Faux pas by CM
Announces, then denies framing of charges against Badal

The Punjab Chief Minister, Capt Amarinder Singh, while addressing a political rally in favour of party candidate Shamsher Singh Dullo at Chamkaur Sahib this evening, said charges would be framed against former Chief Minister Prakash Singh Badal on May 4, the next date of hearing in the corruption case.

The Chief Minister, however, realised his mistake as soon as he stepped down from the stage. When newsmen asked him to clarify his statement, he said he had full faith in the judiciary and it was for the court to see when the charges were to be framed against Mr Badal. He further said the charges would, however, be framed at the earliest.

Capt Amarinder Singh said a special girdawari had been ordered to assess the damage to crops in the state due to unprecedented rains. The farmers who had suffered losses due to rain would be adequately compensated after the girdawari, he said.

Regarding the complaint filed by SAD with the Election Commission against his media advisor B.I.S. Chahal, the Chief Minister said Mr Chahal was a government official. His status in the government was equal to that of a state minister and he had every right to campaign for the Congress, he added.

He said the policies of the BJP government had helped the capitalists. The income of the middle and poor classes had gone down in the rule of the NDA government, he added. If voted back to power, the NDA would ruin the middle and working classes in the country, he said.

Earlier, while addressing the rally, Capt Amarinder Singh claimed that Punjab had been put back on the path of progress by the Congress government in its two-year rule. The PSEB, that was reeling under losses, had started making profits and the power supply in the state had improved to a great extent, he claimed.

The Chairman of the Punjab Pollution Control Board, Mr K.P.S. Rana, a former MLA, Mr Bagh Singh, and Mr Shamsher Singh Dullo were among the other Congress leaders who addressed the rally.


 

Ropar court to try Badals, says CM

In a significant statement, Punjab Chief Minister Capt Amarinder Singh yesterday declared that the charges against former Chief Minister Parkash Singh Badal and his family members in a corruption case would be framed by the Ropar court on May 4.

He was addressing election rallies in the Bathinda and Faridkot constituencies. He said the Congress government would not spare Mr Badal and his kin for indulging in corruption.

The Chief Minister, addressing a press conference, said the Punjab Government would submit a letter rogatory in the Punjab and Haryana High Court for taking up the matter pertaining to the assessment of overseas properties owned by Mr Badal and his kin.

After this exercise was over, the Punjab Vigilance Bureau would present a second challan against Mr Badal and his kin in the Ropar court.

The Captain said if the Congress formed the government at the Centre, work on the Punjab oil refinery project would begin with funds from the Central Government.

He said he failed to understand as to why the Election Commission, which had ordered the transfer of senior police and civil officials of the state on complaints of Akali leaders, had not ordered the transfer of Mr Justice Nirmal Singh of the Punjab and Haryana High Court whose wife, Mrs Paramjit Kaur Gulshan, was a SAD-BJP candidate, despite the fact that the state secretary of the CPI, Dr Joginder Dyal, and Punjab Congress President H.S. Hanspal had lodged complaints in this connection.

Declaring not a single drop of water would be allowed to flow to the neighbouring Haryana through the SYL canal, he demanded that either a new commission on the issue be set up or the terms and references of the Eradi Commission be amended.

He alleged that Mr Badal had deliberately lost the SYL case in the Supreme Court as a favour to Haryana Chief Minister Om Prakash Chautala.

Terming the joining of Mr Harminder Singh Gill, former leader of the All-India Sikh Students Federation, with the Congress a significant development, he demanded that the trial of Sikh youths languishing in various jails in the country be expedited.


 

CM flayed for giving ‘clean chit’ to leaders

Coming down heavily on Punjab Chief Minister Capt Amarinder Singh for giving “clean chit” to senior Congress leaders Sajjan Kumar and Jagdish Tytler in the Delhi riots, November 84 Carnage Justice Committee today claimed that “exonerating them would amount to sprinkling salt on the wounds of the Sikhs”.

Reacting sharply, the committee members said people of Punjab, including Sikhs and Hindus from all political parties, had been supporting their cause. But “this kind of statement by a prominent leader would adversely affect their cause”.

