Thirteen militants were among 17 persons killed in separate gunbattles in Jammu and Kashmir today were Army troops foiled an infiltration bid along the Line of Control, official sources said here.

Ten terrorists were killed by the security forces in three separate encounters in the Jammu division today. A policeman, Mohamman Amin, was also killed in an encounter.

According to reports reaching here, three terrorists were killed at Kishtwar following a gun battle with the Army personnel.

In another encounter, three terrorists were gunned down at Mora-Barchai in the Poonch district and one at Mandi Loren.

Three terrorists were shot in the Keeri village of Rajouri where they infiltrated into the Indian territory. The infiltration was foiled by the Army personnel.

An irate mob blocked the road at Thanamandi in Poonch where a civilian Liaqat Ali was shot last night by security forces who mistook him to be a militant.

SRINAGAR: Three militants of Lashkar-e-Toiba and two civilians, including a woman, were killed in an encounter between militants and security forces at Quilmuqam, Bandipore in Baramulla district last night. Two houses, where the militants were hiding, were also gutted in the exchange of fire, the police here confirmed.

The militants were identified as Abu Shafian, Abu Saad and Umar Mohsin of the Lashkar-e-Toiba outfit. Two civilians, Merajuddin Shah and Ms Zareefa, wife of Abdul Rashid Shah, were also killed in the exchange of fire between the militants and security forces. The houses of Abdul Rashid Shah and Mohammad Sayeed Shah were gutted in the exchange of fire.

Sources here said troops, acting on a specific information about the presence of militants, cordoned off the village on Monday afternoon. The militants, who took refuge in a house, fired upon the security forces, which led to the encounter. The two houses were gutted after a six-hour-long encounter, leading to the death of three militants and two civilians.

Elsewhere, an unidentified militant was killed in an encounter with the security forces at Hampathri, Kulgam in Anantnag district of south Kashmir today, the police here said.

Unidentified militants shot dead Zahoor Ahmad Ahangar when they intruded into his house at Hari Parigam, Tral in Pulwama district yesterday.

Unidentified gunmen looted cash worth Rs 50,000 at gun point from Kamraz Rural Bank branch Goshabug, Sumbal in Baramulla district today. They also took away identity cards of the employees and fired in the air before leaving the branch to create a scare.

Suspected militants hurled two rifle grenades towards Dental College, Srinagar, Yesterday. However, no damage was caused.

The security forces busted a hideout of militant and recovered two UBGL shells, 10 UBGL grenades, 40 rounds, two IEDs, three electric detonators and two batteries for Bandi Bala in Baramulla district today.

Two hand grenades were recovered from a Tata Sumo vehicle on Srinagar-Baramulla highway today. The vehicle was impounded and its driver, Gulzar Ahmad Sheikh was taken into custody.

According to the police unidentified militants intruded into the house of a PDP worker, Ghulam Rasool Malla alias Wagra, and shot him dead at Awantipora in Pulwama district last evening. This is the third such killing of PDP workers in south Kashmir since last week, two of them in Pulwama district.

Unidentified militants shot dead two persons, Syed Irshad and Bashir Ahmad in Beeru area of Budgam district yesterday.

One militant of Lashkar-e-Toiba outfit, Abu Zubair, was killed in an encounter with security forces in the Chowkibal area of Kupwara district yesterday. Two AK rifles, six magazines, 63 rounds, four hand grenades and one kg of RDX were recovered from the site of encounter. A militant identified as Hilal Ahmad Bhat was killed in an encounter with security forces in Kandi area of Kupwara district last night. One AK rifle, two magazines, and four hand grenades were recovered from the site of encounter.

According to a UNI report from Jammu an ultra belonging to the Jammu and Kashmir Freedom Force (JKFF) surrendered before army officials at the Harri area in Surankote Sector of Poonch district today.

The ultra, Jannat Gul, a resident of Harri area in Surankote Sector laid down his arms and ammunition before the 40 Rashtriya Rifles. He surrendered an AK rifle, four hand grenades and a radio set.

One hurt, 13 houses damaged in shelling

Srinagar, November 11
One person was injured and 13 houses were damaged in shelling by Pakistani troops along the Line of Control (LoC) in the Karnah sector of Kupwara district today, official sources said.

They said the houses were damaged in Latoo village and Tad, which were worst hit by the stepped up Pakistani shelling.

Cross-border shelling was also reported along the LoC in Keran, Tangdhar, Teetwal and Nowgam in Kupwara, Gurez and Uri in Baramula and Kargil and Drass during the previous night, the sources said.

They said troops guarding the border fired in retaliation to target Pakistani positions. — PTI

Immolation bid over rights violation

Srinagar, November 11
Jammu and Kashmir Human Rights Forum (JKHRF) chairman Mohammad Ahsan Untoo was arrested today after he made a immolation bid to protest against the non-implementation of an inquiry report on human rights violations in the state by the security forces.

Official sources said the police took Mr Untoo into preventive custody for violating prohibitory orders when he tried to set himself on fire near the main gate of the UN Military Observer Group (UNMOG) at Sonawar.

He was taken to Ram Munshibagh police station here.

Before his arrest, Mr Untoo said despite tall claims by the coalition government, human rights violations by the security forces were continuing in the state.

He said he had decided to immolate himself after the Home Ministry rejected a judicial commission’s report on the killing of a youth by security forces at Soiteang, near Chief Minister Mufti Mohammad Sayeed’s Nowgam residence, last year.

