No intimation on HVC, Cong merger, says CEC

The Vishwa Brahmin Parishad has demanded 25 per cent reservation of jobs for Brahmins. The Parishad, which organised “parivar milan’ to mark the Parashuram Jayanti here on Thursday, said that it was got against job quota for any community or caste but wanted the benefit to be given on economic basis.

2 killed as jeep falls into gorge
Chamba, April 24
Two persons were killed on the spot when their jeep veered off the road and fell into a gorge at Nain Khud on the Chamba-Pathankot highway, about 50 km from here, last evening. The jeep was carrying milk cans from Punjab.

80 villagers favour liquor shops at Jaadla
Kumarhatti, April 24
The row over the opening of a liquor shop at Jaadla near Subathu took a new turn when 80 villagers of the area wrote to the DC, Solan seeking opening of shop yesterday. Liquor shop had not created any problem, said the villagers in a letter.

No intimation on HVC, Cong merger, says CEC

Mr T.S. Krishna Murthy, Chief Election Commissioner (CEC), today said that the Himachal Vikas Congress (HVC) continued to exist as a political party as the Election Commission had so far not received any intimation regarding its merger into the Congress.

Addressing a press conference here, he said the Commission was aware of news appearing in the media in this regard but there was no official communication from the party. As such, those who had filed nominations as HVC candidates would be deemed as official party candidates.

He said the party did submit some documents to him today, which would be examined, and after the verification of facts, the Commission would give its ruling.

Mr Krishna Murthy expressed his anguish over the personal attacks taking place during the current Lok Sabha poll and said the Commission did not approve of this at all. He said that self-regulation on part of political parties was required in this regard. The Commission was taking all such instances very seriously.

Regarding the reply of the BJP to the notice issued by the Commission in connection with the sari stampede case, he said it was received only yesterday and the Commission was yet to discuss it.

Answering a question, he said the approach of the Commission in Jammu and Kashmir was to go ahead with the elections and not to let one or two sporadic incidents of violence upset the poll schedule. Adequate security would be provided for the smooth conduct of poll.

Mr Krishna Murthy said he had received several complaints regarding the violation of code of conduct, which were being examined. The Commission would intervene wherever necessary, he added.

BJP writes to EC on minister’s code violation

Solan, April 24
Taking serious note of the violation of model code of conduct by the state Education Minister, Ms Asha Kumari, by addressing an election rally on the premises of Shichara government primary school, the BJP today lodged a complaint with the state election commission.

The state BJP spokesman, Dr Rajeev Bindal, said it was an act of irresponsibility. The congress, he alleged, always indulged in such violations and also pressurised government employees to attend such rallies.

The district unit of the BJP in a letter to the state election commissioner has stated that the Education Minister had called the teachers of Delgi government primary school on the stage and directed them to commence XI classes with immediate effect as the school had been upgraded to plus II level. The BJP has urged the commission to take appropriate action in this regard. The party also took exception to the minister’s announcement regarding the upgradation of Shichara primary school.

Meanwhile, the district returning officer, Mr Rajesh Kumar, today ordered an inquiry into the matter after reports regarding the violations appeared in a section of the media today. The SDM, Mr Lokender Chauhan has been entrusted to conduct an inquiry and submit its report to the Deputy Commissioner.

BJP, Cong lodge complaints with CEC

The ruling Congress and the opposition BJP have lodged complaints against each other regarding violation of the Code of Conduct and urged the Chief Election Commissioner, T.S. Krishnamurthy, to intervene effectively.

Mr Singhi Ram, Food and Civil Supplies Minister, met Mr Krishnamurthy and urged him to stop BJP leader, P.K. Dhumal and Shanta Kumar from making provocative statements. He also submitted a written complaint alleging that the BJP leaders were publicly holding out threats that the Virbhadra Singh government would be dismissed as soon as the NDA was voted back to power. Such statements could influence the voters, besides vitiating the peaceful atmosphere of the state.

