Demolition drive turns violent
3 cops, woman hurt in commotion

Five persons, including three policemen and a woman, were injured when a demolition drive in Hallo Majra village turned ugly here today. As residents of the area pelted stones on the policemen, the cops resorted to a lathi charge, burst teargas shells and used the water cannons to disperse the crowd.

The commotion started around 6 p.m. Fire engines had to be called in to douse the small fire caused by the burning of tyres by the residents.

Since morning, the demolition of illegally built shops on acquired lands had been carrying on in the village which is located east of the Industrial Area, Phase II, on the Chandigarh-Ambala road. A total of 33 illegal constructions spread across 20 acres of land were removed by the evening. Officials said, “We had no intention of demolishing the residential areas.” Members of the public got the impression that the bulldozers were moving towards the residential area and started pelting stones, said an official.

The orders were to get the acquired land vacated in the village. On the land, a commercial area had come up in violation of rules, said an official.

Meanwhile, the local unit of the Congress today said the demolitions being carried out by the Administration were contrary to the policies of the Congress government. Party leaders Pawan Sharma, Pradeep Chhabra, Devinder Singh Babla and H.S. Lucky said the Congress was against such actions as the party was pro-poor and people-friendly.

Meanwhile, representatives of the Marble Traders Association, Marble Market, Sector 52 ( located on the road to Phase VII, Mohali), met the Adviser to the UT Administrator this morning and assured in writing that they will shift all material from the acquired land by June 14. They further requested that till June 14 the enforcement staff be asked not to lift their material and demolish other structures being used as offices and stores.

On their assurance the Administration has allowed them to shift their material by June 14, failing which the enforcement staff would remove all unauthorised material and structures immediately after expiry of the deadline, a spokesperson said. In the marble market, 25 acres of land has to be vacated.

SDO found shot

Mystery shrouds the death of Mr Udai Singh, Sub-Divisional Officer, Panchayati Raj, posted at Morni, at his residence here today. The 47-year-old officer was found shot dead in the drawing room of his Sector 11 house in the afternoon, though the police was informed of the incident only around 10 pm tonight.

Family members of the victim say that they heard a gunshot being fired in the drawing room around 2.30 in the afternoon, and rushed there to find him lying on the sofa. The gunshot wound was on the temple and the licensed revolver of the victim was in his hand. His family called the relatives and the police was informed of the incident around 9.45 pm.

Police sources say that prima facie it appeared to be a case of suicide.

LPG impasse continues

The impasse over the supply of LPG in the city continued for the third day today. Shortage prevailed and several hotel owners even pooled resources and transported LPG from Ropar and Baddi in a truck. Residents , however, could not do any such thing and faced harassment as reports of cylinders being sold in black trickled in from neighbouring towns.

The nearest option for city residents was Kharar. Those like Mr R.K. Singh, a resident of Sector 49, drove his car with his neighbour to Kharar and got two cylinders. He says “we saw a queue of people who had come from Chandigarh and Mohali.”

The food industry was worst hit as some dhaba-owners had to resort, to, using diesel-run stoves. The Deputy Commissioner, Mr Arun Kumar, who joined today after a leave, will hold a meeting tomorrow with LPG distributors to sort out the matter.

Talking to The Tribune, Mr Arun Kumar said, “we will sort out the matter tomorrow.” When asked if the Administration had asked the oil companies to be ready for an alternative supply system in the city, he said such an arrangement might not be required.

Meanwhile, the Chandigarh Petroleum Dealers Association, in a statement said it supported the struggle and condemned the attitude of the Chandigarh Administration, towards the stir.

Panchkula distributors join stir

The LPG distributors in the township today went on a strike in support of the distributors in the neighbouring Chandigarh.

All six gas agencies in the town remained closed in protest against the demolition of LPG cylinder storage godowns by the UT Administration. The town has as many as 55,000 LPG gas consumers and 2000 domestic gas cylinders and 150 commercial gas cylinders are supplied everyday.

HIV positive cases on the rise

It's 45 persons so far this year who have been admitted to three city hospitals, including the PGI, the GMCH, Sector 32, and the General Hospital, Sector 16, suffering from AIDS.

In fact, the disease has already claimed nine lives till May this year , compared to 19 deaths in the entire 2003, taking the death toll to 100 since 1999.

Meanwhile, a closer look at the latest figures of the total HIV and AIDS cases reveal an increasing trend in the HIV positive cases in the city, which caters to the patients of the entire region, including Punjab, Haryana, Himachal Pradesh and Chandigarh among other northern states. It is these positive HIV cases that turn into fullblown AIDS cases in the subsequent years.

