Who’ll foot the luxury ward bill of a Tihar inmate?

The Tihar Jail authorities have moved the apex court, seeking to settle the question of medical expenses of an inmate who refused treatment at the AIIMS and opted instead for the luxury ward in a private hospital. The perplexed jail authorities want a court directive on who should bear the medical expenses of the inmate.

A Division Bench, headed by Justice Y K Sabharwal, has issued a notice to the accused, Bajrang Singh Dalal, an advocate who was arrested on the charge of forging the signatures of a Delhi High Court Judge on an order for allotment of flats to anti-Sikh riot victims.

The notice was issued after Additional Solicitor General Altaf Ahmed and counsel Rajeev Sharma contended that the accused should bear the expenses as he had given an undertaking to that effect. The accused wanted to be treated at a private hospital in Delhi, which specialises in naturopathy.

The accused, who is out on bail, made an initial payment of Rs 25,000 to the naturopathy hospital, but the final bill came to Rs 65,000. He refused to pay the balance and the hospital asked the jail authorities to foot the bill. Dalal, while in judicial custody, had complained of a series of ailments like throat cancer, ulcer, thyroid, jaundice, acute chest pain and urinary infection. The jail authorities said he was referred to various speciality and super speciality hospitals for treatment, but he was adamant and refused to accept allopathic treatment, insisting on naturopathy.

After referring the accused to the AIIMS, Ram Manohar Lohia, Apollo and other super speciality hospitals, the prison authorities took legal advice and decided to refer Dalal for naturopathy.

He was first sent to Krishna Dutt Health Centre (Nature Cure and Yoga Training), while in judicial custody, from August 4 to September 18 last year. However, fed up with the conduct of the accused, the health centre asked the prison authorities to take him back while certifying that he had been substantially cured.

The prison authorities withdrew him from the centre and admitted him at AIIMS for a check up, but on the application of the accused, the high court directed the authorities to shift him to Bapu Nature Cure Hospital.

The petitioner was released on bail by the high court on November one last year. In that order, the court directed the jail authorities to pay the balance amount to Bapu Nature Cure on the ground that medical expenses of an accused in judicial custody had to be borne by the State.

The prison authorities have now challenged this order before the Supreme Court on the ground that the State should not be held liable for expenses incurred on treatment availed “in the luxury ward.’’

Sheila mopped up awards, but not pollution: Sahib

With Assembly elections round the corner, the BJP today took a dig at Chief Minister Sheila Dikshit claiming she had no role in making NCT of Delhi free of pollution.

“Ms Dikshit may have received the Clean Cities International Award for 2003, conferred on NCT of Delhi by the US Department of Energy, but she deserves only five per cent credit for the Compressed Natural Gas (CNG) initiative and reduction of pollution levels,” Union Labour Minister and former chief minister of NCT of Delhi Sahib Singh Verma said. Mr Verma, who shared the dais with Ms Dikshit at the inauguration of a CNG station here, asked : “What has she done ?” The credit for running the city’s entire transport fleet on environmentally-friendly CNG should go to Union Petroleum Minister Ram Naik, he said, after Ms Dikshit stated that a co-ordinated approach with the Centre had made the difference.

The CNG is the second issue on which the Government of NCT of Delhi and the Centre are at loggerheads. Earlier, the two had a dispute over who should be credited with giving Delhi its Metro.

The BJP leader today went a step further and asked for closure of thermal power plants in NCT of Delhi as they “pollute.” “When I was the chief minister (of NCT of Delhi) three new power projects were proposed – two gas-based and one using coal as feedstock. But the Government of NCT of Delhi shelved them,” he claimed and demanded that only natural gas-based power plants be set up in NCT of Delhi.

Ironically, Bawana and Bhiwandi gas power plants could not be pursued as Centre could not make natural gas allocation. Mr Verma charged the Dikshit Ministry with not doing enough to solve the power and water problem and said the recent rains had “exposed” its failure. “The drainage system had not been attended to for years, which caused water logging at many places,” he said.

