Haryana power panel introduces new tariff Chandigarh, May 31 Sources say that the generation tariff for intra- state sale of power by Haryana Power Generation Company Limited (HPGCL) to Haryana Vidyut Prasaran Nigam, and the latter's subsidiary distribution companies- Uttar Haryana Bijli Vitran Nigam(UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN), has been fixed as per the provisions of the Electricity Act, 2003. As against a singular rate of Rs 2.47 per unit proposed by HPGCL for the year 2004-05, HERC has recommended the new tariff plan wherein the tariff has been fixed separately for each power generation unit, depending on the vintage and efficiency of these units. This will help in reducing the cost of power to the distribution companies as well as the consumer, whenever the retail supply tariff is reviewed by HERC. The cost at which power is purchased from HPGCL by the power distribution companies- UHBVN and DHBVN and the cost at which this will be further supplied to the consumers will also come down. Haryana gets its supply from the six generators at the Tau Devi Lal Thermal Power Plant, Panipat (two additional units are under construction), three units of Faridabad Thermal Power Station, and WYC Hydro Electric Station, Bhudkalan. The total installed capacity in the state is about 1080 MW, with approximately 260 MW capacity expected to be added by the end of this year. According to the new tariff plan, HERC has fixed the tariff per unit to be charged for Units I - IV of Tau Devi Lal Thermal Power Station, Panipat, at Rs 2.48 per kilowatt hour, Unit V of this plant will supply power at Rs 2.01/kwh, Unit VI at Rs 2.74 /kwh, and Unit VII and VIII (after their commissioning) at Rs 2.16/ kwh, and Rs 2.30 / kwh, respectively. The three units of the Faridabad Thermal Power Plant will supply power at the rate of Rs 3.04 /kwh. In case of the two thermal power plants, HERC has fixed the tariff for both WYC Hydro Electric Station, Bhudkalan, and the WYC Hydel Power Station at Budhkalan(which is likely to be commissioned later this year) at Rs 0.77 per unit. Officials in HERC explain that the reason for less tariff from the hydro power generators is that there are no fuel costs incurred ( cost of coal as in thermal power plants), and hence the new tariff. Meanwhile, HERC has directed HPGCL to accomplish the task of installing Special Energy Meters at the interface points between HPGCL and HVPNL before August, 2004. |

