PM reviews work on earlier packages Srinagar, August 29 In a statement issued here at the end of his three-day visit to the valley to attend the Inter-State Council meeting, Mr Vajpayee said today that he had held discussions with the Jammu and Kashmir Chief Minister, his Council of Ministers and representatives of a cross-section of society. This was his third visit to the state in 15 months. Reviewing his last three visits to Jammu and Kashmir, the Prime Minister said two packages involving a total cost of Rs 14,944 crore had been announced, of which Rs 9,184 crore had been sanctioned. The first package of Rs 8,519 crore, announced in May last year, had 26 schemes, while the second package, involving Rs 6,425 crore, announced in April this year, had 10 schemes. Mr Vajpayee said all ministries and departments were taking interest in the implementation of these schemes. He added that the Centre was closely monitoring the two packages. Of the 26 schemes in the first package, 10 had been fully implemented while 16 others were under implementation. Of the 10 schemes in the second package, one had been implemented while nine others were at various stages of implementation. The first package of 26 schemes announced last year included schemes for rail and road communication, increased employment potential, enhanced relief for migrants and strengthening security in Jammu and Kashmir. The total cost of these schemes was Rs 8519.82 crore, of which Rs 1533.34 crore had been released. The railway line upto Udhampur would be completed by the end of March next and upto Katra by March, 2005. The first train would reach the valley by August 15, 2007, as promised, the statement said, adding that work on the railway project in Kashmir was going on satisfactorily. An amount of Rs 100 crore was being provided for the development of border areas annually. Work on the Rohtang tunnel, linking Manali with Darcha-Nimu-Leh in Jammu and Kashmir, had been started. The technology mission for horticulture had been approved. Enhanced relief for migrants had been provided and the state police force had been given additional funds for upgrading hospitals, establishment of schools and training centres for rehabilitation of widows of police personnel. Under the second package of 10 schemes involving Rs 6,425 crore, one scheme had been implemented. The Sewa II project had been sanctioned last week, which would cost Rs 3,000 crore. The Baglihar hydel power project costing Rs 3,800 crore was under implementation by the state government as nearly Rs 1,600 crore had been spent. An additional amount of Rs 2,200 crore would be released within one month. |

in J&K Srinagar, August 29 A major tragedy was averted by security forces with the timely detection of an improvised explosive device, two hand grenades and two kg of RDX concealed in bushes near the new hospital complex, at Tondwa in Doda district. The toll in the suicide attack near the CTO here went gone up to six with the death of a BSF jawan, Mohammad Firdous, who was seriously injured in the incident. Two militants of the Harkat-ul-Mujahideen were killed in an encounter with security forces at Zalangam, Kokernag, in Anantnag district yesterday. Two minor boys, who were fiddling with a grenade left at the spot, were injured today. One AK rifle, two magazines, a wireless set and two hand grenades were recovered from the spot. Unidentified militants shot two sons of Lal Hussain at Sangiot, Harni, in Poonch district last night when they intruded into their house. Those killed were identified as Qamar Shaban and Zaffar Iqbal. One militant was injured in an encounter with the police at Salwah, Mendhar, in Poonch district. A police constable, Riyaz Ahmad, who was injured in firing by militants at Soura, Srinagar, on Tuesday, succumbed to his injuries at hospital today. JAMMU:
Two Pakistani militants belonging to the Lashker-e-Toiba, identified as Abu Akram and Abu Farook, were killed in an encounter in the Salwa area of Mendhar tehsil in Poonch district in the wee hours today. Two Pakistani militants were killed in the Sumbergali area of Udhampur district late last night, the sources said. Security forces busted two hideouts in Poonch and Rajouri districts and recovered arms and explosives from them last evening. |
2 killed in Pak shelling in Uri sector Baramula, August 29 Official sources said Pakistani troops fired mortars and artillery shells, targeting civilian areas and security force installations in the Uri sector last evening. The sources said some of the shells fell in Sultan Daki village near the Line of Control (LoC) killing Mujahid Ahmad and his brother Azhar Mohammad. Three more civilians of the same village were also injured in the shelling. The injured were hospitalised, sources added. The shelling from across the border continued for about two hours causing panic in the villages adjacent to the border. The sources said Indian troops also retaliated and targeted Pakistani army installations. However, details about the casualties suffered by the Pakistani troops were not immediately known. Earlier, during the day one boy was injured and four houses were damaged in Pakistani shelling at Garkoote in the same sector. Reports said Pakistani troops fired more than 12 mortars from across the border during the day. One shell fell at Garkoote injuring a 12-year-old boy. Four houses were damaged in a similar shelling by Pakistani troops at Chtali. However, no one was injured there as people of the area had already taken shelter inside the bunkers. JAMMU: Pakistani troops on Friday shelled forward defence locations, where fences were being errected and civilian areas in the Rajouri and Poonch sectors of Jammu and Kashmir injuring five persons, including two Army jawans. The Indian troops retaliated and the exchange of fire continued for a few hours, official sources said. Pakistani troops fired mortar bombs targeting fencing work and civilian areas in Jangard, Kalal, Laam, Keri, Jallas, Balnoi, Bibi Kori, Phumbli Dhar, Krishnagati, Choki Chora and Keri along the Line of Control, the sources said. They said two jawans and three civilians engaged in fencing work were injured in the Pakistani shelling. Two houses were damaged and five cattle injured when Pakistani Rangers targeted Kalal village in the Rajouri sector. The BSF and the Pakistani Rangers have also exchanged low intensity small arms firing along international border in R.S. Pura, Samba and the Hira Nagar areas of Jammu, Kathua sector since last night, the sources said. However, no one was injured nor was any property damaged in the firing, they said.

Warrants against Geelani, Malik for dishonouring National Flag Jammu, August 29 Presiding officer of TADA/POTA court P.N. Razdan, after issuing warrants against Shah, Malik, Geelani and Hurriyat leader Ghulam Nabi Sunji for non-appearance, sent arrest warrants to the DGP, for execution. Jamait-e-Islami leader Geelani’s advocate Mehraj-ud-Din filed an application for his exemption from the personal appearance, on the basis of health grounds. But Razdan refused to grant exemption and asked the advocate to produce the accused in the court and then seek the remedy of exemption. The court has declared former Chief Minister G.M. Shah, who never appeared in the court, an absconder under Section 512 of Cr PC. The other accused, JKLF chief Mohammad Yasin Malik and Sumji, were also not present despite non-bailable warrants against them. On July 31, the court, while issuing non-bailable warrants after forfeiting the bail bond of the accused, had directed the DGP to initiate inquiry against the police officials concerned who failed to execute warrants issued from time to time to secure their presence. —