Earlier, Ms Dikshit said a co-ordinated approach between the two governments had made the difference to the environment in NCT of Delhi. “When cities like New York and Tokyo were hesitant in converting their entire transport fleet into CNG, we did it. And the difference in the quality of air we breathe is clearly visible,” she said, but cautioned of a different kind of pollution which may arise from ultra fine particles of the CNG. “We should be cautious and measures be immediately taken to check any harmful effects,” she said.

Mr Naik, who inaugurated the CNG station, said converting 82,000-odd buses, taxis and autos alone did not bring about a qualitative change in NCT of Delhi’s environment. “The CNG-run vehicles constitute only four or five per cent of the total vehicle population in NCT of Delhi. What made the difference was the supply of ultra low sulphur and benzene content petrol and diesel and stringent measures to check adulteration,” he said.

To support his argument, he cited the March 2002 study by the Central Road Research Institute which had stated that “around 85 per cent improvement in air quality in Delhi has come on account of improvements made in the quality of petrol and diesel and introduction of Euro-II emission norms for vehicles.”

Drug ‘traffickers’ set free due to NCB oversight

The Narcotic Control Bureau’s (NCB) ignorance has resulted in a Delhi court setting free three alleged heroin smugglers, two of whom had a history of incarceration in Italy, on drug trafficking charges. Additional Sessions Judge (ASJ) Kiran Nath acquitted accused Vasanthan alias Raja, K Balachandran, a Sri Lankan national, and Atul Kohli alias Bantu, after the NCB, which arrested them, goofed up on legal provisions that mandated safekeeping of the contraband till the time it was produced in court.

The sleuths had arrested Vasanthan from his Paschim Vihar residence in West Delhi in August 1998 and seized 1.81 kg of heroin, allegedly concealed inside the frame of wall paintings, from his house. The NCB had been tipped off by the Customs and Excise (National Investigation Service) of the British High Commission; the Bureau was also informed that two of the accused, Kohli and Balachandran, had earlier been convicted in Italy. Vasanthan’s interrogation revealed their plan. Vasanthan’s job was allegedly to procure, pack and conceal the contraband, Balachandran would finance procurement, transport and other expenses, and Kohli would arrange the buyer in Italy. While Vasanthan was charged with possessing the banned drug the other two were accused of conniving to smuggle it out of India.

During trial, defence counsel S. S. Das contended that the NCB had not complied with its own standing instructions on preserving the seized drugs. The instruction requires the officer to “deposit the drugs fully packed and sealed with his seal in the godown within 48 hours of seizure of such drugs.”

Also, Rule (1) of the instructions required a register to be maintained by the godown in-charge.

However, blissfully ignorant of its own instructions, the NCB produced the seized ‘drugs’ in court for the first time on November 26, 1999, more than a year after the raid on Vasanthan, with no supporting evidence to show whether the material had remained intact during the intervening period. Even the register of the godown was not produced. Making matters worse for the bureau, the contraband produced in court showed a distinct white colour while the samples claimed to have been drawn from it were dark brown. The court observed that the sample and contraband did not appear to be one and the same.

“I’m of the opinion that owing to the non-compliance of these provisions, the accused has to be granted the benefit of doubt and it cannot be said that the prosecution has conclusively proved that the powder that was recovered during the search of Vasanthan’s residence was actually heroin,” the court said while acquitting him.

The ASJ also acquitted Kohli and Balachandran.

High Court restores admission of MBBS student despite false declaration

The Delhi High Court has restored the admission of a third year MBBS student of University College of Medical Sciences, Delhi, which had been cancelled by the institute because he did not meet the eligibility condition requiring that candidates should have passed XIth and XIIth exam from Delhi.

Justice S K Agarwal disposed of the petition and said that the expulsion would affect the student’s career adversely but would not benefit any other person. On the issue of the student giving incorrect information that he had passed both XIth and XIIth from Delhi in his application form for admission, the judge said this did not affect his merit position.

The petitioner has already completed two years of study in the MBBS course and no useful purpose would be served by cancelling his admission at this stage, since no one else can be accommodated in his place, he added.

“I may also observe that the petitioner and his family, by now, must have undergone mental pain and agony, spent enough time, energy and resources subsequent to the cancellation of the admission, which by itself is enough punishment for the petitioner,’’ the judge said.

In view of the facts and circumstances of the case, cancellation of the petitioner’s admission, which would ruin his career and benefit none, could not be sustained, he ruled.

