New Delhi, December 20 The police said that the accused looted Rs 5.40 lakh and Rs 1.29 lakh from Libra Petrol Pump and Ankit Transport Company respectively. Libra Petrol Pump is located in Adarsh Nagar while Ankit Transport Company is in Jahangir Puri area. Initially, the police arrested one of the accused Vijay Kumar who was on a motorcycle in Harsh Vihar. He was waiting for someone. The police arrested him and allegedly seized a country-made pistol from his possession. During sustained interrogation, the accused revealed that he along with his other three associates committed the robberies within three months. The Northwest district police then arrested the other accused at his instance and seized Rs 1.10 lakh, one Maruti car, one motorcycle, one country-made pistol and some live cartridges from his possession. In another case, the East district police managed to arrest one person who was trying to flee after snatching the purse of a woman who was in a local bus. The accused has been identified as Akram, a resident of New Seema Puri. The incident took place on December 19. In a moving bus, two men whipped out a knife and snatched the purse of a woman. The woman shouted for help and started chasing the accused. After a while, two constables posted in the area also chased the accused and managed to nab one of them. However, the other accused fled from the spot. |

New Delhi, December 20 The accused included one Avinash Yadav who took to crime to fulfil the demands of his girl friend. The son of a head constable posted in the Railway Protection Force, Avinash is a school dropout. In 2003, he fell in love with the girl of a businessman and when he could not fulfil her demands, he took to crime and started snatching chains. The other accused, all school dropouts, have been identified as Naresh Kumar Kashyap, Manoj Kumar Kashyap, Sita Ram Yadav, Praveen Dahiya, Raj Kumar Banjara and Narender Kumar Sharma. The police claimed to have seized three country-made pistols, four self-actuated knives, one robber TATA Indica car and one Yamaha motorcycle from their possession. The police said that it was an interstate gang which was active in Delhi, Gurgaon and other districts of Haryana.
Last night, the police got a tip-off that one of the gang members, Naresh Kumar Kashyap, was coming to Sector 21-22 in Dwarka to commit a robbery. A trap was laid and the accused were arrested from the area. During interrogation, it was revealed that Naresh Kumar was allegedly involved in 17 cases of auto thefts, including one kidnapping case. The another accused, Sita Ram Tyagi (23), was reportedly involved in 22 criminal cases, including two attempts to murder. |
Junior student ‘sodomised’ by roommates on hostel premises
Ghaziabad, December 20 The school management has ordered an inquiry into the incident, but all the students have left the hostel for their native places. No complaint has been lodged with the police in this regard. The incident happened in the hostel of Ghaziabad Senior Secondary Public School in Nehru Nagar-2. It is learnt that the four students were sharing a room in the hostel. One boy, who hails from Dalda Phatak area, another from Muradnagar village, both of Class-VIII, and yet another student of Class-VI allegedly committed the ghastly act on Wednesday night. The victim complained to Hostel Warden Vinod Nayar in the morning on Thursday. Later, the warden informed the PT Instructor Niraj Tiwari and Geography teacher Aditya Kumar Dixit about the incident. Subsequently, the culprits were summoned and given a thrashing by the teachers. The alleged culprits sustained injuries and were later admitted to a private hospital in Sahibabad by School Management Committee member J C Yadav. Later, the families of all the three boys and the victim came to the school. The parents of one of the students, who was accused of sodomy, have filed a case with the Sihani Gate police station against the teachers who thrashed the students. The parents have claimed that their ward was not involved in the sodomy act.
Biscuit-laden truck looted by men in uniform Some criminals in police uniforms looted a truck loaded with Rs 6 lakh worth of biscuits on Saturday night near the police lines. After taking possession of the truck, the criminals beat up the driver and the cleaner of the truck and looted thousands of rupees from them. Later, they tied their hands and feet and dumped them in a field. Om Prakash of Sahibabad and Man Singh of Bulandshahar were the driver and cleaner of the truck. The truck was on its way to Pilibhit from Rampur on Saturday when the Tata-909 was overtaken by a Tata Sumo at 2 am near Govindpuram. Four armed criminals in police uniform waylaid the biscuits-loaded truck and abused the driver and cleaner. They made the driver and cleaner sit in the truck and made one of their own men drive the truck. The truck was carrying a consignment of some 950 boxes of Britannia biscuits worth Rs 6 lakh. Later, the driver and cleaner were able to free each other by untying the knots. They informed the police in Muradnagar of the loot. An FIR had been lodged in Mussori police station. |
Only 4 Cong councillors back MCD division
