Move to provide MRI test on subsidised rates
Tribune News Service

Chandigarh, November 9
With the Health Department inviting limited tenders from private diagnostic centres to offer the MRI test at subsidised rates to patients referred from the General Hospital, the facility costing Rs 3,700 could become affordable for many poor patients.

According to sources in the department, the administration has invited limited tenders from four private diagnostic centres, so that an agreement can be signed with one of them to refer patients.

Interestingly, the department which has failed to get a CT-scan machine installed at the General Hospital for the past almost two years, has come up with the proposal to make available the MRI scan to patients at subsidised rates. So far, apart from the PGI, no other government hospital has a CT-scan machine.

The proposal to have a private CT-scan installed in General Hospital and Government Medical College and Hospital (GMCH) has not come through with the file shuttling between the administration and the hospital authorities. The authorities had come in for a lot of criticism for inviting private parties to install the CT-scan machine instead of doing it on their own.

“Though the modalities of the proposal have yet to be worked out, the MRI under this arrangement is likely to cost at least Rs 1,000 less than the market rate,” said a Health Department official.

Health officials say the need to work out this kind of an arrangement was felt as the majority of patients could not afford to pay Rs 3,700 for the test at private centres. “With the waiting period for an MRI at the PGI often stretching to a month’s time, we felt that having this arrangement would be in the interest of the poor patients,” explained an official.

Health Dept fails to check quackery
Ruchika M. Khanna
Tribune News Service

Panchkula, November 9
Despite a number of drives launched by the Health Department against quackery, it remains a flourishing trade in the town.
A number of these “quack shops” have come up along the Chandigarh-Kalka highway, near Suraj Theatre in Sector 1, near Labour Chowk (on the road dividing sectors 17 and 16), and in various slum and labour colonies here.

The Health Department, however, has failed to do much in this regard, except for launching a day-long drive against BAMS or BHMS doctors prescribing allopathic medicines.

Most of these shops (usually called ayurvedic khandani davakhanas), which can be seen along the Chandigarh-Panchkula highway, are being run by illiterate people, who claim to cure all kinds of diseases, including the sexually transmitted ones. The “persons” running these shops claim that their “purely herbal” medicines can cure all diseases, including those which have “no cure in allopathy.”

This correspondent visited these shops pretending to be a skin allergy patient. A “hakim”, though initially suspicious, asked if any allopathic treatment was being taken. On being told that it was, he said he could begin his treatment only after the patient stopped taking chemical drugs. Asked if he had done a course in Ayurveda, the question is brushed aside with the reply that “...We have spent years researching on various herbs found in forests and know much more than doctors. Moreover, we charge only Rs 10 as consultation fee.”

During a visit to another “medical shop” operating in Rajiv Colony, another illiterate “hakim” and his wife informed that they got around five-six patients daily. “My wife also assists me in deliveries and treats all women’s diseases”, he said. He claims: “Waise bhi hamara kaam chalta hai kyonki jo bhi delivery hamare haath se hota hai, usko ladka hi paida hota hai. (We are popular because all deliveries done by us lead to a male child).”

Asked how he is qualified to perform deliveries, he says with a smile: “Hamein Allah ka noor prapt hai.”

Such “doctors” are also there in Indira Colony, Azad Colony and in many villages of Panchkula. Since most of them double as exorcists, they claim that they are often called by people to their houses for getting rid of ghosts.

The Civil Surgeon, Panchkula, Dr Satvir Chaudhary, admitted that quackery was on the rise in the district. “We have formed a three-member committee comprising the District Drug Inspector, District Ayurvedic Officer and a qualified doctor, who will conduct raids at various places”, he informed.