The petitioner had passed XIth from Delhi Public School, Meerut Road, Ghaziabad (UP), in 1999 and thereafter shifted to DAV Public School Shrestha Vihar, Delhi, and passed his XIIth from there.

Before 2001, the eligibility condition for UCMS’s MBBS/BDS entrance test was that candidates should have passed XIIth from a recognised school in Delhi.

The petitioner fulfilled this requisite eligibility condition and appeared in the entrance test in 2000. However, he could not clear it and made it only in his second attempt in 2001. Later, the institute found that he had made a false declaration, stating that he had cleared both XIth and XIIth classes in DAV Public School, Delhi.

Notices on B.Ed admission irregularities

The Delhi High Court has issued notices to the Chief Secretary of Delhi Government and Vice Chancellor and Registrar of Guru Gobind Singh Indraprastha University here on a petition alleging irregularities in admission to the B Ed course.

While issuing the notices, Justice Vikramjit Sen asked the three respondents to file their replies by July 21 and posted the matter for further hearing on July 23.

In the meantime, the university has given an undertaking to the court that it will display on the notice board the details of the manner in which those Outside Delhi General Quota have been granted admission.

The university’s Deputy Registrar, Mr Sushil Kumar, also Gave an undertaking that none of the information, presently available on the website pertaining to the Common Entrance Test 2003, shall be deleted or removed.

Earlier, during the hearing on Friday, the petitioner’s counsel expressed fears that the information available on the university’s website may be deleted.

In their petition, filed through Naushad Ahmad Khan, Madhu Bala and five other candidates alleged that it was not clear as to how many seats were available against the General, SC/ST, Physically Disabled and the Defence quota for candidates from Delhi and those hailing from other states.

The petitioners, who cleared the written test held on June 15 last, further alleged that despite being called for counselling, they were not allowed to participate in the same on July 4 and were wrongfully denied admission.

Delhi students win award at Formula race

The students of Delhi College of Engineering have bagged ‘The Best Endeavor Award’ at Formula Student 2003 held in the UK. The 16-member team built a formula race car from the scratch, and after a year-and-a-half-long planning, execution and coordination exercise, decided to pit it against the technical expertise and engineering prowess of top universities in the world, at the annual competition at Bruntingthorpe Proving Grounds, Leicestershire.

The team returned to the Capital on Friday with a shining trophy, leaving behind a formidable impression on the judges. Nishant Gangadhar (21), a final year student at one of the oldest technical institutes in the country, said: ‘‘The judges were surprised as it is not usual for first year students to get shortlisted in their very maiden attempt and win a trophy.’’

Referring to the citation given to the team, he said, ‘’One of the judges stated that the effort was special, particularly the teamwork, and the resourcefulness with which it was executed.’’

His team mate, Akshay Kakar, disclosed that their’s was the only entry from Asia. Recounting the 18-month effort in a ventilation shed, where the boys used to retreat in their spare time to work on the car, Gangadhar said ‘‘It was an exercise in thinking, working and living together.’’

Despite rain, wheat stocks lying in the open

Sonepat: Thousands of wheat bags, worth several crores of rupees, procured by the State and Central government agencies during the year, are still lying in the open in various food grain markets.

According to a report, though this stock has been covered with polythene sheets, the heavy rain has caused extensive damage. Large stocks procured by the official agencies are still lying in the open on the premises of the new foodgrain market at Gohana town in the district.

The authorities concerned and the high ranking officers of the procurement agencies are allegedly not bothered about the damage being caused to the procured wheat by the rain. They are yet to visit the mandis and godowns to take stock of the situation.

TV journalist commits suicide

Aruna Vishwanathan, a TV journalist working with a private channel, reportedly committed suicide by taking poison in her house in Indra Puram area in Ghaziabad.

The extreme step came to light yesterday when one of her friends went to her place. She suspected that something had happened as the main gate was open. When she went inside, she found Aruna’s body in her bed room. The body was decomposed and a foul smell was emanating from the house. She lived alone in Ghaziabad, the police said. Aruna’s friend informed the police, who reached the spot immediately and took the body to the mortuary for a post-mortem examination. The post-mortem report confirmed that she took poison five days back. The body has been handed over to her relatives for last rites, the Ghaziabad police said.