“We are witnessing an increasing trend in the HIV positive cases that are tested at the PGI, the GMCH and the General Hospital here. On the other hand the fullblown AIDS cases have shown a decline statistically,” says Dr N.M. Sharma, Project Director of the State Aids Control Society here.

This year Punjab tops the list of the HIV cases as out of the total 270 HIV positive cases recorded in 2004 so far, the state alone has 145 patients, while 57 persons from Haryana who approached the city hospitals have been diagonised HIV positive. Himachal had 26 HIV positive cases coming to the city. Chandigarh too is witnessing a proportionate increase in HIV positive cases as the numbers this year stand at 21 while it was 33 positive cases in all among the city residents last year.

On the other hand, the number of fullblown AIDS cases were 183 in 2001 which rose to 239 in 2002 and were 173 in 2003. The fullblown AIDS cases resulted in 29 deaths in 2001, 22 deaths in 2002 and 19 deaths in 2003.

Court martial reveals lacunae in murder case

An ongoing General Court Martial (GCM), trying an Army jawan from an armoured regiment on the charge of shooting dead his colleague, has revealed certain infirmities in the initial investigation and subsequent handling of the case. The incident took place when the Deputy Army Chief was visiting the unit.

The weapon allegedly used was not seized; no forensic examination of the deceased's body, clothes or the weapon was conducted; and a sub-divisional magistrate acquitted the accused even though a murder case comes under the jurisdiction of a sessions court, according to sources. Also, the unit concerned proposed to dispose of the case summarily.

In fact, while deposing before the court, one of the regimental officers has gone on record saying that the visit of the General took priority over the handling of the case.

The GCM, presided over by Brig A. Karmker, Commander of an infantry brigade under the Western Command, is trying Rajeev Kumar of 72 Armoured Regiment under provisions of the Army Act and the Indian Penal Code. He had allegedly shot a jawan of his own unit with his service rifle. Both were on duty at the time and belonged to Meerut.

The incident occurred in February 2003, when the regiment was stationed at Barmer. Interestingly, the Deputy Chief of Army Staff, Lieut-Gen P. P. S. Bhandari, who is a former Commanding Officer (CO) of the regiment, was visiting the regiment when the incident took place. General Bhandari was, at the time of the incident, reportedly having dinner at the CO's residence, which was just a few yards from the site of the shoot-out.

A court of inquiry conducted into the incident by the CO of a mechanised infantry battalion blamed, among others, a JCO, two NCOs and several jawans for supervision failure and recommended disciplinary action against the accused.

The unit, which in the meantime had moved to Punjab, did not initiate any action and when asked for a progress report by higher formations a few months later, suggested that the matter be disposed of summarily. When the documents of the case, including the summary of evidence, were scrutinised at the Headquarters, Western Command, it was found to be a case of murder.

Thereafter the General Officer Commanding, 9 Division, ordered a GCM to try the accused. Another lapse, the sources pointed out, was that the prosecuting officer initially appointed in the GCM belonged to the unit of the accused.

When the regiment's CO was summoned before the court and questioned over the handling of the matter, he maintained that the court did not have the jurisdiction to ask him such questions.

Jawan’s deposition in court of inquiry awaited

The Army today claimed that finalisation of the court of inquiry (CoI) instituted on allegations that some officers were seeking illegal gratification from jawans for ensuring their selection for UN peacekeeping missions abroad, has been held up as the jawan who made the allegations has failed to turn up before the CoI.

The jawan, Ajay Kumar Dubey, on the other hand, has maintained that he is willing to depose before the CoI if his travel expenses to Ferozepore, where the CoI proceedings are being held, are met by the Army.

Chemists give patients a sales shot

It’s a direct salesmanship of a different kind. Sales executives of chemists now scout for patients and “escort them” to their shops for buying medicines from the hospital premises itself.

General Hospital here is the hotbed for competition among chemists of the Sector 6 market and the two chemists who have been allotted shops in the hospital recently. Competition being tough, the sales executives of these chemists can be seen escorting patients to their shops.

These sales executives are making their presence felt all over the hospital — from scouting for patients in the Emergency to ‘catching the prey’ in the Out Patient Department. The modus operandi is simple. The executive wait patiently outside the Emergency or in the OPD, and as soon as they see a patient coming out with a prescription slip in hand, they offer to sell medicines at rates cheaper than anyone else.

The hospital authorities, while conceding that the problem has been persisting for some time, say that they have asked the hospital security to ensure that these executives are not allowed inside. However, this does not seem to have had any deterrent effect, and the salesmen can still be seen inside the hospital. Senior Health Department officials concede that the problem is not restricted to the General Hospital, Panchkula. “We have also received complaints of the salesmen wooing patients inside the Kalka Civil Hospital, and repeated warnings have been issued to the chemists there,” informs an official.

