CM comes down on ‘anti-party’ leaders

Coming out openly against his detractors within the Congress, Mr Virbhadra Singh, Chief Minister, today reprimanded those who tried to sabotage the party’s electoral prospects during the recent Lok Sabha elections, particularly in the Mandi constituency from where his wife, Mrs Pratibha Singh, contested.

Expressing anguish over the conduct of certain party men, he said he was not afraid of fighting the BJP but was more concerned over the damage being caused to the party organisation from within. Without naming anyone, he said certain leaders worked overtime to undermine the prospects of party candidates. The leaders had been trying to create an impression that the government had not performed well during its one year in power and even saying that the party would find it difficult to face the electorate. The negative attitude of certain PCC office-bearers could be judged from the fact that they did not even caste their vote, he added.

In the Mandi constituency a candidate was put up to mar the prospects of the official candidate by certain partymen but they did not succeed in their endeavour, he said.

The outburst of the Chief Minister came during a function organised by the PCC at the Congress Bhavan to pay tributes to Pt Jawaharlal Nehru on his 40th death anniversary.

Mrs Vidya Stokes, PCC chief, however, denied that any section of Congressmen worked against party interests and said all misgivings in this regard should be removed.

Mr Kuldeep Rathore, general secretary of the party, said an inquiry should be conducted into the matter and action should be taken those found guilty of “undercutting”.

Incidentally, it was the first time after the Lok Sabha elections that Mr Virbhadra Singh and Mrs Stokes came face to face at a party function.

The bitterness created by the blame game notwithstanding, the leaders paid rich tributes to the first Prime Minister of the country. The role of Nehru in the development of the country and his special relationship with the hill state were remembered. Besides Mr Virbhadra Singh and Mrs Stokes, Mrs Chandresh Kumari, Mr Chander Kumar, Mr Vijay Mankotia and Mr Singhi Ram, all ministers, Mr Harbhajan Singh, MLA, Mr Sohan Lal, Mayor of the Shimla Municipal Corporation, and other leaders were among those who paid floral tributes to Pandit Nehru.

Girls outshine boys in Class XII in arts, commerce

Girls have outshone boys in the plus 2 examinations Arts and commerce groups conducted by the Himachal Pradesh Board of School Education, the results of which were declared here today.

Ten girls figure in the merit list, with Renu Kumari of GAV SS School, Kangra, topping the list with 420 marks out of 500.

Only three boys have been able to make the grade, with Ashish Gupta of BJK Memorial SS School, Paonta Sahib, securing the second position with 416 marks.

Giving details, the Chairman of the board, Mr B.R. Rahi, said 56,605 students appeared in the Arts and commerce groups this year as compared to 43,062 last year. He said the result was 59.67 per cent compared to 54.36 per cent last year. He said in the vocational group, 92 per cent students of the total 867 had passed.

He said 8,517 students had been placed under compartment in the Arts and commerce groups.

Act on fish diseases likely

The state Fisheries Department will explore the possibility of enacting a fish disease Act to tackle the threat of disease, emergencies and health problems confronted in the promotion of trout farming.

A two-day workshop on “Trout farming in India”, which concluded here on Tuesday, recommended that package of practices for trout farming should be circulated to all government and private farms engaged in this field.

Speaking at the concluding function, Ms Bharati S. Sihag, secretary, Agriculture and Fisheries, said the implementation of the action plan would go a long way in the promotion and development of coldwater fisheries, including rainbow trout farming. “The state has vast potential for developing coldwater fisheries, even though there are many challenges and constraints,” she remarked.

The workshop recommended that new species of trout should be introduced in high altitudes on a trial and evaluation basis. The participants also felt that a fish farm or hatchery should be established for promoting coldwater fisheries.

Another important recommendation made was that since hill streams had become stressed, affecting hill stream fish, a detailed study should be undertaken from the conservation and production point of view.

During the workshop, which was attended by experts from all over the country, a visit to the Indo-Norwegian trout farm at Patlikuhal as well to other private farms was arranged to assess the success achieved in trout farming in Himachal Pradesh.