A suicide note was recovered from her person which said that she took the extreme step on her own and nobody should be held responsible for her death. She took the step as she was suffering from depression for a long time. She also mentioned in her note that her child should be handed over to her husband. Aruna’s husband works with the All India Radio and the couple was not on good terms. In fact, Aruna had filed a divorce case. She had lodged her child in a day boarding school in Hardwar, the Ghaziabad Police said.

Villagers frown upon power bill payment mode

While power bills to the tune of several crores are still pending in the rural areas of the district, the system adopted by the Electricity Department to recover payment of bills through cheque is controversial and unapproved by many.

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) accepts the electricity bill payment which is of the amount of Rs 1,000 or more through a cheque or draft. Cash is accepted only in cases where the bill is less than Rs 1,000. Although the payment of bills made through cheque is no cause for panic for an urbanite, it has been leading to resentment among villagers. One Jaipal, a resident of Banchari village in the district, said the process of accepting bill through cheque or draft had been a cause of harassment and inconvenience for a majority of the people living in villages.

He said a large number of people in the rural areas had no accounts in the banks. Some of them visited the banks once a while in a year. He said like many others he had to shell out Rs 25 each time to get a draft prepared for paying the power bill. For this, he said, he had to visit to nearby town to get the work done. He said as he had no account in a bank it was impossible for him to get a cheque issued. Consequently, he was forced to cough out money for a draft. He demanded that the provision of accepting only a cheque or draft towards the bill be withdrawn in the interest of those living in the rural areas.

Mr Harsh Kumar, a former minister, has also condemned this practice. He said electricity had become a costly item in the recent years and a bill of Rs 1,000 or higher had become very common. He said the villagers were not only being harassed and fleeced but were forced to waste a lot of time on the process.

He said the payment must be made an easy affair so that the defaulters also come forward to clear their bills on time.

He said his party (Haryana Vikas Party) was in favour of scrapping such a practice.

Most depts at sea about rainwater harvesting

Amid reports that the level of sub-soil water has been consistently going down for the last many years in the district due to insufficient rains and excessive pumping out of the water through tubewells, various departments in the district except the Haryana Urban Development Authority (HUDA) have failed to implement the rainwater harvesting schemes.

It is astonishing that the municipal authorities are reportedly not even aware about the scheme initiated by the central government. Its implementation is entirely the responsibility of the state government.

Under the scheme, rainwater is collected at some low level ground and then released in the sub-soil water through pipes.

The scheme can easily be executed in the government office complexes and in the clusters of houses in the towns. The construction of kutcha water tanks on the open space can be more effective for recharging the sub-soil water, the scheme suggests.

The state government has reportedly directed the government offices for its implementation at their own Levels. Hardly any department has taken note of it. The scheme has to all intents and purposes been put on the backburner.

HUDA is implementing it here. It has constructed kutcha water tanks near the waterworks in Sectors 12 and 23 and in its office complex.

Satisfied and encouraged by the scheme, the local HUDA authorities are planning to implement it more effectively and in other areas also.

According to the Executive Engineer of HUDA, Mr S. K. Bhutani, the scheme will also be implemented in the sectors’ houses. House owners will be motivated to adopt the scheme. “And its success in houses will be an inspiration for the towners living in other localities,” he remarked.

He informed it would be made compulsory to make provision for rainwater harvesting in every new construction in the sectors and it would be part of the building map plan. HUDA was formulating plans to introduce the scheme in its sector parks also, he added.

Departments like the PWD, Forest, Revenue, Haryana power boards having mighty offices and residential complexes in the town are also ignorant about the scheme.

In the opinion of scientists of the Krishi Vigyan Kendra, the scheme needed an extensive awareness programme not only in the urban areas but also in the rural areas. In the villages, ponds used to be the best rainwater harvesters in the past.

But nowadays, the pond lands are being encroached and large numbers of them have been levelled with mud and other waste for want of digging, said Dr S. Rawal.

Fault in transformers compounds water woes

The drinking water supply system in this city remained disrupted for the third day in succession today. This had come about because of some fault in the electricity transformers at the boosting station near Mukhi Hospital and some other paces.