They stated that the Congress had gone out of the way to protect the leaders. This was not all. They had given election ticket to them. This showed that the party “did not care for the sentiments of Sikhs”, the members claimed.

Addressing a press conference, Supreme Court lawyer H.S. Phulka, accused the Congress of “double standards”.

Giving details, he said, “the same Congress, which was demanding the trial of cases outside Gujarat, was protecting leaders in Delhi.

The advocate said “carnage victims” had filed affidavits against Congress leaders, including Kumar and Tytler. But successive Congress governments ensured that the cases were either not registered at all or did not reach the stage of trial. The Chief Minister, on the basis of this subversion of the legal process, was claiming that the two leaders had been cleared of the charges.

Elaborating, he said in spite of overwhelming evidence against them, the then Rajiv Gandhi Government did not register any case against them.

A case was ultimately registered against Sajjan Kumar during V.P. Singh’s government. Eleven years after the incident, the case started. But after the trial, he was acquitted because two officers of Delhi police deposed in his favour. The appeal against the judgement was still pending before the Delhi High Court.

He said Kumar’s name figured in the list of people leading the mob. Even before Misra Commission, as many as 13 witnesses gave affidavits regarding his alleged role. Tytler’s involvement “came to light on November 6, 1984, when he barged into a press conference of then Police Commissioner and asked for the release of his supporters.

It was added that over 600 Sikhs were murdered in West Delhi. Throughout Delhi 2733 persons were killed. According to unofficial figures, the number was 4,000.

A day before the visit of Indian National Congress president, Ms Sonia Gandhi to border belt tomorrow, a senior Congress leader Mr Avinash Topi was beaten up by senior Congress leaders and their supporters outside the District Congress Committee (R) office, here today.

With this division in the district Congress came to fore. Already a group of Congress party, led by Mr Om Parkash Soni an MLA and chairman of Punjab Agro has been opposing official candidate for the Lok Sabha, Mr R.L. Bhatia.

Today’s incident occurred in presence of senior party leaders including Minister, MLA and district Congress presidents. The no-hold-bars clash was result of an old animosity between the two warring groups of the district Congress committee.

Mr Topi who is confidant of Mr Yoginder Pal Dhingra, and other senior Congress leaders of the Majha belt alleged that Mayor of local Municipal Corporation, Sunil Dutt and supporters and gunmen of Mr Jugal Kishor Sharma a Local MLA and Chairman, Punjab Khadi Board had bashed him without any provocation. However, Mr Dutti refuted the charges of Mr Topi. He claimed that he had just pushed Mr Topi to a side when he started abusing and roughing up Mr Jugal Sharma. Mr Dutti, however, admitted that some of the supporters of Mr Sharma had beaten up Mr Topi when he continued to misbehave him without any provocation. Mr Dutti said that Mr Topi was beaten up by the supporters of Mr Sharma and Dr Raj Kumar - both local MLAs six months ago when he had misbehaved with these leaders. Mr Dhingra who was eyewitness to the incident said that it was an internal matter which would be solved. However, Mr Dhingra admitted that Mr Topi was beaten up by certain senior Congress leaders and their supporters.

Mr Avinash Topi, said that he would meet Chief Minister Capt Amarinder Singh tomorrow during his visit to Amritsar and then he would go to New Delhi to meet Ms Sonia Gandhi against Mr Dutti and two local MLAs. He sought removal of Mr Dutti as Mayor. He said he would ask the party high command to re-open the sensational ‘sex scandal’ in which certain senior Congress leaders of Amritsar were involved but it was hushed up later.


 

Sonia to address rally in Phagwara

AICC President Sonia Gandhi will address a joint election rally for four Congress candidates at local Dana Mandi on the Phagwara-Hoshiarpur road on May 3. The candidates include Ms Santosh Chowdhary from the Phillaur (reserved), including the Phagwara segment, Rana Gurjit Singh from Jalandhar, Mr Manish Tiwari from Ludhiana and Mr Shamsher Singh Dullo from the Ropar (reserved) Lok Sabha constituencies.

