SYL canal: Chautala made no contribution, Rohtak, June 5 Addressing mediapersons he said neither late Deputy Prime Minister Devi Lal nor Mr Chautala had made any efforts to get the project completed so long as they remained in office. Mr Devi Lal’s only contribution to the project was the budgetary provision of Rupees one crore made in 1977 when he was the Chief Minister. Thereafter, whenever Mr Devi Lal or his son Mr Chautala occupied the office of Chief Minister of Haryana they made sure that no provision was made in the budget for this project. This made their real intentions about the lifeline of Haryana clear. Mr Surjewala said that the Chautalas were under pressure from Mr Parkash Singh Badal on this issue. The Chautalas and the Badals were helping each other exploit the issue to derive political mileage. So long as Mr Badal was in power in Punjab, Mr Chautala never even referred to the SYL issue. He said Mr Chautala was dependent on Mr Badal for getting the Sikh votes and he therefore could not afford to annoy him. That was the reason why Mr Chautala had surrendered before the Akalis. Another reason for the indifferent attitude of Mr Chautala towards this issue was that his home district Sirsa was having excess irrigation capacity. So the Chautalas were not even aware of the importance of the project for those parts of the state which faced chronic shortage of irrigation and drinking water. While welcoming the judgement Mr Surjewala said the credit for this went to the Congress, Mrs Indira Gandhi and her son the Late Rajiv Gandhi who made sincere efforts to get the project implemented. Meanwhile, former Haryana Bharatiya Janata Party chief Ram Bilas Sharma said the judgement was a victory of the people of Haryana who had been patiently waiting for Punjab to build the canal and give Haryana its due share of the river waters. In a statement he said the decision had raised hopes of providing adequate irrigation facilities to Rohtak, Bhiwani, Jhajjar, Rewari, Mahendragarh and Gurgaon districts. He hoped that the Centre would rise above party politics and get the canal completed in record time. HISAR: Haryana Finance Minister and senior Indian National Lok Dal leader Sampat Singh has appealed to all political leaders of Punjab not to create tension among the people of the state by issuing
provocative statements on the SYL Canal issue. Talking to mediapersons here on Saturday, he said the Supreme Court had given a fair judgment on the long-standing SYL Canal issue and all political parties of Punjab should accept it wholeheartedly. Instead of issuing provocative statements, they should show graciousness and ensure the early completion of the Punjab portion of the SYL Canal. He also urged them not to make it a political issue as the judgment was in the national interest. He said though the Haryana portion of the canal had already been completed, the cleaning and repairing work on this portion would be completed on a war-footing. It would take only two months. The Centre as well as the Punjab Government should also ensure the early completion of the canal and the latest construction techniques should be used. By this way the government could complete the canal within six months. He said after getting water from the canal, more then 8 lakh acres of land of southern Haryana could be irrigated. Giving all credit to former Deputy Prime Minister late Devi Lal and Chief Minister Om Prakash Chautala, he said it was Devi Lal who filed the first petition in the court on April 20, 1979, on this issue. But the Congress government withdrew the case in 1982. After that the Chautala government placed the state’s viewpoint in the court. He said now all nine Congress MPs from Haryana should exert pressure on the Centre for implementing the apex court’s order at the earliest. |
INLD, Cong indulge in war of words after SC verdict Chandigarh, June 5 Addressing a press conference here today, Mr Randeep Singh Surjewala, President of the Indian Youth Congress, came down heavily upon the Chief Minister, Mr Om Prakash Chautala, for trying to take credit for the court order in favour of Haryana. He alleged that Mr Chautala and his father late Devi Lal had rather acted as the biggest roadblocks toward the construction of the canal. Mr Surjewala said Devi Lal had organised an agitation against the Rajiv-Longwal Accord which included the construction of the SYL Canal among its clauses. The party led by Devi Lal had also held demonstrations against visits by the Eradi Tribunal which was asked to re-allocate shares of the Ravi-Beas waters between Punjab, Haryana, Rajasthan and Delhi. The IYC President said ironically the Eradi Tribunal, in its interim order, increased Haryana’s share of water from 3.83 maf to 5 maf. Mr Surjewala claimed that it was the Central Government led by late Indira Gandhi which first took the initiative for the allocation of river water between Punjab and Haryana in an order on March 24, 1976. The order was challenged by Punjab in the court. Subsequently, in 1981, a tripartite agreement on water sharing was reached between Punjab, Haryana and Rajasthan under Mrs Gandhi’s initiative. The digging of the SYL Canal in the Punjab territory was also started in 1982 when Mrs Gandhi was Prime Minister. The IYC leader added that the present order by the Supreme Court was also a result of the legal intiative taken by the Congress government in Haryana which had filed a suit in the Supreme Court in 1991. The Bansi Lal-led HVP regime of Haryana amended the writ in 1996, but the relief sought in the previous suit was retained unchanged in the amended version, Mr Surjewala claimed. He appealed to the Congress Chief Minister of Punjab, Capt Amarinder Singh, the Shiromani Akali Dal President, Mr Parkash Singh Badal, and the people of Punjab in general to not put hurdles in the construction of the canal. “The People of Punjab are known for being large hearted and they should consider Haryana as the younger brother of Punjab and not object to the construction of the canal”, Mr Surjewala said. Capt Ajay Singh Yadav, Congress party’s Deputy Leader in the Haryana Assembly, also alleged that late Devi Lal’s opposition to the Rajiv-Longwal Accord had put a roadblock on the construction of the canal. Captain Yadav said he hoped that Mr Chautala would not play any trick to make cheap political gains from the court order. Mr Chautala, meanwhile, alleged that it was the Opposition leaders who were trying to get political mileage from the SYL verdict. A press note, issued here today, quoted Mr Chautala as having said when the interest of Haryana was being sacrificed under the Rajiv-Longwal Accord, Mr Bhajan Lal, who was the Congress Chief Minister of Haryana at that time, had remained a silent spectator. The INLD chief claimed that it was his father Devi Lal who first showed the way for a legal remedy for the SYL dispute by filing a petition in the court in 1979. |

