District admn enforces closure under Shops Act Sonepat, March 2 The order was enforced by the government as Sunday has been declared a closed holiday under the Shops Act. According to a report, all the main bazars and commercial centres remained deserted. It is stated that the Deputy Commissioner of Sonepat, Mr M. R. Anand, had taken a serious note of shopkeepers keeping their shops open on Sunday. Subsequently, he had directed the officials of the Labour Department to take action against such shopkeepers under the Shops Act. The District Labour and Concilliation Officer, Mr D. N. Kaushik, reportedly convened a meeting of the shopkeepers association and asked its representatives not to violate the Shops Act and keep their establishments closed on Sunday, which has been declared a holiday under the Shops Act by the state government. The representatives of the association assured the district administration that they would abide by the provisions of the Shops Act and no shopkeeper would violate these provisions in future. Meanwhile, the Residents Welfare Association and the Sonepat Citizens forum have urged the Deputy Commissioner to take action against the officials of the Labour Department who had failed to enforce the Shops Act strictly in the past. In a joint press statement issued here recently, these organisations alleged that the officials had overlooked the wrong doings of the shopkeepers. A high-level inquiry into the scandal is likely to expose the misdeeds of the officials. |
LG told to intervene to save MCD from huge loss New Delhi, March 2 Governor of Delhi, today demanded his personal intervention in the matter of passing of resolution on the setting up of a computerised tolling system at 10 major borders of Delhi. He stressed that with his intervention the MCD would be saved from huge financial loss. Giving details, Mr Gupta disclosed that the corporation had unanimously passed the Resolution No. 646 in respect of setting up a computerised tolling system at 10 major borders of Delhi with the stipulation that the eligible firms must have solvency status in India. Later, the Screening Committee gave its recommendations which include that the solvency should not be restricted to India alone as much of the technology is to be provided by the foreign partners. In the present situation companies, which can give solvency in foreign or Indian currency, should also participate. It was also stipulated that companies eliminated on the ground that they were not able to give clarifications within a reasonable time-frame would restrict competition. The Mayor also expressed his agreement with the clarifications of the Screening Committee. Mr Gupta further disclosed that the Commissioner along with his reply placed this matter before the Standing Committee on 17/02/04, but the matter was referred back to Commissioner vide proposal No. 349. Since Congress has absolute majority in the Standing Committee, Mr Gupta said he also recorded his dissent on this matter but no heed was paid. Mr Gupta alleged that if this resolution is not implemented justifiably, then the corporation would have to incur a loss of crores of rupees. Mr Gupta further said that had the extra benefits such as permission to run restaurants and display of advertisement boards been included in the conditions earlier, the bids would have been of a higher amount, thereby benefiting MCD. Moreover, the Screening Committee and the subsequent reply of the commissioner were not considered properly and positively. All these reasons will thwart fair competition. It is in this context that Mr Gupta has sought the intervention of the Lt. Governor under Section 2 (1) of the DMC Act. |
