Kokje promulgates ordinance on university Act

Mr V.S. Kokje, Governor, today promulgated an ordinance amending the Himachal Pradesh University Act to empower the government to probe financial and administrative affairs of the university and curtail the powers of the Vice-Chancellor.

Mr Kokje had earlier returned the ordinance along with some suggestions. The government revised the original draft and incorporated most of the suggestions made by him.

The ordinance incorporates a new Section 9 (b) in the Act under which the government will have the power to hold inquiries into the administrative and financial affairs of the university. The report of such an inquiry, along with the recommended action, will be submitted to the Chancellor, who shall act on it. Under the existing Act, only the Chancellor was empowered to order an inquiry.

While approving the ordinance, Mr Kokje has suggested that the government should consider replacing the words that Governor “shall take action” on the report by “may take action” while bringing the Bill in the state Assembly to replace the ordinance.

As per the provisions of the ordinance, an IAS officer with five years experience and an HAS officer with nine years experience will be eligible for appointment as Registrar. The government will send an officer on deputation, failing which the post will be filled as per the statutes of the university. It also provides for appointment of Finance Officer on deputation from the state accounts service. An officer of the level of Comptroller will be eligible for the post.

The Vice-Chancellor will have to get ratified from the executive council all decisions taken using emergency powers within 60 days, failing which these will cease to have effect. He has been debarred from using emergency powers for making appointments, removing officers and assigning work.

The university will have to consult the government and seek approval for the creation of posts and opening new departments. This has paved the way for Mr R.D. Panwar, an HAS officer who was unceremoniously repatriated by Dr S.D. Sharma, Vice-Chancellor, for appointment as Registrar again.

Meanwhile, the Vigilance Department has written to the government to suspend Dr Sharma with immediate effect as an impartial inquiry into the question paper scam and other irregularities was not possible as long as he continued to occupy the top post.

It has pointed out that the post of the pro-Vice Chancellor was lying vacant and as such all powers had been concentrated in him. The department also urged the government that his financial powers should be withdrawn.

Hamirpur cramped as 12,000 Army hopefuls rush in

Nearly 12,000 youths thronged the town from the districts of Hamirpur, Una, Bilaspur and Kangra today to get enrolled in the Assam Rifles. The regiment will recruit 200 youths from Himachal Pradesh.

Braving bad weather and rain, the youths reached Hamirpur for fitness test. It started raining during the fitness test, but these job seekers were not deterred.

Meanwhile, resentment prevails amongst the youngsters over the way the Assam Rifles organised this recruitment rally. They say that instead of conducting the fitness test only at Hamirpur, this test should have been conducted at all district headquarters.

Since Hamirpur does not have sufficient space to accommodate such a huge number of outsiders, it has become difficult for the towns folk and the police to manage such a huge crowd.

Athletics coaches say that it is unfair to ask hundreds of youths to run 5,000 m simultaneously. Under the rules, not more than 30 persons can be asked to compete in this event at one time. There were no lap scorer and chest numbers were not given to the participants.

The Assam Rifles recruitment agents said they were too busy to comment on this. The first phase of the recruitment with this test ended today. The selected candidates would now go for medical test and other formalities.

HP reconstitutes Water and Sanitation Mission

The Himachal government has reconstituted the state-level water and Sanitation Mission (SWSM) for effective implementation of Swajaldhara and Total Sanitation Campaign (TSC) in the state.

The SWSM will have an Apex Committee and an executive committee. The Chief Secretary will head the apex committee while Principle Secretary, Irrigation and Public Health will be the member secretary.

The Joint Secretary and Mission Director, Government of India, Ministry of Rural Development or his representative, Principal Secretary, Finance, Principal Secretary, Secretary Education Secondary, Principal Secretary Education (primary). Secretary Health and Family Welfare Secretary, Rural Development (RD), Secretary Panchayati Raj, Secretary Information and Public Relations, Secretary Planning, Engineer-in-chief (IPH) will be members of the apex committee.

The executive committee has also been constituted to aid and advise the apex committee. The Principal Secretary (IPH) will be the chairman of the executive committee and it will have director of Rural Development, Engineer-in-chief (IPH), Director Health, Director of Education (Primary), Director Education (secondary), Director Planning, Additional/ Joint Secretary Finance Director Information and Public Relations, Chief Engineer (South) (IPH), Chief Engineer (North) (IPH), Chief Engineer (IPH), Superintending Engineer (W) (IPH) and Superintending Engineer (P&I)-I (IPH) as members of the executive committee.

The Special Secretary (IPH) will be the member secretary.

The State Water and Sanitation Mission (SWSM) will provide police guidance on Swajaldhar Projects, periodic review of implementation of the MoU signed with the department of drinking water supply, consideration and approval of all schemes pertaining to water supply and sanitation sector programmes funded wholly or partially by the Centre or the external funding agencies convergence of water supply and sanitation activities, including special projects.

Rajasthan Governor’s death mourned

Shimla, September 22
Himachal Pradesh Governor V.S. Kokje and Chief Minister Virbhadra Singh today expressed profound grief at the passing away of Rajasthan Governor Nirmal Chand Jain in Jaipur last night.

They also conveyed their grief to the members of the bereaved family and prayed for giving them strength to bear this loss.

Mr Kokje in his condolence message said with the passing away of Mr Jain, the country had lost a sincere social worker and a close friend.

Mr Virbhadra Singh and his predecessor and BJP leader Prem Kumar Dhumal expressed similar sentiments.

The Governor also mourned the death of ITBP Commandant Sunil Dutt Sharma of Mandi district, a member of the ITBP mountaineering team, died after nine members of the team were trapped in a glacier. — UNI, PTI

One killed in accidental fire

Dharamsala, September 22
Ravinder Singh of Kharet village under Jwalamukhi police station was killed when Balwan Singh fired his gun accidentally hitting Ravinder Singh.

According to police sources, Balwan Singh and Ravinder Singh of Kharet village had gone poaching in the nearby jungle when the accident occurred. Ravinder Singh died on the spot. The Jwalamukhi police has registered a case under Section 304 A of Indian Penal Code against Balwan Singh who was taken into custody. The body of Ravinder Singh was sent for a post-mortem examination to the Dehra civil hospital and was later handed over to family members.

Gaddi Kalyan Board re-constituted

The Himachal government has re-constituted the state Gaddi Kalyan Board. Headed by the Chief Minister, the board will have the Welfare Minister as the vice-chairperson.

Besides 17 official members, the government has also nominated 85 non-official members of the board.