It is learnt that last week the Civil Surgeon, Panchkula, Dr Satvir Chaudhary, had received a written complaint from the doctors of the hospital, and a few patients, against one of the chemist shops located in the hospital. It was alleged that the salesmen of this shop would roam about in the hospital and after forcibly taking away prescription slips from patients, lead them to his shop for buying medicines.

Dr Chaudhary said that he had received complaints against the chemist and issued him a warning that his salesmen should not enter the hospital without any work.

Body found hanging from tree

The Railway police has found a highly decomposed body of an unidentified person hanging from a tree in a forest area along the railway track between Chandigarh and Chandi Mandir railway stations.

Constable Tarsem of the Mansa Devi Complex police station informed the Railway police about the body last night. The body was taken to Kalka for a postmortem.

Killer roads need medical posts: survey

A survey of the killer stretches of the city accounting for 70 per cent fatal accident has revealed that a holistic approach to road safety could save a large number of lives.

The killer stretches of roads between the Transport Light Point and Fun Republic, Transport Light Point to 3 BRD on the Purab Marg, Faidan village barrier to the new Grain Market in Sector 39 and the Gurdwara roundabout in Sector 20 on the Dakshin Marg to Zirakpur need a heavy amount of engineering support for preventing accidents.

The survey shows that casualties on these roads could be reduced if big boards positioned at a height could be put up mentioning the number of accidents on the road and telephone numbers for getting medical aid. This is required as these are the roads through which traffic coming from outside enters the city.

Vikas Marg and Madhya Marg need to have round-the-clock medical posts to reduce the time of providing specialised medical care to a victim.

There is no railing along the Purab Marg to reduce the possibilities of unauthorised movement of the people from one side of the road to another through places other than zebra crossings. There is also a need to constantly check if the railings on these roads are in place or have been removed by people.

Illegal openings on these roads need to be blocked with either fencing or walls to prevent the surprise presence of a person on the road for heavy traffic. Colony Number Five and Hallo Majra village are the most dangerous spots in this sense and fencing could reduce accidents. The public toilets across the road in front of the Colony Number 5 also need to be shifted towards the colony so that the movement of vulnerable children and women could be curtailed at odd hours.

The zebra crossings need to be regularly marked and for night there is a need to put solar cateyes so that fast moving vehicles are able to see these crossings from a distance. The blinkers which are ember at the time of night need to be turned to red at this period. Roadside vendors are in plenty on the roads leading to Mohali clogging traffic and increasing the danger of accidents. They need to be controlled.

Small roundabouts on Hallo Majra and Mani Majra market should be closed and an alternate route either through a sub-way or otherwise needs to be provided to the people of these areas. Trees and hedges along the main roads need to be increased as well as periodically trimmed so that they do not come in the way of traffic signals as well as protect drivers from glare from the opposite direction.

There is a need to put a permanent traffic signal at the Fun Republic instead of blinkers. Traffic signal is also required at the roundabout of Sectors 46, 47, 48 and 49.

A suggestion has also come that the police should set up hotline phone booths along the killer stretches to help people immediately seek medical aid.

The Traffic Police should also try to tie up with FM channel and mobile service providers to send voice mail telling commuters about the killer stretches to warn people about speed and caution while passing through these stretches.

100 kundis removed from Amb Sahib colony

More than 100 kundi connections were removed by the Punjab State Electricity (PSEB) from Amb Sahib colony here today.

The operation which was carried out under the supervision of Additional Superintending Engineer, Mr V.K. Mahajan, lasted for about half an hour.

Employees of the board climbed poles with the help of ladders to remove the illegal connections. Illegal power connections had been taken from four poles in the area. Some of the employees even climbed the boundary wall to pull wires out of the colony. The removal wires were later loaded into a PSEB truck.

A few board employees even wanted to enter the colony to remove all wires from the area but they were stopped by the Tehsildar, who accompanied the staff as a Duty Magistrate, as the land of the colony fell under Chandigarh.

Before the start of the operation Mr Balbir Singh, SHO of Phase VIII police station, entered the colony along with 20 police personnel to give a scare to jhuggi dwellers so that they did not hold a protest. Some police personnel kept guarding the main entrance of the colony when the operation was in progress.

The PSEB team, comprising two SDOs, eight JEs consisted of 40 persons. The SDOs, Mr A.K. Sharma and Mr J.S. Bains, said the residents of the colony were drawing power by resorting to single kundi system, as was prevalent in Chandigarh. They said that a single kundi connection could further give power supply to three to four jhuggis.

