Cong preparations for RS poll
Bhajan Lal’s illness plays spoilsport

Tribune News Service

Chandigarh, June 10
The Congress preparations for the June 28 Rajya Sabha elections in Haryana have run into rough weather following HPCC chief Bhajan Lal’s illness.

Two Rajya Sabha seats fell vacant following the expiry of terms of Rao Maan Singh (INLD) and Mr Swaraj Kaushal (HVP).

The Congress could challenge the INLD for at least one seat by roping in some Independent legislators.

“It can be possible to put up a candidate supported by various opposition parties and independent MLAs. But in the absence of Mr Bhajan Lal, there is nobody to take the initiative for coordination with other parties and individuals,” confided a senior party leader.

Capt Ajay Singh Yadav, the officiating Leader of the CLP in Haryana, said he was leaving for Delhi tonight to meet Mr Bhajan Lal to finalise a strategy for the RS poll.

Importantly, the Congress has a problem on its hands as two members of the CLP, who recently joined the party, have been served with disqualification notices under the anti-defection law by a ruling party MLA. Mr Karan Singh Dalal, one of the two MLAs, has alleged that the move has been initiated on behalf of the Chief Minister and INLD President Om Prakash Chautala to prevent them (Mr Dalal and Mr Jagjit Singh Sangwan) from casting their votes in he Rajya Sabha elections.

The ruling INLD, which has 47 MLAs in the House which has an effective strength of 86, is certain to win one of the two RS seats.

A contest can take place between the ruling party and the Opposition for the other seat. The Congress, the biggest opposition party in Haryana, now has 19 MLAs in the House, including the two MLAs recently inducted into the party. Two of the 11 Independent MLAs recently announced their support for the Congress. The party, however, still needs to mobilise support of more MLAs to stay ahead of the INLD in the race for the second RS seat.

While the Congress will try to get support of two HVP legislators and some Independent MLAs, it is still not clear what the six-member BJP Legislature Party will do.
