Jammu, April 6 This was disclosed here today to media persons by Mr J.K.Sinha, Director General of the CRPF, who is currently touring the state to review the deployment of the CRPF for free and fair conduct of the Lok Sabha elections. He said that the BSF was being gradually phased out and eight battalions of the CRPF had already been deployed in its place in Srinagar. The entire BSF could not be shifted abruptly. He said that 298 companies of the CRPF were already deployed in the state and 225 additional companies were being made available by the Centre for the elections. Mr Sinha said that no one would be allowed to disturb the peace in the state. CRPF personnel were being given special training for election duties. As many as 1,099 polling booths in the Jammu division had been identified as hypersensitive and 1,382 were sensitive. He expressed satisfaction that not a single complaint of human rights violation had been received against the CRPF. Some complaints received last year were found to be false. He said that efforts were being made to reduce the stress level of CRPF personnel who had to move from one place of posting to another. As many as 43 new battalions of the CRPF would be raised in the next two years to make a total of 200 battalions in the force. Earlier in the morning, Mr Sinha, during his first visit to Jammu and Kashmir, reviewed the security scenario. He held a meeting with senior officers of the CRPF and took stock of the situation by analysing the deployment, duties being performed and successful operations carried out by the CRPF. The CRPF carried out 30 successful operations along with other security forces killing 23 terrorists and recovering 19 AK rifles. During the current year, so far 10 successful joint operations have been carried out by the CRPF resulting in the killing of 12 militants. |
Omar Abdullah files papers for Srinagar-Budgam seat
Budgam (Kashmir), April 6 Omar filed his nomination papers here in the office of Deputy Commissioner Bashir Ahmad, who is the returning officer of the constituency. He was accompanied by several party MLAs and leaders, including the leader of the Opposition in the state Assembly Ghulam Mohiuddin Shah and provincial president Mehboob Beig. The NC activists and supporters, waiving party flag and singing songs, accompanied Omar to the Deputy Commissioner’s office from party headquarters at Nawai-Subah in Srinagar. Till yesterday, four candidates, including ruling People’s Democratic Party (PDP) leader Ghulam Nabi Lone had filed their nomination papers from the constituency. Besides Lone, chairman of recently floated National Democratic Front and former MP Abdul Rashid Kabuli, National Panthers Party candidate Bashir Ahmad Kathoo and independent Mehbooba Shadab had filed their nominations. Tomorrow is the last day for the filing of nominations while scrutiny would be held the next day. The last date for withdrawal is April 10. — PTI |

Jammu, April 6 Reacting to reports that Mr Nizam-ud-Din was the proxy candidate of the People’s Conference, Mr Lone said here. “My party has nothing to do with the PDP candidate in Baramula.” He described as “mala fide and malicious” reports about People’s Conference secret support to Mr Nizam-ud-Din. “I cannot risk the legacy of my father, Abdul Gani Lone, who founded the People’s” Conference, and hand it over on a platter to Nizam-ud-Din.” Inside reports say the misunderstanding occured when the PDP fielded Mr Nizam-ud-Din who was considered to be a People’s Conference loyalist. Mr Nizam-ud-Din had dissociated himself from the People’s Conference soon after the rise of militancy in Kashmir in 1990. Prior to that he had unsuccessfully contested the Assembly poll on the People’s Conference ticket. Since the PDP had no suitable candidate in mind within the party fold, the dice was cast in favour of Mr Nizam-ud-Din as he had the backing of People’s Conference supporters. It is not, however, clear whether the rival faction of the People’s Conference headed by Mr Bilal Ahmed Lone will lend support to the PDP candidate. The Bilal group is a constituent of the APHC (Abbas) which has given a all for poll boycott. Mr Sajjad Lone has kept away from with those who have given the call for poll boycott. “we are not contesting the poll and we are not part of the election boycott call,” he said. |