Sampat’s posers to Bansi, Bhajan, Hooda Chandigarh, June 5 He asked Mr Bansi Lal that had he himself not admitted on the floor of the Haryana Assembly on December 19, 1991, that most of the work on the SYL Canal was carried out during Mr Devi Lal’s tenure as Chief Minister and practically nothing was done during Mr Bhajan Lal’s stints as Chief Minister. Mr Sampat Singh asked Mr Bhajan Lal, that was it not true that he had withdrawn the petition from the Supreme Court in 1982, which was filed by Ch Devi Lal on April 30, 1979, for the construction of the SYL canal? He further asked Mr.Bhajan Lal that while filing a civil suit in the Supreme Court regarding the SYL Canal on November 25, 1995, why a mandatory notice of 80 CPC was not issued to the Punjab Government ? Mr Sampat Singh said he was surprised how Mr Bhupinder Singh Hooda had been saying that the decision of the Supreme Court was based on the Rajiv-Longowal Accord. He said distribution of water and construction of the SYL canal were two different issues. Mr Sampat Singh said the Opposition to Rajiv-Longowal Accord by late Mr Devi Lal had no link with the construction of the SYL Canal. The Finance Minister said at the same time, Section 9 of the Accord clearly stated that the quantity of water being supplied to Punjab as on July 1, 1985, would not be reduced but could be further increased. |
Kumhar families flee village Kaithal, June 5 According to members of the affected families some members of the dominant community who were supporters of the INLD had a grudge against thm from the time of Lok Sabha poll as they had voted for the Congress and put up Congress party flags atop their houses. They alleged that some members of the dominant community attacked them and threatened for voting for the Congress party. They alleged some members of their community receive injuries. As tension grew they reached Kalayat and approached the police there. However not finding positive response they left for Kaithal to bring the matter to the notice of higher authorities. Members of dominant community blamed them for attacking them without any provocation. SHO Kalayat police Station Rana Laxman Singh was in the village and he had taken members of the Prajapat community along with him. |

Gang of thieves busted, 4 held Kurukshetra, June 5 Stating this here today, the district police chief, Ms Bharati Arora, said on a tip-off, a police team raided a room near Himachali Hotel and arrested Vinod Kumar, Sohan Lal, alias Sonu, Sanjeev Kumar, alias Rinku, and Dharambir Singh, all residents of Gandhi Nagar. A case under Section 399 of the Indian Penal Code (IPC) and 402 of the Arms Act has been registered. Another member of the group, Suresh, escaped under the cover of darkness. A .32 bore revolver, five live cartridges, an iron rod, a wooden stick, a battery and a red “dupatta” were seized from their possession. Ms Arora said during interrogation the arrested persons told the police that they were members of a gang of Vazira, a resident of Meerut Road, Karnal. They said accompanied by Vazira, Karan Bihari and Rajasthani, they stole a cash box from Kurukshetra Panorama and Science Centre on the night of April 3. They also stole cash and jewellery from the house of Dr Pawan Goyal near Neelam Cinema here on the intervening night of April 23 and 24. They also admitted that they had burgled the house of Mr Surender Kumar Ohliyan, at Rajendra Colony here. Ms Arora said Vinod Kumar also told the police that Vazira used to reside in a rented room of a dharamshala All arrested persons have been remanded in police custody till June 9. Ms Arora said Kela Devi, the wife of Vazira, had also been arrested and two stolen gold bangles recovered from her possession. She has been sent to judicial custody. |

Those injured in the road mishap have been identified as Pradeep and Risal of Bithan village. In another incident, Harish, son of Om Prakash of Ranila village, consumed poisonous substance last night. He was shifted to Civil Hospital here and stated to be out of danger. Jagdish, son of Khushi Ram of Durga Colony, reportedly received burns while pouring kerosene into a stove. He was admitted to Civil Hospital in a serious condition where doctors referred him to the Medical College Rohtak. |
