Srinagar, June 26
For the third consecutive day today work on the 120 km Qazigund-Baramula rail link in Kashmir remained suspended following the abduction and subsequent killing of an IRCON engineer and his brother by militants.

The bodies of Sudhir Kumar Pundir, an engineer in IRCON, and his 20-year-old brother, Sanjay, were recovered from a remote village of Pulwama district yesterday. Wreaths were placed on the bodies of the two brothers from Uttar Pradesh at the Police Control Room here this morning, where the Chief Minister, Mufti Mohammad Sayeed, and senior police officers were present.

As the work was suspended, the employees demanded an inquiry into the incident. They claimed there had been threats from militants and this had been conveyed to the authorities. However, no action was taken in this regard, which led to the killings, they alleged. The employees claimed they had offered money from their salaries for the safe release of the engineer and his brother.

Mr Avikush Krishna, Director, Works, IRCON, said the matter had already been taken up with state government. It was the responsibility of the state to provide adequate security to the project workers, he said.

According to the Chief Administrative Officer, Northern Railways, employees have demanded a CBI probe into the incident and the work would remain suspended till an assurance on such an inquiry and proper security cover was given.

The Chief Minister said it was an attack designed to demoralise those working on the project of national importance. He added militants were killing the innocent persons across the state. He assured that the deployment of security forces would be increased for the project. He referred to similar recent incidents in the valley, including that of Pahalgam, where at least five tourists were killed and 20 others injured in a grenade explosion at a hotel on June 12.

Later, the Chief Minister discussed the issue with Governor S.K. Sinha at Raj Bhavan, where other issues, including Amarnath Yatra, were also taken up.

Meanwhile, family members of the killed engineer arrived here today from Uttar Pradesh to whom the two bodies would be handed over. The Governor condemned the killings, describing it as the handiwork of those attempting to retard the peace process and the development effort in Kashmir. “On behalf of the people of Jammu and Kashmir, I convey condolences to the bereaved family”, he added.

According to a PTI report, both factions of the Hurriyat Conference and the Peoples Conference today termed the killing of the IRCON engineer and his brother as a ploy to “defame the ongoing movement for the right of self-determination”.

“Those who have killed the engineer and his brother cannot be well-wishers of the ongoing movement for the right of self-determination”, a statement issued by Mr Syed Ali Shah Geelani-led Hurriyat faction said.

The Hurriyat Conference led by Mr Abbas Ansari also condemned the incident saying “Islam, humanity or any movement cannot allow such killings.”

Leader of the Peoples Conference Sajjad Ghani Lone said the murders were against the interests of “the ongoing movement”.

Militants ask Geelani to join council
Our Correspondent

Jammu, June 26
For the first time separatist, leader Syed Ali Shah Geelani, has received a warning from three militant groups asking him to come under the umbrella of the Itihadi Council, comprising leaders of the JKLF, the Democratic Freedom Party, the Jamait-e-Islami, the Kashmir Bar and the People’s League. Activists of the Harkatul Ansar, the Harkatul Mujahideen and the Harkatul Jehadi Islami have in separate communications to Mr Geelani asked him to either join hands with the Itihadi Council or wind his “shop.”

The leaders of these outfits favoured unity among the separatists and opposed Mr Geelani heading a parallel conglomerate of political groups.

In fact, leaders of the Itihadi Council had attempted to mediate between the leaders of the two factions of the APHC recently. In this connection they had a couple of meetings with Maulvi Umar Farooq, who belongs to the APHC(Abbas), and those in the amalgam headed by Mr Geelani.