This was stated here this afternoon Ms Santosh Chowdhary at a press conference. Chaudhary Ram Lubhaya, MLA from Sham Chaurasi (which falls in Phillaur) and Mr Harjit Singh Parmar, Chairman of the local Improvement Trust, are spearheading Ms Chowdhary’s election campaign. Mr Sunil Prashar, DCC general secretary, is also pitching in.

AICC general secretary-cum-in-charge of the party’s Punjab affairs, Ms Mohsina Kidwai, Punjab Chief Minister Capt Amarinder Singh, PPCC president H.S. Hanspal will also address the rally, Ms Chowdhary said.


 

Preneet: NDA anti-labour

The Congress candidate Preneet Kaur has said the NDA is anti-employee and anti-labour while the Congress has always acknowledged the importance of this segment.

Speaking at a rally in Rajpura Assembly segment, Ms Preneet Kaur alleged that the NDA was a party of the rich. She said the profit of some favourite industrial houses had gone up, but labour wages had not been raised in proportion to profits and inflation. She further alleged  that SAD and the BJP had neglected this segment.

She said labour was the backbone of industrial growth.

Referring to slow industrial growth in the state, she reasoned that it was due to the wrong economic policies of SAD-BJP combine.

 


Capt Kanwaljit misused funds, says Preneet

Expressing confidence that the Congress and its allies would form the government at the Centre, the Congress nominee from the Patiala constituency, Ms Preneet Kaur, said the SAD-BJP would be routed at the hustings in the coming Lok Sabha elections.

Addressing city voters at Mathura Colony and Bishan Nagar, she claimed that her work in the constituency would stand her in good stead.

She alleged that Capt Kanwaljit Singh, during his tenure as Finance Minister, had misused funds by diverting huge amounts to “sangat darshans”, which were sanctioned for the repair of roads in his Assembly segment of Banur. Those who addressed the rally included Chairman of the Improvement Trust K.K. Sharma, Mayor Municipal Corporation Vishnu Sharma and Senior Deputy Mayor Kabir Das.

 

 

Badal fears rigging in state

Mr Parkash Singh Badal, president of Shiromani Akali Dal (SAD) (Badal), has expressed apprehension of rigging of Lok Sabha poll in Punjab by the ruling Congress.

Talking to newsmen at Talwandi Choudhrian village near Sultanpur Lodhi, 30 km from here today, Mr Badal said that SAD-BJP alliance would approach the Central Election Commission for the deployment of the Central forces and appointment of Central special observers during the meeting being held at Delhi on May 5 for holding fair and free poll in Punjab.

Mr Badal visited Sultanpur Lodhi Assembly segment of Jalandhar Lok Sabha to address a election rally in favor of Naresh Gujral, an Akali Dal-BJP nominee.

When asked about the role of the Punjab police during poll Mr Badal expressed faith in the police but expressed apprehension that the police might sccumb to the wrong instructions by the higher authorities. Deployment of the Central forces was required as precautionary measures.

Addressing a rally Mr Badal said the Chief Minister, Capt Amarinder Singh, had no decency in his speech describing opposition leaders as chor and daku (thieves and dacoits).

Mr Badal said that he was not afraid of going to jail as no Akali worker and leader had ever shirked from going to the jail.

He appealed to voters to vote for Mr Naresh Gujral a Akali Dal-BJP nominee from Jalandhar.




EC discriminating against SAD, says Badal

Shiromani Akali Dal (SAD) president and former Punjab Chief Minister Parkash Singh Badal today charged the Election Commission with discriminating against his party.

“Even after clear violation of the model code of conduct by Congress ministers and the Chief Minister himself, the Election Commission did not take action against any of them but was quick to impound 41 private vehicles which accompanied my son and party nominee Sukhbir Badal when he went to file his nomination papers for the Faridkot seat,” Mr Badal said.

He said he would meet the Election Commission officials on May 5 and aprise them of the discrimination against his party.