Recruitment racketeer arrested

Nurpur, May 27
The Nurpur police on Tuesday arrested an alleged recruitment racketeer, Kasturi Lal, at his house in Chakmalal village of Akhnoor Tehsil in Jammu and Kashmir.

The police had registered a forgery case under Section 420 of the IPC on June 23, 2003, against the accused for allegedly duping Gurdai Devi of Dadoh village, near here, of Rs. 50,000. Kasturi Lal had taken the amount from her with a promise of a job in the CRPF to her son Purshotam Lal (22).

According to Mr Suresh Thakur, DSP, the accused posed himself as a CRPF official living at Jassur, in a rental accommodation. He took Purshotam Lal with him to Pinjore, near Chandigarh for recruitment on May 25 last year. On June 2, Gurdai Devi received an anonymous call that her son had died in a road accident near Nangal. The Ropar police registered an accident case on June 3 under Section 279 and 304 (A) of the IPC.

DSP Thakur said the accused had been evading arrest for the past one year.

Gurdai Devi had approached the court at the time of the death of her son as she suspected conspiracy behind Purshotam’s death. The police had amended the FIR following the direction of the Additional Chief Judicial Magistrate, Nurpur, and registered a case under Section 302, 304, 330, 364 and 120-(B) of the IPC.

Meanwhile, the police took remand of the accused yesterday and started investigation. The police suspects that Kasturi Lal is involved a in number of cases relating to duping of jobless persons in Punjab and Himachal Pradesh.

Town awaits modern bus stand

Palampur: Even after 12 years, a modern bus stand for this town is yet to come up even though the foundation stone was laid in 1991 when Mr Shanta Kumar was the Chief Minister. The construction of this bus stand had been suspended since 1998.

It may be recalled that the Himachal Pradesh Government had acquired over 75 kanals of land in the heart of the town for this purpose. At that time the state government had announced that the bus stand will be operational within two years but that was not to be. It was planned to construct a booking office, a clock room, a guest house, a complex to house HRTC offices and a green belt around the bus stand. Since the HRTC had acquired commercial land, therefore, it was also proposed to construct a shopping complex.

According to a blueprint, a three-storeyed building was to have a basement for parking of the buses. The HRTC had estimated Rs 50 lakh annual income from this complex.

In 1992, a few sheds were constructed and the bus stand was shifted to the new site. But after the dismissal of the BJP government in 1992, the construction of the bus stand was left half way and the entire machinery and other equipment were shifted from here.

However, in 1993 the government again resumed the construction of the bus stand and civil construction division was also established herefor early completion of this project.

Mr. Virbhadara Singh personally visited the site and sanctioned Rs 70 lakh but by the time funds were released and the construction was taken up, the Congress government was voted out of power in the state. Again this project was halted.

In 1998, again a BJP government took over. Unfortunately, the Dhumal government virtually abandoned this project. All on-going works were stopped.

Despite repeated requests of Mr Shanta Kumar, who was a minister in the Union Cabinet, nothing was done.

Transport Minister Krishan Kumar who was a Shanta Kumar loyalist was also helpless and failed to get funds for this project. Mr Dhumal visited the town several times but made no commitment for the release of funds for early completion of the bus stand. The area near the concrete pillars raised for the first floor of the main building have almost become a garbage dump these days.

Mr. Virbhadara Singh who was in the town recently assured the residents that his government would complete this project within the next two years. He blamed both Mr Prem Kumar Dhumal and Mr Shanta Kumar for not getting the required development done. No Chief Minister should misuse power to settle scores with his rivals in party, he added.

Ghulam Ali to perform at Shimla

Pakistani ghazal maestro Ghulam Ali and Bollywood playback singer Sunidhi Chauhan will perform during the five-day international summer festival being held here from June 2.

Besides the usual variety entertainment programmes, a series of activities like the Red Cross fair, Summer Queen contest, baby show and band competition will be organised.