According to a report, thousands of residents remained waterless throughout the day yesterday and on Friday. On Friday, the residents got the supply late in the evening. They were denied the supply yesterday as the staff of the Uttar Haryana Bijli Vitran Nigam failed to remove the fault in the transformer despite repeated complaints made by the key men of the Public Health Department to them between 8 am and 8.30 pm. This caused great hardships to the residents as they had to fetch water from distant places to meet their requirements.

Residents of the old section of the city were the worst hit. The areas fed by the Subzi Mandi feeder also remained powerless throughout the day yesterday because of the major power breakdown. The power supply was restored after 9 pm or thereabouts.

The authorities of the UHBVN failed to disclose the reason for the power breakdown. The stock reply was that the staff was working to rectify the fault and supply would be restored after removing the fault.

The areas fed by the essential feeder also remained powerless for hours together without any prior information about the load-shedding or any breakdown. The Residents Welfare Association and the Sonepat Citizens Forum today demanded a high-level probe into the inefficient and unsatisfactory working of the UHBVN and stern action against the officials found responsible for the continuous power breakdown.

Last night’s downpour may break four-decade-old record

Sonepat city and its surrounding areas had a heavy downpour for three hours last night. It is likely to break the four-decade-old record. Such a downpour was reportedly recorded in 1964.

According to a report, the month of July has already seen the heaviest rains in the past few years. It has rained more than 40cm, double of what an average month of July receives.

Last night, torrential rain put the sewage and rainwater drainage system out of gear.

As a result of the rain and the drainage system playing the villain several areas were submerged in knee-deep water.

Water entered the houses in some areas like Braham Colony, Jiwan Nagar, Pancham Nagar, Tara Nagar and New Tara Nagar. Residents blamed the Sonepat Municipal Council, the Public Health Department and HUDA for the poor drainage system in the residential colonies.

In Sectors 14, 15, 12 and 23 residential colonies of HUDA, all roads and bylanes were submerged in rainwater and the residents had to wade through storm water.

All rainwater drains were out of order. Jhuggi clusters were in knee-deep water. In many residential areas, including Garhi Ghasita and Kakroi road, the sewer system failed and water started flowing back from the gutters inside the houses.

Road traffic on several link roads in the rural areas remained disrupted because of accumulation of rainwater on them.

Long stretches of the Sonepat-Meerut inter-state road and other state highways were inundated at several places already. A portion of the railway road which was freshly laid last week was damaged in the rains.

Train services on the DUK section of Northern Railway remained disrupted on account of flooding of the railway track at several places. Almost all long-distance mail, express and other trains passed through Sonepat behind schedule, causing inconvenience to the passengers.

Shortage of natural gas on its last legs in the Capital

There is some good news at last for the transporters as the shortage of natural gas would be over in the Capital since the Liquefied Natural Gas (LNG) import project of Petronet LNG Ltd (PLL) at Dahej in Gujarat is nearing completion.

This was announced by the Minister for Petroleum and Natural Gas, Mr Ram Naik, today. This means there is also respite even for the industries in and around Delhi, whose fallback allocation of gas was cut to enhance the allocation of Compressed Natural Gas (CNG) to vehicles and the Pragati Power Project, would start getting the natural gas.

Inaugurating a CNG mega-station here, Mr Naik said 1.75 MMSCMD of natural gas was being supplied to Pragati Power for the last one year, in addition to the allocation of 0.89 MMSCMD to Indraprastha Power Plant, making a total allocation of 2.54 MMSCMD.

Promoted by four oil PSUs — ONGC, IOC, BPCL and GAIL, PLL’s Dahej Plant with a capacity of five million tonnes of LNG import from Qatar, equivalent to 20 million metric standard cubic meters per day (MMSCMD), would supply natural gas to the HBJ Pipeline from January 2004..

The power plants in Delhi are drawing 2.4 MMSCD of gas each day, which is about 1.4 MMSCMD more than the previous year.

The minister said that additional gas allocation has made available 350 MW of power to the residents of Delhi. As a special case, the Petroleum Ministry has allowed Indraprastha and Pragati Power plants to swap gas, in case one of them is unable to use the allocated quantity.