Mr Badal demanded that the poll observers sent by the Election Commission, should be there in the constituency till the completion of polling process. — PTI

 

FCI Workers Union to support Sukhbir Badal

Former Union Minister and SAD-BJP alliance candidate from Faridkot constituency got a shot in the arm when the FCI Workers Union and the All India Food and Allied Workers Union today announced their support to him in Lok Sabha elections.

Leaders of the FCI Workers Union and the All- India Food and Allied Workers Union, which have sizeable vote bank in Muktsar, Moga and Faridkot districts also announced that labourers were fed up with the “policies of exploitation” of the Congress and hence they had decided to part company with that party. The unions organised rally in the grain market here.

Deciding Mr Sukhbir Badal as “man of words” the leaders including Mr Jarnail Singh, Senior vice-president, All India Food and Allied Workers Union, Mr Babu Hari Chand Sharma, General Secretary and Mr Shanti Saroop, Assistant Secretary of the FCI Workers Union respectively, pointed out that all members of these two unions would vote for and support Mr Badal.

Mr Mantar Brar, Mr Kiki Dhillon, Mr Malkeet Singh Keetu (all MLAs and Mr Yadwinder Singh Yadi, senior Akali leader also attended the rally.

Addressing the rally, Mr Badal said the Congress divided people on caste and religious lines for political ends and labourers, which were considered Congress voters had started leaving the party.

Mr Sukhbir Badal, was given a rousing welcome, claimed that the previous SAD-BJP combine government in Punjab, gave all sections of society, including employees, labourers, traders, industrialists, educationists, doctors, scheduled castes, pensioners and the elderly people various facilities but the same were withdrawn by the Capt Amarinder Singh government.

How can the Maharaja of Patiala claim that he will redress the problems of the people when his party MLAs and even the candidates put by the Congress and its alliance partners in Punjab for Lok Sabha elections annoyed with his style of functioning. 


 

Employees’ bodies back Dhindsa

On the occasion of May Day, three employees’ organisations, the Adhiyapak Dal, Punjab, the PRTC Karamchari Dal, and the Employees Federation of the Punjab State Electricity Board (PSEB), held a function here today and paid tributes to the Chicago martyrs.

In a resolution, these organisations extended support to Mr Sukhdev Singh Dhindsa, the SAD candidate from the Sangrur parliamentary constituency.


 

Poonam woos voters for Vinod Khanna

Film actress Poonam Dhillon has said that the National Democratic Alliance (NDA) would emerge victorious for the second consecutive term.

Talking to the mediapersons here today she said, the policies of the NDA government, led by Prime Minister Atal Bihari Vajpayee, had put the nation on a speedy developmental track. She was here to campaign for the BJP candidate Vinod Khanna. She claimed that the achievements of the NDA government during its five-year rule, would help the NDA again capture power.

Poonam Dhillon was the second Bollywood personality who had come to campaign for Mr Vinod Khanna. Earlier Mr Sanjay Dutt had campaigned for Mr Khanna.

Later, addressing a public rally at Sujanpur Poonam Dhillon lambasted the Congress and said the Congress President, Mrs Sonia Gandhi, knew nothing about governance. Praising the Prime Minister for his efforts to bring the country on the developmental track she said the economic policies of the NDA government had changed the scenario of the country and India today had good foreign currency reserves.

She said this government had distributed more than four lakh gas connections during its regime. She said the basic need of this border belt was peace for which Mr Vajpayee had initiated talks with Pakistan which were yielding good results.


 

Thaw in Indo-Pak ties, NDA’s signal achievement: Shourie

The Union Disinvestment Minister, Mr Arun Shourie today gave full credit to the Vajpayee led NDA government for ushering in cordial relations with Pakistan. Talking to newsmen at the local PWD rest house in the presence of Prof Brij Lal Rinwa, former Punjab BJP President, Mr Shourie declared that cordial relations between India and Pakistan would boost peace not only in South Asia but in the world.The friendly ties restored between the two countries by the untiring efforts and the vision of Prime Minister, Mr Atal Bihari Vajpayee, had opened new vistas in harmony. Besides, it was the dawn of a new horizon for world peace, he claimed.

