Six militants were killed and three arrested in Jammu and Kashmir during the past 24 hours. An official spokesman said the security forces killed three militants in an encounter at Jandrola in Poonch district today. The encounter ensued after a search party was attacked by the militants.

All vehicles stranded at base camp Sonmarg on the Srinagar-Leh national highway and carrying passengers and essential supplies to the frontier districts of Ladakh and Kargil were allowed to proceed towards destinations following the intervention of Deputy Chief Minister Mangat Ram Sharma today.

11.20 cr for better livestock

The Centre has sanctioned a Rs 11.20-crore Technology Mission for genetic improvement of livestock and development of wool products to boost the economy of Jammu and Kashmir.

Army clears mobile phone services

After initial reservation on the operation of a mobile phones in the valley, the Army has given clearance to the telecommunications Department for starting the service, Lt-General V.G. Patankar said.

PDP partners look forward to Sonia’s visit

The coalition partners of the PDP-led government here are enthusiastic following the decision of Ms Sonia Gandhi, Congress president, to address the first joint public meeting at Baramulla in the valley on June 1.

Significance is being attached to the meeting, which is aimed at depicting unity among the coalition partners in view of the claims of the National Conference leader, Dr Farooq Abdullah, and his son, Mr Omar Abdullah, that the coalition government would fall shortly.

Ms Sonia Gandhi is coming here on Friday to preside over the conclave of Chief Ministers of the Congress-ruled states.

Ms Mehbooba Mufti, president of the PDP and daughter of Mufti Sayeed, told this correspondent that the meeting was being organised by the state government.

It is worth mentioning that it is for the first time in the past seven months after the Congress decided to back Mufti Sayeed to form a coalition government in Jammu and Kashmir that all the partners are coming on one stage. Earlier, the public meeting was expected to be only a show of the Congress, but Ms Gandhi is understood to have given a green signal to all coalition partners to attend the rally. The Mufti had recently called on Ms Gandhi at Delhi and discussed various issues with her.

Observers feel that one of the reasons for the joint show was to remove the impression that has gone around that the Congress and the PDP were not pulling along well as both parties had kept themselves away from the functions of each other. No Congress minister or MLA participated in the public meeting which was addressed by Prime Minister, Atal Bihari Vajpayee here last month although it was an official function. As such it turned out to be a show of the PDP, as the Mufti brought his supporters in strength from different parts of the valley and the Finance Minister, Mr Muzaffar Hussain Beig, handled the stage.

Apparently to pay back the Congress in the same coin, no minister or leader of the PDP was seen at the venue of the public meeting, which was to be addressed by Ms Sonia Gandhi at Reasi. However, she could not reach there because of bad weather.

Meanwhile, the city is being decked up to greet the Congress president, Ms Sonia Gandhi, and Chief Ministers of the 15 Congress-ruled states who are reaching here tomorrow for a two-day conclave beginning May 30.

Ms Sonia Gandhi will stay in the Nehru Guest House near the Chasma Shahi garden built by the Mughal rulers.

Summary revision of poll rolls ordered

Srinagar, May 28
The Election Commission has ordered the summary revision of electoral rolls for the parliamentary and Assembly constituencies in Jammu and Kashmir with January 1, 2003, as the qualifying date.

According to the Chief Electoral Officer, B.L. Nimesh, the persons who have attained the age of 18 on or before January 1, 2003, are eligible to apply for the inclusion of their names in the electoral rolls. Any person whose name or other particulars have been incorrectly recorded in the existing rolls can also apply for correction. Applications can also be made for the deletion of names of persons who are dead or who may have shifted from their original place of residence.

For this purpose, the Electoral Registration Officers shall keep the draft rolls at the polling stations and other conspicuous places in the Assembly constituencies or at the offices of designated officers and at the offices of Assistant Electoral Registration Officers, who will supply the requisite forms free of cost to the desired persons. They shall receive the applications under proper receipt from May 28 to June 18.

Mufti pulls up officers

The Chief Minister, Mufti Mohammad Sayeed, today visited various areas in Jammu to make on-the-spot assessment of the pace of development projects for which orders had been issued by him a month earlier. During his tour he pulled up several officials for having not been able to fulfil their commitment of completing some of the minor schemes on time.

The Chief Minister warned them that action would be initiated against them if he found, during his next surprise visit, they unable to achieve the target.

Sources close to the Mufti said the Chief Minister maintained a diary recording all his orders and instructions issued to the officers and the departments so that he was able to monitor the pace of execution of the projects. In several cases the Chief Minister wanted the officers to explain the reason for the delay in achieving the targets.

Accompanied by the Commissioner (Planning), Mr Vijay Bakaya, and the Divisional Commissioner, Mr Lokesh Jha, the Chief Minister spent several hours in the city and its adjoining areas where he laid emphasis on laying new parks and the construction of parking zones for cars.

He sanctioned Rs 44 lakh for the upgradation and renovation of two school buildings. The Mufti also sanctioned several projects related to the building of roads and suggested to the authorities concerned to raise institutional finance to the tune of Rs 2 crore for the completion of the cultural centre at the Bokram Chowk here.

6 militants killed, 3 held

Srinagar, May 28
Six militants were killed and three arrested in Jammu and Kashmir during the past 24 hours.
An official spokesman said the security forces killed three militants in an encounter at Jandrola in Poonch district today.

The encounter ensued after a search party was attacked by the militants. Zaitoon Begum was injured in the encounter, he said.

Two other militants were killed at Nandoli in an encounter last evening. Two rifles, four magazines and four grenades were recovered from them.