A total of 80,000 CNG vehicles, comprising 9,000 buses, 5,000 RTVs apart from 51,000 autorickshaws, 5,000 taxis and over 10,000 cars ply on Delhi roads. The CNG dispensing stations have gone up from 30 to 112, Mr Naik said.

Check canal breaches, Sonepat DC tells irrigation officials

The Deputy Commissioner, Mr Balwan Singh, has expressed concern over the cases of cuts and breaches in the canal and directed the irrigation department authorities to take immediate steps to check them by intensifying patrolling on the embankments of the canals, distributaries and minors round the clock.

Addressing a meeting of district officials here yesterday, he also warned that the erring officials would be punished if found guilty of any irregularity. He said that the officials should take the repair work of the embankments which are weak and on the verge of collapse as the rainy season is on.

Referring to the public complaints about the diversion of subsidised rationed commodities to the black market, the DC directed the officials of the Food and Supplies department to check 50 depots in a month and take action against those owners of the fair price shops who sell the rationed commodities in black.

He said that the sub-divisional magistrates of Sonepat and Gohana and Ganaur should monitor the checking campaign of the ration depots, petrol pumps and the brick kilns in their areas. He directed the officials of the Labour department to accompany the officials of the Food and Supplies department whenever they check the brick kilns.

The DC directed the officials of the market committees of Sonepat, Ganaur and Gohana to take steps for the cleanliness of the vegetable and fruit markets during the current monsoon season.

Driver suffers injuries

A jeep driver Ram Kishan of Shekhpura village sustained injuries when the jeep was hit by a mule cart near Gumar village about 20 km form here last evening.

According to a report, a youth Sanjay also sustained injuries in the accident.

Trader beaten up, robbed

A stir was caused when five miscreants beat up a trader in the vegetable and fruit market here yesterday and fled after snatching Rs 6,000 from him. According to a report, some persons chased them and captured one of them. He was handed over to the police.

It is stated that five youths came to the trader and purchased potatoes from him.

They exchanged hot words over some issue. Thereupon, they beat up the trader and snatched the money from him. The police are still investigating the case. A hunt is on to apprehend other culprits.

Grievances committee

Mr Balwan Singh, Deputy Commissioner presided over the monthly meeting of the district public relations and grievances committee here yesterday.

According to a report, the DC solved as many as eight complaints out of 12 received by him.

The City Police and the Civil Lines police have arrested as many as 34 owners of lottery shops engaged in satta in the garb of lottery tickets in different parts of the city, particularly on the premises of Sarang cinema house and on the Railway Road.

According to a report, these persons were caught red-handed by the special staff of the Inspector General of Police, Rohtak Range during the surprise raids conducted in the lottery bazaars.

The police seized Rs 24,700 and other articles of satta from them. A case under the Gambling Act has been registered against them.

Snakebite

Rakesh, a youth was immediately hospitalised after being bitten by a snake. He was working in the fields at Murthal village about eight km from here yesterday.

According to a report, the condition of the youth is stated to be serious. The youth belonged to UP and was employed as a labourer.

Portable oxygen cylinder for Amarnath pilgrims

Keeping in view the health hazards, specially breathing problems that arise in the rarefied atmosphere of the Himalayas, Delhi-based Noble Fire Fighting Industries has developed a unique portable aluminium oxygen cylinder for the pilgrims of Amarnath Yatra.

The thin air in mountainous areas creates breathing problems for many yatris. The track between Sheshnag to Panjtarni, passing through Mahagun stop at 14,800 feet is most treacherous. The cylinder is also available on rent.

“Crusaders of India’s Independence, Jagat Ram Joshi and Madan Gopal, continued to work ceaselessly even after the Independence,” said president of All India Freedom Fighters’ (AIFF) organisation Vishwa Nath Mathur during a joint meeting with AIFF Successors’ Organisation at Vithalbhai Patel House yesterday.

A former Governor Dr Satyanarayana Reddy said Joshi and Gopal left for their heavenly abode within a few days of each other, after India attained Independence.

They made Delhi their ‘karmabhoomi’ and worked tirelessly, he added.

The condolence meeting ended with a two-minute silence as a mark of respect to the two freedom fighters.