It also proved the sagacity of our foreign policy which had been acclaimed internationally, he remarked. It was one of the biggest achievements of the NDA government led by Mr Vajpayee, he said. We had common cultural ties with Pakistan and it had been recognised by our government, he said. When asked whether friendly relations between the two countries would endure, Mr Shourie said there were positive signals in this regard.

On exit polls giving less seats to the NDA, Mr Shourie asserted that the next government would be formed by the NDA led by Mr Vajpayee. The countrymen were with Mr Vajpayee, he claimed. He did not want to say much on exit polls as “much had been already said about these”. The NDA’s performance was self-evident and people knew it, he said. Our performance is our success, he quipped.

About the loan-waiver controversy in Punjab, Mr Shourie said he would not like to go into the statistical details of the issue. However, the loans were waived by the Gujral government and the details were with the Finance Ministry, he remarked.

He said clean politics was the need of the hour as it was of paramount importance for a healthy democracy.

He did not see anything wrong in the entry of film stars into politics. They are a part of our society and if they want to contribute to it they are free to do so, he said.

Film stars entering politics with a spirit of patriotism and nationalism should be welcomed , he continued.

HOSHIARPUR: Exit poll surveys conducted by various television channels after the completion of two phases of the Lok Sabha elections in various parts of the country, are not a true picture of the 14th Parliament going to be constituted on May 13. Mr Shourie, while talking to mediapersons here on Saturday said there were variations in the results of these exit poll surveys. He said Mr Vajpayee had predicted that the NDA would win 300 seats in the Lok Sabha elections.


 

Probe ordered into code violation by CM

The Chief Electoral Officer, Punjab, Mr G.S. Cheema, today asked the Commissioner, Jalandhar Division, Dr Sawaran Singh, to submit a detailed report on the alleged violation of model code of conduct by some of the state officials during the recent visit of the Punjab Chief Minister, Capt Amarinder Singh, to the city to campaign in support of the Congress nominee, Rana Gurjit Singh, for Jalandhar Lok Sabha seat.

“An enquiry to investigate alleged poll violation has been marked by the CEO, for which I have been asked to submit a detailed report by Sunday,” said Dr Swaran Singh, adding that he had already recorded the statement of officials concerned and a final report would be submitted to the CEO by tomorrow.

The CEO had taken cognizance of the report published in a section of media regarding the alleged poll violation by some of the government officials and the investigation would be conducted accordingly, he added.

Earlier, Shiromani Akali Dal (SAD) in its complaint to the Election Commission, had alleged that Mr B.I.S. Chahal, media adviser to the Chief Minister had violated the poll code of conduct by using the official machinery for making the arrangements of organising a press conference of the Chief Minister, who was on a political visit to the city on April 29.

It was alleged that in violation of the model code of conduct Mr Chahal had allegedly used the official machinery for arranging a press conference in a specially arranged bus when the CM was on his way to Kartarpur to address a rally in support of Rana Gurjit Singh.

The sources, however, claimed that Dr Sawarn Singh submitted a detailed report through fax to the CEO, Punjab late in the evening, though contents of the report could not be ascertained.


 

Election arrangements reviewed

Strict action would be taken against the polling staff seeking exemption from election duty on flimsy grounds, said Mr S.K. Ahluwalia, District Electoral Officer-cum-Deputy Commissioner, after presiding over a meeting of Assistant Returning Officers, police and other civil officials to review the poll arrangements here today.

He said cases would be registered against those found absent on the second rehearsal, scheduled for May 3 and 4 for the 79-Sirhind and 78-Amloh constituency at ITI Bassi Pathana and Indoor Stadium, Mandi Gobindgarh, respectively. He said 308 polling parties had been deputed and 10 per cent electoral staff had been kept as reserve. He said about 3,03,582 voters, including 908 service voters, would exercise their right to vote on May 10 during the last round of parliamentary elections for the 78-Amloh (SC) and 79-Sirhind Assembly Segments of 7-Ropar (SC) parliamentary constituency, falling in the district. For this, 308 polling stations have been set up for both constituencies of the district, out of which 73 had been identified as sensitive.

