No justification for militancy: Mufti Jammu, May 9 Addressing the 5th passing out parade at the Police Subsidiary Training Centre, Talwara,
Reasi, about 70 km from here, the Chief Minister said when the Prime Ministers of India and Pakistan had expressed their willingness to normalise relations and hold bilateral talks to resolve all pending issues, including Jammu and Kashmir, there was no justification for the gun-toting youth to indulge in militancy. “The phase of bullets and guns must come to an end so that peace is given a chance in Jammu and Kashmir,” he said, adding that people were fed up of violence and wanted restoration of Peace with dignity. He recalled that in 2001 the Hizbul Mujahideen had declared unilateral ceasefire. A similar gesture was needed at this juncture which, he said, would be adequately responded to by the government. Saying that the people of Jammu and Kashmir had given an unambiguous verdict in the favour of peace with dignity in the Assembly elections, Mufti Sayeed said the coalition government was committed to implement the common minimum programme and restore peace with dignity in Jammu and Kashmir. “We will not allow the enemies of peace to sabotage our peace mission and all their machinations are bound in fail,” he said, adding that today was a historic opening for us and appealed to all others, including the militants and the separatists, to seriously ponder over and help resolve the contentious issues. He said it was the people of the state who were the worst victims of the Indo-Pak tension and they had a stake in the proposed talks. “What is most important today is to create a conducive atmosphere for the success of Indo-Pak peace talks,” he added. Expressing his satisfaction over the near consensus on Indo-Pak talks in Parliament, the Chief Minister said except for the Shiv
Sena, all other political parties in the country were unanimous on normalising relations between the two countries. A similar climate had been generated in Pakistan and we must not miss this opportunity, he said. Dwelling on the role of the Jammu and Kashmir police in the present situation, the Chief Minister asked it to help consolidate the relaxation in the atmosphere by avoiding ‘excesses’ and harassment while fighting militancy. The Chief Minister complimented the force for bravely meeting the challenge and said its duties had multiplied manifold. He said its role was safeguarding the interests of the people which may not be adequately appreciated in the media, yet there was no denying the fact that many lives were saved by its men risking their own lives. He referred to the defusing of a powerful IED on a road near the high court yesterday and said that had merchants of death succeeded scores of people would have lost their lives. The Chief Minister also referred to the problems of the Reasi area and said the subdivision was a vast area and needed greater attention. Kishore, who was present at the function, was pressing hard for giving a greater thrust to the area. Assuring him and the people of full attention, he said a degree college at Reasi would be made functional from July. Mufti Sayeed said unlike last year, the meetings of the District Development Boards this year would be held immediately after the Budget is passed by the legislature. This would help in giving a fresh impetus to the development process in the districts. Last year, these meetings were held at the fag end of the financial year. |
NC leader among 3 killed Srinagar, May 9 The security forces recovered 330 litres of chemical substance from a militant hideout in
Awantipora, he said. Forty-year-old National Conference block president Ghulam Ahmad Rather was shot dead by militants at Munipora village in the Pampore area of Pulwama this afternoon, the spokesman said. Rather was coming back to his home from a local mosque after offering Friday prayers when some pistol-borne militants fired six shots at him. In a separate incident, a militant was killed in an encounter with the Army at Pinjoora village of Shopian in Pulwama district today, official sources said.

521 cr relief given
to Kashmiri migrants Srinagar, May 9 Chairing the 13th meeting of the Apex Level Committee constituted to streamline the distribution of relief to Kashmiri migrants living in Jammu, he said, the Centre had reacted positively to the plan being formulated for the rehabilitation of migrants. Relief measures and other facilities being provided to migrants living in Jammu were reviewed at the meeting. As many as 15,914 registered migrant families who are putting up in Jammu division have been provided with financial assistance of Rs 521 crore under various categories so far. This includes cash relief of Rs 377 crore. Members of the committee were informed that three camp colleges, nine higher secondary and two high schools had been set up at various places for the migrant students.