Srinagar, April 6 Addressing a press conference followed by a public meeting, the BJP leader launched the election campaign of the party here today. He said the party under the leadership of Prime Minister Atal Bihari Vajpayee was working for peace and development in the country, particularly in Kashmir. He said the Congress had misled the people in the name of secularism and nationalism during the past five decades. The BJP leader’s visit is regarded as a prelude to Mr Vajpayee’s expected visit to Jammu and Kashmir on April 11 to boost the morale of the state BJP. Referring to the performance of his party during the past six years at the Centre, Mr Naqvi said that Jammu and Kashmir was important for the BJP. “Our aim in the state is to restore peace and thereby development... but unfortunately the packages given to the State over the years for progress have been misused”, he commented. He said the Congress, the PDP and the National Conference, had hampered the overall development of the state. “We want absolute peace in the state. That requires a strong existence of the BJP here”, Mr Naqvi said. He added this would only lead to the proper utilisation of funds in the state. For development, peace was important and this could be possible only through the efforts of the BJP, which had a record of its “clean rule” during the past five years, he added. He expressed the hope that the BJP would come back to power at the Centre. Mr Naqvi held that in order to further strengthen the party’s base in the Kashmir valley in particular, he had negotiations with a cross section of leaders regarding their joining the party. He announced the decision of two youth leaders to join the BJP. They were Ghulam Mohammad Shah, working president of the Janta Dal (U), and Mr Javed Ahmad Janbaz, district president of the youth PDP. |
Human rights violations a threat to all, says NHRC chief
Jammu, April 6 “No society is free and no state truly democratic unless human rights are actualised by citizens,” Justice Anand said, delivering the first Lala Mulk Raj Sarf memorial lecture on human rights and the role of media here yesterday. The media plays a great role in educating the common man and bringing to the notice of all concerned factual realities for providing effective remedies, he said. “The dissemination of information and taking it to the masses to mould public opinion is the essential duty of media.” As a developing country the range of human rights issues requiring media intervention are particularly wide, he said, adding that the press had tremendous potential for the protection and promotion of human rights. The NHRC chairperson also said that human rights are our basic rights, which are sacrosanct in any civilised country cutting across all national boundaries. While lauding the role of media in bringing to notice the cruel fate of undertrials languishing in jails and the instances of custodial violence in police stations, Justice Anand also advocated self-regulation for the media. He maintained that the constitutional guarantee of free speech and expression does not confer the right to defame persons. —

Moderate quake hits Srinagar
Srinagar, April 6 There were no reports of any casualty or damage to life and property in the tremor which was felt at around 2.45 a.m., the sources said, adding that doors and windows of some buildings rattled under the impact of the quake. The magnitude of the quake was 6.3 on the Richter scale with epicentre at latitude 36.7°N and
longitude 70.7°E, a spokesman of the meteorological office said. The epicentre of the earthquake was Hindukush in Afghanistan, 465 km from Srinagar, he said.

SPO killed; 50 kg of RDX seized
Srinagar, April 6 An official spokesman said militants attacked a police post at Godi Binola Thathri late last night. In the ensuing encounter, SPO Rakesh Kumar was killed. The militants, however, managed to flee. Militants shot dead a surrendered militant, Mohammad Altaf Ganai, at Khore Pattan last night. The spokesman said the security forces gunned down a militant at Shajru Mahore during search operations last night. The security forces seized 50 kg of RDX, one AK rifle, one magazine, 18 detonators, one remote controlled device receiver, one fuse, seven batteries, two wireless sets and a letterhead of the Hizbul Mujahideen at Banihal today. In the first seizure of its type, the BSF today said that its troops recovered a Pakistan ordnance factory-made rifle from a hideout of Lashker-e-Toiba outfit in Baramulla district of North Kashmir. The sophisticated weapon, known as G-3, was recovered along with six magazines and 249 rounds of ammunition by the BSF troops from Yali in the Bandipor area during search operation on Monday evening, an official spokesman said. The rifle is being used by Pakistani army and rangers and a weapon of this type and calibre in the hands of LeT militants indicates Pakistan’s hand in abetting cross-border terrorism, the spokesman said — UNI, PTI |

Jammu, April 6 Mr P.S. Betab, Director of the department, said that 5,100 bottles of Slice,
Miranda and Crush had also been seized. The department has launched a campaign against the stockists who were supplying outdated cold drinks to consumers. More than 2 lakh bottles were earlier seized in a raid at Jammu. Meanwhile, the department raided five tin-manufacturing units in various localities of the city and seized 17,413 tins that were manufactured out of the recycled material for packing edible oil. |