Giving details of the programme, Mr Sushil Negi, Deputy Commissioner and Chairman of the organising committee, said besides star performers, local folk artistes would be given ample opportunity to show their talent.

The stage would be set up on the Ridge at a safe corner so that it did not affect the old underground water reservoir in anyway and a better sound arrangement would be made for the festival, which would cost about Rs 25 lakh.

The Governor, Mr V.S. Kokje, would inaugurate the festival and Mr Virbhadra Singh, Chief Minister of Himachal Pradesh would preside over the concluding function.

Ghazal maestro Ghulam Ali will be the star performer on the opening day which will also feature Himachali folk singers, Sharda Sharma and K.L. Sehgal. A star nite by Surinder Sharma and Vicky Chauhan will be the main highlight on June 3.

It will be followed by a variety entertainment programme by KK and Party on June 4.

Indian pop group ,Silk Route, will be the main attraction on June 5 and the festival will conclude on June 6 with the performance of Bollywood singer Sunidhi Chauhan.

Govt vehicles not to ply on Mondays

The Himachal Pradesh Government has decided that none of its vehicles would ply on Mondays from July this year as an economy measure.

Chief Minister Virbhadra Singh, announcing this, said emergency vehicles like ambulances, fire tenders and police patrols had been exempted from the ban.

Mr Virbhadra Singh said the ban, beginning on the first Monday of July, would also apply to vehicles of ministers. Himachal Pradesh has thus become the first state in the country to impose such a ban.

He said the money thus saved would be spent on development activities in the state.

The Chief Minister has directed that no administrative secretary and heads of department would proceed on tour without prior approval of a competent authority. — UNI

Plastic bags to be banned in Kangra

Dharamsala, May 27
The Kangra Deputy Commissioner, Dr Shrikant Baldi, has banned the sale, storage and use of plastic bags of thickness below 70 microns in the district from June 5.

The order has been issued under Section 133 of the CrPC and all executive magistrates and police officials of the rank of sub-inspector and above are among the officials who have been empowered to conduct regular checks in this regard.

Dr Baldi said any person found flouting the ban could be fined up to Rs 5,000 per day or imprisoned up to seven years if he continued to disobey the orders. — OC

8 computers installed in school

The world Communitech, a students’ organisation of Pennsylvinya University in the USA which has been promoting information technology (IT) in rural and backward areas by installing free computers, installed eight computers in IP Adarsh Public School here today. Inaugurating the computers in the school Mr Samir Qudsi, president of the organisation, informed that the organisation had launched its projects first at Pune in Maharashtra, followed by Banikhet and Dhameta in Himachal Pradesh.

In Himachal Pradesh, the organisation had launched its IT project in collaboration with the Indian National Trust Art and Cultural Heritage (INTACH). “The main objective of the project is to bridge the digital divide in the world” he added. He said at present there were as many as 250 members of the organisation.

According to Ms Malvika Pathania, state convener of the INTACH, a number of places have been identified where the organisation intend to disseminate IT education.

UPA govt flayed for inducting ‘tainted’ persons

Mr Rajinder Singh Rana, joint media convener of the BJP in Himachal, said in a statement here today that since the Congress was in power both at the Centre and in Himachal Pradesh, Chief Minister Virbhadra Singh should endeavour for a special economic package for the hill state.

He took the Congress-led UPA Government at the Centre to task for including persons like Mr Laloo Prasad Yadav and Mr Taslimuddin into the Union Council of Ministers who were facing corruption and criminal cases in different courts.

The Central Government, Mr Rana said, had ignored Punjab, Jammu and Kashmir, Himachal and Chandigarh by not giving any representation to these states in the Union Council of Ministers. In the BJP-led NDA Government, a proper balance was kept while giving representation to various states.

Cooperatives project panel

The state government has constituted a state-level coordination committee for the implementation of the Integrated Cooperative Development Project (ICDP) in collaboration with the National Cooperative Development Corporation in various districts.

The Cooperative Minister would be the Chairman of the committee, which would meet at least once in six months and review the progress of the projects. — TNS