A BJP delegation led Mr Ram Swaroop Sharma, vice-president of the party, also met Mr Krishnamurthy and alleged that the Code of Conduct was being violated by the Congress Government.

Development key issue, says Shanta

Mr Shanta Kumar, former Union minister, said here yesterday that it was for the first time that development and performance of the government were the main issues in the forthcoming Lok Sabha poll.

Addressing a press conference, he said in Himachal Pradesh, the main issue in the election would be the non-performance of the Congress government. He said the Congress had no issue to raise and was indulging in false propaganda by saying that the Central Govt had been discriminating against the state government. The Central Government had been helping the Himachal Pradesh Government liberally even after the change of the government. Mr Atal Bihari Vajpayee was the only Prime Minister during whose tenure the Central Government had good Centre-state relations, he added.

He said the infighting in the Congress in the state would help the BJP to win all four Lok Sabha seats.

Mr Shanta Kumar said the merger of the HVC with the Congress was due to personal reasons of Mr Virbhadra Singh and Mr Sukh Ram, as one wanted to adjust his wife and the other wanted to adjust his son in politics.

Earlier, Mr Shanta Kumar addressed a gathering at the BBMB colony. Mr Maheshwar Singh, the Lok Sabha candidate of the BJP, also addressed the gathering.

MANDI: Addressing a rally at Padhar, Mr Shanta Kumar praised Mr Atal Bihari Vajpayee for bringing about stability, development and peace in the country.

Mr Shanta Kumar said a new era of development was ushered in Himachal Pradesh in 1977 when a non-Congress government came to power and the idea of rural-oriented development was conceived and implemented.

Mr Vajpayee drew up many projects and started their implementation for revolutionising the rural economy. Educational institutions were opened in rural areas on a large scale under the Sarva Shiksha Abhiyan, work on village link roads was started under the Pradhan Mantri Gramin Sadak Yojna and the Panchayati Raj institutions were strengthened to ensure the participation of villagers in all development matters. For the first time after Independence, people in the villages had realised that something was being done for them also, he added.

Mr Maheshwar Singh said the Prime Minister had been taking keen interest in the development of Himachal Pradesh even though the BJP government was not in power in the state.

He said that both these parties had failed to solve the problems of Indian people and were pushing the nation towards fiscal bankruptcy.

Talking to reporters here yesterday evening, he, however, said that such a front would come into being only after the Lok Sabha elections. He said his party had taken an initiative in this direction in Kerala and Karnataka, where it had forged an alliance with the Left parties. Mr Ranjit Singh, former MP and party’s candidate for Hamirpur Lok Sabha seat was also present.

He was pained to say that the nation was going downhill on all fronts in the name of globalisation. Unemployment was hitting the nation and it was due to wrong policies of the Congress and the BJP which adopted the World Bank policies without taking note taking of the interests of Indian people.

He alleged that due to arrival of foreign companies, local units were facing closure, thereby rendering lakhs of people jobless.

Mr Mohan said that nearly 13000 farmers had committed suicide in India due to wrong policies of the BJP-led NDA government. Dubbing the BJP as anti-people in general and anti-farmer in particular, he exhorted people to reject the BJP and the Congress and give a chance to candidates of other parties to represent them in the Lok Sabha.

Mr Ranjit Singh, party candidate on his occasion released his agenda for the election and assured people that he would work for the shifting of state capital from Shimla to Jahoo in Hamirpur district, which according to him, was the most viable place for the capital. He also stated that he would work for all areas of the Hamirpur Lok Sabha seat on equal basis.

Himachal Pradesh Congress Committee (HPCC) chief Ms Vidya Stokes claimed that the Congress would not face anti-incumbency factor in Lok Sabha election in the state. Addressing reporters here yesterday she said the Virbhadra government was meeting aspirations of the people, notwithstanding, restricted resources and debt burden on the government.

