SPECIAL FOCUS ON PANIPAT Panipat, December 3 Having a rural background, Mr Jain started his political career as a Sarpanch when he was elected unanimously from Jatal village. Thereafter, he was elected chairman of the market committee and completed a tenure of five years from 1982 to 1987. In 1991, Mr Jain contested the assembly elections independently under the banner of the Sarv Jaatiya Panchayat but he lost the election. The Congress candidate won the Panipat seat. While talking to NCR Tribune, Mr Jain said he had done a lot of work for residents of outer colonies who did not have a vote at that time. From 1991 onwards till the 1996 assembly elections, he enlisted thousands of new voters and with their blessings he got a thumping margin of more than 20, 000 votes despite being an Independent candidate. He also alleged that many times the Congress and BJP candidates colluded with this slogan among workers, “Phool wali Congress aur haath wali BJP” for their selfish ends. He further said a Jan Sangh candidate, Mr Jai Narain Goela, an advocate by profession, belonging to a renowned business house of Panipat and founder of SD College in the city, was routed in the year 1952 by adopting the same ploy. Similarly, during the canvassing of Dr Ranjan, a BJP candidate, “Haath wali BJP” was the slogan. The result was that Dr Ranjan lost the election. Coming down heavily on the then Chairman of the nagar parishad in 2000, Mr Jain said Mr Mukesh Tuteja obtained a stay order on the grants sanctioned during Mr Bansi Lal’s regime in the rural sector as well as outer colonies of the town. As a result, there was bitterness among voters against him. Mr Jain said the Bansi Lal government ended before its tenure. When Mr Om Prakash Chautala took over as Chief Minister he was a minister for around five months. In that short period, he could complete more than half of the proposed development works. Clarifying about the last election results, Mr Jain said resentment among voters about the pending jobs due to the stay order was the cause of his losing the assembly election and Congress candidate Balbir Pal Shah succeeding. But after he lost the elections he had started meeting voters and helping them out. He alleged the common man felt enraged against the sitting Congress MLA for not even getting an application verified and signed for a domicile certificate. The MLA refused to interact with people, he alleged. He further said voters, particularly those from 125 outer colonies, were annoyed with the present MLA. When this correspondent tried to approach the MLA and his personal assistant for comments on this issue both were not available. On the contrary, Mr Jain said he had come up with a platform in the shape of the Sarv Jaatiya Panchayat for all residents of the town, irrespective of caste and creed. He said, “Jan seva is my motto and everybody is welcome at my house.” Speaking about voters, Mr Jain said there were around two lakh voters in this assembly constituency. Mr Jain said he had dedicated supporters from outer colonies and in the absence of any help
forthcoming from the present Congress MLA they had started approaching him for their day-to-day jobs. Criticising all parties, Mr Jain emphasised he would serve the helpless in the town irrespective of caste and creed. “ Once I am committed to serve the people of my town with dedication, I will do the same,” he added. |

Court action threatened over supply of contaminated water Sonepat, December 3 Residents alleged that the colour of the tap water is almost black. Even though this was brought to the notice of the Superintending Engineer there was no effective action taken to plug the leakage of the saluice valve in the area. The supply of contaminated water had led to the spread of water-borne diseases, and many residents had fallen ill. Meanwhile, the Residents Welfare Association and the Sonepat Citizens Forum have expressed grave concern over the supply of contaminated drinking water and demanded immediate solution to this problem.