Hizbul Mujahideen militant Shiraz Ahmad Mir, alias Shamas Khan, was killed by the security forces at Largam Shopian village in south Kashmir district of Pulwama last night. A rifle, one UBGL with four grenades and 49 rounds of ammunition were recovered from the militant, the spokesman said.

Ghulam Mohammad Lone was injured in an encounter between militants and the security forces at Chowkibal in the frontier district of Kupwara last night. However, the militants managed to escape. The security forces recovered one wireless set and eight batteries from the site, he said.

The security forces also arrested three Hizbul Mujahideen and Jaish-e-Mohammad militants during search operations at Anantnag and Baramula last night, he added. UNI

J&K to explore hydel potential

The Jammu and Kashmir government will explore techno-economic feasibility for the setting up of two mini hydroelectric projects on Sukhnag lake and Shaligund and construction of a major grid station of 220 KV, 132 KV, 133 KV in district Budgam.

This was stated at a high-level meeting of officers of the Power Development Department here yesterday where Minister for Power, Mohammad Sharief Niaz. Minister for Revenue, Hakeem Mohammad Yaseen were also present, an official spokesman said.

The meeting was informed that measures were under way to devise ways for the construction of 6.3 MV receiving station at Khansahib, Budgam. The matter is being taken up with the Rural Electrification Corporation. Some new sub-stations are being constructed and overloaded stations augmented under the Prime Minister’s Gram Yojana Scheme.

The meeting decided to set up a Task Force to be called the Electric Task Force in each Electrical Sub-division of the state to conduct frequent inspection to check illegal connections and power theft. These task forces will be headed by a magistrate.

The Revenue Minister assured the meeting that necessary directives in this regard would be passed on to the tehsildars concerned. He said that this would improve regularisation of power connections and collection of power tariff in the state.

The meeting also discussed the matter of installing new transformers and augmentation of existing transformers.

The meeting was informed that the Centre government had sanctioned Rs 20 crore for APDRP works for the improvement of power system in Budgam, Ganderbal and Srinagar in Kashmir division and in Jammu district in the first phase. The meeting decided to pursue with the Centre government for the release of funds to ensure implementation of the schemes in the rest of the state also in a phased manner.

SP’s appointment quashed

The Jammu and Kashmir High Court has quashed the appointment of Superintendent of Police (SP) Nauman Thakur, son of retired Commissioner of General Administration Department (GAD) G.M. Thakur, saying that the due course of law was not followed in recruiting him.

A Division Bench of the state high court, comprising acting Chief Justice V.K. Jhanji and Mr Justice S.K. Gupta, set aside a judgement of the single-Judge Bench which upheld the appointment and allowed a writ petition.

It quashed the government order number 207-Home (P), dated July 6, 1995, whereby Mr Thakur, who had become an SP now, had been appointed against the post of Deputy Superintendent of Police (DSP) then.

In the 20-page judgement written by Mr Justice Jhanji, the Bench observed that in the writ petition, allegations of favouritism and nepotism were levelled by the petitioners against the respondents, especially the influence exerted by Mr Nauman Thakur's father who at the time of his appointment held the post of Commissioner/Secretary of the GAD.

The petitioners alleged that administrative norms were not followed in facilitating the appointment of Mr Thakur and that his appointment was made through the backdoor, because of the influence exercised by his father, and no examination or selection process was initiated by the state government in recruiting him.

The stand taken by the government was that due to the peculiar circumstances that prevailed in the state on account of militancy and related activities, the state government had to exercise the power conferred on it under the Jammu and Kashmir Constitution while making the appointment. UNI

Vehicles stranded on Srinagar-Leh road cleared

Srinagar, May 28
All vehicles stranded at base camp Sonmarg on the Srinagar-Leh national highway and carrying passengers and essential supplies to the frontier districts of Ladakh and Kargil were allowed to proceed towards destinations following the intervention of Deputy Chief Minister Mangat Ram Sharma today.

Minister for Sports and Youth Services Haji Nissar Ali and Minister for Information Technology Rigzin Jora today had a meeting with the Deputy Chief Minister and sought his intervention for the restoration of vehicular traffic on the 434-km-long highway besides clearance of the stranded vehicles.

The Deputy Chief Minister took up the matter with the agencies maintaining the highway and impressed upon them the need to allow the smooth flow of vehicles on the highway in view of Sindu Darshan at Leh.

Mr Sharma also deputed the Joint Commissioner Transport and Regional Transport Officer Kashmir to Sonmarg for supervising early clearance of the vehicles stopped at the base camp. The Deputy Chief Minister also reviewed the status of the highway. UNI

11.20 cr for better livestock

The Centre has sanctioned a Rs 11.20-crore Technology Mission for genetic improvement of livestock and development of wool products to boost the economy of Jammu and Kashmir.

A Rs 1-crore modern frozen semen plant would be set up in Udhampur this year to boost crossbred cattle population as part of the five-year project, which will be funded by the Union Textile Ministry, J&K Minister for Agriculture and Cooperatives Abdul Aziz Zargar told a meeting here last evening.

The Minister said an important component of the scheme was genetic improvement of livestock by importing exotic germ plasma, purchase of foundation stock and crossbred rams.

He said 40 multipurpose extension centres for the development of sheep and wool products would be set up in remote areas to provide facilities under one roof to sheep breeders.

Of these, 23 extension centres would be set up in Kashmir and 17 in the Jammu division, he said at the meeting attended by district heads of various departments under the State Agriculture Ministry. UNI

Army clears mobile phone services

After initial reservation on the operation of a mobile phones in the valley, the Army has given clearance to the telecommunications Department for starting the service, Lt-General V.G. Patankar said.

''We had some reservations about the service as we had apprehension that militants may misuse it'', General Patankar said at news conference here today.

From security point of view we have expressed our views to the government on the issue,'' he said. UNI