Mr Untoo pointed out that the commission had blamed the security forces and said they had killed the youth without any provocation. He demanded immediate action against the security personnel involved in the incident.

He said killings in fake encounters and custodial disappearances were continuing even after the coalition government had assumed power in the state.

Mr Untoo had made a similar attempt here last year in which he had received burn injuries. — UNI

The Hurriyat Conference faction led by Maulana Mohammad Abbas Ansari today got a major morale booster when Anjuman-e-Shar-e-Shian (ASS) vice-president Aga Abdul Hussain broke away from the Syed Ali Shah Geelani-led faction.

“Right from the beginning, I have been recognising the Ansari-led faction as the real Hurriyat. Geelani’s relevance in the Hurriyat was over when his parent body, the Jamaat-e-Islami, recalled him from the Executive Council,” Mr Hussian said in a statement here, effecting a virtual split in the largest Shia organisation in the state.

Making a scathing attack on Mr Geelani, Mr Hussain said the ageing separatist leader rose in the political horizon of Kashmir due to Jamaat backing.

However, whenever he was required to lead, he failed, he added.

In an obligue reference to Mr Geelani’s supporters, who include his elder brother and ASS President Aga Syed Hassan, he said some persons had come under the influence of Mr Geelani who, he said, had dealt a severe blow to the “freedom” movement by indulging in divisive politics.

Based on consultations with scholars, elders and youth of the Anjuman, “we have decided to lend our unstinted support to the Ansari-led Hurriyat,” he added. — PTI

Forces in transit face threat

High alert has been sounded on the 300 km-long Jammu-Srinagar highway with instructions to the security forces to ensure sanitisation of the mountain route against any IED. According to official sources, the road-opening parties of the Army have been told to foil the plan of militants, especially those belonging to the Hizbul Mujahideen, to carry out explosions on the highway to attack the convoys of the BSF moving out of the valley and the CRPF moving in.

The sources said companies of the CRPF had started reaching Srinagar for taking over from the BSF under the programme to replace 18 battalions of the BSF from the summer capital in a phased manner. The process would be completed within the next 15 days.

Interception of wireless messages had revealed that activists of the Lashkar-i-Toiba and Jaish-e-Mohammad were under pressure from agencies across the border to step up the level of violence.

Lashkar-i-Toiba chief Hafiz Mohammad had sent messages to activists of his outfit to achieve results by carrying out series of suicide attacks during the turnover of the security forces.

Warrants against NC leaders

Srinagar, November 11
A local court today issued bailable warrants against former National Conference (NC) minister Ali Mohammad Sagar and Legislative Council member Shamima Firdous.

Chief Judicial Magistrate Mohammad Shafi Khan issued warrants against Mr Sagar and Ms Firdous under Section 144, CrPC, after the police filed a challan in the court today.

The judge issued warrants as the accused were not present at the time of filing of the challan. The next hearing will be on December 2.

The challan said Mr Sagar and Ms Firdous, along with their supporters, had tried to snatch ballot boxes during the counting of votes at the Sher-i-Kashmir International Convention Complex here during the Assembly elections last year.

PDP flayed for wasting funds on foreign trips

Dr Nirmal Singh, president of the state unit of the BJP, has accused Chief Minister Mufti Sayeed and his ministerial colleagues of frittering away the central grants on foreign jaunts instead of spending the money on providing basis amenities to the terrorism-hit people.

Dr Nirmal Singh, in a statement here today, pointed out that the ministers and a section of bureaucrats were repeatedly flying abroad on the pretext of tourism promotion campaign.

The Chief Minister along with a group of bureaucrats is currently on a week-long tour of London. Earlier, a team consisting of some ministers and bureaucrats had gone to Singapore and Hong Kong.

The BJP chief alleged that the aircrafts of the state government were being misused by members of the ruling PDP.

He said the coalition government was delaying the implementation of the Wazir Commission report on the pretext of a financial crunch, but the foreign jaunts of the state government functionaries were increasing. The recent appointment of a dozen chairmen of various boards and corporations would put an additional annual burden of Rs 20 crore on the public exchequer, he alleged.

Hope for kin of 45 missing persons

After going from pillar to post for more than a decade to seek justice, family members of 45 missing persons of Kupwara district will finally get a healing touch from the government in Jammu and Kashmir.

Officials said the Kupwara district administration had decided to consider the cases of 45 missing persons from 1990 to 2001.

The parents of Disappeared Persons, an organisation formed by the family members of the missing people, said more than 3,000 persons went missing after their arrest by the security forces in Kashmir since 1990.

The Kupwara District Magistrate said ex gratia cases of these missing people of the district were under consideration on the presumption that they were dead.

He said before the cases were settled, objections, if any, had been invited from all interested parties, particularly the public, so as to reach his office by or before November 16. The family members of these people will be entitled to get Rs 1 lakh ex gratia and compensate appointment under the SRO-43. — UNI

4 forest officials suspended

Jammu, November 11
The state Forest Department has suspended four of its officials, including a range officer, for their involvement in transportation of auctioned chir timber from Udhampur district to Jammu. The orders of their suspension and subsequent attachment were issued by the Principal Conservator of Forests on instructions of Minister of Forests and Environment G.M. Sofi yesterday, sources said.

The officials suspended are S.D. Singh, range officer, Mohan Lal, range clerk, and Madan Lal and Om Parkash, forest guards.

The minister also directed the Deputy Director of Forest Protection Force to make further inquiries and submit a report within a fortnight, sources said. — PTI