5 Haryanavis in Union Cabinet Yamunanagar, May 31 He said these were Rao Inderjit Singh from Mohindergarh as State External Affairs Minister, Kumari Selja from Ambala as Urban Development (Independent charge). These two were elected from Haryana whereas Union Law Minister Hans Raj Bhardwaj belongs to Sampla village in Rohtak District. Mr Bhardwaj remained Union Law Minister from 1991 to 1996. Mr Kaushik said that Mr Sunil Dutt, a five-time Lok Sabha member from Mumbai, also hails from Mandoli village in Yamunanagar district. He is the new Youth and Sports Minister. He said that fifth Minister in the Union Cabinet Prem Chand Gupta also hails from Bhiwani. Mr Gupta is Company Affairs Minister. Mr Kaushik said that Sunil Dutt was a frequent visitor here. Mr Dutt after the Partition had migrated to Mandoli along with his mother Kulwanti Dutt. |
Hooda to tour state on Vikalp Rath Rohtak, May 31 Addressing newspersons here today, he said he planned to mobilise support for the Congress by interacting with the masses. He said Haryana had expressed its disapproval of the Om Prakash Chautala regime’s policies by giving the Congress nine of the 10 Lok Sabha seats. Mr Hooda said he would first tour the Rohtak Lok Sabha constituency to thank his voters. This tour would conclude on June 14. Referring to Mr Chautala’s recent speeches, he alleged the Chief Minister was trying to disturb communal harmony through his provocative statements against non-Jat communities. He said the removal of a chapter on Sir Chhotu Ram from certain school textbooks and its replacement by a chapter on Devi Lal would not be tolerated. People of Haryana considered this an insult to Sir Chhotu Ram, he added. The Congress MP said the non-completion of the SYL Canal was one of the biggest failures of the Chautala regime. This was despite the fact that the state assembly had authorised him to take all steps necessary for the completion of the canal, he added. Mr Hooda also rapped the government for postponing PMT for admission to medical and dental colleges. He said it “smacked of ill intentions”. |
Chautala to hold ‘public darbars’ Chandigarh, May 31 While announcing this decision at a conference of the DCs and SPs held here today, Mr Chautala directed the DCs to hold similar day-long “open darbars” once in a month at the sub-divisional level to make the public grievance redressal system more effective. He also directed them to identify at least one village in each block by June 15 for implementation of the planned village development scheme. Congested villages should be given priority. The conference was informed that the scheme had generated an encouraging response at Uchana in Karnal district, Kheri Jasaur in Jhajjar district and Peeruwala in Yamunanagar district, where the schemes would be ready by August 15. Mr Chautala directed the DCs to personally inspect implementation of the projects under the “Sarkar Aapke Dwar” programme in at least 10 villages in a month to ensure quality of work and judicious use of funds. The Block Development and Panchayat Officers and the SDMs should inspect 20 villages each in a month. The Chief Secretary, Mr A.N. Mathur, said all DCs should sent the compliance report by July 5. Mr Chautala complimented the district administration for the smooth elections and said it was heartening that the state government had maintained its reputation of ensuring a free and fair poll. Haryana recorded its highest-ever small savings collection of Rs 1900.53 crore during 2003-04, showing an increase of Rs 331.79 crore as compared to the previous year. The Excise and Taxation Department collected a total tax revenue totalling Rs 5020.27 crore during the past financial year, an increase of 12.13 per cent. Mr Chautala directed the power utilities to release all pending connections to tubewells in view of the forthcoming paddy season. Expressing satisfaction over the steps being taken to improve the availability of power, Mr Chautala directed the Financial Commissioner and Principal Secretary, Power, Mr Anil Razdan, to take stern action against those employees who were
inducing in corrupt practices. Mr Razdan said the average daily power supply during April and May this year was 550 lakh units, 11 per cent more as compared to last year. He said 39,239 cases of theft of power were detected during the past financial year and 8231 FIRs were lodged in this regard. While reviewing the law and order situation, Mr Chautala stressed the need for making the police force more effective in dealing with criminals. He complimented the Food and Supplies Department for smooth procurement of wheat. |

stones, purchase of bajri and crushers as well as distribution of funds under the Gramin Vikas Yojna. He also termed the Chautala Government as the government of scandals. The HVP leader also declared that the party would not allow the Chautala Government to make further recruitments in various departments of the state. He suggested that all recruitments should be made under the direct supervision of the retired SC Judge. |

New MDU panel to recommend
VC’s name Rohtak, May 31 The council which met here decided to nominate a new panel for the purpose. However, no names were recommended at today’s meeting. The council at its last meeting nominated Mr Vishnu Bhagwan, Vice-Chancellor, Guru Jambheshwar University and Mr M. K. Miglani, Vice-Chancellor of Haryana Agricultural University, as members of the search panel. The third member was to be nominated by the Chancellor. Teachers and other organisations of academicians had vehemently opposed the constitution of the panel saying that the panel was appointed even before the then VC Maj Gen B.S. Suhag had resigned to contest the Rohtak Lok Sabha seat as nominee of the Indian National Lok Dal. They had described this as an attempt by the state government to manipulate the selection procedure. Through another decision the council amended the statutes prescribing qualifications for the post of Vice-Chancellor. The amended statute now requires the appointment of a reputed academician as Vice-Chancellor. The amendment will require the approval of the Chancellor. The decisions were taken amidst strong protests by government representatives, including the Director of Higher Education. |