She alleged that the NDA government worked under the influence of the USA which had been dictating terms on Indo-Pakistan relations. “The BJP-led government spent Rs 1000 crore on advertising Feel good and India Shining’ slogans which was wastage of national funds”, she added. She said even Mr Vajpayee was not feeling sure of his victory from Lucknow constituency.

Martyrs’ kin honoured

The kin of 24 martyrs of the state who laid down their life for the country were honoured at the 14 Gorkha Training Centre in Subathu, 19 km from here, this morning.

Brig S.S. Sambyal, Commandant of the Centre on behalf of the Chief of Army Staff, gave badge of sacrifice, shawl and commendation card to the next of kin of the martyrs at a simple function.

The martyrs who were honoured were Subedar Shamsher Singh, Shaurya Medal (1 JAK Rifles), Subedar Ramesh Chand, SM (8 Dogra), Subedar Dalip Singh, Shaurya Chakra (10 Dogra), Havildar Kashiram, Vir Chakra (6 Dogra), Naik Randhir Singh (11 Dogra), Naik Desh Singh (12 Dogra), Naik Om Prakash (15 Dogra), Lance Naik Karam Singh (3 Dogra), Sepoy Mukesh Kumar (3 Dogra), Sepoy Suresh Kumar (9 Dogra), Sepoy Ravinder Singh (12 Dogra), Sepoy Pradip Kumar (40 Rashtriya Rifles/11 Dogra ) Sepoy Dalip Chand (13 Dogra), Sepoy Jai Ram (18 Dogra) , Sepoy Satish Kumar (16 Dogra), Sepoy Kapoor Chand (16 Dogra), Sepoy Sunil Kumar (16 Dogra), Sepoy Harish Raj (2 Grenadiers), Sepoy Mansram (2 Grenadiers), Rifleman Devender Singh (18 JAK Rifles), Rifleman Dinanath (28 RR/4 JAK Rifles), Sepoy Pritam Singh (1 Dogra) ,Naik Surinder Singh (12 Dogra and Naik Hari Singh (3 Dogra).

Speaking on the occasion, Brig Sambyal said the supreme sacrifice made by the martyrs can never be forgotten and the nation is indebted to them. The loss of a soldier is irreparable for his family, he asserted.

Meanwhile, the 189th regimental day of the 1st Gorkha Rifles was also celebrated on the occasion.

The Vishwa Brahmin Parishad has demanded 25 per cent reservation of jobs for Brahmins.

The Parishad, which organised “parivar milan’ to mark the Parashuram Jayanti here on Thursday, said that it was got against job quota for any community or caste but wanted the benefit to be given on economic basis.

Mr Prem Pandit, national president of the parishad, said that the lot of Brahmins had worsened and they needed support. He said there was no point in extending benefit of reservation to those who belonged to rich of the reserved category.

2 killed as jeep falls into gorge

Chamba, April 24
Two persons were killed on the spot when their jeep veered off the road and fell into a gorge at Nain Khud on the Chamba-Pathankot highway, about 50 km from here, last evening. The jeep was carrying milk cans from Punjab.

According to official reports, the deceased have been identified as Rakesh Kumar and Gagan, both residents of Kangra district.

The local people extricated them and took them to a nearby hospital at Kakira. But they died at the hospital. A case has been registered in this connection. — OC

80 villagers favour liquor shops at Jaadla

The row over the opening of a liquor shop at Jaadla near Subathu took a new turn when 80 villagers of the area wrote to the DC, Solan seeking opening of shop yesterday. Liquor shop had not created any problem, said the villagers in a letter. It had checked the sale of illicit liquor in the area, the villagers said.

Certain villagers due to vested interests were making hullabaloo over the shop and demanding its closure, letter the stated. The panchayat had passed resolutions for the opening of liquor shop, the villagers pointed.

A few days ago the villagers including Mahila Mandal members made a representation to the district administration seeking the closure of the shop.