13 Bangladesh nationals held Jammu, May 9 They were trying to exfiltrate to Pakistan, the sources said, adding they were taken in custody by troops at A.M.K. Post in the sector early yesterday. They have been handed over to the police after preliminary questioning.

Jamaat leader released
Srinagar, May 9 Qazi, who is the second political leader to be released in five days, reached home last evening. On May 3, JKLF leader Noor Mohammad Khalwal was released after 12 years in detention. Senior Hurriyat leaders Mohammad Yaseen Malik and Khalil Mohammed Khalil and other prominent workers met Ahadullah and hailed his release. Expressing concern over the condition of detenues lodged in jails and joint interrogation centres, the Hurriyat alleged that they were being ill-treated under detention. In a statement, the Hurriyat claimed that its activists, including Mukhtar Ahmad Sofi, Mohammad Yousuf Mujahid, Hakeem Abdul Rashid and Mohammad Abdullah Gazali had been undergoing imprisonment despite the expiry of their detention periods under the Public Safety Act. BJP seeks dist status for Reasi, Samba Jammu, May 9 The demand of district status for Reasi is this time being raised by the Congress coalition partner in the PDP led government of Mufti
Sayeed, whereas the opposition BJP is spearheading the agitation for seeking district status for Samba. The Wazir Commission in 1981 recommended the creation of three new districts in Jammu. These were
Reasi, Samba and Kishtwar. However, the successive governments swept the recommendations under the carpet, but created three new districts in the Kashmir valley although these were not suggested. The BJP today launched an agitation in support of its demand of district status for Samba by organising a dharna outside the office of the tehsildar there. The state BJP chief, Mr Nirmal Singh, will address a public meeting at Samba on Sunday to intensify the agitation. The Minister of state for Public Health Engineering, Mr Jugal Kishore who belongs to the Congress, has now raised the demand for district status for Reasi which he represents in the Assembly. He was supposed to present a memorandum in this regard to the Congress president, Ms Sonia Gandhi, during her recent visit to Reasi which was cancelled because of poor visibility caused due to a dust storm. He, however, made the demand before the PCC president, Mr Ghulam Nabi Azad and the deputy chief minister, Mr Mangat Ram Sharma, at a public meeting held in the absence of Mr Gandhi. |
5 DIGs await promotion Jammu, May 9 According to official sources, when Mufti Mohammad Sayed took over as Chief Minister in November last, there were nine posts of IGs which were vacant in the state. So far four posts have been filled and the decision of filling five other posts has been delayed on one pretext or the other. The sources said the government was taking the plea that since the five senior DIGs had not completed 18 years of service as IPS officers they could not be promoted. A senior police officer said it was for the first time that such a rule was being implemented. In the past even those officers who had put in 10 to 12 years service as IPS officers had been promoted to the rank of IGs. He said four DIGs had become eligible for promotion to the rank of IG as they were in the 18th year of service as IPS officers. What has dismayed senior local police officers is the plan of the Union Home Ministry to induct officers in the paramilitary forces as additional SPs and SPs in the state police. Once this plan is implemented it could further block promotion avenues for the local police officers. Blaming the government of adopting different yardsticks at different times while
clearing cases for promotion to the rank of IGs, official sources said earlier when Mr Moh. Ashraf. Mr K. Rajendran and Mr P.L. Gupta were promoted to the rank of IG they had not completed 18 years of service as IPS officers. Another irritant among senior police officers is that except for Mr A.R. Khan not a single Kashmiri IPS promotee has been promoted to the rank of DG and Additional DG when at present the state had two DGs and six Additional DGs. Two DIGs, who had been promoted as IGs, have not been, for the past several months, given the place of postings. The sources said the posting of officers from the paramilitary forces as additional SPs and SPs in the police was not going only to block avenues of promotion in the local police cadre but cause heartburn also. |