 

Liquor shops to remain closed from May 8 to 10

Mr K.A.P. Sinha, District Magistrate, today ordered that all liquor vends of the district would remain closed from May 8 (5pm) to May 10(5 pm) and on May 13.

He said besides the liquor vends selling IMFL and countrymade liquor, the hotels, restaurants, clubs, non-commercial clubs and all those places which had licenses to serve, store and sell liquor would also remain closed. He said that private parties having licenses to store liquor under the Excise Act would also not be allowed to store liquor in excess of their licences.

Lobbying for top post in Cooperation|

Lobbying has started for the coveted position of Financial Commissioner (Cooperation) in Punjab as the previous incumbent, Mr Jagbir Singh Kesar, a 1972 batch officer, retired yesterday on attaining superannuation.

Cooperation figures in the select list of five departments for which “trusted” Financial Commissioners are chosen. Other departments being Revenue — which normally goes to the seniormost Financial Commissioner (FC) — Development, Taxation and Industries.

Mrs Gurbinder Kaur Chahal, FC (Revenue) is due for retirement on July 31. Interestingly, seniority alone is not the criteria to post seniormost FCs in other important departments.

At one stage, both Taxation and Industries were held by Mr Mukul Joshi, an officer of the 1975 batch. Later Industries was withdrawn from him and given to Mr S.C. Aggarwal, also of the same batch.

Home and Finance are other key departments where only Chief Ministers’ trusted officers are put. The Chief Minister is keeping the Home and Vigilance portfolio with him.

Since Cooperation is with Finance Minister Lal Singh, considered a confidant of the Chief Minister, he will have a say before the new FC of the department is named.

Till a successor to Mr Kesar is named, the Government has given the additional charge of Cooperation to Financial Commissioner A.K. Dubey. Regular posting, sources say, will be made only after Lok Sabha elections are over.

In Punjab, officers upto the 1976 batch are Financial Commissioners.

Besides Mr Jagbir Singh Kesar, another officer who retired yesterday was Mr Phulwant Singh Sidhu of the 1990 batch.

Mr Kesar, who started his career as a college lecturer, has decided to revert to his original field of academics. Already registered with Panjab University here, he hopes to complete his doctorate in a couple of years. The topic he has chosen for his research is “Policies and Implementation of Poverty Alleviation Programmes”.

Synopsis of his topic have been approved by the university by the university.


 
 

Panchayat samitis’ staff not paid for 6 months

Leaving aside tall claims being made by the present government regarding the transfer to power to the local bodies, the employees of the panchayat samitis in the state have not been paid salaries for the past six months. The employees of the panchayat samitis who have not been paid any salary include the panchayat secretaries who were recruited on contract basis a few months ago.

The newly appointed panchayat secretaries while talking to this correspondent on condition of anonymity said they had been posted away from their home. The have also been working in the field for disbursing pensions and now doing the election duty at their own expense. However, now it has become difficult for them to carry on without getting salaries.

Some of the employees of the panchayat samitis have not even been able to secure admissions for their wards in schools and colleges due to the financial crisis they have been facing in the wake of non-payment of salaries. Earlier they were struggling to get their jobs back and now when they have been appointed, though on contract, the government has failed to pay them salaries, they alleged.

The repeated requests of the employees to the authorities for the payment of salaries have not yielded any result. The authorities say the funds for the payment of their salaries were not being released by the government.

There are about 300 employees of panchayat samities in Ropar district who have not been paid their salaries for the past few months. The non-payment of salaries of the employees also illustrates the poor financial health of the local government.

Though the government has declared its intention to transfer powers to the local bodies, nothing has been done on the ground. The local bodies are still dependent on the bureaucrats for receiving funds. Hardly any effort has been made to help the local bodies to generate their own resources without which the idea of devolution of power will remain a distant dream, the sources said.


 

May Day: tributes paid to Chicago martyrs

Tributes were paid to Chicago martyrs during a function organised to mark the May Day by the Bairagi Mahan Mandal Punjab at Kishanpural locality here today.

