leaders suspended Shimla, July 5 The Chief Minister, Mr Virbhadra Singh, had yesterday fixed the deadline until 5 pm today for taking action against the employee leaders who had openly took part in political activities during the elections and had cautioned the controlling officers that any laxity in complying with his orders would be viewed seriously. He had specifically mentioned the Himachal Pradesh State Electricity Board Technical Employees Union, which inserted advertisements in the
newspapers against the Congress leaders during the assembly elections in this regard. The board authorities have duly suspended Mr Dev Raj Sharma and Mr Sat Prakash Thakur, president and general secretary of the State Electricity Board Technical Employees Union, respectively. Mr Hoshiar Singh, another leader of the union, was also suspended. Mr Prem Singh Bharmouria, general secretary of the State Non-Gazetted Services Federation, Mr Pramod Singh, an office-bearer of the government drivers union, and Mr M.R. Sangroli, a former general secretary of the State Non-Gazetted Federation, were also suspended for violation of conduct rules which debar the employees from indulging in political activities. The BJP has disapproved of the action of the government and alleged that it was trying to create a fear psychosis among the employees so that they fell in line. While Mr P.K. Dhumal, a former Chief Minister, described it as an attempt to crush the trade union rights of the employees, Mr J.P. Nadda, a former minister, said the action reflected the anti-democratic attitude of the Congress. |
Cong govt not serious about reforms: Nadda Shimla, July 5 Addressing a press conference here today he said the Congress, which took pride in presenting tax-free budgets and implementing populist schemes was not committed to reforms at all. This was quite evident from the fact no effort had been made to compress expenditure, on the contrary opening of more colleges and other institutions had been announced to further burden the exchequer. The party lacked a clear thinking whether to pursue the reforms to pull out the state from the perennial financial crisis or to continue with the policy of giving doles to appease various sections of people. He said the decision to withdraw the user charges in hospitals was an anti-reform step and it was indicative of the double speak of the party on such an important issue. The BJP government had imposed user charges on the pattern of the Congress-ruled states like Madhya Pradesh and Rajsthan and yet the party made it an election issue here. It was a case of indulging in political dishonesty for electoral gains. Such a party could not be expected to carry out reforms. The party would have to take a clear pro or anti-reforms stand only then it could make any progress on this front. Mr Virbhadra Singh, the Chief Minister, had been taking credit for excluding the committed liabilities from the plan but the practice of including non-plan expenditure in the plan to artificially inflate its size was started by him way back in 1984-85. Not only that he also concealed the actual revenue deficit from the ninth Finance Commission as a result of which the state received much less funds from the Centre during the 1990-95 period. This monumental folly had plunged the state into a perennial financial crisis. He said taxing the farmers was a step in the wrong direction as the state had a predominantly agrarian economy. It could lead to stagnation and affect the overall economic growth rate. Further, the government would have to raise huge loans to make up the deficit, which would further worsen the already precarious fiscal position. Mr Nadda advised the government to carefully go through the clauses of the MoU which it proposed to sign with the Centre to pursue reforms and take the political parties, employees and other concerned sections into confidence in the matter. |

ad hoc seniority list: cops Solan, July 5 Contending that the list was prepared when the model code of conduct for the assembly elections had come into force in February, the association urged the government not to make any promotions till the issue was resolved. The association general secretary, Mr Ramesh Chhajta, while talking to mediapersons here yesterday stated that not only were these DSPs promoted in excess of their cadre strength but also they were now competing with the direct HPS cadre
officers for promotions. While the cadre strength of the Himachal Police Services had been reduced to 93 from the existing 100, the 32 DSPs who were promoted on an adhoc basis had been promoted without any vacancy, he rued. Terming the issuance of these instructions as a violation of the law as per Article 309 of the Constitution administrative/ executive instructions could not overrule statutory rules, he said in view of the fact that the department was governed by recruitment and promotion rules such instructions had become void. This fact was further supported by Supreme Court judgements. |

He said there was need for concerted effort from all quarters to help the dependents of those who had sacrificed their lives for the country. Speaking on the occasion, the Deputy Commissioner Kangra, Mr Prabodh Saxena, who is also the chairman of the Zila Sainik Welfare Board, stressed the need for better co-ordination between the civil and military authorities to solve the administrative and legal problems of serving and retired soldiers as well as of the families of martyrs. War widow of personnel killed in action from Chinese aggression in 1962 to Kargil war were also given gifts from Station Headquarters as well as from the Dogra Regimental Centre.

3 held, 7.5 kg of charas seized
Shimla, July 5 The police recovered 5.500 kg of charas from Nathu Ram and Lot Ram, who were travelling in the HRTC bus on way from Manali to Kulu. The police party checked the bus near the Bajaura police post and found the charas under the seats, concealed in a bag. Both accused were arrested. In another case, the police party checked another bus on way from Manali to Delhi near Bhuntar and recovered 2-kg of charas from Shamsher Singh, a resident of Jind in Haryana. The accused was arrested and a case under NDPS Act was registered against him.

24 fresh cases of gastroenteritis Mandi, July 5 Jaundice and gastroenteritis have broken out in parts of the district. In the Jawalapur area of the Darang constituency, a medical team was rushed yesterday after receiving reports of jaundice there. The health and IPH authorities said villagers were not abiding by the instructions not to use spring water. Spring sources had been contaminated by polluted rainwater, they said. |
No gastro cases in Dharampur: doctors Kumarhatti, July 5 Meanwhile, in Buddon village where an old woman, Najku Devi died on Thursday. She was suffering from dysentery. A villager, Sant Ram of Buddon said that at present 18 villagers were complaining of vomiting and dysentery. |
JEs on contract to be regularised Shimla, July 5 Inaugurating the 23rd general session of the Junior Engineers Association here he said that 20 additional posts of assistant engineer would be filled soon by promoting the junior engineers to remove stagnation in their cadre. He lauded the role of engineers in the development of the state and said that 23,000 km of roads had been constructed in the state with their efforts. Irrigation and Public Health Minister Kaul Singh said that a Rs 400 crore World Bank-aided project would be launched for increasing the road density.
