Australian army chief visits Udhampur
Jammu, November 22
The Chief of Army Staff, Gen N.C. Vij, and chief of the Australian army, Lt-Gen Peter F. Leahy, visited the headquarters of Northern Command at Udhampur today. The Australian army chief was briefed on the situation in Jammu and Kashmir.

Second batch of troops leaves
Srinagar, November 22
The second batch of troops left the Kashmir valley this morning from the Old-Airfield Rengreth. “We are leaving the Kashmir valley, the heaven on earth, with a heavy heart,’’ said soldiers while loading their baggages in the truck.

Jammu varsity gets ISO-9001 certificate
Jammu, November 22
Jammu University has achieved the distinction of getting the ISO-9001 certification. Jammu University is the only state-run university in the country that has been given a green light for the certificate by the ICLCL, international standards certification body.

Bandh hits public transport system
Jammu, November 22
A bandh was observed here today in protest against the arrest of the Shankaracharaya of Kanchi. Most shops remained closed and the public transport system paralysed. The Vishwa Hindu Parishad, the BJP and the Jammu State Morcha gave the call for the bandh.

Pervez remarks revitalise Hurriyat

Both factions of the Hurriyat Conference have assumed bigger political dimensions and importance following Pakistan President Gen Pervez Musharraf’s, certificate that the conglomerate” is a true representative of the people of Jammu and Kashmir as it comprises leaders from all sections.”

During the last three years the Hurriyat Conference had suffered severe erosion in its mass support. A situation had reached when its call for strike, on one pretext or the other, evoked poor response. Even one senior police officer had commented a month ago “the Hurriyat leaders are paper tigers”. He counted three Hurriyat leaders who alone had small pockets of influence.

And the same officer, posted in Srinagar, confirmed that General Musharraf’s recent statement had “given a fresh lease of life to the Hurriyat leaders.”

Molvi Abbas Ansari, former Chairman of the APHC, was seen excited when reminded of Gen Musharraf’s remarks on the Hurriyat Conference.

He told this correspondent today that “they (Pakistanis) have realised their mistake and have found the Hurriyat leaders real representatives of the people of Jammu and Kashmir.”

In reply to a question he explained that the Pakistani media would give weightage in its coverage only to the faction led by Syed Ali Shah Geelani. “Our ideology and policies have been vindicated by the recent remarks of General Musharraf,” he said.

The Molvi admitted “yes it is a new lease of life for us as General Musharraf has clearly said that our inclusion in the talks is a must.” The Pakistan President had also supported their demand for a permission to visit Pakistan when he told mediapersons in Lahore that the Hurriyat leaders should be permitted to visit Pakistan, he said.

Asked whether the APHC leaders would abide by the suggestion given by General Musharraf that the two factions need to unite the Molvi said “Our doors for unity and reconciliation have been open.”

He said first of all Mr Geelani should return to his parent organisation, Jamait-e-Islami after disbanding the Hurriyat Kashmir Conference, he was heading.

Molvi Ansari said the Chairman of the APHC, Molvi Umar Farooq, had renewed his efforts for bringing about unity among the separatist groups. He, however, seemed to be pessimistic about the success in his mission because of the rigid attitude of Mr Geelani.

In reply to another question he said “We will not press for permission for visiting Pakistan prior to the resumption of dialogue with the Government of India.” “Our basic purpose of visiting Pakistan is to meet the leaders there and discuss the Kashmir issue and allied matters. Now that the Pakistan Prime Minister is visiting Delhi we will meet him,” he said.

He said: “After our meeting with the Pakistan Prime Minister we will be ready to hold talks with Mr Manmohan Singh provided we received a formal invitation.”

He said a three member APHC delegation left Srinagar for Delhi today to meet the Pakistan Prime Minister. Molvi Umar farooq, Prof Abdul Gani Bhat and Mr Bilal Ahmed Lone were the members of the delegation. “If all goes well I will also join them a day later,” the Molvi Said.

Two shot in J&K

Srinagar, November 22
Two persons, including an Army jawan, were killed and another injured in separate firing incidents by militants in Baramula and Anantnag districts of Jammu and Kashmir since last night, official sources said today.

One person was killed and another injured when militants opened fire on them at Sopore in Baramula district of North Kashmir today, the sources said.

The police immediately rushed to the scene and admitted both victims to hospital, the sources said, adding that one of them was declared brought dead while the other identified as Sareer Ahmad of Highgam village, had sustained serious bullet injuries.

In another incident, militants intruded into the house of a soldier, Hilal Ahmad Najar, at Nassu-Badragund in the Qazigund area of Anantnag district in south Kashmir last night and shot him dead, they said.

Najar was posted with the Territorial Army and was on leave at present, the sources said.

JAMMU: Unidentified militants looted arms and ammunition and other valuables from the house of a village defence committee member at a village in Rajouri district in Jammu division, official sources said here.

A group of four unidentified militants barged into the house of VDC member Satish Sharma at Sadah village in Kalakote tehsil in Rajouri district on Sunday and took away weapons and other valuables.