Real estate prices skyrocket in Fatehabad Fatehabad, May 31 Interestingly, while the market rates of the immovable property have skyrocketed, the government revenue from the sale of these properties has declined due to connivance of the authorities. Though the collector rates of each and every locality are clearly defined, buyers find ways to evade stamp duty. Residential plots in Model Town, which were available for around Rs 75,000 per marla, are now fetching sellers around Rs 1.75 lakh. In the Jagjivan Pura locality, one could get a plot at Rs 30,000 per marla two years ago, but now it is difficult to get a plot even for Rs 60,000 per marla. In Aggarwal Colony, where the plots fetched from Rs 15,000 to Rs 25,000 per marla, now these are available from Rs 50,000 to Rs 90,000, per marla. A one-kanal plot in Sector 3 of HUDA fetches a premium of Rs 5 lakh, while those of 14 marla and 10 marla fetch around Rs 3.5 lakh and 2 lakh, respectively. The instances of evasion of stamp duty are blatant. In the Thana road market, the market price of a small shop is between Rs 20 lakh and Rs 25 lakh, while a showroom is available for around Rs 50 lakh. The collector rates for these shops are Rs 6 lakh and Rs 13 lakh, respectively. A showroom near the Thana Park was sold for Rs 45 lakh some time back. But while paying, stamp duty the sale was shown for Rs 3 lakh. Another showroom was sold for Rs 42 lakh but at the time of registration of sale deed, the price was shown as Rs 3.5 lakh. |
NIFD students showcase creative skills Ambala, May 31 Lieut-General GD Singh, GOC 2 Corps, was the chief guest while Femina Miss India World Sayali Bhagat was the guest of honour. Mr Sudhir Windlas, centre director, was also present, on the occasion. Ms Sayali Bhagat, who is currently preparing for the Miss World to be held in December this year, launched BSc degree programme to be offered by Annamalai university in collaboration with the National Institute of Fashion Design at Ambala. The fashion show, Life Style ‘04, began with Sari round. The models displayed saris done in sequin and cutwork. It was followed by Rhythm round which included skirt-tops made out of swatches of silk and zari. A round comprised of dresses inspired from China. The dresses were hand-painted with an oriental touch. Models sashayed down the ramp wearing beautiful dresses. The dress cuts were innovative. The nightwear round comprised dresses for the men as well as women. Practical clothes were presented in Lavanya and Ghunghat rounds that included suits and lehengas embellished with sequin and threadwork. Men’s wear was given a creative edge by using silk and sequins for formal shirts and kurtis. Dazzle group presented dance performance in between each round. The show was choreographed by Mr Jeet Brar. |

Ambala, May 31 The waterworks system was simple yet efficient. The requirements of Ambala city and Ambala Cantonment was met through the waterworks which were established in Handesra village and Bora Khera village. In 1895, efforts were initiated to start the waterworks system. Interestingly, the waterworks for Ambala had to be made functional in area falling under the purview of the then Patiala government. A communique from Mr R. Clarke Esquire, Commissioner and Superintendent Delhi division to Capt C.G. Parsons, Deputy Commissioner, Ambala, on June 13, 1895, states: “In reply to your letter dated May 30, 1895, I have the honour to say that the proposals of the Patiala government seem to be fair enough and in any case, they must be accepted now unless other arrangement were made when the waterworks were commenced, which does not seem to have been the case.” The letter states: “the state at present receives Rs 196 as the revenue payable on 828 bigahs, this does not seem excessive and I presume there is no reason to doubt that. That is the revenue assessed there is no reason why the state should contribute to the Ambala waterworks or receive less from its new occupant the more cesses than it received from the zamindars.” “If it were obviously excessive, the Lt Governor as political agent of the State might be induced to use his influence to have the amount reduced but the amount does not seem excessive and should not, I think, be objected to,” the letter adds. While the waterworks for meeting the needs of Ambala Cantonment was established at Bora Khera village, the requirement of Ambala city was met through supply from waterworks at Handesra village. About half a dozen wells were dug up near the Tangri river. However, the river has now changed its course. The wells were inter-connected and the water from the wells would pour into the main well from where it would be sent forward on the water channels. A mechanical system was in operation. Incidentally, the old remains of the waterworks can still be seen. A chimney is a reminder of a powerful steam engine which was used to run pumps. The pumps would push water onto the water channels. A water channel running alongside the road is a common sight, particularly in the cantonment area. |

