Gymnasts fail to attend meet due to CGA apathy
Arvind Katyal

Chandigarh, December 10
All is not well with the functioning of the Chandigarh Gymnastic Association (CGA). The manner in which the UT girl gymnasts team selected for Junior National Gymnastics Championship, which began today at Hyderabad, was not sent for one competition has invited criticism from several quarters.

The Chandigarh gymnastic teams for boys and girls were selected in the below-15 and below-17 sections for the meet. The secretary of the CGA, Mr S.S. Budhwar, had also confirmed the selection of both boys and girls team. Mr N. Dutta was asked to go with the boys team and Ms Madhavi with the girls team.

On December 6, Mr Budhwar sent a letter to the heads of the institutions in which the selected girls were studying that since coaches were not available the girls team could not be sent.

The boys team went to Hyderabad from Delhi on December 8 by train with proper reservation but the girls team was not sent.

In the same evening, after much persuasion from various institution heads and after publishing of media reports, a letter was given to the parents of the girls by Mr Budhwar stating that the girls could leave on their parents’ responsibility and also make their own travel arrangements.

Mr Budhwar stated that he had already cancelled the reservation for the girls. Due to this the girls could not go to Hyderabad for the meet.

“It was a drama enacted by Mr Budhwar as for a long journey to Hyderabad and that too with meet date December 10 approaching fast, this would not have been possible,” said a senior gymnast. He said Mr Budhwar had been occupying the secretary post for many years and should step down.

Mr S. Marriya, principal of the DAV College, Sector 10, who has provided a gymnasium hall where free gymnastics coaching centre is being run, said when the association knew well in advance about the composition of team so it could have decided earlier on the accompanying coaches. Mr Marriya said he phoned the secretary many times and requested him to allow the parents to go in case no coach was available but Mr Budhwar did not heed to that in time.

Mr J.S. Kandhari, president of the association, was not available for comments. Ms R. Sachdeva, principal of the DAV Model School, Sector 15, says, “The association officials are trying to demoralise the talented gymnasts”.

Sources disclosed that the coach who had refused to go with the junior team was already being tipped to go as coach with the UT senior gymnastics team in the senior nationals beginning December 28. The girls were also suggested by CGA officials that they could take part in National School Games and why make hue and cry for taking part in Junior Open Nationals.

It is high time that the CGA adopts a professional approach to run the association.

Move on friendly building passing plan
Tribune News Service

Chandigarh, December 10
The Chandigarh Administration is considering a new procedure for the passing of building plans, which will be more people-friendly, and also ensuring the construction as per building rules.

A delegation of private architects met the Adviser, Finance Secretary, and the Chief Architect and explained their difficulties.

They said the present procedure was consuming, cumbersome and outdated. They also discussed the functioning of the Estate Office and said a new format of self-certification scheme, as adopted in Noida, Bangalore, Mumbai, and Uttaranchal could also be adopted by the Administration.

The Adviser asked the delegation to evolve the scheme on following lines: minimum requirement for the empanelment of architects working in Chandigarh, once the plan is submitted. The Estate Officer will check whether the architect is empanelled for self-certification and other details like ownership if the plan is deemed sanctioned, the owner can start the construction.

At the time of completion, the architect will submit the plan as built at site and it will be checked by the authorities concerned whether there is any violation of building bylaws or not.

If there is no violation, completion certificate will be issued in a time-bound manner. If there is any violation, it will be rectified and demolished at site and accountability will be fixed.

A draft on these lines is being prepared by private architects and the Administration, members of the public are free to give their opinions, said the Finance Secretary, Mr S.K. Sandhu.