Gohana power staff attacked by consumers

Rohtak, July 13
Mr Bhup Singh Rathi, chairman, Haryana Vidyut Prasaran Nigam (HVPN), Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) today visited Pt B D Sharma PGIMS to see certain employees who had sustained injuries when a group of power thieves attacked them at Gohana subdivision on July 4. Mahender Singh Lathwal, Madan Lal, Dharambir and Rohtas, power employees of Gohana subdivision were attacked by some erring consumers during an inspection. Mahender Singh had got both his legs fractured in the attack while the other employees sustained injuries.

Later, talking to newsmen, Mr Rathi said the campaign against the theft would be intensified and strict action be taken against the power defaulters.

He urged the employees to deal firmly with those indulging in various malpractices.

He announced that additional promotion would be given to the employees who show honesty and courage in dealing with the defaulters.

Undertrial dies

An undertrial prisoner died of heart attack at Pt B D Sharma PGIMS here today. According to information, the undertrial, Prithvi Singh of Bhalaut village, was admitted to the PGIMS on Friday when he started feeling uneasy.

Motorcyclist run over

A motorcycle-borne youth was run over and killed on the spot by a speeding bus near Gandhra turn today. The deceased has been identified as Praveen of Kharainti village. He was going towards Delhi on his motorcycle (HR 12 E-0272). It is learnt, the youth on motorcycle was crushed by the rear wheels of the bus when he tried to overtake the vehicle from left side. A case has been registered against the bus driver Surat Singh.

Man robbed

Faridabad: A man was robbed of over Rs 16,000 by some unidentified youths in a village near Hodal town in the district yesterday. The victim identified as Rajpal told the police that he had collected the money from a friend in Hodal and was on the way to his village on a motorcycle, when some youths also riding a bike intercepted him. He said he was thrashed and his money was snatched.

DTTDC roadshows on the anvil

New Delhi: The Delhi Tourism and Transportation Development Corporation (DTTDC) has decided to promote its tourism activities through organizing tourism roadshows.

The corporation authorities, who were happy with the enormous response shown by the people during a mango fest organised at Noida stadium on July 12-13, have now decided to organise such shows to attract customers and promote tourism activities.

According to a corporation release, the tour bazaar would be organised on August 31 in Noida, September 1 and 2 at Coffee Home (East Delhi), September 3 and 4 at Connaught Place and September 5, 6, and 7 at Dilli Haat.

The customers can avail of discount up to 20 per cent on tour packages to Himachal Pradesh, Uttaranchal, Sikkim, Darjeeling, Kodaikanal, Kerala, Goa, Ooty and Nepal through these tour bazaars.

Wanted criminal held after encounter

Ghaziabad, July 13
The Ghaziabad police today claimed to have arrested a notorious criminal, Aas Mohammed, who was wanted in connection with a sensational robbery in a petrol pump following an exchange of fire in the Sehani Gate area late last night. No one was injured in the exchange of fire.

According to the police, the incident occurred around mid-night when a police patrol spotted the suspect moving around under suspicious circumstances near the Delhi Public School.

The suspect reportedly fired at the police party from a countrymade gun when challenged. The police party returned the fire and after a short chase, managed to overpower him.

The police said that the suspect belonged to Muzzaffar Nagar and had been active in the Western Uttar Pradesh belt for the last couple of years. He is wanted in over a dozen cases of robbery and loot. He is being further interrogated.

Live cartridges seized

New Delhi: The North-East police have arrested a person and recovered one countrymade weapon and two live cartridges from him.

The police while performing routine checks on July 10 near Diamond Public School on Wazirabad Road found a young boy getting down the bus. The boy, on seeing the police, started walking faster but the police overpowered him. On search, the police recovered the weapon and live cartridges.

The accused Abdul Washid Khan (21), resident of Old Mustafabad told the police that he was getting arrested for the first time. He also said his associate Arif, was caught by the police on June 26 for committing robbery in a mobile shop in Maujpur.

Drunkard ends it all

A 28-year-old habitual drinker committed suicide last night by hanging himself in his house in Malviya Nagar.

The body of the deceased Ankush, resident of Hauz Rani was recovered this morning by his family.

The members of his family told the police that he had consumed alcohol last night.

The police have not recovered any suicide note from the spot and initiated inquest proceedings.
