J&K violence claims 3 lives Srinagar, January 15 The militant, believed to be a top-ranking commander of the Hizbul Mujahideen, was killed by the security forces in a gunfight after intercepting a private vehicle at the Tengpora bypass near the Batmaloo locality of central Srinagar early today, a police spokesman said. A joint patrol party of the BSF and the local police noticed a car coming from Baramula at the bypass around 5.30 am and signalled the driver to stop for routine checking. The two occupants of the vehicle came out and started firing indiscriminately in an attempt to escape the dragnet. The forces fired back, killing one of the militants while the other managed to escape taking advantage of darkness. An AK assault rifle, two magazines, 30 rounds, a sattelite phone, Rs 12 lakh and some incriminating documents were seized from the possession of the slain militant. Official sources said the screening of the documents revealed that the slain militant was a top commander of the Hizbul Mujahideen. A CRPF jawan was killed when a group of heavily-armed ultras opened fire on a patrol party in Tral township of Pulwama district in south Kashmir today. Head Constable Rameshwar Singh died on the spot when he was hit by a volley of bullets. Other CRPF personnel fired in retaliation but the ultras managed their escape. The police spokesman said the body of a government teacher, abducted by militants two months ago from his Sunderwan residence, was found in the forest area of Wuiyan in Bandipora area of Baramula district in north Kashmir today. Militants today detonated an explosive-laden Ambassador car on the bypass here, damaging a CRPF vehicle and injuring a CRPF jawan. The car was parked by militants at Al-Noor Colony and the bomb set off around 11.30 am when a CRPF convoy was coming to Srinagar from Baramula, they added. The blast ripped apart one of the CRPF vehicles and injured havaldar Ram Niwas of the 23rd Battalion. A spokesman for the Al-Mansoorian claimed that the blast was jointly carried out by activists of the outfit and the Hizbul Mujahideen. Militants hurled a grenade at a police station in the Gool area of Udhampur district this morning but it missed the target and exploded after hitting a tree. In another incident in the same district, a Lashkar-e-Toiba militant identified as Mohammad Rafiq, alias Abu Hamza, surrendered before the police in the Jamalan Mala area. The militant, who was active since the past two years and had spent one-and-a-half years in Pakistani training camps, also handed over one AK rilfe with its four magazines and 151 rounds, two hand grenades, one radio set, one diary and one copy of holy Quran to the police. The security forces apprehended a militant of the Hizbul Mujahideen and busted a hide-out during search operations in the Bandipora area of Baramula district. Another hideout was busted at Budhal in Rajouri district which led to the seizure of an AK rifle, five magazines, 108 rounds, 10 grenades and a wireless set. The police today seized one HE-36 grenade from a drain in Shastrinagar area of Jammu city. The security forces also busted a militant hideout in the Hari Kheeth area of Poonch district last evening and seized 11 UBGLs, one IED box, four RPG rounds, 25 kg of rice, 15 kg of atta, 10 kg of sugar, three stoves, three blankets, 30 litres of kerosene oil and some utensils. From another hideout in Manuwali forests in Poonch district, the security forces seized two big polythene sheets, six blankets, three shawls, foodgrains and kerosene.

Public-private sector resorts to be set up Jammu, January 15 This was announced by the Chief Minister, Mufti Mohammad Sayeed, while reviewing the implementation of various instructions given to the development authorities for Patnitop, Gulmarg, Pahalgam and Sonamarg at a joint meeting of these authorities held here. The Tourism Minister, Mr Ghulam Hassan Mir, and the Minister of State for Tourism, Mr Ghulam Ahmad, also attended the meeting. Maintaining that it would give a new direction to Jammu and Kashmir tourism, the Chief Minister said that with this the tourist infrastructure would be expanded and modernised which was required in view of the increasing tourist inflow. Patnitop would be the focus of major development efforts with the creation of additional recreation facilities that would make it a round-the-year destination. These facilities will range from paragliding to a gymnasium, artisan village, beautification of The Mall and improvement of road communication for Sidhmahadev and Mantalai. The Chief Minister ordered the preparation of an integrated project for the development of resorts adjacent to the tourist spots with private sector involvement. Tourism villages would also be set up at Pahalgam in the first phase while the
concept would be implemented for other resorts in phases. Residents of the surrounding villages would be provided with adequate incentives, technical guidance and a uniform and attractive design for their houses. Mufti Sayeed issued instructions for formulating a detailed project for the setting up of multi-facility convention centres at the tourist places to promote conference tourism in the state. In the first instance, such facilities would put in place at Gulmarg, Phalagam, Patnitop and Sonamarg on an experimental basis and later at other resorts. These would have state-of-the-art conference and allied facilities. A project for the construction of a conference centre at Gulmarg with 200-seat capacity has already been prepared at a cost of Rs 4 crore while that for Pahalgam costing Rs 1.46 crore is in the pipeline. Referring to the holding of the national winter games at Gulmarg, the Chief Minister underlined the need for closer coordination among various agencies for organising the mega event in a befitting manner. While reviewing the performance of the Phalagam Development Authority, it was decided that Mondlana, Laripora, Freslan and Betawadi would be developed as tourist villages. Parks, picnic sites and green patches would be developed in these areas. The water supply augmentation project in the area would be completed before the tourist season. A Pahalgam-Bisaran-Tulian cable car project has been planned and the technical feasibility is being assessed. |
