PUDA, Mohali council lock horns over directional boards
Kulwinder Sangha

SAS Nagar, August 8
The town is “lucky” in having two main agencies to look after its development, each competing with the other to do the same type of work. The lack of coordination between the agencies — the Punjab Urban Planning and Development Authority (PUDA) and the municipal council — is often not only amusing but also wasteful in terms of money and time.

A recent example that has come under the spotlight is the decision of the two agencies to provide illuminated directional boards at various chowks in the town on the Chandigarh pattern. While PUDA has already executed work at certain chowks, the municipal council was about to allot the same work to private parties after receiving tenders in this regard. The council, on getting to know that PUDA has begun the work, is now being forced to adopt a wait-and-watch attitude.

While PUDA officials say that the Chief Administrator has directed local officials to put up boards at various chowks, the council authorities say that they have been asked by the Ropar Deputy Commission-er, Ms Seems Jain, to put up the boards. Moreover, PUDA officials work on the ground that all original works have to be carried out by them in the town and the council has only to carry out the maintenance part.

Sources at the council office said Ms Jain had directed the civic body to put up directional boards at the main chowks like Madanpur Chowk, Diplast Chowk, YPS Chowk, PTL Chowk, Stadium Chowk, etc of the town for the convenience of the public. The Engineering Wing of the council had then prepared an estimate of Rs 4.94 lakh in this regard which was put up at the council meeting held on April 8 and cleared by the house.

The council received tenders from private contractors on July 8 putting up 40 directional boards at 10 chowks in the town and each board was to cost Rs 7,312. However, for the time being the work on this project has come to a halt.

According to sources, PUDA is providing 22 boards at five chowks and two triangular junctions in the town. The estimated cost of the project is Rs 2.24 lakh and the cost of each board is Rs 9,700. However, PUDA has plans to provide more expensive boards at other chowks in the town though this project is at an initial stage at present.

The work to provide boards by PUDA is in progress at YPS Chowk, Madanpur Chowk and Diplast Chowk. The contractor has dug the road at different points at each chowk to link the wires inside the boards with the streetlight poles for getting power for illumination much to the annoyance of council officials. It is learnt that council employees have disconnected such wires, though PUDA officials have denied this.

The sources say that the civic body has written a letter to the Additional Chief Administrator, PUDA, saying that action should be taken against persons who had connected the illuminated boards to the council’s streetlights as this is wrong.

It has also been pointed out in the letter that no permission had been taken by PUDA to carry out the digging up of the roads at three chowks where the work of providing directional boards was in progress. The letter asked PUDA to deposit the necessary fee for carrying out the digging up of the road.
