LeT commander among five killed in gunbattle

Srinagar, October 28
A self-styled district commander of Pakistan-based Lashkar-e-Toiba (LeT) outfit and an Army jawan were among five persons killed and two others injured in a gunbattle in Badgam district of Jammu and Kashmir, official sources said today.

The gunbattle erupted last night when troops of Rashtriya Rifles, while patrolling, came under fire from militants reportedly travelling on a tractor at Namtihal village in the Chadoora area of Badgam, the sources said.

The LeT commander was killed in an encounter in the village during the course of search operations this afternoon. A card recovered from his person revealed his identity as Ghulam Mohammad Khan, alias Abu Talha, a resident of Warnav village of Kupwara, the sources said.

A security jawan was killed and another jawan injured, while the tractor driver Nazir Ahmad Bhat, a resident of Panzan, also lost his life in the exchange of fire between the militants and the troops, the sources said.

They said another civilian, Fayaz-ul-Hassan Dar, also sustained bullet injuries and was taken to a hospital.

The village was cordoned off immediately after the shootout and the troops of the RR and the BSF moved into the village this morning to carry out house-to-house searches, they said.

The LeT commander, who had escaped in the encounter last night, was hiding in a heap of grass in the village and opened fire on the search party this afternoon. The troops fired back killing him. An AK rifle and some ammunition were seized from him, the sources said.

They said a woman identified as Taja Begum, died as she suffered a heart attack following a heavy exchange of fire between the two sides, the sources said.

In another encounter, a police spokesman said the security forces shot dead a Pakistani militant of the Al-Badr outfit, Tariq Khan, a resident of Karachi, during search operations at Chandial in the Gursai sector of Poonch district.

An AK rifle, four magazines and 93 cartridges were seized from the slain militant, he said.

In another incident, the spokesman said militants shot at and injured a counter-insurgent associated with Ikhwan at Kulgam in Anantnag district today.

Militants also barged into the house of Mohammad Iqbal at Topa village of Rajouri and kidnapped his 22-year-old son Abdul Kaif Malik early today.

Malik was taken to nearby Madoon village, where he was severely thrashed by militants as a result of which both his legs got fractured. — PTI

NC holds protest march against Sarnal attack

Demanding the dismissal of the Mufti government, senior National Conference leaders today took out a protest march here against the attempt on the life of its president Omar Abdullah and alleged rigging in the recent byelections to the Pahalgam and Batamaloo constituencies.

Over 100 party workers and delegates, led by senior legislators, took out the march from the party headquarters Nawa-I-Subh to Tourist Reception Centre after holding a rally at the party office. They raised slogans against the Mufti-led coalition government blaming it for recent attacks on senior party leaders and rigging in the byelections.

The protesters were led by MP A.R. Shaheen, provincial president and MLA Mehboob Beigh, Ali Mohammad Sagar and Mubarak Gul, both MLAs.

National Conference patron Farooq Abdullah and President Omar Abdullah could not attend the rally due to their meetings with top leaders in Delhi.

Addressing the rally, leader of the Opposition in the state Assembly Abdul Rahim Rather alleged that the government was involved in the attack on Omar Abdullah at Sarnal in Anantnag on Sunday. The jammer allotted to the party president did not function. Rather an anti-sabotage team had failed to prevent the incident, he alleged.

He said it was fortunate on the part of its leadership that they reached the spot behind schedule and that the venue of the gathering had been changed due to certain reasons.

Mr Rather expressed concern over the Chief Minister Mufti Sayeed’s remark that such incidents had often been taking place.

Provincial president Mehboob Beigh alleged that the government was trying to physically eliminate the NC leadership. He claimed that the government was involved in these attacks.

Among other leaders who addressed the rally were MP A.R. Shaheen, former ministers Choudhary Mohammad Ramzan, Ali Mohammad Sagar and Mian Altaf Ahmad and MP Ali Mohammad Naik. They alleged that to ensure PDP victory the assistance of the police was taken and 6,500 bogus voter identity cards were issued.

Conference on Panchayati Raj begins

The Union Minister for Petroleum and Panchayati Raj, Mr Mani Shanker Aiyar, said the aim of the round table conference on Panchayati Raj was to deliberate upon the future course of action to be adopted on the implementation of Panchayati Raj in the country.

Speaking on the occasion of the inauguration of the fifth round table conference on Panchayati Raj here today, Mr Aiyar said the people of the country needed to be informed about this through their respective Assemblies.

He said the activity of mapping of all panchayats, whereby the prioritisation of works to be taken up by the respective panchayats was highlighted, had been undertaken. In this connection the technical assistance was available to the state governments, he said.

Mr Aiyar said in nearly one lakh panchayats, power production units were being established which would not only suffice the local needs but also provide surplus power to the state electricity boards.

Inaugurating the conference, Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed described panchayats as the instruments to reach the people living below the poverty line.

He asked the participating delegates to think of measures by which the community participation was ensured in the developmental activities of the panchayats.

He said these institutions took democracy to the grass root levels. He said with the influx of adequate funds and powers, panchayats would certainly address the alienation of the people.

Giving details of the development in the state, Mufti Sayeed said some projects like completion of the railway line by 2007, North-South corridor and six laning of the Srinagar bypass, upgradation of Srinagar airport to international status etc. were bound to change the development profile of the state.

Don’t take Musharraf’s move seriously: VHP

Mr Ramakant Dubey, president of the state Vishwa Hindu Parishad VHP, has urged the Centre not to take steps to implement the resolution of Parliament for getting back the Pakistan-occupied territories of Jammu and Kashmir.

Mr Dubey said here today that Gen Musharraf had given the proposal for disintegration of the state under pressure from certain western countries.

He described this as yet another attempt of the USA to implement the Dixon plan that sought to divide the state on the basis of religion.

He said that Jammu and Kashmir was constitutionally an integral part of India after signing of the Instrument of Accession by Maharaja Hari Singh. There could be no talks on the status of the state.

Mr Dubey said that Gen Musharraf should first of all think on the lines of liberating the Balauch and other areas where there was resentment against the Pakistan Government.

BJYM opposes entry fee in hospitals

The Bharatiya Janata Yuva Morcha (BJYM) organised dharna outside Raj Bhavan here today to protest against imposition of an entry fee of Rs 5 for all visitors in the hospitals of the medical college.

The BJYM criticised imposition of the entry fee and described it as an anti-people step of the Congress-supported coalition government in the state.

Addressing the rally, Mr Yudhvir Sethi, general secretary of the BJYM, accused the Mufti government of being anti-Jammu. He said that on one hand such fee had been imposed on the poor people visiting hospitals, but, on the other, the government was lavish in spending on a jumbo-size ministry and showering all sorts of privileges on the ministers.

He said that instead of imposing the entry fee, the government should downsize the ministry and ban foreign jaunts of ministers and bureaucrats.

They also criticised the Health Minister, Mrs Suman Bhagat, for having got herself trapped in the anti-Jammu mechanisations of the Kashmir-dominated bureaucracy.