The mandal also announced its support to the Congress candidate, from Jalandhar, Rana Gurjit Singh.

Addressing the gathering, Mr Krishan Kumar Bawa, the president of the Bairagi Mahan Mandal Punjab, said the May Day reminded us of the sacrifices made by people to get their rights. He said his organisation had extended support to the Congress for the latter’s secular approach and outlook.

PHAGWARA: Various trade unions, including the Rickshaw Union, observed May Day on Saturday by holding functions to pay tributes to the Chicago martyrs. The main function was held in front of the bus stand here on the GT Road where trade union stalwarts advocate KC Azad and Giani Pritam Singh Azad addressed the workers.

Meanwhile Ms Santosh Chowdhary, Congress candidate, contesting from the Phillaur reserved Lok Sabha seat, paid tributes to the Chicago martyrs and vowed to work for the uplift of the deprived sections of society and workers.

AMRITSAR: May Day was observed at different places in the city here on Saturday. The Amritsar District Trade Union Council (AITUC) organised a rally at Puttalighar Chowk. On this occasion a flag was hoisted and tributes were paid to martyr labourers. Mr Amarjit Singh Assal, secretary, Punjab AITUC, said that BJP’s slogan ‘India shinning’ was a farce as they were not able to provide education and employment opportunities to the villagers and downtrodden.

The Northern Railway Men’s Union (NRMU) also held a rally at the Railway Station.


 

May Day rallyists question India Shining campaign

The Kisan Mazdoor Mulazim Sangharsh Committee organised a May Day rally outside the municipal bus stand here today.

Mr Balwinder Singh and Mr Puran Ram, president and secretary of the committee, respectively Mr Baldev Singh of the TSU, Mr Jaimal Ram of the PWD Field and Workshop Workers Union, Mr Gurmej Geji of the Kissan Mazdoor Sabha, Ms Kamla Rani of the Anganwadi Union, Mr Vijay Shanker Pandey of the Pravaasi Mazdoor Sabha and Mr Bhagwan Dass of the JE Council criticised the state and central governments for the sad plight of the downtrodden. They questioned how India was “shining”.

The political leaders had been trying hard to divert the attention of the public by raising false and misleading slogans before the elections. Another rally was organised by the Technical Services Union of the PSEB at the subdivisional office here. Mr Shiv Charan Doda, Mr Balwant Singh, Mr Jagat Singh, Mr Aai Daan, Mr.Kishan Lal Ghayal and Mr Gurdas Singh of the Ministerial Services Union were among those who spoke.

The district chapter of the Council of Trade Unions (CITU) today urged the workers to fight capitalistic forces, which have led to large-scale unemployment in the country.

The district unit of the Punjab and Chandigarh Medical and Sales Representatives’ Union took out a scooter rally after a meeting of the delegates and asserted that it would work for protecting the rights of the workers. The districts units of the Technical Services Union, Punjab Field and Workshop Workers Union, M.E.S. Workers’ Union, Guru Nanak Dev Thermal Plant Employees Federation and various other NGOs, trade unions and associations remembered the martyrs.


 

Farmer’s widow given Rs 5 lakh cheque

A cheque for Rs 5 lakh was given to Ms Amarjit Kaur widow of farmer Angrej Singh by the Punjab Government today. Angrej Singh died in police firing at Mannanwala village on March 29 in ‘Rail Roko’ agitation, call for which had given by the Kisan Sangharash Committee and the Bharatiya Kisan Union (Ekta).

Mr Jasbir Singh Dimpa MLA from Beas and Prof Gurwinder Singh Mammanke Congress leader went to Bakipur village 8 km from here to give the cheque to the widow of Angrej Singh. Leaders of the Kisan Sangharash Committee including Mr Kanwalpreet Pannu convener of the committee, were also present on the occasion.

Mr Pannu in a press statement issued today here said the other demands of the agitating farmers would be discussed after elections to the Lok Sabha.

The compensation of Rs 5 lakh is the part of the accord finalised between Capt Amarinder Singh Chief Minister, Punjab and the Kisan leaders on April 28 at Patiala.


