltaic modules. |

The power supply had almost become normal on Tuesday at 3 p.m. The erratic supply had also affected the supply of potable water in the area. According to the UP Power Corporation General Manager, Mr B.B. Singh, the power supply from
Muradabad via Sahibabad was stopped when power from 400 KVA substation in Sahibabad had to be suspended as an arrester in the 400 KVA substation had bursted near Sahibabad. Soon the power needed was arranged from Badarpur which lent 90 MVA power. It had enabled the UPPC officials to restore 40 MVA power to 132 substation in 62 sector. Mr B.B. Singh said Noida normally needs 280 MVA power. In winter, UPPC was able to manage with 200 to 220 MVA. At 9 a.m. power supply in the residential sectors is switched off. Industrial sectors normally need 120 MVA supply which was supplied as per roaster. |
Need to save energy in industry sector stressed
Gurgaon, February 9 Speaking at a “Consumers’ Meet” on the issue, organised by the PCRA in conjunction with the Gurgaon Industrial Association (GIA), Mr Singhal said that the industry sector used fuel oil which accounts for about 30 per cent of the petroleum products. Industries should endeavour to use the latest monitoring instruments, modern maintenance technique and creation of energy cell to optimise energy conservation. This will help the country achieve sustainable growth. |
‘Jan Sunvai’ for minority communities
New Delhi, February 9 Mrs Reeva Sood, whose NGO INDCARE, which is empanelled as mother NGO of West Delhi with DMC, was also present. The ‘Jan Sunvai’ was attended by a large number of gathering from the Sikh community. The participants raised issue relating to the minorities. Despite Punjabi and Urdu have been declared as the second official language, adequate number of teachers are yet not available in all schools. Students, who are opting for Punjabi and Urdu, are being discouraged by some schools. They are advised to obtain transfer certificate and join elsewhere. Ban on smoking in public transport system like the DTC is not at all implemented. The minorities have inadequate representation in services of government, semi-government and government undertakings. |