Meanwhile, a suspected militant was arrested by the security forces on Sunday at Kot Dhara in Rajouri district, taking the number of militants apprehended during the past four days to eight. — PTI, UNI

More autonomy, more problems, says BJP leader

Taking exception to the suggestion of the Union Home Minister, Mr Shivraj Patil, that the issue of J&K autonomy should be reviewed, senior BJP leader and former Union Minister, Prof Chaman Lal Gupta, said the so-called autonomy and special status had already caused a lot of damage to the country.

He said any reversal of the integration process would mean rewarding terror tactics. This would encourage separatist tendencies which would create more problems.

Prof Gupta said confusing policies adopted at the time of the accession of J&K to the Indian Union, had created barriers.

He said like the other 558 princes of the country, the late Maharaja Hari Singh had used his legal right to accede to the Indian Union but one failed to understand the conditions that came along with the accession which was final legally.

The BJP leader said Pakistan had no locus standi in Jammu and Kashmir and it would be wrong to link it with the peace process and the autonomy issue.

Moreover, if one part of the country was granted greater autonomy, why not the others, he asked.

As far as the dialogue with Pakistan was concerned, first the life and security of the people should be ensured as cross-border terrorism continued to exist.

Minister calls for revival of coop movement

The Minister for Agriculture and Cooperatives, Mr Abdul Aziz Zargar, today called for introspection on the downfall of the cooperative movement. Speaking at a workshop on agriculture and consumer cooperative held here today in connection with the centenary celebrations of the cooperative movement, he said taking into account the glorious past of the cooperatives, the government had made a fresh beginning to revitalise the cooperative movement.

The workshop had been organised by the Jammu and Kashmir Cooperative Supply and Marketing Federation Limited and the Department of Cooperatives, J&K, with an objective to devise means for the revival of JAKFED and other cooperatives institutions in the state.

The minister said: “Dead wood is to be removed if JAKFED has to retain the status of an apex level status of a federation”.

He also called for professionalism, accountability and transparency in the management and working of cooperative institutions to restore credibility among people.

He said advisory boards should be set up for the promotion of horticulture and agriculture.

Australian army chief visits Udhampur

The Chief of Army Staff, Gen N.C. Vij, and chief of the Australian army, Lt-Gen Peter F. Leahy, visited the headquarters of Northern Command at Udhampur today. The Australian army chief was briefed on the situation in Jammu and Kashmir. He interacted with the Chief of Army Staff, Army Commander, Northern Command, and other senior officers at the command headquarters.

The Australian chief left for Srinagar later in the afternoon. The Australian army chief and his wife are scheduled to visit Srinagar from where he will visit forward locations in the Kashmir valley.

The visit of General Leahy follows the visit by Gen Peter Cosgrove, chief of defence forces of Australia, in September this year. India and Australia have a long standing record of military interaction, including exchange of personnel for training.

Ms Lee Margret Leahy, wife of the Chief of the Australian army, accompanied by Ms Rita Vij, wife of General Vij, visited Asha School at Udhampur today.

The president of AWWA, Northern Command, Ms Lakshmi Hari Prasad, received them and accompanied them during their visit to Asha School.

The Asha School, run by Army Wives Welfare Association of Northern Command is a unique school meant for special children. The school has on its roll 70 mentally or physically challenged children.

The second batch of troops left the Kashmir valley this morning from the Old-Airfield Rengreth. “We are leaving the Kashmir valley, the heaven on earth, with a heavy heart,’’ said soldiers while loading their baggages in the truck.

“This was my first visit to the Kashmir valley and I was expecting to see the snowfall during the winter,’’ said a soldier who hails from the South.

“Though it was a bit cold for us as winter has already set in, we were still enjoying our stay here,’’ the soldier told a group of mediapersons before boarding vehicles for Jammu.

The troops deinduction started on November 17 when Prime Minister Manmohan Singh arrived here on his maiden two-day visit to Jammu and Kashmir.

The first batch of troops left from Khanabal in South Kashmir where a large number of civilian besides senior Army officers were present, on the morning of November 17. — UNI

Jammu varsity gets ISO-9001 certificate

Jammu, November 22
Jammu University has achieved the distinction of getting the ISO-9001 certification.
Jammu University is the only state-run university in the country that has been given a green light for the certificate by the ICLCL, international standards certification body.

A team of auditors conducted a survey on the functioning of the university and okayed it for the ISO certification last week.

This is being considered a major achievement as through the recognition it can be claimed that the system in the university is of global level.

The credit for the achievement goes mainly to Prof Amitabh Mattoo, Vice-Chancellor of the university, who had set the target for streamlining the functioning of the university when he became the VC about two years ago.

He said armed with the international recognition, the university would be in a better position to attract foreign students for higher studies.

Bandh hits public transport system

A bandh was observed here today in protest against the arrest of the Shankaracharaya of Kanchi. Most shops remained closed and the public transport system paralysed. The Vishwa Hindu Parishad, the BJP and the Jammu State Morcha (JSM) gave the call for the bandh.

The BJP and the JSM organised a dharna in the city. Mr Hareesh Bhai Bhat, a BJP MLA from Gujarat, alleged that the seer had been arrested under a conspiracy by the Congress-led UPA government at the Centre and the Jayalalithaa government in Tamil Nadu.

Mr Tilak Raj Sharma, co-chairman of the JSM, alleged that cases had been fabricated against the seer, who enjoyed a great respect among the Hindus.