New Delhi, December 20 Only four Congress councillors supported the proposal of the Delhi government. In a joint resolution with the opposition, the Congress, ruling party in the corporation, opposed the private proposal tabled by an MLA before the Delhi Assembly. The private proposal demanded for trifurcating the MCD. In a stormy meeting which lasted four hours, the agitated councillors said that the proposal tabled before the Assembly was unconstitutional and irrelevant. The MCD is a constitutional body controlled by the Central government. The state government has no authority to divide the civic body. Instead of dividing it, the government should have tried to make it stronger. The former Prime Minister late Rajiv Gandhi had dreamt to make the local bodies stronger. Panchayats are being given more powers, but the power is being curtailed in the MCD. Earlier, Delhi Vidyut Board (DVB), Delhi Jal Board (DJB) and Delhi Fire Service (DFS), were looked after by the MCD. The House said that had the Delhi government been serious for trifurcating the corporation, it should have tabled the proposal itself. The private proposal is meant just to divide a constitutional body. The Leader of the House, Mr Satbir Singh, said that before taking the step of dividing the largest corporation in the country, the issue should have been discussed with the corporation and other authorities. The plan money is sanctioned by the Centre and given through the state government. But the Delhi government is reluctant to give the MCD money. The corporation would have taken it seriously if the proposal had been tabled by the DPCC president, Mr Ram Babu Sharma, or other high officials of the Congress. Since the Delhi government is privatising the DVB, the DJB and the Sewer Department, these departments should be transferred back to the corporation. The Chairman of Standing Committee, Mr Mukesh Goel, said that division of the MCD was not mentioned in the election manifesto of the corporation. Its division by the Delhi Government will not be tolerated, he said. The Leaders of Opposition in House and Standing Committee, Mr Subhash Arya, and Mr Vijender Gupta, said that they opposed the issue of division. The government should have prepared the proposal after discussing the plus and minus points. The Mayor of Delhi is the first citizen of the Capital. If it has three corporations, who will then be the first citizen, they questioned. |
Question mark over Chautala inaugurating Surajkund fest
Faridabad, December 20 The authorities have even printed and circulated invitation cards and a coloured brochure stating that the Chief Minister will be inaugurating the trade festival on December 22. Incidentally, the brochure has been circulated by the Trade Fair Authority of Haryana, a state government undertaking which is organising this fair. The brochure also carries a message from the Chief Minister along with his photograph. The Deputy Commissioner, who held a press conference here, declared that until now there is no change in the programme regarding the inauguration of the trade festival and the CM would be the chief guest at the function. But despite the statement, a debate is raging whether the CM would go ahead with the programme in view of the code of conduct. A senior BJP leader and a former MLA from Mewla Maharajpur, Mr Krishan Pal Gurjar, claimed that the CM was not authorised to preside over such programmes with the code of conduct coming into effect. He announced that if the CM went ahead with the inauguration, he and his party would take up the matter with the Election Commission, as they feel it is a clear violation of the code. Interestingly, leaders of other parties hold a different view. The Independent MLA from Ballabhgarh and now a Congress leader, Mr Rajender Singh Beesla, said the Tradefest was a ‘non-political’ programme and there would be no violation of the code if the CM inaugurates it. Echoing similar views, Mr UdhayBhan, MLA from Hassanpur, said there would be no violation of the code. However, the president of the District Unit of the Women Cell of the Congress party, Ms Sharda Rathaur, claimed that the inauguration of any event, which touts the achievements of the present government, would be a certain violation of the code. They would take up the issue with the EC if the CM goes ahead with the programme. This will be the third such event at Surajkund after the state government announced its decision to shift the venue of the fair, earlier known as ‘Far-index,’ to ‘Surajkund’ in 2002. About 300 stalls have been set up here for showcasing various products; all prominent industrial organisations would participate in the event. Besides displaying industrial and consumer items, the fair would have a food festival and cultural events in the evenings. While the organisers claim the festival is a platform for the industry to boost business in the region, the festival had failed to attract visitors last year. The Haryana Governor will be the chief guest at the closing function on December 30. |
Panchayat up in arms against cow slaughter
Ghaziabad, December 20 A few days ago a truck laden with hundreds of cow hides was intercepted by the police in the area. The Panchayat strongly condemned the incidents of cow slaughter and urged the authorities to arrest the culprits immediately.