Shanti, president of the Amb Sahib Colony, said PUDA had asked them to settle down at the present site they had been uprooted from near Gurdwara Amb Sahib. She said the government had prepared their identity and ration cards and they even exercised their right to vote. They had to resort to kundi connections as the government had failed to give regular power supply to the colony. She claimed that there were about 600 jhuggis in the colony.

The Superintending Engineer, Mr S.C. Aggarwal, who reached the scene when the operation was about to finish, said the government had now made a provision to give power connections even to the residents of illegal colonies. But since the Amb Sahib Colony fell in Chandigarh, he could not help in this regard.

HUDA to install 54 new tubewells

Haryana Urban Development Authority (HUDA) has installed 54 new tubewells to ensure adequate drinking water availability. The HUDA Administrator, Panchkula, Ms Sukriti Likhi, informed that there were 111 tubewells in the town and six new tubewells were being made operational for ensuring proper drinking water availability in the summers. She also informed that samples of drinking water were being collected from different sectors and chlorine is being mixed in the source to disinfect the water.

Notices to Cinema hall

The Municipal Council today issued notice to the two cinema halls in town-KC Cinema and Suraj Cinema for defacing public property by pasting obscene posters of movies being exhibited in their cinema halls. It is learnt that the MC authorities have asked the cinema halls to remove the posters within a week, or face action.

Visitor to PGI dies of heart attack

A visitor to the PGI emergency, Mr Onkar Chand Randev (56), hailing from Patiala died of a heart attack. He had come to visit his wife’s ailing brother-in-law yesterday.

The family alleged that though no medico-legal case (MLC) could be made out of the incident, the junior resident on duty made it into an MLC. As a result, they had to undergo harassment to procure the body.

Con man dupes mobile phone dealer

A con man duped a mobile phone dealer in an SCO in Sector 8 within an hour of taking a cabin on rent in the same SCO.

He approached Juneja Circuit Mall Private Limited in Sector 8 and told the owner that he had taken a cabin on rent in the same SCO and wanted two mobile sets.

He then went back and rang up the dealer, telling him to send two mobile phones to his cabin.

The dealer sent two mobile phones through his salesman. After receiving the mobile phones, the con man told the salesman to sit in his cabin till he showed the sets to his boss. However, the person disappeared thereafter.

The salesman reported the matter to his employer. When the dealer went to the cabin, he was told that the man had taken the cabin on rent only an hour before.

The matter was reported to the police by the owner of the SCO who had given the cabin on rent and the mobile phone distributor.

2 stolen cars recovered, 2 held

An interstate gang of car thieves operating in Punjab, Himachal Pradesh and Chandigarh has been busted with the arrest of two persons and recovery of stolen cars stolen from their possession.

Umesh Kumar of Ram Nagar village in Nangal area of Ropar and Manoj Kumar of Una district were arrested by the Sonepat police in Kundli on the Delhi-Haryana border.

During their interrogation, it was found that they had been released from jail only a month ago after they were accused of stealing four cars from Himachal Pradesh.

Umesh and Manoj were arrested when they got petrol filled in a Maruti Esteem car from a petrol station in Kundli. They tried to flee without making the payment for the petrol. The petorl station owner rang up the police. The vehicle was intercepted a few kilometres away from the petrol station.

When they were asked why they did not make the payment, they admitted that they had stolen the car from Chandigarh. The Sonepat police arrested them and informed the Chandigarh police about the matter. The Chandigarh police later recovered a stolen Maruti Esteem car and another stolen car parked at the Chandigarh railway station on the basis of information provided by them.

Woman crushed to death

A 70- year- old woman, Triveni Devi, was crushed to death under a truck near Surajpur this morning. The incident occurred when the driver of truck (PB- 11 H- 7795) was reversing the vehicle near the Coke dump, and failed to notice the elderly woman. She was killed on the spot.

Arrested: The police today brought Rakesh Kumar, alias Bittu, on production warrant from Chandigarh in a case of robbery in a Sector 16 house earlier this year. The accused is an accomplice of Anil Kumar, alias Tota, and is accused of having committed nine murders. He has been acquitted in five murder cases.

It is alleged that Rakesh Kumar was one of the key conspirators in the robbery in the Sector 16 house of Mr Manoj Nangia in February this year. Jewellery worth Rs 1 lakh, Rs 80,000 in cash, a Matiz car and some valuable documents were stolen. The police today brought Rakesh to Panchkula and he has been remanded in police custody till June 18.