Yuva morcha to take out padyatra Ambala, May 31 Mr Goyal said they would raise issues pertaining to the youth. “Two crucial issues are education and employment. We are also going to appeal to the youth to join us,” he said. “We also feel that free prospectus of schools and colleges should be provided since many educational institutions are making money by selling prospectus,” he said. Mr Goyal said there should be a separate transport facility for girls and students’ ID cards should be permissible as bus pass. “Also, interview call letter-should be considered to be the bus/train pass. We want that self-employed youth should be provided interest-free loan and the government job forms must be available free of cost,” he said. “Technical education should be made readily available and transparency must be maintained in education as well as employment,” he added. |
Rs 3.64 cr paid under Devi Rakshak scheme Chandigarh, May 31 A spokesman of the Haryana State Federation of Consumers Cooperative Wholesale Stores (CONFED) said 74 claim cases had been settled at Yamunanagar, 49 at Karnal, 31 at Rohtak, 26 at Rewari, 25 at Sirsa, 24 at Hisar, 22 at Kurukshetra, 17 at Fatehabad, 16 each at Bhiwani and Narnaul, 12 at Jind, 11 each at Sonepat and Kaithal, eight at Ambala, seven each at Faridabad and Jhajjar, six at Gurgaon, four at Panipat and two at Panchkula. Of the total claims settled, 363 included accidental deaths and five permanent disability cases. Under the scheme, a compensation of Rs 1 lakh each was being given to the dependents of the deceased or one becoming permanently disabled. In the case of damage of two limbs like both eyes or a limb and an eye, a compensation of Rs 50,000 each was paid in the case of a loss of a limb or an eye, the amount of compensation was Rs 25,000. |
In-laws booked for dowry death Sirsa, May 31 The district police chief said here today that a case against the four persons were registered on the complaint of the brother of the deceased, Devi Lal, a resident of Jhopra village in the district. Devi Lal has accused Madan Lal, husband of his sister Krishna, of harassing her for dowry and poisoning her to death with the help of his father Kundan Lal, mother Ram Piyari and sister
Dharshna. Krishna was married to Madan Lal of Moriakhera village five years ago. In his complaint, Devi Lal alleged that after the marriage the in-laws demanded Rs 1 lakh and harassed her. When this demand was fulfilled they raised more demands. |
Man murders wife Fatehabad, May 31 According to reports, the victim Manjit Kaur (25) was married to Pala Singh of the village eight years ago. The couple had two children, aged 5 and 6. They had an altercation in the morning, during which Pala Singh allegedly hit his wife with a “Kassi”. Pala Singh’s mother Jeeto Bai and father Mehar Singh were present in the house. The police has registered a case under Section 302 of the IPC. |
Tribune employee injured in mishap Kurukshetra, May 31 Mr Ghera, along with his wife and daughter, was returning from his sister’s house when the accident took place. The injured were rushed to a private hospital. Mr Ghera and his wife’s condition was critical. Both of them have suffered head injuries, while their daughter has fractured her arm. A complaint has been lodged with the police but the statements of victims could not be recorded as they were still unconscious. The car driver had been identified, but was yet to be arrested, eyewitnesses said. |

CBSE syllabus for Haryana schools Chandigarh, May 31 An official spokesman said here today that those taking the supplementary examinations -2004, or the annual examinations-2005,to clear their compartments or achieve improvements in one or more subjects would be supplied question papers as per the old syllabus. The rest of the students would have to prepare according to the new CBSE syllabus of 2004-05, he said. |

glue technique, glass painting, sticker making, nib painting, M-seal
craft and greeting card making. About 150 students from different
