Nod to induction furnace units angers panel
Shimla, December 18 It directed the board to carry out a study with regard to the induction of harmonic voltage and distortion of supply waveform in addition to the instability and disturbing conditions created by such loads. The board was asked to submit details of another disturbing load and applications like the arc furnaces. The board, which had earlier informed the commission that only 11 induction have been approved for areas where industrial activity was at a low ebb, has now filed an affidavit that as many as 45 such units have been sanctioned. The aggregate connected load of these units comes to 159 mw. In another significant decision, the commission deferred the implementation of the two-part kvah tariff in respect of commercial supply, non-domestic non-commercial supply and small, medium and bulk supply with connected load above 20 kw up to March 31, 2005. The order was passed in view of the difficulties being faced by the board in replacing the existing energy meters, which were without the kvah measurement facility due to non-availability of suitable meters. While directing the board to charge the single-part kwh tariff from such consumers up to the specified date, the commission made it clear that the two-part kvah tariff shall come into force from April 1, 2005, and it should ensure that all consumers were provided with kvah measurement facility by that time. The kvah tariff has been introduced to encourage efficient use of energy at the consumer’s end and improve the overall stability of the system. The consumers maintaining a higher power factor (in excess of 0.9) pay a lower tariff, while ones falling short of it have to pay a higher tariff. The commission also took adverse view of the inordinate delay in taking decisions and directed the board to change the rules of business, procedures and style of functioning to cut unwarranted delays. It directed the board to shift the office of Director (design), Rural Electrification Corporation, from Dalhousie to Shimla as no new schemes were being posed to the corporation. Its continuance at Dalhousie was resulting in lack of coordination and duplication of routine expenditure. Once shifted to Shimla, it could look after the schemes under the accelerated power development and reform programme. |
Report on temple working sent to CM
Hamirpur, December 18 Highly placed sources in the government told The Tribune here that the Secretary Arts, Language and the Culture Department had sent the report to the Chief Minister for action. The ADM, Hamirpur, had recently submitted the report to the Deputy Commissioner, who in turn had sent the same in original to the Secretary concerned. The Deputy Commissioner, Mr Devesh Kumar, refused to comment. The source said the ADM had suggested many changes in the working of the temple. The temple is one of the biggest-revenue earning institutions of the state and is frequented by nearly 45 lakh devotees across the country every year. |
Stage set for Winter Carnival
Kulu, December 18 What makes the carnival a fairytale romance for the honeymooners and New Year revelers is the snow-capped Rohtang range and ski slopes of the scenic Solang valley, the venue of the winter sports events. Another attraction of the carnival is the “Winter Queen Contest”. The queen will be chosen by a panel of judges and girls from all over the country are likely to participate in the contest. The carnival procession featuring snowman and cultural troupes will start from the historic Hidimba Temple and will pass through the Manali Mall to the venue of the carnival stage. Hoteliers have reported over 20 to 30 per cent occupancy rate since last week as honeymooners are making a beeline for this hill station. The winter carnival can attract more tourists if it is advertised properly, said the hoteliers. “We hope weather gods would oblige and it would snow making it a white Christmas and white New Year here”, they said. Mr Gautam Thakur, president of the Hoteliers’ Association, Manali, however, said winter carnival was never publicised by the tourism department to attract more tourists. “Honeymooners and New Year revellers could stay here for a longer time as the carnival begins on January 2”. As many as 24 cultural and carnival competition teams from across the country, including those from Punjab, Maharashtra and Karnataka, have already confirmed their participation in the carnival. The carnival would be inaugurated by the Chief Minister, Mr Virbhadra Singh, on January 2 at 9.30 am, said the carnival organisers. “Last year, over 29 teams had participated in the carnival and this time we expect more teams, said Mr Rameshwar Sharma, SDM, Manali, who is the chairman of the carnival committee. |
MC told to remove encroachments
Shimla, December 18 Presiding over a meeting of the Shimla District Planning, Development and 20-Point Programme Review Committee, the Chief Minister took a serious note of the laxity in removing encroachments on the part of the municipal authorities and laid a deadline for their removal. The illegal occupants should be ejected and structures constructed on the encroached land demolished without any further delay, he ordered. He said the process should start from the forest land. He said all major towns were being defaced by the increasing number of slum-dwellers most of whom were not the bona fide residents of the state. They had erected temporary structures on government land, especially on the demarcated forest areas, which created unhygienic conditions in these towns. He said such unauthorised structures should be removed. He directed the Public Works Department and other executing agencies not to encourage slum settlements around their construction projects and said proper tentage should be provided to the labourers at safe places. He directed the authorities concerned to conduct a survey of the slum-dwellers and verify their antecedents so that necessary rehabilitatory measures were adopted for their settlement . He said the state government had launched a crusade to evacuate all encroachments on the government lands. The vacated land would be provided to the poor, deserving and homeless persons. He said the landless and homeless had the first right to own space for building their houses but no person from outside the state would be allowed to erect any structure on government land without proper permission. He said significant achievements had been made in ejecting encroachers from the government land since the present government came to power. He also appealed to the people of the state to volunteer their services for this noble cause and to the encroachers to voluntarily vacate the encroached land. Mr Virbhadra Singh said the Forest Department had been given the powers of Collector to deal with such cases but the officers need to exercise the power effectively to eject the illegal occupants. The Chief Minister also asked the Public Works Department to construct the Sanjauli bypass expeditiously. He directed the authorities to provide electricity connections to the inhabitants of the lepers colony and take effective steps towards the construction of the colony in a planned manner and to look after the other welfare needs of the underprivileged sections of the society. |

Kumarhatti, December 18 The accused has confessed to the crime. On the night of December 4 at around 9.30 pm, Keshav had a verbal duel with his wife after he returned to home from a staff party in an inebriated condition. His wife, Shakuntala Rajvansh (22), was reportedly enraged at seeing her husband drunk. After a heated argument, Keshav pushed her from the staircase. She fell down and died due to head injuries. Shankuntala was married to Keshav Chander in July this year. Keshav hailed from Bhimpur in Nodiya district of West Bengal. |