 

Industrialists not to pay water bills

A group of various industrialists’ associations today announced that they would not pay for water and sewerage bills in protest against the unprecedented hike in user charges by the Punjab Small Industries and Export Corporation (PSIEC).

Addressing a joint press conference, the president of the Sports and Surgical Complex Association, Mr R.K.Gandhi, the president of the Punjab Leather Federation, Mr Parvin Kumar, the president of the Focal Point Extension Association, Mr Narinder Singh, and the president of the Focal Point Association, Mr Sukhdev Raj, alleged that though the Punjab Government had earlier withdrawn the decision to hike user charges for water supply and sewerage facility for the industry, the PSIEC had started charging Rs 10.40 per unit for water and sewerage.

They said that they had made several representations to the authorities concerned, but to no avail. Seeking the intervention of the Punjab Chief Minister, Capt Amarinder Singh, to resolve the issue, they demanded strict action against the officials concerned for harassing the industrialists.


 

Discuss illegal sale of MC land, urge councillors

Nine municipal councillors here yesterday requested the council president to call an urgent meeting of the House to discuss the issue relating to the illegal sale of council land to a coloniser.

In a letter, which was received by the civic body today, the councillors said it had come to their notice that some “khewatdars” of Fatehulapur and Desumajra villages were allegedly trying to sell shamlat makbuja gram panchayat land, which would result in a heavy financial loss to the council. They said there was an urgent need to discuss the matter at the earliest, and as such a special meeting should be called.

Councillors belonging to the ruling group and also the opposition group have signed the letter that was given at the council office. The nine councillors are Mr Ranvir Singh, Mr Roshan Lal, Mr Om Parkash, Mr Jai Bhagwan Singla, Mrs Raghbir Kaur, Mr Gurnam Singh, Mr Balwinder Singh, Mrs Gurdeep Kaur and Mrs Amrik Kaur.

Mr Preet Kanwal Singh, former senior vice-president of the council, alleged in a press note yesterday that the council president, Mr Charanjit Singh, was deliberately trying to overlook the illegal sale of land. He said that 11-acre shamlat makbuja gram panchayat land of Desumajra and Fatehulapur villages was being sold by “khewatdars” and the council president was allegedly involved in the illegal sale of land to a coloniser.

He said when the land of the two villages was brought under the municipal limits, the land in question should have become the property of the civic body. The council had even cleared a proposal in this regard on January 31 last year.

Mr Charanjit Singh told The Tribune that allegations levelled by the former senior vice-president against him were baseless. In fact, the allegations were part of an “election stunt”. He said ever since he became the president of the civic body, he made efforts to free council land from illegal possession.

He said he had asked the executive officer of the civic body to write to the tehsildar concerned not to allow the sale of the land in question falling in the two villages.

 
 

Award for college, Principal

Amardeep Singh Shergill Memorial College, Mukandpur, near here, as well as its Principal, Dr Surjit Singh Bhatti, will be honoured with the National Udhyog Excellence Award and the Jewel of India Award, respectively, by the International Business Council in New Delhi on July 15.

The college was set up in December 1993 by Mr Gurcharan Singh Shergill, an NRI, in the memory of his only son, Amardeep Singh. A student of the London School of Economics, Amardeep died in an accident. 

 

Reference to Laden by VC condemned

The Forum for Educational Action and Reform (FEAR) organised a meeting to take a ‘strong exception’ to a reference of Osama bin Laden made by the Punjabi University Vice-Chancellor on the occasion of the foundation day of the varsity here yesterday.

The forum said it had failed to appreciate the need and the motive of the Vice-Chancellor behind the ‘irrelevant reference’ to a known extremist and fundamentalist on the foundation day. The president of the forum, However, the Director, Public Relations, Dr B.S. Sandhu, said Mr Amarjit Singh Dhillon had mischievously tried to distort facts. He said the Vice-Chancellor has said that the people like Laden and many other such forces in our neighbourhood has put everything at stake to destabilise society. He said the Vice-Chancellor in no way appreciated Laden.