The police has already rounded up three suspects, he said. Action will be taken against the accused under the National Security Act, the SDM said. The villagers handed over a seven-point charter of demands to the SDM and urged the authorities to take action against the guilty within a week, otherwise they would call a Maha Panchayat to decide the future course of action. The SDM, however, assured the gathering that action would be taken within a week on all their demands. The Panchayat had also called for sealing of all illegal slaugterhouses and meat shops, so that sale of meat is stopped forthwith. All godowns of bones should also be sealed and all illegally living Bangladeshis be flushed out from the district. The Panchayat meeting was chaired by president Sewak Ram; the ex-president, Jagat Singh Khari, conducted the meeting. Besides, Onkar Tyagi, Inder Singh Bhari, Hari Ram Khari, Deshpal, temple priest Chetan Das, Raginder Singh etc participated in the meeting. |
Use of fly ash in projects defended

New Delhi, December 20 Minister of State for Environment and Forests Namo Narain Meena told the House that the Delhi Development Authority was using fly ash in the ramp portion of the flyover being constructed by it in Sadiq Nagar near the Mool Chand flyover. The National Highways Authority of India has initiated necessary steps to include use of flyash in the construction of flyovers on NH-8. In the year 2003-04, about 3,30,000 tonnes of flyash was utilised for road embankments and flyover construction, he informed the House. The use of fly ash in construction of houses does not affect the environment adversely, he said in reply to another question. According to a study conducted by the Bhabha Atomic Research Centre, the concentration of Radon in rooms built with fly ash bricks was between 74 to 159 bequerels per cubic meter. This is far less than the limits of 1000 bequerels per cubic meter set by Atomic Energy Regulatory Board. The government in an affidavit filed in response to the Delhi High Court notice on the issue has said even the recent study conducted by the National Institute of Technology, Kurukshetra, has established that the concentration of Radon is far below the limits permitted by the Atomic Energy Regulatory Board. In addition, it has stated that Atomic Energy Regulatory Board has permitted the use of fly ash as construction of material. The Government had granted permission for cutting down 17,514 trees in 2001-02, 12,278 in 2002-03 and 12112 in 2003-04 under the Delhi Tree Preservation Act, 1994 and rules made under the act with a condition to plant ten trees in place of one tree felled, he said in another reply. The compensatory plantation has been contemplated/ taken place on around 132 sites by various agencies at various places in Delhi. Approximately 3,39,186 trees have been planted during the last three years by the National Highway Authority of India, Delhi Metro Rail Corporation, Delhi Development Authority, Public Works Department and Municipal Corporation of Delhi, Mr Meena said. About 27,043 registrants are awaiting allotment of plots from DDA under the Rohini Residential Scheme 1981 and 14,741 registrants are awaiting allotment of flats under the New Pattern Registration Scheme 1979, Ambedkar Awas Yojna, 1989, and Janata Housing Registration Scheme 1996. The backlog was due to non-availability of sufficient number of plots. |

New Delhi, December 20 The frequent use of these drugs in susceptible people like patients of diabetes and hypertension as well as alcoholics, can lead to kidney and liver damage. The conference noted that the prevalence of diabetes and hypertension has witnessed an explosion in India in recent years. More than 400 doctors from all over the country, who specialise in non-communicable disease, attended the conference. This is perhaps for the first time that such a large gathering of medical experts had assembled to meet the growing incidence of these dreaded ailments. The event was organised by the premier Maulana Azad Medical College (MAMC) here. The ailments falling in non-communicable category include diabetes mellitus, hypertension, renal failure, heart attack, and stroke as well as rheumatic problems. Some of the leading experts who had an in-depth discussion followed by intense interaction included Dr S K Agarwal, Head of Medicine, MAMC, Dr Randeep Guleria of AIIMS, Dr Y K Chawala, Head of Hepatology, PGI, Chandigarh, and Dr N P Singh, Head of Nephrology, MAMC. There was unanimity among experts that the mode of treatment being expensive in the case of non-communicable diseases, lifestyle and dietary modification can serve as an effective means of preventing their onslaught. DDA, MCD slug it out over land
New Delhi, December 20 The MCD initiated action against the DDA on the matter and the project was taken back. The incident took place in the Dilshad Garden area. According to sources, an STP was to be constructed in Karkardooma area in East district. But the project was shifted to R- Block of Dilshad Garden area. Here the DDA located the land that was in fact a park. The work was allotted to a contractor who started cutting trees of the park. The residents opposed it and raised their voice against the DDA authorities. The matter was taken to the MCD who intervened in the matter and came to know that the land, on which the STW was planned to be constructed, actually belonged to the corporation. Sources said that the total project was worth Rs 1 crore for which tender has to be given, but to favour the contractor, the work was taken up and as per rules, the DDA officials concerned did not issue tender notice. The Chief Engineer, N.C. Gupta, the incharge of the project, confirmed the incident saying that the total project was of Rs 60 lakh. “We started cutting the trees to make STP. When the MCD intervened and initiated complaint against us, we stopped the work. Now we have again located another land in the area and requested the Planing Department to approve the land,” he said. He further said that after getting approval, we would invite tenders for the work. |

New Delhi, December 20 The group will now interact with other Focus Groups on issues related to the environment education in the process. The meeting organised by Department of Science and Mathematics was chaired by Prof. Madhav Gadgil, Centre for Ecological Sciences, Indian Institute of Sciences, Bangalore and convened by the Member Secretary Prof M Chandra, Head-DESM, NCERT. The members discussed with the possible issues and concerns related to the habitat and learning and also environment education in school. Among the issues raised were aims of environment education, aims and approach to environment education, links between people and resource development and respect for diversity equity. New Delhi, December 20 The accused, Simran, told the police that she and Anu had a professional jealousy and were not on good terms. While the police have arrested Simran, alias Meena Khan, her brother Kayum Khan, alias Raju, is at large. The police have launched a hunt for him.The incident happened last night. As Anu sat in a TSR, Raju came and threw acid on her face and fled. Anu was rushed to the Apollo Hospital with injuries on her face and neck.
