Hundreds of people of Sadoh Bargran, Luna Mangreda and Jalot villages today held demonstration at Sadoh village. They were demanding that Bathu Khad should not be leased out for setting up a stone crushers as it would endanger the environment and result in land erosion.

Torching of vehicles: 9 get police remand

With two more arrests today, the total number of persons arrested in connection with the burning of two vehicles at Barsheini village in the Manikarn area of the district has gone up to nine.

Seven hurt in clash over land dispute

A land dispute relating to the encroachment on forest land at Kopra led to a clash in which seven villagers were injured last night. According to the police, a case has been registered under Sections 147, 148, 149, 447, 323 and 506 of the IPC against 15 persons.

Cotton godown burnt
Mandi, September 12
A cotton godown and an adjoining shop were reduced to ashes at Gutkar, 5 km from here, this evening in a fire which broke out in the cotton godown and spread to the shop. Entire stock, including furniture and machinery, costing more than Rs 10 lakh were destroyed in the fire.

Vehicles stranded due to landslide

Vehicular traffic on the Kalka-Shimla national highway remained blocked near TTR Resorts since 5 pm this evening following a massive landslide on the road.

Former minister serves notices on CM, Mahajan

Mr Mohinder Singh, a former PWD Minister, today served notices on the Chief Minister, Mr Virbhadra Singh, and the Rural Development Minister, Mr Sat Mahajan, for initiating legal action against them for making baseless allegations against him in the charge sheet submitted to the Governor in August 19, 2000. He has asked the two leaders to tender public apology for making false allegations to defame him within 14 days failing which he would initiate appropriate action under the law.

He said in the charge sheet it was alleged that he had amassed assets within two years as the PWD and the Excise and Taxation Minister.

He said he did not own any property at Bhatta Kufer in Shimla and Kala Amb in Sirmour as alleged. The plot at Pucca Paroh in Hamirpur was purchased by him for Rs 80,000 and it was not worth Rs 16.5 lakh. Similarly, the industrial plot in the lower Bhamba in Mandi was acquired by him at a cost of Rs 2.17 lakh whereas its value was put at Rs 25 lakh in the charge sheet.

Regarding the stone crusher at Sandhol he said it was set up at a cost of Rs 23 lakh out of which Rs 16 lakh was raised as loan from the bank. The charge sheet put its value at Rs 67 lakh. Further, he had purchased only four tippers and not six by raising bank loans and had not acquired any digging machine till the time of the submission of the charge sheet.

He said now the charge sheet had been forwarded to the Vigilance Department for investigations and publicity had been given to probe at the behest of these leaders to malign him. This showed their personal vindictiveness and evil intention against him.

Panel to review transfer policy mooted

Mr Virbhadra Singh said that his government would ensure that all labourers working in the public and private sector, firms, including contractors, were registered and issued identity cards. Presiding over the meeting of the state unit of the INTUC here, he said directions had been issued to the labour department in this regard. He said the private entrepreneurs in the state should pay the minimum wages being given by the state government and added that those at fault would dealt with strictly.

He said that the state government was committed to explore vast employment avenues in hydel power projects, industrial sector and also promote self-employment. He said that process of filling up of all functional posts in different departments was already on.

Mr Virbhadra Singh said that the government was contemplating to constitute a committee for reviewing the transfer policy, keeping in view all aspects, including welfare of the employees and good governance. He said that the process of regularisation of daily wage workers was under process and those with longer service would be regularised on a priority basis.

The Chief Minister informed that an anti-corruption cell had been set up in his office to deal with corruption cases. He urged the people of the state to cooperate with the government in rooting out corruption from public life and help the government in providing them with a clean, corruption free, responsive and transparent administration, for which the people of the state had given his party a massive mandate. Mr Sat Mahajan, Labour and Employment Minister, said that the department would be strengthened to serve the interests of the working class better.

It was decided at the meeting to recommend the enhancement in ages of aanganwari and balwari workers to the Government of India so as to provide them the minimum wages. Top

 

CM for quake-resistant buildings

Mr Virbhadra Singh, Chief Minister, has called upon engineers to design low-cost earthquake-resistant buildings and come out with measures to reduce the cost of hydro-electric projects.

After inaugurating the 625th all-India council meeting of the Institution of Engineers, here today, he said the state was in a seismic zone and devastating earthquakes had struck here over the years. Eighty delegates are participating in the conference to discuss issues like cloudbursts, flash floods and disaster management.Top

 

Vigilance team interrogates Vice-Chancellor

The Vigilance team investigating the question paper scam and other irregularities in Himachal Pradesh University today again interrogated Dr S.D. Sharma, Vice-Chancellor, and Dr O.P. Saraswat, Director of the International Centre for Distance Education and Open Learning (ICDEOL).

The two functionaries of the university were questioned separately by Mr D.S. Minhas, Inspector-General, Mr A.P. Siddiqui, Superintendent of Police, and Mr Vinod Sharma, Deputy Superintendent of Police. Dr Sharma was asked to explain the increase in cost of printing question papers and irregularities in appointments.

