MC move to recover Rs 40 lakh dues
Our Correspondent

Mohali, September 29
The Municipal Council has decided to approach the higher authorities to help it recover dues amounting to nearly Rs 40 lakh from other civic bodies in the state.

The issue came up for discussion when a proposal relating the release of provident fund, gratuity and other allowances, running into lakhs of rupees, in the case of Mr Shukal Chand Garg, Additional Executive Officer, who would retire on November 30, was put at the monthly meeting of the council here today.

Mr N.K. Marwaha, councillor, said that all these years Mr Garg had been working in other civic bodies of the state but the local council was supposed to give all financial benefits as he was retiring from here only after serving for some months.

He said there were a number of such cases when officials, who had worked in other civic bodies earlier, got transferred here near their retirement and took all financial benefits from the council. He said this amounted to a financial burden on the civic body, which adversely affected development works of the town.

Mr Har Bhagwan Garg, Executive Officer, told the House that a payment of nearly Rs 40 lakh was pending with other councils in the state. He said that when other civic bodies were approached for giving their share of the dues, as the official who retired from Mohali had earlier worked at other places, no response was received in this regard.

However, the House kept the proposal pending and said that the issue would be put up at a meeting after a letter regarding the retirement of the AEO was received from the office of the Director, Local Government, Punjab. It was also decided to request the Director to issue instructions to other civic bodies to clear all pending dues of the Municipal Council here.

Mr Manjit Singh Sethi, councillor, alleged that the AEO kept smoking at public places in violation of the directions of the Supreme Court.

The House cleared the proposal to sink four shallow hand pumps at a cost of Rs 1.20 lakh near the garbage dumping site to check the quality of water. Directions in this regard had been given by the Punjab Pollution Control Board.

The House cleared the proposal of blacklisting a contractor who failed to do the work allotted to him. It was decided not to return the earnest money deposited by the contractor in this regard.

The meeting also cleared the estimate of Rs 3.84 lakh prepared for providing satisfactory supply of water to industrial Phase VI to IX and Phase IX extension. Estimates prepared by the Department of Public Health for the maintenance of storm water drains were also passed.

Chandigarh, September 29
Acclaimed as a masterpiece of urban planning by Le Corbusier, Chandigarh is all set to take lessons in civic administration from other cities of the country. The Municipal Corporation of Chandigarh has chalked out an elaborate study tour programme for its councillors and officials. The first batch, comprising Mr Chander Mukhi Sharma, Mr Vijay Singh Rana, Mr Surinder Singh, Mr Kuldip Singh, and Mr Kulwant Singh Kalsan, will leave for a five-day visit to Pune and Nagpur soon.

The delegation will study the system of dumping and management of garbage at Pune and functioning of streetlights at Nagpur. These leave much to be desired in the “most-modern” city of the country.

Sources in the corporation claim that the visits can go a long way in improving the functioning of various wings of the civic body.

The composition of the other three delegations is being finalised by the civic body. The delegation to Goa and Mumbai will study the tourism potential and fish market in Goa and the management of slums in Mumbai.

Traffic management and rain water harvesting will be the main areas of interest in Chennai. In Hyderabad, water supply and sanitation will be the main areas to be studied.