According to sources, he stuck to his earlier stand and maintained that the work pertaining to the question papers had been handled by Mr P.N. Bhardwaj, Secrecy Officer. He claimed that he had nothing to do with appointments in the ICDEOL, which was under Dr Saraswat.

The Vigilance team seized more records from the ICDEOL pertaining to the printing of lessons and the number students enrolled. The state unit of the National Students Union of India urged the Governor to send Dr Sharma on leave to pave the way for an impartial probe into various scams.Top

 

Villagers’ protest against setting up of stone crusher

Hundreds of people of Sadoh Bargran, Luna Mangreda and Jalot villages today held demonstration at Sadoh village. They were demanding that Bathu Khad should not be leased out for setting up a stone crushers as it would endanger the environment and result in land erosion.

Capt K.L. Sharma, a social activist, Mr Dleep Singh, Block Development Committee member, Mr Sanjeev Rana, Up-Pradan Sadoh panchayat along with members of the mahila mandals raising slogans against the setting up of the proposed stone crusher in the area when the SDM (Kangra), Dr Ashwani Kumar and the Assistant Conservator of Forests and a mining officer along with other officers visited the village for spot inspection today.

Capt Sharma said panchayats of Sadoh Bargran and Luna Mangredha had already opposed the proposal of giving Bathu Khad near these villages on lease for setting up of a stone crusher. He said the resolution of Jalot panchayat was being investigated by the District Panchayat Officer.

When contacted the SDM said they visited the spot today along with officers of different departments and found that there was resentment among villagers over the installation of a crusher in the area. He said the committee recorded the statements and submitted its recommendation to the Government.

Torching of vehicles: 9 get police remand

Kulu, September 12
With two more arrests today, the total number of persons arrested in connection with the burning of two vehicles at Barsheini village in the Manikarn area of the district has gone up to nine.

All nine were produced in the court of the Chief Judicial Magistrate today and have been remanded in police custody till September 15. The two vehicles were set ablaze yesterday night following an altercation between the two drivers, which turned into a mob attack.

One of the two main suspects, Javed, was arrested today while the other, Dhani Ram, is still at large.

Nadaun Nagar Panchayat, a house divided

Nadaun (Hamirpur), September 12
Nadaun Nagar Panchayat of Hamirpur district once again is in news. It was formed in 2000.

Mrs Krishana Chaudhry of the Congress is the president of the Panchayat. She was elected to the post following the removal of Mr Tarsem Kapil of the BJP on April 22, 2003. This body was formed on February 28, 2000, and Mr Tarsem Kapil was elected the Nagar Panchayat Chief.

Now six members of the Panchayat including three elected BJP members and three nominated members jointly requisitioned a meeting of the panchayat to discuss issues. The Nagar Panchayat pradhan turned down the request pleading since all resolutions adopted at the last meeting of the panchayat on June 18 last were pending, there was no point to convene the meeting.

Mr Yoginder Awasthi, a nominated member said that the June 18 meeting was a farce expenditure of Rs 25 lakh proposed at the meeting only for providing for certain things for the body chief when the body was facing financial crisis.

President of the Nagar Panchayat, Krishana Chaudhry refused to comment on the expenditure of Rs 25 lakh.

Mr K.L. Thakur, Secretary of the Nagar Panchayat admitted having received a letter from the six members for the meeting of the body. He said that it was the prerogative of the president to summon the meeting and fix date for it.

The town has insanitation and poor street lighting.

Former Nagar Panchayat Chief, Tarsem Kapil yesterday demanded resignation of Mrs Krishana Chaudhry for failure to manage affairs of the town.

Man sentenced to 10 years in jail for rape

Mr L.N. Sharma, District and Sessions Judge, Sirmour, has convicted Nem Bahadur of Nepal under Section 376 of the IPC and sentenced him to undergo rigorous imprisonment of 10 years and to pay a fine of Rs 10,000. The Judge has also ordered that if realised, half of the fine would be given to prosecutor. In default of the payment the convict here to undergo simple imprisonment of one year.

Mr Shanti Swaroop, District Attorney, Sirmour, said in the morning of February, 2003, an 11-year-old girl was raped by Nem Bahadur in a jungle near her village under Pacchad police station. Girl had gone to collect firewood along along with her younger brother. The accused sent her brother ahead and raped the girl. She was not allowed to return home by the accused till 4 pm. 

The matter was reported to Pacchad police station the next day. The SHO visited the spot and arrested the accused.Top

To make women more self-reliant the government has planned to form 2000 self-help groups in state in the current year, he said. These groups would be given assistance under the Swaran Jayanti Gram Swarojgar Yojana, he informed. Pregnant woman’s death blamed on doctor

Dharamsala, September 12
The death of a pregnant woman with a still-born child in her womb created a furore in Dr Rajendra Prasad Government Medical College and Hospital here yesterday after relatives blamed a doctor for negligence and demanded his suspension. The authorities were prevented from taking away the body for a post-mortem.

Sneh Lata (30) of Balla village near Kangra was admitted to the hospital on Wednesday due to complications in delivery. Ultrasound showed that the child was stillborn and had to be removed by operation. However, doctors failed to operate upon her immediately. Early yesterday, she developed more complications, which led to her death.

The husband of Sneh Lata, Mr Harbans Lal, who is a factory worker in Ludhiana, and other family members present in the hospital blamed the doctors for utter negligence, leading to her death. They said despite repeated requests, the doctors refused to attend to her. They demanding the suspension of the doctor concerned and registration of a case against the staff.

When the hospital authorities failed to pacify them, the matter was reported to the district administration. The Kangra Deputy Commissioner, Mr Srikant Baldi, along with the SDM and police officials, arrived at the hospital and tried to pacify the family members, who refused to budge. Mr Baldi ordered a magisterial inquiry following which a post-mortem was conducted. Later, the body was handed over to the family members.

Selection board wants strongroom vacated

Mr Tashi Dawa, newly appointed Chairman of the HP State Services Selection Board, has written to the Director-General of Police for vacating the strongroom of the board, which is in the possession of the Enforcement Department since March 12. Located on the second floor of the office building here, this room was occupied by the Enforcement Department after it had raided the office of the board and the residence of the former Chairman of the board, Surendra Mohan Katwal.

Six policemen, including a Head Constable, are on guard duty outside the room.

Sources in the board said here today that the Chairman had suggested to the DGP to take all records kept in the strongroom to Shimla so that a detailed inquiry could be held there. Two officers of the Enforcement Department had opened the strongroom for records kept there. Reports say the staff of the board is uspet over the presence of the police in the building and has requested the Chairman to get the strongroom vacated.

Mr J.P. Nadda, a former Health Minister, has dared the government to sack the 225 persons recruited from outside the state by the previous BJP regime and alleged that the issue was being raked up to divert the attention from its failure to effectively deal with gastroenteritis.

Taking issue with Chandresh Kumari, Health Minister, he said the Virbhadra Singh-led government, during its earlier tenure, had opened institutions without infrastructure, which had resulted in an acute shortage of doctors and other staff. The BJP government had offered services to 1,200 doctors and had ensured that requisite staff was provided in as many institutions as possible, he asserted.Top

 

Conference on forestry concludes at Barog

The international conference on short rotation forestry for industrial and rural development concluded yesterday at Barog near here with the recommendation of formulating a national-level agro- forestry policy.

The foresters deliberated on the selection of suitable species for different agro-climatic regions of the country as per local needs. For lower hills of western Himalayas short rotation trees like eucalyptus, robinia, toona, apium, acacia were suggested. The cultivation of fast growing and nitrogen fixing trees and mass multiplication of poplar and eucalyptus clones was also stressed.

With a view to promote farm grown timber it was recommended to consider it as an agriculture produce and also to promote agro-forestry models and also working out cost benefit ratio of different species.

The Forest Minister, Prof Chander Kumar, while speaking on the valedictory function said other suitable substitutes for packings of fruits and vegetables should be developed to reduce the burden on timber.Top

 

Vaccination drive begins

The Health Minister, Ms Chandresh Kumari, today launched a vaccination drive against hepatitis-B from the premises of the local Zonal Hospital here. She said the drive was part of the Centrally aided programme under which two districts in Himachal Pradesh had been identified for vaccination.

The local chemists’ association, in a representation to the minister, demanded that a civil supplies chemist shop not he opened on the hospital premises. Local residents had been pressing the administration for the opening of the shop.

Talking to mediapersons later, she said the government was veryfying the service records of the 225 non-Himachali doctors who had been appointed on contract by the previous BJP government. Their services could be terminated if they were found violating terms of the contract by not joining service at the appointed place.

She said 100 doctors and 181 staff nurses would be appointed on contract soon to fill vacancies in far-flung areas. She said the matter regarding the working of a Drug Controller, Mr Sher Singh, had been handed over to the Vigilance Department. Top

 

Open heart surgery at IGMC soon

Open heart surgery will be introduced in the Indira Gandhi Medical College, (IGMC), here soon.

While addressing students at the annual function of the college here Wednesday evening, Mr Virbhadra Singh, Chief Minister, stated this and also said that a separate block for outdoor patients would be built for convenience of the indoor and outdoor patients.

A modern auditorium would also be constructed in the college. He said separate boys and girls hostel would be constructed in the college and no effort would be spared to make it a premier institution.Top

 

Seven hurt in clash over land dispute

A land dispute relating to the encroachment on forest land at Kopra led to a clash in which seven villagers were injured last night. According to the police, a case has been registered under Sections 147, 148, 149, 447, 323 and 506 of the IPC against 15 persons. The injured Jaipal, Santosh, Leela, Reena, Shano Devi were admitted to the local Civil Hospital whereas Vikram and Om Dutt have been referred to the Zonal Hospital Dharamsala. The police has arrested all 15 accused this afternoon.

The police has also registered another FIR against Jaipal, Om Dutt, Vikram and Santosh Kumari.
